    The Government DECIDES: Annex 4. 1 the Government decision No. 1007 from 29 august 2008 "regarding the approval of the veterinary rules" (Official Gazette of the Republic of Moldova, 2008, no. 167-168, art. 32), as amended, will read as follows: "annex. 1 the Government decision No. 1014 of 29 august 2008 VETERINARĂprivind SANITARY NORM-setting measures to monitor the albastreCapitolul tongue I.General Provisionsarticle 1 General. Veterinary norm laying down measures for the surveillance of bluetongue (hereinafter veterinary Norm) is drawn up in accordance with the provisions of law No. 221-XVI dated 19 October 2007 relating to the work of the veterinary health and law No. 1513-XII of 16 June 1993 concerning the securing of sanitary-epidemiological population.
Veterinary this Time aimed at averting an outbreak of an eventual outbreak of bluetongue in the territory of the Republic of Moldova and the application of restrictions on animal movements.
2. the provisions of this rule are veterinary harmonized with the provisions of Directive 2000/75/EC of 20 November 2000 laying down specific provisions for the control and eradication of bluetongue (Official Journal of the European communities, L 327, 22 December 2000, p. 0074-0083) and of Regulation No 1400/2007 of 26 October 2007 concerning the detailed rules for the implementation of Directive 2000/75/EC as regards combating monitoring, supervision, Bluetongue, and restrictions on the movements of certain animals of susceptible species.
3. For the purposes of this rule, veterinary basic notions used have the following meaning:-susceptible species-any species of ruminants;
vector-insect of the species Culicoidae imicola or any other insect of the genus Culicoides capable of transmitting Bluetongue;
suspicion-appearance of any clinical sign suggesting bluetongue in a susceptible species, established on the basis of epidemiological data sources that allow for or contribute to the respective decision;
-confirmation by the Declaration the National Agency for food safety (hereinafter Agency), based on laboratory results, that the Bluetongue virus is circulating in a specific area; in the event of an epidemic, the Agency also confirms the presence of the disease on the basis of clinical and/or epidemiological;
protection zone-extensive area with a radius of at least 100 kilometres around the infected holding, established by the central public authority for veterinary supervision for the purposes of preîntîmpinării of an eventual outbreak of disease;
surveillance zone-zone at least 50 km extending beyond the protection zone, established by the central veterinary authority in order to prevent the spread of the disease outside the zone;
Sentinel animals-unvaccinated animals, virus-free, of species susceptible to bluetongue virus what manifest clinical symptoms or showing post-mortem lesions or reactions to laboratory tests which indicate a suspicion of the presence of bluetongue;
Sentinel farms-any farm which holds animals of species susceptible to bluetongue virus;
target-the commune territory on which there is always cîrduri animal farms times responsive to the bluetongue virus;
case of bluetongue-refers to an animal characteristic clinical signs of bluetongue, which has had negative results to a serological test prior to that, and the results from serological last test became positive in terms of the corresponding antibodies of a serotype of bluetongue and the identified viral antigen or viral ribonucleic acid (RNA) specific to one or more of the serotypes of bluetongue;
regulated access zone-area consisting of both protection and surveillance;
area free from Bluetongue for a certain period-territorial area known from epidemiological point of view, so that surveillance measures demonstrates that for a certain period of time in a year, there has been no way of transmitting the virus or presence of adult insects in the genus Culicoides vectors that may be responsible for the transmission of bluetongue;
transit-the movement of animals: a) from and through a regulated access;
b) from an area with access to covered and an unrestricted area then back into the same area with regulated access;
c) from a regulated access and an unrestricted area then to another area with regulated access;
live attenuated vaccines-vaccines produced by Bluetongue virus adaptation through some passages repeated in tissue cultures or in embryonated hens ' eggs.


Chapter IIMăsurile health in case of suspicion of bluetongue 4. The territorial subdivisions of the Agency must ensure that the suspicion of bluetongue to be compulsorily and immediately to the Agency.
