Pursuant to art. 11 para. (3) of Law no. 239-XVI of 13 November 2008 on transparency in decision making (Official Gazette of the Republic of Moldova, 2008, no. 215-217, art. 798), as amended and supplemented, the Government DECIDES:
1. The Regulations on procedures for public consultation with civil society in decision-making in the Annex.
2. State Chancellery, ministries and other central administrative authorities and their decentralized public services, within up to 2 months:
1) will update the internal procedures relating to transparency in decision making;
2) shall designate those responsible for coordinating the public consultation with civil society in decision making;
3) will establish institutional information helpline civil society;
4) Prepare, publish the list will update NGOs on fields.
March. It is recommended that regulators and local authorities to update internal procedures related to transparency in decision making, and to develop, update and publish the list of non-governmental organizations in the fields.
4. State Chancellery:
1) in the period up to 4 months, will establish an internal subdivision responsible for public consultation with civil society in decision making;
2) will monitor compliance by central authorities of Law no. 239-XVI of 13 November 2008 on transparency in decision making and this decision.
3) shall prepare annually, not later than the end of the first quarter of the year following the reference year, the report on transparency in decision making and will place its official website.
May. Be repealed:
1) Government Decision no. 96 of 16 February 2010 "On measures for implementing the Law no. 239-XVI of 13 November 2008 on transparency in decision making "(Official Gazette of the Republic of Moldova, 2010, no. 30-31, art. 161);
2) Government Decision no. 829 of November 20, 2015 "On amending and supplementing Government Decision no. 96 of 16 February 2010 (Official Gazette of the Republic of Moldova, 2015, no. 317-323, art. 931).
