At the hearing on 15 September, by Decision no. 33/162 (pt. 1) in accordance with the Broadcasting Code no. 260-XVI from 27.07.2006, the Statute CCA, approved by Decision no. 433-XVI from 28.12.2006 the Parliament of Moldova, the Broadcasting Coordinating Council has decided to conduct monitoring related to observance of the overall design and the conditions on advertising the services of the radio programs "Radio Moldova", "Muz FM" "Radio Poli Disc - Русское Радио", "Hit FM", "Europa Plus Moldova", "COOL Radio", "KISS FM", "Aquarelle FM", "Retro FM", "voice of Bessarabia", "Radio National FM "," Autoradio / Avtoradio "," Radio Alla "," Radio ZUM "and" Radio 911 "for a period of 7 days each.

• Exemptions from art. 22 para. (3) of the Broadcasting Code, which states: "The amount of spot advertising does not exceed 12 minutes per hour". Thus, on September 24, 2015 18:00 total amount of advertising per hour was 13 minutes. 13 sec.
By letter no. 11/26 of 12/01/2015, "Radio Hit" LLC, founder of the radio station "Hit FM", said the disparity 50.52% of the domestic production of certified monitoring data and 100% indicated in the general concept of Service the program is due to a disagreement on the definition of program. On the outcome 0% of educational and cultural programs against the 1% set design, was the fact that the program "Hit News Digest" that have this format, was suspended from broadcasting during annual leave filmmaker and then the reason resignation author of this show.
Referring to overcome on advertising time authorized representatives "Hit FM" mentioned that this occurred because of a program error that influenced the setting of advertising time allowed.

By letter no. 70/01 of 01/12/2015, EFC "AG BROADCASTING" LLC, founder of the radio station "KISS FM", CCA announced that the station "KISS FM" has no deviations from the general concept of the program service and with reference to the exemption found in section advertising placement noted that the 3 advertising blocks were accidentally broadcast instead of two.

By letter no. 10/05 of 12/01/2015, "RADIO TOP" LLC, founder of the radio station "Radio Alla", mentions that discrepancy 40.63% of the domestic production of certified monitoring data against the 100% reported in the general concept of service programs due to a disagreement on the definition of "program". Lit. c) the broadcasting license Series AA no. 082 861 of 02.12.2011 issued "Megaradio" SRL radio station "Radio 911": "The license holder undertakes to comply strictly editorial project and overall service programs approved by the Broadcasting Coordinating Council."
In the public meeting, CCA members have attested that most radio stations committed deviations from the general concept of the program service, approved by the Broadcasting Coordinating Council, and some stations did not comply with the conditions on advertising in program services.
After hearing representatives and radio stations in the discussions on monitoring results were found inconsistency between the terms used in the general concepts, such as domestic production and domestic schedule, and definition of the Broadcasting Code, after some changes thereof. By consensus it was decided to update the general concepts, adapting them to new realities media.
In accordance with Art. No 39-41 of the Broadcasting Code. 260-XVI from 27.07.2006, the BCC Statute, approved by Decision no. 433-XVI from 28.12.2006 the Parliament of Moldova, the Broadcasting Coordinating Council

DECIDED:

1. To take note of the results of monitoring related to observance of the overall design and the conditions on advertising in program services, according to the legislation in force, the radio "Radio Moldova", "Muz FM" "Radio Poli Disc - Русское Радио "," Hit FM "," Europa Plus Moldova "," COOL Radio "," KISS FM "," Aquarelle FM "," Retro FM "," voice of Bessarabia "," National Radio FM "," Autoradio / Avtoradio "" Radio Alla "," ZUM Radio "and" Radio 911 ".
2. Control over execution of this Decision Directorate radio monitoring exercise.