5. Where the animals on a holding are suspected of being infected or contaminated by Bluetongue, the territorial subdivisions of the Agency shall ensure that the official veterinarian immediately trigger the preparations for investigating formal confirmation or denial of the presence of the disease in question and, in particular, taken the necessary samples for laboratory examinations. To this end, the suspect animals may be transported to the laboratories under the supervision of territorial subdivisions of the Agency, which shall take appropriate measures to prevent the spread of the disease.
6. In case of suspicion of bluetongue, the state veterinarian shall take the following measures: (1)) to establish veterinary surveillance of suspicious animal farm;
2) to keep the register of animals, indicating for each species the number of animals already dead, infected or presumably infected to date, to take account of animals which are born or die during the period in which the disease is suspected. These data must be submitted at the request of the Agency and may be verified during each visit;
3) to carry out epidemiological survey in accordance with the requirements set out in item 9 of this rule veterinary;
4) make regular visits to the holding or holdings and each time to carry out a detailed clinical examination or an autopsy of dead times suspected of infection and, if necessary, to confirm the disease through laboratory testing.
7. the owner of the animal shall, upon the recommendation of the official veterinarian to be satisfied that: 1) it is prohibited any movement of animals from or to the holding times holdings;
2. animals are sealed) periods when the vectors are active;
3) shall be carried out with the help of regular treatment of animals, disinfection insecticides approved buildings used for housing animals and their surroundings (especially the places favourable to the survival of populations of ecologically Culicoides). Infestations is established by the competent veterinary authority, taking into account the persistence of the insecticide used and the climatic conditions in order to prevent possible attacks as vectors;
4) dead animals at the holding corpses buried. Burial is permitted in facilities approved by the Agency and the Ministry of environment.
The territorial subdivisions of the Agency shall apply the measures referred to in point 6 of this rule veterinary and other holdings in the event that their location, geographical location or their ties with the holding where the disease is suspected to involve the event of contamination, as well as specific measures for nature reserves in which animals more freely.
The measures provided for in sections 6 and 7 of this rule veterinary health will not be carried out by the official veterinarian until the suspected presence of bluetongue has not been invalidated by the competent veterinary authority.


Chapter IIIMăsurile animal health in case of confirmation of the Bluetongue 8. Where the presence of bluetongue is officially confirmed, the territorial subdivisions of the competent Agency shall: 1) to inform the Agency about this, and about the need to slaughter animals in order to prevent extension of epidemic;
2) to order the destruction, elimination, incineration or burial of the carcases of these animals;
3) to extend the measures provided for in sections 6 and 7 of this regulation on the animal-health farms located within a radius of 20 kilometres (including the protection zone defined in paragraph 3 of this standard veterinary) around the infected holding or holdings;
4) to carry out epidemiological survey in accordance with the requirements set out in point 9 of this rule veterinary;
5) to implement a vaccination programme initiation or any other surveillance measures.
9. the epidemiological Survey shall concern: 1) the period of evolution of bluetongue in operation-taţie;
2) the possible origin of bluetongue at the holding and the identification of other holdings owning animals that could have been contaminated from the same source;

3) presence and distribution of vectors of bluetongue;
4 movements of animals) and/or to the farm concerned or any carcases of livestock output from these holdings.
10. In addition to the measures referred to in point 8 of this regulation, are animal-health protection zone demarcated and the surveillance zone. The demarcation of those zones must take account of geographical, administrative, ecological and epizootologici connected with Bluetongue and of the control arrangements.
If the nominated areas are placed on an area exceeding the borders of Moldova, the Agency will cooperate with the competent authority of the Member State concerned, on the basis of a cooperation agreement, in order to demarcării them.
The demarcation of the zones mentioned above may be amended taking into account: 1), their geographical location and ecological factors;
2) weather conditions;
3) presence and distribution of the vector;
results of epidemiological studies 4) carried out in accordance with section 9 of this rule veterinary;
5) results of laboratory tests;
6) application of countermeasures, in particular plant pest.
The area referred to in this paragraph may be extended or reduced by the competent veterinary authority, depending on the epidemiological circumstances, geographical, ecological or meteorological.
