(1) of the electoral code no. 1381-XIII of 21 November 1997, the date of presentation by the electoral contestants of the second report on monetary means and expenditure incurred during the electoral campaign is the 28th October 2016. The reports shall be submitted in accordance with the model at Annex 4. 3 of the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015.
In this context, the situation of 28 October, have submitted to the Central Electoral Commission reports on monetary means and expenditure incurred during the campaign the next electoral contestants: Mihai Ghimpu, the Liberal Political party, Iurie Leanca, "European people's Party of Moldova Dumitru Lupu" political party "our party" S Maia, political party and Party "Solidarity" Igor Dodon, political party "the party of Socialists of Moldova" Saberian Guțu Ana, an independent candidate, the political Party ' right ' Ghilețchi Va, independent candidate.
Under the terms of art. 22 paragraph 1. (2) (a). d) and 382 para. The Commission indicates that the report has been lodged within the time limit indicated in the decision, and on 28 October, the representative of Mrs. Popenco Inna filed a correction to the report of 24 October, 2016, with a statement of reasons in that it shows that received donations worth approximately 141 thousand lei were returned to donors and the revenues reflect a figure I.
As a result of prior checking of reports presented by the electoral contestants in the above named plenitude of information and compliance with the requirements of establishing them, the Commission finds the following.
Mihai Ghimpu, the reports of electoral competitors, Iurie Leanca, Lupu Dumitru, S Mafi, Igor Dodon, R, Ghilețchi and Valeriu Guțu Ana, as well as the reports submitted by Mr. Lupu Marian, Mr. Andrei Nastase and Ms. Inna Popenco were prepared and presented in accordance with the provisions of art. 382 of the election code and regulation on the financing of electoral campaigns, means monetary gained in reporting period reported, the same expenditure incurred in the reporting period correspond to the data given by the banks where the accounts were opened with the words "electoral Fund" of these competitors.

After examining the contents of the financial statements, the Commission certifies that, on behalf of the "electoral Fund" of electoral competitors, Ghimpu Mihai, Radu Lupu, Dumitru and were paid on donations in excess of 75 thousand lei. In this regard, in accordance with point 20 of the Regulation on the financing of electoral campaigns, the Central Electoral Commission is expected to submit to the State Tax Inspectorate under the Ministry of Finance's approach regarding the verification of the origin of such contributions.
At the same time, by the decision of the Central Election Commission no. 471 of 22 October 2016 "regarding opposition no. On 24 October 2016, the Treasurer, electoral contestant Maia Sandu, presented at CEC report adjusted according to findings from CEC nr. 471 of 22 October 2016.
In the context of those shown above, pursuant to art. 18, 22 para. (2) (a). c), d) and (g)), 26 para. (1) (a). b), 38, 382 electoral code no. 1381-XIII of 21 November 1997 and the regulation on the financing of electoral campaigns, approved by the decision of the Central Election Commission no. 3352 of 4 may 2015, the Central Electoral Commission h a t t e â number, etc: 1. Take note of the reports of electoral competitors concerning monetary means and expenditure incurred during the campaign for election as President of the Republic of Moldova of 30 October 2016, the dated October 28, 2016, as annexed, ascertaining as prepared and presented in accordance with art. 382 of the election code and the provisions of the regulation on the financing of election campaigns.
2. Undertake an independent candidate to the Presidency of the Republic of Moldova, Mrs Maia Laguta, submit, within 24 hours after the adoption of the present judgment, the information across the issue whether some expenditures were incurred for the organisation of the Conference dated 27 October 2016.
3. refer the matter to the Principal State Tax Inspectorate under the Ministry of Finance to verify the origin of financial contributions which exceed the sum of 75 thousand lei paid electoral competitors.
4. this decision shall enter into force on the date of its adoption, shall be published on the official website of the Central Election Commission and the Official Gazette of the Republic of Moldova.
