In this regard, we considered that it would be desirable, in view of the State of the Treasury and in the context of developments in the financing of funds, to extend the system of tuition fees to the group of funds. of 16-to 18-year-olds and also the Lesmoney Act for 17-year-olds ( Stb. 1986, 250) to be replaced and said Law as well as the School and course Law Act 1972 ( Stb. 1983, 360);
In this way, we, the Council of State, and with the mean consultations of the States-General, have been well-regarded and understood to be right and to be understood by the following:
For the purposes of this Act and the provisions based thereon, the following definitions shall not be defined:
a. competent authority: the body designated as such in the legislation on the basis of which the relevant school or course is financed;
b. pupil: the person who is admitted to teaching a school or course as intended in Article 2 ;
c. Course year: the period from 1 August to 31 July of this year;
d. Our Minister: Our Minister of Education, Culture and Science and, in respect of agricultural education, Our Minister for Economic Affairs;
e. day school: an institution as referred to in 1.1.1, part b, of the Education and Vocational Education Act , in so far as it concerns training as intended Article 7.2.7, third paragraph, of the Education and Vocational Education Act or training continued general adult education that meets the requirements of Article 2.17 of the Act of Concession Education Contribution and School Costs ;
f. course:
1 °. a course within the meaning of the Law on secondary education ;
2. education of a secondary education institution as referred to in Article 61 of the Law on Secondary Education , in so far as they are not fully education;
3 °. one on the basis of the Teaching law education course from the public purse, as far as secondary education is concerned;
4. training as referred to in Article 7.2.2, first paragraph , or Article 7.3.1, first paragraph, point (a) of the Education and Vocational Education Act , other than in part e, which shall be the subject of an institution Article 1.1.1 (b) of that Act Rijks shall bear the responsibility of the person responsible for the insurance;
g. teaching number: the personal number issued by Our Minister, awarded to a person to whom a civil service number has not been provided by government;

k. school: a day school, as referred to in this Law.
In the case of courses financed by public funds from a day school or from the public purse, tuition fees shall be subject to tuition or training fees, in accordance with the provisions of this law. No tuition or course fee shall be levied in accordance with the provisions of this Law for the purposes of pursuing education in the framework of contract activities.

2 The tuition fee is payable by the student per course year and will be paid to our Minister.
1 An apprentice who has reached the age of 18 on the first day of a course year serves to be able to attend teaching in that course year.
2 The registration shall be made by or on behalf of the competent authority. A certificate of invitation to tender shall be issued to the pupil concerned.
3 The student shall be registered for the whole of the course of the course of the course of the course, unless otherwise provided by or under general administrative action.
4 In the case of, or under general management, detailed rules shall be laid down in respect of the registration.
1 The registration shall not take effect after presentation of proof that the tuition fee is paid to Our Minister, subject to the provisions of the fourth paragraph.
2 The tuition fee is € 936 from 1 August 2004,-[ Red: per 01-08-2015: € 1,131,-]. This amount is indexed annually on the basis of the Consumer Price Index. The amount is set by ministerial arrangement, which also defines what is meant by the Consumer Price Index. The amount shall be rounded to the nearest whole number. This arrangement shall be adopted before 1 October prior to the course of the course of the course of the course of the review of the tuition fee.
The indexation is determined by the percentage change in the index of the consumer price for April, prior to adjustment, in relation to the month of April of the preceding year.
4 By or under general management measure, rules relating to the satisfaction and exemption, reduction and reimbursement of tuition fees, as well as relating to the information to be provided, including the Civil service number or educational number.
Our Minister shall use the student's civil service number or instruction number in respect of the implementation of this Act as its registration number only:
(a) in the course of traffic with the pupil, to whom the number relates;
b. In liaison with persons and bodies in so far as they are themselves authorised to include the civil service number or teaching number in a person registration;
c. to compare learner data with the data included on him in the basic register education, intended to be used in Article 24b of the Law on Education Supervision , insofar as is necessary for the implementation of this Act.