11. In the protection zone shall apply the following measures: 1) the identification of all holdings with animals inside the zone;
2) implementation of the plan of the monitoring measures developed by the Agency;
3) ban animals to leave the area. Where is demonstrated the absence of virus circulation or of vectors, this prohibition does not apply.
12. In the surveillance zone shall also apply to the measures referred to in point 10 of this rule and veterinary is prohibited vaccination against Bluetongue with attenuated vaccines to animals already infected.
13. All persons in the areas of protection and oversight involved in the process of carrying out the veterinary measures needs to be informed correctly in relation to the restrictions in force and make any arrangements required for the proper implementation of the measures concerned.
14. Veterinary Diagnostic Center, subordinate administrative and technical agency, is responsible for coordinating the standards and diagnostic methods for Bluetongue, which: 1) check the quality of all diagnostic reagenţilor use in the Republic of Moldova;
2) organizes comparative tests at regular intervals;
3 conservează) Bluetongue virus isolates taken from confirmed cases of the disease;
4) ensure confirmation of positive results of veterinary laboratories;
5) provide diagnostic reagents to laboratories.
15. the Agency shall ensure the execution of measures relating to the surveillance of bluetongue.


Chapter IVPlanul surveillance of bluetongue. Bluetongue surveillance is mandatory and shall be exercised by: 1) passive surveillance, exercised through documents that may provide monitoring data;
2) performed by active surveillance: a planned inspection of animals) of domestic species or wild susceptible to the virus that is causing the disease, located in the territory of the Republic of Moldova;
b) culicoizi vectors surveillance at the national level through: the identification of the genus and the species bluetongue virus species recognized as hub and virus transmitters and recording of coordinates of latitude, longitude and altitude for each point of insect collection; surveillance of insects in every locality target of at least 2 catches per season with traps in bright from May to October; supervision a week in every locality target insects, by catching with bright fixed traps, throughout the year;
c to serosurveillance) detection of possible cross-border contamination from: 3% of the sheep and cattle-target, but no less than 1200 samples/year in the maximum risk of contamination; 2% of the sheep and cattle-target, but no less than 400 samples/year in localities with minimal risk of contamination; 10% monthly from June to December, Sentinel animals from sentinel farms established for supervisors in geographic regions with maximum closeness of contaminated areas;
(d) rapid rural appraisal) (epizootology participatory), especially in high-risk areas, to obtain information on the health of susceptible animals;
e) announcement of the percentage and total number of herds subject to surveillance measures in case of confirmation of bluetongue, the total number of animals subject to surveillance measures, suspected Bluetongue or considered to be infected by this disease, infected and cut, and the estimated duration of surveillance measures and budgetary allocations for the surveillance of bluetongue in sheep.
17. the Agency shall decide upon the authorisation of the use of vaccines against Bluetongue provided that: 1) correspond to the results of an assessment of the specific risk;
2) veterinary medicinal products the manufacturer shall inform the Commission before use, in order of acceptance or rejection of the vaccines.
18. When using attenuated vaccines from infected animals, the competent authority will determine: 1) a protection zone that includes at least the vaccination area;
2) a surveillance zone which includes a portion of territory that spans at least 50 kilometres outside the protection zone and were not made any vaccination against Bluetongue with attenuated vaccines during the previous 12 months;
19. Plan of measures Bluetongue surveillance includes contingency plans which provide for: 1) creation, at national level, of a crisis cell to coordinate all emergency measures in the country;
2) a list of local emergency centers equipped with adequate facilities to coordinate the disease control measures at a local level;
3) detailed information on the staff that has been entrusted to certain emergency measures, qualifications and their responsibilities;
4) can, for any local disease control centre, to contact rapidly infested units directly or indirectly;
5) ability, including equipment for individual protection and materials necessary for proper execution of emergency measures;
6) instructions concerning the action to be taken, including means of disposal of carcases in the case of suspected or confirmed the existence of cases of infection or contamination;
7) training programmes for updating and developing knowledge concerning the procedures and administrative;
8) for diagnostic laboratories, a post-mortem examination, the necessary facilities for serological, histological, etc. and updating of rapid diagnostic methods (for this purpose, it is necessary to adopt some provisions concerning the rapid transportation of samples);
9) explanations to amount of vaccines against Bluetongue virus may be considered necessary in the event of emergency vaccination;
Regulations 10) implementation of the plan.
