System of approval for the approval of the production and issue of registration plates
The Minister of Transport and Water,
Having regard to the Articles 40, 3rd paragraph , 70 a, third member , 70 b, second and sixth members , 70 d, 1st and 2nd Member , and 70 e, third member, of the Road Traffic Act 1994 ;
Decision:
The following definitions shall apply:
Recognition as intended Article 70a, first paragraph, of the Road Traffic Act 1994 For the production and issue of registration plates;
Holder of a recognition as intended Article 70a, first paragraph, of the Road Traffic Act 1994 For the production and issue of registration plates;
the final product of the recognition holder;
the health mark to be brought to the registration plate by the approval holder in accordance with Model M 3 of the Annex to the Conditions of Plates And Plates;
the processing of blank registration plates into registration plates, including the affixing of the manufacturer's label, the corresponding mark and, where applicable, the duplicate code;
establishment in which production takes place;
Holder of a recognition as intended Article 70a of the Act for the production and issue of a blank registration record;
Blank registration plate, suitable for the production of a registration plate;
the number to be added by the laminate to a blank registration plate according to the Model E in the Annex to the Conditions of Plates And Plates, to which each registration plate can be identified.
2 For the purposes of this Arrangement, enclosed spaces situated in one building or in several places of loading or near-loading buildings, in which the same approval holder manufactures number plates, shall be part of one production site.
1 A recognition may be granted to a natural or legal person who is an operator of a place of production established in the European Union or in a State party to the Treaty on the European Economic Area.
2 For each production site, only one recognition shall be issued.
3 A recognition may be granted only in respect of a place of production situated in the European Union or in a State party to the Treaty on European Economic Area, which complies with the requirements of the Article 3 requirements.
1 The production process is done in a covered, properly closed and well-lit space, with appropriate heating. In this room there is a lockable cabinet or an equivalent device, in which semi-finished products and number plates, including unapproved blank registration plates and unapproved registration plates, can be closed and separated -
2 A space may be present or equivalent in which the records relating to the production and the issue of the registration plates can be properly implemented. An equivalent supply may also be understood as the possibility of electronic data storage.
3 In the place of production are a matterset, a press, a device with which a label can be fitted and a hotprint machine or a paint roller as a tool. These tools are sound and in good condition of maintenance.
The application for approval shall be made use of a form established by the Road Administration.
The applicant for recognition shall submit to the application the following documents:
a. An extract from the Commercial Register, as referred to in Article 22 of the Commercial Registry Act 2007 , or, in the case of establishment outside the Netherlands, an equivalent document issued in the country of establishment, showing that the applicant manufactures registration plates, which must not be older than one month; and
b. A test report of a research institution designated by the Road Traffic Service, showing that the applicant can produce registration plates, which meet the requirements, stated in the Licence plates and registration plates and the Requirements for approval of registration plates 2000 .
1 When applying for approval, an organogram shall be submitted, indicating at least:
a. the functions within which responsibility is borne for compliance with the requirements in the Articles 14 to 23b and of the general conditions for process control;
b. the persons responsible for compliance with the rules in the Articles 14 to 23b and of the general conditions for process control; and
(c) alternates of the persons referred to in (b), unless it is established that the work in question is not carried out in the absence of one or more of these persons.
2 A description of the procedures relating to: compliance with the rules in the Articles 14 to 23b and of the general conditions for process control.
The applicant for approval shall have electronic data communications equipment approved for the recognition by the Road Service, suitable for communication in a network accepted by the Road Traffic Service.
Without prejudice to Article 70f (2) of the Act, where recognition has previously been granted to the applicant for recognition, which has been withdrawn pursuant to Article 70f (2) of the Law, the Office may, without prejudice to Article 70d (3) of the Law, be determined by the Road Service. that of parts of Chapter 3 may be deviated.
Changes in respect of the Article 6 The organisational structure, responsibilities and procedures described shall be notified in advance to the Road Administration, as well as any other changes that may be relevant to the recognition. The instructions given by the Traffic Service shall be taken into account.
1 The recognition holder shall ensure that the treatment of blank registration plates and number plates is such that that damage or deterioration is prevented. This concern shall extend to the delivery of the registration plates at the place of destination.
2 Pending use or delivery, the approval holder shall use designated lockable storage or control spaces to prevent damage, theft or deterioration of blank registration plates and registration plates.
