    I. Council of Europe Office in Chisinau has forwarded the electronic media watchdog CCA approach no. 1679 of 30 august 2016, by which he requested the CCA in order to support coverage, free of charge, to television and radio stations under the jurisdiction of the Republic of Moldova of the campaign to raise awareness of young people and children about the risks and dangers on the Internet platform.
The approach singled out stated that the spots were surveyed the State Agency for the protection of Morality.
It is important to note that the approach was examined in public sitting of about 16 September 2016, during which members of the CCA have formulated certain objections to the content of the spot, recommending its amendment and the improved presentation of the spotlight.
As a result, Ms. Natalia Rusu, national consultant CoE/EU Eastern Partnership Programmatic co-operation Framework 2015-2017, has notified, in electronic format, the CCA about the fact that the allocation of additional funds for modifying the video spot will not be possible and asked respectful review of CoE regarding the dissemination of radio and TV stations with national coverage adds video and audio without the CCA logo or just inserting audio from radio stations with national coverage as a social campaign/message in the public interest, in the period October to December 2016.
During the meeting, members of the public the CCA said that they had a special respect for the Council of Europe, which is a trusted partner of the electronic media watchdog CCA, but cannot grant the request to recommend the dissemination of video spot (in Romanian and Russian languages) for the campaign to raise awareness of young people and children about the risks and dangers on the Internet platform to broadcasters as content video spot does not correspond to the provisions of the CCA Decision nr. 98 of 19 July 2012 for the classification of audiovisual programmes in order to protect children, and it may be broadcast only between 22:00 and 06:00.
At the same time, members of the CCA have decided to recommend the dissemination of audio spot at radio stations.
II. On 27 September 2016, European Union Delegation to Moldova of the electronic media watchdog CCA filed a demarche asking the CCA in order to support coverage, free of charge, in the period October-November 2016, 7 videos of a social character (in Romanian and Russian languages) which illustrated the projects implemented from the European assistance funds intended essentially for young people, as well as investments in various regions of the country.
Description of video spots on projects EU assistance: 1. Studies in the EU (Erasmus programme): the opportunities and advantages of EU studies and beneficial consequences on the economy of the country;
2. Ancestral Museum: the EU maintains traditions and national identity;
3. Soroca fortress: the EU contributes to the conservation of the cultural heritage of Moldova;
4. Breads, biscuits manufacturer: EU helps to create and develop businesses;
5. business Support: EU supports producers on both sides of the Nistru River, as well as the creation of new jobs;
6. School of Gagauzia, energy from biomass: with support from the EU, over 140 thousand people have access to green energy;
7. Studies in the EU (Erasmus programme): the opportunities and advantages of EU studies and beneficial consequences on the economy of the country.
During the meeting, members of the public have asked for that from the CCA spot No. 5 business Support: EU supports producers on both sides of the Nistru River, as well as the creation of new jobs, to be omitted the word "Приднестровья".
III. Ngo "woman and child-protection and support" of the electronic media watchdog CCA submitted the notification of nr. 123 of 29 September 2016, by which he requested the CCA in order to support coverage, free of charge, to broadcasters under the jurisdiction of the Republic of Moldova a social spot with regard to the inclusion of children with disabilities in schools and kindergartens, during November-December 2016.     The spot was produced within the project "integration of children with disabilities in general schools", financed by the grant provided by the Government of the Republic of Moldova Japan Fund Policies of human resources development (PHRD), administered by the World Bank and managed by the social investment fund in Moldova.
As a result of the public debate, in accordance with the foregoing, and pursuant to the provisions of art. 39, 40, 41 the broadcasting code no. 260-XVI of BCC is supervised and the Status approved by Decision No. 433-XVI dated 28.12.2006 on Moldova's Parliament, CCA DECIDES: 1. To advise radio stations under the jurisdiction of the Republic of Moldova going public, free of charge, of the campaign to raise awareness of young people and children about the risks and dangers on the Internet platform for the period October to December 2016 (PRO-(6)-HAMMER, o. BARBALATA, Iu. GREG GUŢUŢUI,, c. MÎŢU and m. OBI-HADIRCA; ABSTENTIONS-(2)-b. DAMASCUS and d. VALENTINI).
2. To recommend broadcasters under the jurisdiction of the Republic of Moldova the dissemination, free of charge, in the period October-November 2016, 7 videos of a social character (in Romanian and Russian languages) which illustrated the projects implemented from the European assistance funds intended essentially for young people, as well as investments in various regions of the country (PRO-(8)-HAMMER, o. BARBALATA, Iu. CARLSON, b. DAMASCUS, o. GUŢUŢUI, c. MÎŢU, m. OBI-HADIRCA, and d. VALENTINI).
   3. To recommend broadcasters under the jurisdiction of the Republic of Moldova going public, free of charge, to the spot with regard to the social inclusion of children with disabilities in schools and kindergartens, during November-December 2016 (PRO-(8)-HAMMER, o. BARBALATA, Iu. CARLSON, b. DAMASCUS, o. GUŢUŢUI, c. MÎŢU, m. OBI-HADIRCA, and d. VALENTINI).
4. control of the execution of this decision, it shall exercise general direction, approval and monitoring licensing.
5. This decision shall be published in the Official Gazette of the Republic of Moldova and on the website of the electronic media watchdog CCA.