20. monitoring Programmes and surveillance of bluetongue aim: 1) the determination of any occurrence of bluetongue virus;
2) demonstration of the absence of certain serotypes of the virus in a given territory, the territorial area noted in terms of epidemiological;
3) determination period without vectors in a given interval (entomologică supervision).
Geographical unit used for the monitoring and surveillance of bluetongue is defined by a grid of approximately 45 × 45 km (approximately 2 000 km2), unless specific environmental conditions require a different size.
21. monitoring Programmes and surveillance of bluetongue virus intended for determination of the pathogen are required and include: 1 passive clinical surveillance) which consists of a properly documented system which aims to detect and investigate any suspect case, including an early warning system for reporting these cases. Owners and keepers of animals and veterinary specialists should report immediately any territorial subdivisions of the Agency suspect case;
2 active laboratory surveillance) which consists of an annual programme comprising at least one subsequent serological or virological monitoring of Sentinel animals, serological or virological inspection or monitoring and surveillance, targeted on the basis of a risk assessment, or a combination thereof. The samples include the following requirements: a) sampling can take place along the whole year, but must be carried out at least once a year during the period in which infection is discovered;
b) samples shall be taken from animals susceptible (which have not been vaccinated and who were exposed to the corresponding vector) and which are included within the species likely in a geographic area noted in terms of epidemiological;

(c) the sample size must be calculated) so as to indicate the appropriate risk prevalence target population with an accuracy of 95% of the population of the species likely contained in the territorial area noted from epidemiologically. In the absence of scientific information with regard to proper target population prevalence of risk, the size of the sample shall be calculated with an accuracy of 20%;
d) if samples come from animals not likely be determined sample size, depending on the sensitivity of diagnostic procedures applied;
e) laboratory supervision should be designed so that the positive tests were detected to be followed by serologic/specific virological serotype serotype, targeting or serotypes of bluetongue as provided for in the relevant territorial area epidemiologically, necessary in order to determine the specific strain found out when in use.
22. the programmes for the monitoring and surveillance of bluetongue which demonstrates the absence of bluetongue virus circulation must contain a sample used for active surveillance laboratory which is calculated so as to detect a prevalence of 5% with 95% accuracy.
1) for the purpose of removal of a relevant territorial areas epidemiologically from an area with access governed the territory concerned shall demonstrate the absence of bluetongue virus circulation in that area for a period of at least two years, including two seasons of vectors.
The Agency shall provide the Organization of International Epizootics (OIE) historical epidemiological information relevant to monitoring and surveillance program and its annual results over the past three years, including at least: (a)) carried out inspections description currently, and the type of diagnostic test performed (Elisa, serum neutralization, polymerase chain reaction, virus isolation);
b) species from which it was sampled and the number of samples taken from each species, where Sera samples are used, it should be reported to an estimate of the number of animals corresponding to the samples tested;
c) territorial area where the cores;
d) frequency and time of sampling;
(e) number of positive results) spread across animal species and on the geographical situation.
2) for the purpose of delimitation of provisional zones being free ", as stated in paragraph 25 of the present health Rules, the Agency must prove the absence of bluetongue virus circulation in that area for a period of at least one year, including a seasonal activity of vectors.
The Agency provides relevant information and epidemiological history of the OIE with respect to the monitoring and surveillance program and its annual results over the past two years, including at least the information referred to in subpct. 1). ) and (e)).
23. the programmes for the monitoring and surveillance of bluetongue intended for determining the period without vectors in a given interval (entomologică supervision), referred to in paragraph 36 of the present health Rules, must meet the following requirements: 1) include at least one annual programme actively catching vectors by means of suction traps, in order to determine the dynamics of vector populations;
2) to use suction traps equipped with ultraviolet light that must operate throughout the night, at a rate of at least: a) a night per week during the month prior to the commencement of the estimate and the estimate of the month preceding the sfîrșitului period without vectors of a given period;
b) one night per month during the period without vectors in a given interval.