3 The recognition holder does not prevent the use of blank registration plates and number plates.
4 In the case of theft of blank registration plates, the approval holder shall immediately inform the Traffic Department of the situation.
From the outside of the holding, it shall be visible in a manner known by the Road Administration and published in the Official Gazette, that the approval has been granted.
A place of production for which approval is granted must continue to comply with the requirements of the Articles 2 and 3 requirements.
The recognition holder shall be responsible for ensuring that the personnel involved in the production and delivery are aware of the requirements applicable to production and delivery.
The approval holder must be able to indicate at all times where the blank registration plates and the registration plates, which have not yet been delivered, are in receipt of the licence holder.
1 The recognition holder shall make the production subject to compliance with the conditions laid down in the Annex. Licence plates and registration plates and the Requirements for approval of registration plates 2000 .
2 The manufacture of licence plates shall be carried out only in the place of production for which recognition has been granted.
1 The recognition holder shall only receive a blank registration plate in receipt of a recognised laminate bearing the mark affixed by the laminearlier mark, if that is required. The recognition holder shall report within one week of the receipt of blank registration plates, which shall be Licence plates and registration plates are fitted with a laminating code, at the Road Administration, in a manner to be determined by this service, the following information:
a. The lamination codes;
b is the quantity of blank registration plate;
c. The type, colour and model of the blank registration plate;
d. The laminate that has supplied the blank registration plates.
2 Without prejudice Article 23a , a recognition holder shall not forward any blank registration plates to any other recognition holder.
1 The recognition holder shall make the blank registration plates damaged or not subject to the requirements of the Licence plates and registration plates or the Requirements for approval of registration plates 2000 Must be unusable within one week of detection by cutting through them in such a way that the laminate code remains legible.
2 If the erkenningholder blank registration plates, which are on the basis of the Licence plates and registration plates have a laminar code, returns, reports to the Road Traffic Service, in the manner to be determined by this service, the following information:
a. The lamination codes;
b. The quantity of blank registration plate;
c. The type, colour and model of the blank registration plate;
d. The laminate that has supplied the blank registration plates.
3 If the recognition holder makes no use of any blank registration plates which are fitted with a laminating code, the latter shall, in a manner determined by this service, report to the Road Administration:
a. The lamination codes;
b. The quantity of blank registration plate;
c. The type, colour and model of the blank registration plates.
1 Before the approval holder transfers to the delivery of licence plates, he or she shall check that they comply with the requirements of the Licence plates and registration plates and the Requirements for approval of registration plates 2000 requirements.
2 The approval holder shall make the registration plates not complying with the requirements unusable within one week of the check by cutting them in such a way that the laminate code remains legible. The approval holder shall, in respect of these registration plates, which are fitted with a laminating code, be reported to the Road Administration in a manner to be determined by that service, the following information:
a. The lamination codes;
b. The quantity of blank registration plate;
c. The type, colour and model of the blank registration plates.
The approval holder shall retain the two halves of the unapproved blank registration plates or number plates containing the last 10 notifications, as specified in the Annex. Article 17, third paragraph , or 18, second paragraph, second sentence Related.
1 The approval holder shall indicate dark blue registration plates and number plates according to models 18.2A to 18.2E, 27.1A to 27.2H, 27.10A to 27.26E and 27.30A to 27.31E and 30.1A to 30.16 of the Annex to the Arrangement only the person who records the documents required in the Staff Regulations and the registration plates in order to make a registration and registration plates.
The number of the registration plates to be issued shall bear the number of plates specified in the registration number for the vehicle.
2 Without prejudice to paragraph 1, the approval holder shall issue registration plates in accordance with the model 18.2A to 18.2E only if the registration number has been authorised for the holding of records in accordance with that model.
3 Without prejudice to paragraph 1, the approval holder shall issue dark blue number plates only if the corresponding registration certificate shows that the vehicle concerned has been admitted to the road before 1978 and the corresponding registration plate does not exist between two-digit groups and a two-digit grouping, or one group of two letters, one group of three digits and one letter or one group of two digits, one three-letter group and one digit. The last condition relating to the registration number shall not apply to trailers.
4 If the Service reports Road Traffic, on a manner to be determined by that service, that no licence plates may be issued, the approval holder shall not issue the registration plates of the models 18.2A to 18.2E with a retro-reflecting yellow background or a retro-reflecting light blue background, 27.1A to 27.2H, 27.10A to 27.14, 27.30A to 27.31E and 30.1A to 30.6 for the appropriate plate number.
