Pursuant to art. 30 para. (1) of Law no. 595-XIV of 24 September 1999 on international treaties of the Republic of Moldova (Official Gazette of the Republic of Moldova, 2000, no. 24-26, art. 137), as amended and supplemented,

ORDER:

1. To bring to public knowledge the following:
a. On September 9, 2015 came into force Amendment 17 to the Letter of Agreement on Narcotics Control and enforcement of law between the Moldovan government and the Federal government of the United States, signed in Chisinau on 28 August 2001 signed in Chisinau on 9 September 2015 (text attached).
B. On September 21, 2015 came into force a Memorandum of Understanding between the Moldovan and Romanian governments on projects for the interconnection of networks of natural gas and electricity in Moldova and Romania, signed in Chisinau on 21 May 2015 approved by Government Decision no. 396 of June 16, 2015 (text attached).
C. On September 22, 2015 came into force Understanding technical military cooperation in standardization between the Ministry of Defense and Ministry of National Defense of Romania, signed at Neptune at September 22, 2015 (text attached).
D. On October 24, 2015 came into force the Protocol on amending the Agreement on Rules of determining the country of origin of goods in CIS, signed in Yalta on 20 November 2009, signed in Ashgabat on 21 November 2014, approved by Government Decision no. 615 of September 11, 2015 (Official Gazette of the Republic of Moldova, 2015, no. 258-261, art. 706).
E. On 20 May 2015 and no longer valid agreement between the Moldovan government and the Federal Republic of Germany on technical cooperation signed in Chisinau on 28 February 1994 and was ratified by Parliament Decision no. 499-XIII of 15 June 1995 (International Treaties, vol. 19, p.4).
2. Publish this order, accompanied by the text of the treaties listed in paragraph 1 letter a), b), c) in the Official Gazette of the Republic of Moldova.

17LA AMENDMENT LETTER OF AGREEMENT ON DRUGS AND ENFORCEMENT LACONTROLUL
LAW BETWEEN THE GOVERNMENT AND THE GOVERNMENT OF THE REPUBLIC OF MOLDOVA

UNITED STATES OF AMERICA
I. GENERAL PROVISIONS
United States Government (USG) and the Government of Moldova (GOM) (hereinafter each individually a "Party" and collectively the "Parties") have agreed to amend the Letter of Agreement (SA) between the Government and the Government US, signed on 28 august 2001 on the following matters:
to provide funding for new and existing projects in the field of justice and home affairs in the amount of $ 1,617,000 USD and continue reform promotion projects developed and sector consolidation justice and enforcement bodies as of GRM. This change introduces amendments to the project designed to enhance the capacities of law enforcement by adding a sub assistance in creating GRM Joint Centre for Law Enforcement Training (CCPOD). Full description of the project and performance targets are found in Sections II and III below. This amendment does not change the performance targets applicable to the projects listed in the previous SA. All other obligations, terms and conditions set out in SA signed on August 28, 2001 shall remain applicable in full force and effect. Providing US Government on funding further after the current fiscal year is contingent on progress in achieving the goals of the program and the availability of funds approved and allocated annually by Congress and approved by the Department of State Parties may reach additional agreements the financing of these activities, those agreements being subjects of the same conditions and terms described in this amendment without the need to modify the SA to reflect subsequent agreements. GSU will notify GRM availability of additional funds to support these projects.
II. DESCRIPTION

This program is designed to support the GOM in meeting European and international standards in the field of law enforcement and justice. To achieve this goal, the USG and the GOM are to take action and allocate resources to support the amendment to the annual SA, in accordance with its legislative process.
III. VERIFICATION OF PERFORMANCE AND ACHIEVEMENTS OBJECTIVES
1. Capacity building of law enforcement bodies
Its aim is to establish cooperative relations between the US Government and the Government in the reform and capacity building of law enforcement bodies. Projects in this area will be focused on important reforms to facilitate law enforcement and increased police capacity, border protection and other power structures that are meant to protect and serve the people of Moldova. Assistance in law enforcement matters will be accomplished through projects and activities initiated by INL, as a donor, together with ministries, agencies and / or organizations identified as beneficiaries and / or recipients of these projects in Moldova. Projects related to law enforcement will include but not be limited to supporting structural reforms in the bodies enforcement of law in Moldova; combating transnational organized crime, terrorism and drug trafficking, money laundering, cyber crimes; promoting education and professional development; preventing corruption and strengthening internal discipline and promotion analysis and forensic services.
Progress for achieving the goals of the program include:
• bodies enforcement of law in Moldova show progress in achieving European standards and best practices international law enforcement matters.
• Creation of the Joint Law Enforcement Training will provide training for all law enforcement in such areas such as skills, basic practical police, specialized skills and continuous training by the end of this project.
• By the end of the project, representatives of enforcement bodies of law in Moldova will demonstrate enhanced capabilities in detection and investigation of cyber crimes and non-governmental organizations will increase their capabilities of providing services to victims of human trafficking.
• Accreditation of forensic laboratory of the Ministry of Interior in accordance with ISO 17025.2005 the end of this project.
• increased public confidence and belief in the organs of law enforcement Moldova.
2. Support Project Justice Sector Reform and Anticorruption
long-term goal of this project is capacity building criminal justice sector officials in Moldova while increasing access to justice for citizens of Moldova. Assistance in criminal justice and anti-corruption will be realized in the form of projects and specific activities to be developed and approved by INL, as a donor, and ministries, agencies and / or organizations identified as beneficiaries and / or recipients for each of these projects. The purpose of the annual funding of the current year is to strengthen the institutional capacity of the Prosecutor General (PG) and the High Council of Public Prosecutors (CSP) through the reform of administrative and operational in such areas as: the distribution of cases, the reporting hierarchy, information strategy society, institutional capacity and opportunities for professional growth. Additional funds this year will support the government institutions and non-governmental entities from Moldova to implement the Justice Sector Reform Strategy and Action Plan.
Criminal justice and anti-corruption projects will include but not be limited to promoting the harmonization of the criminal justice system of Moldova to the European standards; strengthening the rule of law and protection of human rights; supporting structural reforms and enhancing the capacity of the criminal justice and anti-corruption; increasing professionalism, transparency and independence of practitioners in the criminal justice system and their ability to handle complex criminal cases; empowerment of national and international non-governmental institutions to participate in implementing reforms.

Progress for achieving the goals of the program include: criminal justice sector
• demonstrate progress in achieving European standards.
• demonstrate the performance of criminal justice practitioners, including when dealing with complex cases such as money laundering, corruption, human trafficking and cybercrime.
• By the end of the project, PG internal rules and regulations are modified to reflect changes in operational and administrative functioning of the institution, reporting hierarchy strategy, information society, institutional capacity and opportunities for professional growth.
• Public awareness and demand for transparency and accountability in the justice system is higher compared to the previous year, measured by the number of calls reported public.
• increased public trust and confidence in the criminal justice system.
IV. ASSESSMENT PROGRAMME
US Government and representatives of the Republic of Moldova will meet at least twice a year to review the progress of projects in order to achieve goals and objectives. Progress will be assessed according to performance indicators described above. Information to be considered in making these evaluations will include qualitative and quantitative indicators. Jointly will prepare a report summarizing the results of these assessments and will be offered at least once a year to officials of both parties. Additional relevant personnel within both governments will carry out monitoring of current programs and activities. They can also be current and final evaluations of the programs.
As a condition of continuous availability, annual reconciliation of funds (audit) may be performed as dictated by the reporting and control requirements of the US Government.