On the basis of the results obtained in the first three years of operation of the suction traps, you can determine the capacity of those pitfalls;
3) should be placed at least one suction trap in each relevant area epidemiologically in unaffected area of bluetongue seasonally. Part of the Midge trapped in suction traps to be sent to a specialized laboratory that can count and identify species of vectors.


Chapter VRestricţii relating to movements of animals, their semen, ova and embryos covered access acestoraSecţiunea1Zone 24. The Agency informs the OIE about access to areas covered and any change concerning their respective areas within 24 hours.
25. the Agency shall, before making a decision on removing the relevant territorial areas epidemiologically from an area regulated access, provide OIE information justified absence of the Bluetongue virus circulation in that area over a period of two years, including two full seasons of vectors, from the implementation of the programme for the monitoring and surveillance of bluetongue in accordance with сapitolul of this veterinary Standards.
26. the Agency, in its turn, shall draw up and keep up-to-date a list of areas regulated access and puts it at the disposal of citizens, by publishing it on its website, which includes information regarding the serotypes of bluetongue virus circulating in every area regulated access, allowing the identification of areas in various territories.


Section 2Condiții for journeys within the regulated access zonelorcu 27. The Agency shall authorise the movement of animals within the regulated access areas where virus serotype or serotypes of bluetongue, provided the animals to be moved do not present any clinical signs of bluetongue on the day transporting it.
At the same time, movements of animals from a protection zone by a surveillance zone may be authorized only where: 1) it satisfies the conditions set out in animals, chapter VI of this veterinary Rules;
2) prior to the movement of animals, they satisfy the requirements, required and approved by the Agency, animal health, based on a positive result of a risk assessment, aimed at combating the spread of bluetongue virus, as well as protection against attacks by vectors;
3 am) the animals intended for immediate slaughter.
28. It may be a relevant territorial area delimited in terms of epidemiological evidence from an area with access governed as "provisionally free area", provided that over a period of a year, including a season full of activity of vectors, monitoring and surveillance to be carried out in accordance with the provisions laid down in paragraphs 21 and 22 of this part time veterinary health and to demonstrate the absence of virus circulation of bluetongue for a particular serotype specific or combination of serotypes, in that area with covered access.
If you want the demarcation of an area regulated access or part of a zone with access governed as "provisionally free area", the OIE is announced at the same time are announced and the information referred to in paragraphs 21 and 22 of this part time veterinary health.
29. the Agency allows the movements of animals in an area where the same serotype or serotypes of bluetongue virus to a region of an area covered with the defined access as "provisionally free area" if it complies with the requirements laid down in chapter VI of this veterinary Rules and if the animals are intended for immediate slaughter.
Where animals referred to in this section are intended for trade, the health certificates shall be supplemented with the following text: "animals in accordance with ... (indicate, where appropriate, the points 27, 28 and 29 of this rule veterinary) ".


Section 3Condiţii applied at the exit of the animals from areas with access to covered 30. Movements of animals, their semen, ova and embryos of such animals from a holding or collection centres or storage located in an area with access governed by another holding or collection centre or storage shall be made provided that the animals, semen, ova and embryos: 1) it satisfies the conditions laid down in chapter VI of this veterinary Rules;
2) fulfil the conditions regarding animal health, based on a positive result of a risk assessment on the measures aimed at combating the spread of bluetongue virus, as well as protection against attacks by vectors, required by the Agency and approved by the competent authority of the place of destination before traveling.
31. the Agency immediately regarding the student has studied OIE guarantees concerning health of animals transported in a regulated access.
32. A procedure which is under the control of the competent authority of the country of destination to ensure that the animals, semen, ova and embryos are not moved to another place of destination.