5 In the case of a first issue, the registration plates shall not be marked with a duplicate code.
6 In the case of the issuing of registration plates according to models 27.15A to 27.17E, 30.7 and 30.8, the approval holder shall provide the registration plates of a monthly indication. The number of the current month shall be indicated. If the issue is issued after the seventh day of the current month, the number of the current or the following month shall be indicated.
1 The approval holder shall issue registration plates in accordance with models 18.2A to 18.2E, 27.1A to 27.2H, 27.10A to 27.14, 27.30A to 27.31E and 30.1A to 30.6 of the Annex to the Conditions of registration and registration of the licence plates. Registration plates for each registration number:
a. One registration plate for a motor vehicle on two or three wheels with or without side-ramp, not a moped;
b. Two registration plates for a motor vehicle on more than three wheels, other than a moped;
c. one registration plate off for a moped, and
d. A single registration plate for a trailer.
2 If a commercial character certificate for a motor vehicle on two or three wheels with or without side-car, other than a moped, or for a motor vehicle on more than three wheels is not presented a moped, shall be by way of derogation from the first paragraph, issued at least one and a maximum of five licence plates, except that of models 27.11, 27.12 and 27.14, shall be issued per model at most two number plates, and of model 27.13, at most one registration plate issued.
3 Where a commercial character certificate is presented for a moped or trailer, no more than two registration plates shall be issued by way of derogation from the first paragraph, except that for a trailer of a commercial character, the licence shall not exceed two plates. of models 27.11 and 27.12, and for a commercial character certificate for a moped of models 30.5 and 30.6 per model, at most one registration plate shall be issued.
1 In the case of replacement of defective registration plates, registration plates may be issued with the same registration number and, if present, the same duplicate code.
2 The recognition holder shall issue the new registration plates only after having received the registration plates to be replaced and registered in accordance with Article 23, first paragraph .
3 By way of derogation from Article 21, first paragraph , in the case of a licence number in the case of replacement, may not exceed the number of number plates which have been replaced by the plates to be replaced.
4 The recognition holder shall make the replacement plates to be replaced within one day unusable by cutting them in such a way that the laminating code remains legible, reports the laminar codes to the Road Administration and preserves the two halves of the registration of the registration plates. The number plates to which the last 10 notifications relate.
5 In the case of replacement of registration plates according to models 27.11 to 27.14, 30.5 and 30.6, the plates to be issued shall be the same model as the number plates which have been taken.
In the case of replacement of registration plates in connection with the intended use of the vehicle as a taxi or in connection with the termination of such a vehicle, Article 22 applicable mutatis mutandis, except that the replacement can only take place on two licence plates and that the replacement plates are made immediately unusable.
In case of replacement of a registration plate in connection with a change to the maximum construction speed of a moped is Article 22 applicable mutatis mutandis.
In the case of missing registration plates of models 27.1A to 27.2H, 27.10A to 27.10E, 27.30A to 27.31E and 30.1A to 30.4D, the approval holder provides the new registration plates to be issued by the Service on the road to the manner established by that service to the recognition holder notified duplicate code.
1 The recognition holder shall, when issuing registration plates, which are fitted with a laminating code, to the Road Administration, to determine by way of this service the following information:
(a) the registration number concerned and, where applicable, the vehicle code of the vehicle and, to the extent that the latter is issued, the document number of the registration card;
(b) where such proof is to be provided: the nature, number and country of issue of the identity of the person who receives the registration plates;
c. the number, model and colour of the number of licence plates issued;
d. The laminate codes of the plates issued, if they are fitted with a laminate code;
e. if a farm inventory card is to be presented: the company number of the approved holding, which is indicated on the farm inventory pass;
f. The lamination codes models and colours of the plates to be replaced, if they must be fitted with a laminate code;
g. if the number plates are marked with a duplicate code: the duplicate code; and
h. the reason for issuing:
1 °. first issue;
2 °. replacement; or
3 °. Missing out.
2 The registration shall be made only and upon request to the civil servants of the Traffic Department, in charge of supervising compliance with obligations arising out of recognition and responsible for the enforcement of the duties of the police. the obligations resulting from the recognition and the prohibitions referred to in Article 41 of the Act , information which they require for the performance of their duties.