Our Minister may provide information to our Minister for the financing of institutions concerning the Article 5, first paragraph , evidence referred to, as far as persons included in the basic register of education are concerned.
1 In the case of, or under general management, the courses of course fees payable by the public purse shall be determined.
2 The person admitted to teaching a course must be enrolled in a course of education in a given year of education.
3 Until the registration is submitted after the proof has been submitted that the course fee is or will be paid.
4 The course fee referred to in paragraph 1, together with the levy and its satisfaction, and the tender referred to in paragraph 2 shall be settled by or pursuant to a general measure of management.
5 In the case of, or under general management measure, rules may be laid down for the exemption, reduction and reimbursement of the course fee.
6 In addition to the third paragraph, the invitation to tender shall not be as set out in the Article 8.1.1, first paragraph, of the Education and Vocational Education Act , after a student who does not own the course of the course of the course of training has stated in writing that he agrees that a third party mentioned in that declaration meets the course of the course of the course of his training.
7 The general measure of management referred to in paragraph 4 shall be submitted to the Second Chamber of the States-General. The measure shall not enter into force after a period of four weeks has elapsed from the date of its presentation and shall not, during that period, be given by or on behalf of the Chamber the wish to consult on the measure. The provisions of the preceding two sentences shall not apply where the draft measure has previously been submitted to the Chamber and has been given by or on behalf of the Chamber that there is no need to produce the measure.
1 The monitoring of compliance with the application of, or under this law, is directed to Our Minister.
If the competent authority of a special or municipal school or course fails to comply with the rules laid down in or under this law, our Minister may decide that the remuneration from the public purse shall be withheld in whole or in part.
1 The person who has reached the age of 18 on the first day of the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the year is attending a day school, but is not entered in the public purse. to the amount of tuition fees payable for the course year concerned.
2 The person who follows a course from the public purse to a course but is not registered, shall be liable to the Minister for damages at the same time as for the course of the course of the course of action. the following of the education of the course in question.
Our Minister shall issue a warrant to the negligent person if the tuition fee payable by or under this law is not fully or partially fulfilled in good time.
Our Minister may, for certain cases, omit or derogate from the law in so far as it applies in view of the importance which this law seeks to protect, it will lead to an imequity of the nature of the law.
The amount of tuition provided in Article 5, second paragraph , for the course of 1987-1988, shall be fixed at: The third sentence of the third paragraph of that Article shall be applied for the first time in respect of the course of the course of 1988-1989.
1 The Lesfinance Act for over 17-year-olds in secondary education ( Stb. 1986, 250) is hereby repealed.
2 The provisions of or pursuant to that law shall continue to apply in so far as they are due or paid in respect of the course of the course of the period 1986-1987.
3 The Implementing Decision Lesgeldwet ( Stb. 1986, 421) with effect from the date specified in Article 21, first paragraph , to the implementation of the Articles 4, third and fourth members , and 5, 4th Member , until such measures have been adopted pursuant to this Act.
1 The School and Course Law Act 1972 ( Stb. 1983, 360) shall be repealed.
2 The provisions of or pursuant to that law shall continue to apply in respect of the levy and recovery of school and course fees in respect of school financial years or years of course prior to the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the course of the Apply.
3 The Decision of course money secondary education ( Stb. 1985, 431) with effect from the date referred to in Article 21, first paragraph , to the implementation of Article 6 (4) , until such measures have been adopted pursuant to this Act.
1 This Act shall enter into force from the day following the date of issuance of the State Sheet in which it is placed, and shall apply for the first time to the course year beginning in 1987.
2 The Articles 17 and 19 Expire on 1 August 1988.
3 Article 18 shall expire on 1 January 1990.
This law can be cited as "Les and course money law".
Burdens and orders that are in the State Sheet will be placed, and that all ministries, authorities, colleges and officials who so concern will keep their hands on the precise execution.