33. Movements of animals from a holding located in a zone with regulated access for immediate slaughter shall be carried out provided that:

1) not having recorded any case of bluetongue in the holding of origin for a period of at least 30 days before the date of dispatch;
2. animals to be transported): a) under the supervision of the veterinarian of the establishment of destination, where they are to be slaughtered within 24 hours of their arrival;
b) directly, except where there is a rest period, provided by Government decision No. 793 22 October 2012 "for approving veterinary Norm on the protection and welfare of animals during transport", at an inspection post located in the same area with regulated access.
The Agency Announces the competent authority of the country of destination about planned movement of animals, with at least 48-hours prior to loading of the animals.
34. the competent authority of the country of destination may require the Agency to determine that transport to the slaughterhouses designated to be under control, based on a risk assessment, which includes the following criteria: 1) data available concerning monitoring and surveillance programmes, particularly as regards the vector;
2) the distance between the point of entry into the area without restriction and slaughterhouse;
3) Entomological data;
4) time of day in which the transport takes place in relation to the hours of the vectors;
5) use of insecticides and insectifugelor;
6) location of slaughterhouses in relation to animal holdings;
7) biosecurity measures at the slaughterhouse.


Section 4Cerinţe further for the transit of animals 35. Transit of animals is allowed only if: 1 the Agency) after cleaning and disinfecting the place of loading, the means of transport used are treated with insecticides and insect repellents or authorized.
In any case, the treatment should take place after the exit or before entering the area with covered access;
2) recognizes it as unit Agency unit protected from vectors, if the following criteria are met: 1. General criteria: a) must be in effect a programme for monitoring and/or surveillance of bluetongue;
b specific criteria and thresholds) used for the determination of the period without vectors must be defined taking into account the Culicoides species suspected of being the main vectors in the relevant territorial area epidemiologically;
(c) the criteria used for determining) period without vectors must be applied taking into account the data of the current year and the previous ones (historical data). Besides these, it will consider issues relating to standardization of surveillance data.
2. Specific criteria: a) has not been observed Bluetongue virus circulation in the relevant territorial area epidemiologically, as demonstrated by the surveillance programmes or other data that suggests the interruption of bluetongue virus circulation;
b) cessation of the vector and the vector potential, as demonstrated by the entomologică supervision of the programmes monitoring and/or surveillance of bluetongue;
c) screenshots of Culicoides species suspected of being vectors of serotype present in the relevant territorial region epidemiologically below maximum vectors collected. In the absence of evidence to support the determination of the maximum threshold for the total absence of Culicoides imicola species and the use of fewer than five Culicoides fertile as a trap.
3. Additional criteria: a) conditions that Act on the thermal behavior of vectors in the relevant territorial region epidemiologically. Temperature thresholds should be defined depending on the behaviour of organic species Culicoides vectors, suspected to be present in the territorial area of serotype relevant epidemiological point of view;
(b) the Agency shall check at least) three times during the period of protection (at the beginning, during and at the end of the period of protection) the effectiveness of the measures implemented by means of traps for vectors located inside the unit protected from vectors.
36. The additional conditions set out in paragraph 35 of this veterinary Rules shall not apply in cases where transit occurs: 1) or by the relevant territorial areas epidemiologically within a zone with access governed during the period without vectors of bluetongue in a given season defined by the Agency through the criteria laid down in point 35 subpct. 2) in this regulation the veterinary;
2) or through the regions of regulated access area demarcated as "provisionally approved pest-free areas".
Where animals referred to in this section are intended for trade, the health certificates shall be supplemented by the following: "treatment with insecticides/insect repellents. (insert product name) to ... (insert date) ".


Chapter VI Conditions prohibiting output of animals, semen, ova and embryos of animaleSecţiunea 1Condiţiile prohibiting livestock exit 37. They must be protected from Culicoides vectors during transportation to the place of destination.
Besides this, must meet at least one of the following conditions: 1) until the time of shipment the animals were kept in an area free of bluetongue for at least 60 days prior to movement and were subjected to an agent identification test, in accordance with the manual of standards for diagnostic tests and vaccines of the International Epizootics Organization (hereinafter referred to as OIE Manual) with negative results, the test being conducted not earlier than 7 days before the date of the journey.