1 By way of derogation from Article 15 The approval holder may, in accordance with models 1.1 to 18.2E, 27.11, 27.12, 27.14, 27.30A to 27.31E and registration plates with the font models C1, if carried out in plastics, C2 and C3 of the Annex to the Conditions of Registration and Registration plates, supply to another recognition holder. These number plates, if applicable, shall be marked with a duplicate code. They are not provided with a trade mark as intended Article 5 (1), first paragraph, of the Registration and Registration Number .
2 In case of delivery as referred to in the first paragraph, the Articles 20, second, third and fifth members , 21 , 22, 1st Member , 22a and 22b applicable mutatis mutandis.
3 The recognition holder shall report to the Road Service, in a manner determined by this service, prior to the transmission of the registration plates, which shall be fitted with a laminating code, the following information:
a. The relevant registrers, the reporting codes, if applicable, and, if present, the duplicate codes and, to the extent that they are issued, the document number of the registration card;
b. laminating codes;
c. the quantity of number plates;
d. The species, the colour and the model of the registration plates;
e. the reason for delivery:
1 °. first issue;
2 °. replacement; or
3 °. Missing out.
f. The registration plate manufacturer to whom the registration plates are to be delivered.
4 The recognition holder does not supply any number of the registration plates to another approval holder, if the Office of the Office of the Office of the Road Administration of Road Traffic, on a method to be determined by that service, declares that no registration plates may be supplied
1 The recognition holder to whom the registration plates have been supplied shall not be allowed to use it Article 23a forwarding to a different recognition holder.
2 The recognition holder to whom the registration plates have been supplied shall provide the number plates supplied for the issuing of a mark as intended for the purposes of the issuing of the licence. Article 5 (1), first paragraph, of the Registration and Registration Number .
1 Licence plates may be issued by a courier employed in the recognition holder.
2 In case of delivery as referred to in the first paragraph, the Articles 20 to 22b applicable mutatis mutandis.
3 Prior to the issue of registration plates, which are fitted with a laminating code and issued by a courier, the approval holder shall, in a manner determined by that service, report to the Road Traffic Service:
a. The relevant registrers, the reporting codes, if applicable, and, if present, the duplicate codes and, to the extent that they are issued, the document number of the registration card;
b. laminating codes;
c. the quantity of number plates;
d. The species, the colour and the model of the registration plates;
e. the reason for issuing:
1 °. first issue;
2 °. replacement; or
3 °. Missing out.
4 The recognition holder shall not provide a licence plate by means of a courier if the Service declares Road Traffic, in a manner to be determined by that service, that no registration plates may be supplied.
5 On the day of the issue of registration plates by a courier, the recognition holder shall refer to the notification in question: Article 23, first paragraph .
1 After recognition is granted by the officials of the Road Administration, designated for that purpose or by random checks, the approval holder and the place of production shall be subject to compliance with the conditions laid down in this Regulation; requirements and whether the rules contained in this arrangement and the other rules laid down in or pursuant to the Act are complied with.
2 All cooperation shall be granted by the recognition holder. In any case, all cooperation shall mean that:
a. The responsible officers of the recognition holder or their alternates are present at the control; and
b. Actual assistance shall be provided in the performance of the verification.
The instructions given by the Road Service shall be taken into account.
3 The surveillance may also mean that the Traffic Service requires the approval holder in respect of one or more registration plates to be designated by the Road Service, a test report of a research institution designated by the Road Service. -to explain that the registration plates satisfy the requirements laid down in the Licence plates and registration plates and the Requirements for approval of registration plates 2000 .
1 One on the day preceding that of the entry into force of the Law of 6 October 1999 amending the Road Traffic Act 1994 relating to the issue and ingestion of registration plates The approval or authorisation valid for the affixing of a label on registration plates and the requirements applicable on that day shall remain in force on 1 February 2003 in respect of registration plates in accordance with the models laid down in Annex I to this Regulation (see Annex I, paragraph 42). 1.1 to 26.1 of the Annex to the Staff Regulations and registration plates.
2 An approval or authorisation referred to in paragraph 1 shall expire from the day on which recognition is granted to the person, to whom the approval or authorisation was issued.
This arrangement shall enter into force from the day on which the Law of 6 October 1999 amending the Road Traffic Act 1994 with regard to the issue and ingestion of registration plates (Staatsblad 1999, 459) enters into force.
This scheme is cited as: Approval of manufacturers registration plates.
This arrangement shall be entered in the Official Journal.
