On the nomination of Our Minister of Internal Affairs and Kingdom Relations of 16 February 2010, no. 2009-0000506161, CZW/WVOB;
Having regard to the Article 18 and 31, 4th member, of the Security Regions Law ;
The Council of State heard (opinion of 15 April 2010, No W04.10.0062/1);
Having regard to the further report of the State Secretary for the Interior and of the Kingdom of the Kingdom of 21 June 2010, No 2010-0000398206;
Have found good and understand:
For the purpose of this Decision:
a. function: a set of work to be carried out;
b. Diploma: diploma as referred to in Article 18 (4) of the Safety Regions Act .
1 By ministerial arrangement, fire service personnel are subject to rules about the functions, named in the Annex 1 and 1A , and the associated requirements on competence.
2 In the case of ministerial arrangements, rules shall be laid down on the following functions within the GHOR:
a. Department Commander, Medical;
b. Coordinator of gewondenTransport;
c. GHOR action centre;
d. Head of the nest;
e. Head of Section GHOR;
f. leader of the psychosocial assistance core team;
g. Leader collecting team of psychosocial assistance;
h. Officer of service medical;
(i) operational director of GHOR;
j. Operational associate action centre GHOR.
3 Under ministerial arrangements, rules are laid down on the following functions within the organisation of disaster management and crisis management:
a. A disaster coordinator reporting room;
b. Evaluator multidisciplinary practice;
c. Information Manager command site incident;
d. regional operational team information manager;
e. leader command site incident;
f. Process Manager, multidisciplinary practice;
g. Regional Operational Leader;
h. Officer of Crisis Communication Command Place incident;
i. Officer of the Regional Operational Team Crisis Communication Officer.
4 In the case of ministerial arrangements, rules may be laid down for the company fire brigade as to the following functions:
a. Fire-fighting petrochemical firefighter;
b. Fire-fighting fire-fighting fire brigade incidents;
c. Company fire brigade command;
d. A fire brigade command-command aircraft fire;
e. Service fire brigade officer;
f. Service fire brigade officer of aeroplane fire;
g. farm fire service building a;
h. farm fire brigade building a fighter jet fire.
1 In the functions mentioned in: Annex 1 and Article 2 (4) , includes a feature-oriented training that concludes with an exam.
2 For the functions, mentioned in the Annex 1 and 1A , apply from low to high the following ranks: fire watch, chief fire watch, fire master, chief fire master, Commodore, deputy chief Commodore, and main command door.
1 A person is prior to the exercise of one or more functions, mentioned in Annex 1 , in possession of the diploma of training which is part of the relevant post or in the possession of a recognition of professional qualifications as referred to in Article 3 (2). Article 5 of the General Law on Recognition of Professional Qualifications , issued in respect of the function to be performed.
2 Our Minister may waive the diploma of the training provided for in the relevant post, referred to in the first paragraph, with the exception of the diploma for the main functions of the fire-diving officer and the diving manager.
3 By way of derogation from the first paragraph, the person who is training may be one of the functions mentioned in the Annex 1 , as an aspirant, perform the relevant function, with the exception of the functions of the fire-diving diver and diving manager.
4 Prior to the exercise of the functions for which this Annex 1 is declared, an examination shall be as set out in Article 1 (a) of the Law on Medical examinations to protect the health and safety of the judge and third parties in the exercise of the function in question.
5 The fourth paragraph shall apply mutatis mutandis to the prospective member referred to in the third paragraph.
1 The consultations provided for in Article 18 (5) of the Safety Regions Act It is under the chairmanship of our Minister. Our Minister is empowered to transfer the Presidency to a civil servant to be designated by him.
2 To the consultations, representatives shall be approved of:
a. any central government personnel named in Article 105, second paragraph, part a to d, of the General Staff Regulations of Officials , and
b. other organisations, which, in the opinion of our Minister, are representative of the staff of the fire brigade and whose admission of public interest is not opposed.
3 The appointment of a representative as referred to in paragraph 2 shall be communicated to the Chair of the Consulate.
4 Suspension of the revocation of the authorisation to the Sectoral Commission, as referred to in Article 4 (2) of the EC Treaty Article 105, second paragraph, of the General Staff Regulations of Officials , as a result of the suspension of admission to consultations, shall be subject to suspension of the authorization.
5 Our Minister may withdraw from an organisation admission to the consultations under paragraph 2 (b) if the organisation in the opinion of Our Minister is no longer representative or in the public interest against further Admission resistance.
1 The College of Labour Affairs of the Association of Dutch Municipalities may appoint a representative to take part in the consultations.
2 Participants in the consultations may be assisted by one or more experts for the treatment of a particular subject.
1 The Chairman of the conciliation shall designate a secretary.
2 The Secretary, under the direction of the President, shall be appointed by the President and the representatives of the power stations of the public and other organizations as referred to in Article 2 (1). Article 5, second paragraph, part b .
1 In preparation for decisions to be taken in consultation, or for the elaboration of decisions taken in consultation, the President may, in agreement with the participants, set up a working group, which may include persons from outside the conciliation meeting. Have a

3 The Secretary of the Consulation is also Secretary of the Working Group.
1 Our Minister promotes only the creation of a general measure of administration as intended Article 18, second paragraph, of the Safety Regions Act , where there is agreement between the President and the majority of the power stations of public servants intended to Article 5, second paragraph, point (a) .
2 Each central government staff shall cast a single vote.
3 If the votes strike, our Minister decides whether he promotes the creation of the general measure of governance referred to in the first paragraph.
4 The Articles 110d to 110k of the General Staff Regulations of Officials shall apply mutatis mutandis if the consultations will not lead to an outcome which will have the consent of the President or the majority of power plants.
1 The diploma of training of the relevant post shall be treated in the same way as the diploma obtained on the basis of the examination regulations in accordance with Annex 2 to this Decision.
2 Under the examination rules referred to in paragraph 1: the examination rules, such as these, on the day prior to the date of entry into force of the Regulation, shall be as follows: Security Regions Law .
This Decision shall enter into force on the date on which the Security Regions Law enters into force.
This decision is referred to as: Decision of personnel security regions.
Charges and orders that this Decision will be placed in the Official Journal by means of the note of explanatory note accompanying it.
