According to the pt. 12 subpct.11) of Regulation on the organization and functioning of the Ministry of Education, approved by Government Decision no. 653 06 November 2009 (Official Gazette of the Republic of Moldova, 2009, no. 162, art. 721), as amended and supplemented, Minister of Education issues the following

ORDER:

1. Order of the Ministry of Education no. 163 of 23 March 2015 approving the regulation on the organization and conduct of the contest for the position of director and deputy director general in educational institutions (Official Gazette of the Republic of Moldova, 2015, no. 124-130, art. 806) is amended supplemented as follows:
1) Paragraph 3 of the order is excluded.
2. Regulation on the organization and conduct of the contest for the position of director and deputy director general in educational institutions approved by Order no. 163 of 23 March 2015 shall be amended and supplemented as follows:
1) Paragraph 6 point 4) is completed at the end with the phrase "and for directors of educational institutions subordinated to other ministries or other subdivisions of local government bodies level two. "
2) in paragraph 8 last sentence in the second paragraph the words" are not "are replaced by" are ".
3) In paragraph 12 subsection 7) the term "data about the number of students of the institution" is replaced by "data on the number of children / pupils of the institution".
4) In paragraph 14:
Paragraph 2) shall read as follows:
"2) has a higher education (for candidates for director of public institution ante preschool and preschool education in the environment areas after extension under section contest. subpct.1 62) and 3) or when initiating a repeated contest, candidates can be admitted to university studies and those with specialized secondary education teaching (college)). "
at point 3) the phrase "at least two years" is replaced by "at least three years."
Paragraph 4) is excluded.
In paragraph 6) the words "may make an exception to the conditions of subparagraph respective candidates for director of private institutions" are excluded.
5) In paragraph 15 the phrase "subpct.1) -3) and 6) -9)" shall be excluded.
6) In paragraph 16:
Paragraph 5) shall be excluded.
In paragraph 6) the phrase "perfect model Europass" is excluded.
Paragraph 9) is excluded.
7) Paragraph 26 is amended to read as follows:
'contest 26 committees have the following composition:
1) for the posts of principals in educational institutions ante preschool (nursery, community center early education) institutions preschool (kindergarten, community center ECD), and extracurricular institutions (local level) - the competition commission is established by the mayor following members:
a) mayor or a person delegated by him;
B) a person delegated by the local council;
C) two persons delegated by the local authority specialist in education;
D) a representative of the labor collective of appropriate educational institution designated by the Board;
E) a representative of the labor collective of appropriate educational institution designated by the teachers' council;
F) a representative of the trade union committee branch of the same administrative unit.
2) for the posts of directors in institutions specified in subpct.1) does not operate in the territorial administrative units of the first level - the competition commission is established by the local authority specialist in education from Chisinau and Balti next members:
a) two local authority officials specialized in the education of Chisinau or Balti;
B) a person delegated by the mayor;
C) a representative of the labor collective of appropriate educational institution designated by the Board;
D) a representative of the labor collective of appropriate educational institution designated by the teachers' council;
E) a director of a similar educational institution of the same administrative unit that is experienced, professional prestige and remarkable achievements;
F) a representative of the trade union committee branch of the same administrative unit;

3) for the posts of principals in educational institutions of primary, secondary and extracurricular (of district / municipal / Gagauzia) - the competition commission is established by the local authority specialist in education in the following composition: | || a) two officials of the local body specialized in education;
B) a director of a similar educational institution of the same administrative unit (or, if unable, in another administrative unit) who is experienced, professional prestige and remarkable achievements;
C) a representative of the trade union committee branch of the same administrative unit;
D) a representative of the labor collective of appropriate educational institution designated by the Board;
E) a representative of the labor collective of appropriate educational institution designated by the teachers' council;
F) one representative appointed by the local council in whose territory the educational institution (in mun. Chisinau and Balti - a person delegated by the mayor);
4) functions of directors in special education institutions, extracurricular educational institutions, nationwide of educational alternatives and other public educational institutions under the Ministry of Education - the competition commission is established by the Ministry of Education in the following composition:
a) 2 officials from the Ministry of Education, of which at least one must hold management positions;
B) a person with experience and outstanding achievements in the field of activity similar institution for which the contest is organized;
C) a director with managerial experience and remarkable achievements;
D) an official of the local body specialized in education, preferably by management;
E) a representative of the labor collective of appropriate educational institution chosen by the Teachers' Council;
F) a representative of the Board;
5) for the posts of directors in private - the competition commission is established by its founder including 5 members, of which at least 3 are specialists in the field of activity of the institution;
6) for the posts of principals in educational institutions subordinated to other ministries or other subdivisions of local government bodies of the two - the competition commission is established by their founder including 5 members, of which at least 3 are specialists the business of the institution;
7) for the posts of Deputy Directors - the competition commission is established by the Director in the following composition:
a) the director;
B) two representatives delegated by the Board;
C) two officials of the local body specialized in education. "
8) Paragraph 36 is amended to read as follows:
'contest for the position of director 36 consists of four successive stages: || | 1) verification of the conditions of the contest;
2) professional and managerial knowledge assessment (test);
3) evaluation of curriculum vitae;
4) interview.
For Deputy Director is done steps 1), 3) and 4). "
9) Paragraph 38 is amended to read as follows:
" 38 Secretary sent by e- mail to committee members curriculum vitae of the candidates. "
10) in paragraph 39 and paragraph 40 the phrase" the competition "is replaced by" the next stage of the competition. "
11) Fill in paragraph 401 as follows:
"401 Stage 2 of the competition - professional and managerial knowledge assessment will be done by the local authority specialist in education / ministry according to instructions approved the Ministry of Education. Candidates who have completed at least 50% of the score set to be promoted to the next stage of the competition. "
12) In paragraph 41 the first sentence the following wording:
'41 competition committee evaluates each candidate's curriculum vitae which promoted the 2nd stage of the competition. "
13) Paragraph 44 after the first sentence is completed with the sentence:
"The project development plan of the institution for five years is mandatory for participation in the interview."
14) In section 46 paragraph 1) is given in new wording:

"1) Project development plan of the institution for the candidate for director and candidate for deputy director of professional and managerial knowledge."
15) In paragraph 53 the phrase "to resume" substitute the words "in stage 2 and 3 of the competition". The phrase "based on individual assessment interview sheets collected from each member of the evaluation form and the curriculum vitae" is excluded.
16) In paragraph 60:
in paragraph 2) the phrase "in the competition" is replaced by "the 2nd stage of the competition";
In point 3) the phrase "admitted to the competition" is replaced by "promoted to interview."

4. The Annex. 5 after the phrase "curriculum vitae" is filled with the phrase "professional and managerial competencies and assessment".
