In this regard, we considered that the Protocol to the International Convention on the establishment of an International Fund for Compensation for Oil Pollution Damage, 1992, was established in London on 16 May 2003, By Article 91, first paragraph, of the Constitution the approval of the States-General need to be approved before the Kingdom can be bound by it;

The Protocol to the International Convention on the establishment of an International Fund for Compensation for Oil Pollution Damage 1992, 1992, of which the English and French texts and the French translation into Dutch in Tractatenblad 2004, 196, is approved for the whole Kingdom.
Adjustments to the compensation limit of the Protocol established in accordance with Article 24 of the Protocol shall not be subject to the approval of the States General.
Under Application of Article 16 of the Temporary Referendum Act this state law shall enter into force as from the day following the date of issuance of the Official Gazette in which it is placed.
