  • 1 For grant aid as mentioned in Article 1 of this Decision shall be valid for the period from the date of entry into force of this Decision until 31 December 2016 with a grant ceiling of € 2.3 million.

  • 2 The grant is provided under the condition that sufficient funds are made available for the part of the subsidy which is charged to an outstanding budget.

The policy rules laid down in this Annex form the guideline for the assessment of applications for grants for the promotion of international relations in the cultural field for the period 2014-2016. A total of € 2.3 million is available for this period.

The international cultural policy of the Dutch Government is intended to strengthen the (international position of the) Dutch cultural sector, and to support Dutch foreign policy, including the economic interests of the Netherlands. Netherlands abroad. The principles of the Dutch international cultural policy are laid down in the letter 'More than quality, a new view of cultural policy' of 10 June 2011 and in the additional letter of Chamber on the vision of international cultural policy of 24 April 2012 1 . Both documents form the basis for these policy rules.

Art and culture belong in a variety of ways in Dutch foreign policy. The Dutch arts and culture sector benefits from international cooperation, expresses a strong stamp on the image that exists abroad about the Netherlands and contributes to strengthening international relations.

With the amount provided for in this Decision, the Minister for Foreign Affairs offers the Dutch cultural funds the opportunity to make a multiannual and targeted contribution, taking into account the international cultural heritage. political and economic agenda in the coming years.

Based on Article 8.1 (a) and Article 8.2, first paragraph, point (b) of the Ministry of Subsidation of Foreign Affairs 2006 funded or sectoral presentations of Dutch cultural expressions in foreign countries.


Who can apply for [ Expired by 01-01-2017]

For the grant of subsidies in the context of the international cultural policy of the Minister for Foreign Affairs on the basis of Article 8.2, first paragraph, point (b) only the six cultural funds (Filmfonds, Fonds Podium, Creative Industries Fund, Mondriaan Fund and Dutch Literacy Fund, Cultural Fund Fund) are intended to be Article 9 of the Law on the specific cultural policy Eligible for a grant. The Minister asks the funds to submit one application together.


Assessment Criteria [ Expired per 01-01-2017]

The assessment of an application for a grant under these policy rules shall be subject to the following criteria:

  • (1) The proposal shall be submitted on behalf of a grouping of at least three of the Funds referred to above by a manager acting on behalf of the funds participating in the grouping. If the application is honoured, the person in charge shall be the recipient of the subsidy and, as such, fully responsible for the execution of the subsidised activities and the fulfilment of the obligations attached to the grant. The application must be accompanied by a cooperation agreement signed by the participating funds in which, in any event, agreements are laid down on (i) the manner in which each of the parties contributes to the work of the partnership, (ii) the way in which decision-making in the grouping takes place, (iii) the way in which the costs and risks are shared among the participants and (iv) the way in which compliance with the subsidy is linked to the subsidy. Obligations to the Minister are guaranteed.

  • 2. The objectives of the proposal are in line with the objectives and principles of the Dutch international cultural policy as set out in the letter of the Chamber 'More than quality, a new view of cultural policy' of 10 June 2011 and in the Additional Chamber Letter on the Vision of International Cultural Policy of 24 April 2012.

  • 3. At least 70% of the activities included in the proposal are aimed at the priority countries for international cultural policy 2 , up to 30% of the activities included in the proposal are aimed at countries that are not a priority sland.

  • 4. The proposal offers scope for initiatives from the arts and culture sector itself.

  • 5. The proposal is innovative in terms of supporting Dutch foreign and economic policy.

In addition, in the evaluation of grant applications, the following shall also be taken into account:

  • 1. substantive quality of the application:

    • -The proposal contains a specific, measurable, acceptable, realistic and time-bound translation of targets in results, activities and resources;

    • -the concrete work carried out to implement the project has been defined and the work to be carried out has been accompanied by a plan to be carried out;

    • -The manner in which the activities contribute to the promotion of international relations in the cultural field as described in the Chamber Letter on the Vision of International Cultural Policy of 24 April 2012 is clearly described;

    • -Detailed (total and years) budget (s), related to results, consisting of planned expenditure and financing is attached, which also explains the way in which the aid requested on the partnership is to be participating funds shall be distributed;

    • -A liquidity forecast (total and per calendar year) is also attached.

  • 2. Effectiveness and effectiveness.

  • 3. Sustainability of the proposal.

Other provisions:

  • 1. Activities which have already been awarded a grant from the State Department ' s budget, indifferent whether this has been from the Department in The Hague or by an embassy, are not eligible for a grant under this Decision.

  • 2. Activities that take place before an application is made do not qualify for the grant of the grant.

  • (3) The Minister may, having regard to the provisions of Article 8 of the Subsidy Decision of the Ministry of Foreign Affairs determine that only part of the costs to be taken into account will be taken into account, taking into account the resources available, and the extent to which the activities contribute to the achievement of the objectives of international cultural policy.

  • (4) The grant is granted as an activity grant; applications which relate mainly to the applicant's overheads shall not be eligible for award.

The Embassies of the Kingdom of the Netherlands are invited to give an opinion on the applications. The opinion of the Embassy is swordplay.
