We have taken the view that it is necessary to regulate, in the event of war, danger of war or other exceptional circumstances, to ensure the efficient distribution of goods in the interests of economies of the economy. to allow the defence and security of non-military persons or bodies;
So it is that we, the Council of State, and with the mean consults of the States-General, have found and understand, as We approve, and understand the following:
1 For the purposes of this Act, "Our Minister" shall mean our Minister for Economic Affairs.
2 This law and the provisions based thereon shall be understood as 'goods': electricity.

1 For the purposes of this Act, the Empire shall be divided into distribution circles.
2 Each municipality forms a circle.
3 We can determine:
a. that two or more municipalities will form one circle together;
b. that, subject to the limits to be determined by the Minister for the Environment, a municipality will be divided into two or more circles.
1 In the circle of the circle is a distribution service.
2 The mayor is the head of the service, and as such with the charge. He may, under the approval of Onzen Minister, designate another person to be entrusted with the daily management of the service. He shall lay down a statement on this subject.
3 The mayor shall ensure that preparations are made in such a way that, in the event of the entry into force of one or more of the Article 24, second paragraph , such articles, the distribution service shall, in good time, carry out the necessary acts for the execution of the goods to be carried out by or pursuant to those articles.
4 In the case referred to in paragraph 3, under A from the previous article, the mayors under Our approval arrange the establishment of the distribution service in the circle. They can designate one of the municipalities as central municipalities. In the case of the common rules to be adopted by the mayors, no public body as referred to in Article 8, first paragraph, of the Act on common rules shall be set. The Articles 99 to 103l of that Act are not applicable.
5 If, within a period to be determined by the Minister of the Union, a settlement is not subject to our approval or we do not approve it, the arrangement shall be established by Us.
6 The provisions of paragraphs 4 and 5 shall apply mutatis mutandis with regard to modification and removal of a common system.

1 Without prejudice to: Articles 7, 1st paragraph , and 8, first paragraph, of the Coordination Act of Exceptions where exceptional circumstances make it necessary, by royal decree, on the proposal of Our Minister-President, for the whole or part of the country, Articles 4 to 8 and Article 10a to be put into operation together or separately.
2 Where the act referred to in paragraph 1 has been taken, a proposal of law shall be forwarded to the Second Chamber forthwith, on the continuation of the operation of the provisions set out in that Decision.
3 If the proposal is rejected by the States-General, the provisions which have been put into effect under paragraph 1 shall be without delay by royal decree, upon the proposal of our Minister-President.
4 By royal decree, upon the nomination of our Prime Minister, the provisions which have been put into effect under paragraph 1 shall be put into effect as soon as the circumstances permit this to be considered.
5 The decision referred to in paragraphs 1, 3 and 4 shall be published in accordance with the procedures to be laid down therein. It shall enter into force immediately after the publication.
6 The decision, referred to in the first, third and fourth paragraphs, shall be placed in each case in the Official Journal.
This law is cited as: Distribution law.
This law shall enter into force as far as the Articles 1 , 11 and 12 -With effect from the day after that harer's announcement. The other articles shall enter into force on a date to be determined by royal decree.
Burdens and orders, which are in the State Sheet will be placed and that all the Ministerial Departments, Authorities, Colleges and Officials, who so concern, will keep their hands on the precise implementation.