However, the identification of the test is not required for a given relevant territorial area epidemiologically epidemiological data obtained as a result of implementing a program to monitor for a period of at least three years, entail the establishment of inactivity of the season is eliminated, in accordance with paragraph 35 of the present health Rules.
Where animals referred to in this submenu is for are the subject of trade, the health certificates shall be added the following statement: "up to the time of dispatch, the animal has been resident in an area free of bluetongue in the season of inactivity of vectors which began at ... (insert date) since birth or for at least 60 days and, if appropriate, indicate that they have been subjected to an agent identification test according to the OIE Manual, carried out on samples taken during the 7 days preceding consignment, with negative results. "
2) until the time of shipment the animals were kept in an establishment protected from vectors, according to the criteria laid down in point 35 subpct. 2) of this rule, veterinary for at least 60 days prior to the date of dispatch.
3) until the time of shipment the animals were kept in an area free of bluetongue during without vectors, defined in accordance with paragraphs 35 subpct. 1) of this rule, veterinary or were kept in an establishment protected from vectors according to the criteria laid down in point 35 subpct. 2) of this rule, veterinary for at least 28 days and during this period, have undergone a serological test for the detection of bluetongue virus antibodies, in accordance with the OIE Manual, with negative results, the test being performed on samples taken from the respective animal at least 28 days after the commencement of the period of protection against vectors or without vectors.
4) until the time of shipment the animals were kept in an area unaffected by the Bluetongue seasonally, during the period without vectors, defined in accordance with paragraphs 35 subpct. 1) of this rule, veterinary or were kept in an establishment protected from vectors according to the criteria laid down in point 35 subpct. 2) in this regulation the veterinary health for at least 14 days and during this period, have undergone a test to identify the agent, in accordance with the OIE Manual, with negative results, the test being performed on samples taken from the respective animal at least 14 days from the date of commencement of the period of protection against attacks by vectors or without vectors.
5) the animals have been vaccinated against the serotype (s) (s) existing in a relevant territorial area epidemiologically, while still within the period specified in the particularities of immunity and satisfying the vaccine at least one of the following requirements: a) have been vaccinated with 60 days prior to the date of movement;
b) have been vaccinated with an inactive vaccine before triggering immune protection specified in the peculiarities of the vaccine and have been subjected to an agent identification test according to the OIE Manual, with negative results, the tests being conducted at least 14 days after the start of immune protection;
c) were re-vaccinated with a vaccine not active during the period of immunity;

d) since birth or for at least 60 days prior to vaccination of animals have been closed in an area free from Bluetongue for a certain period, as defined in accordance with paragraphs 35 subpct. 1) of this rule, veterinary and have been vaccinated with an inactive vaccine before triggering immune protection specified in the peculiarities of the vaccine.
Where animals referred to in this submenu is for are the subject of trade, the health certificates shall be added the following statement: "the animal vaccinated against the serotype (s) of bluetongue (serotype is inserted/serotypes). (insert the name of the vaccine) with an inactive or modified live vaccine (indicate, where appropriate). "
6) Animals were closed all the time in a relevant territorial area epidemiologically, in which there has been or there is only one serotype, and have been tested serologically according to OIE Manual in order to detect antibodies against Bluetongue Serotype, being tested positive: the test must be performed first) on samples taken with an interval of between 60 and 360 days prior to movement;
b) at the second test should be carried out on samples collected more than seven days before the date of movement;
c) with at least 30 days before the date of the journey were subjected to a serological test to detect antibodies against serotype of bluetongue virus, in accordance with the OIE Manual, with positive results;
d) the animals have been subjected to an agent identification test, with negative results, the test being conducted not earlier than 7 days before the date of the journey.
Where animals referred to in this submenu is for are the subject of trade, the health certificates shall be supplemented by the following: "Animal (animal) subjected to a serological test according to the OIE Manual, tests for antibodies against serotype of bluetongue virus ... (indicate serotype). "
7) the animals have been tested by two appropriate serological tests in accordance with the OIE Manual relating to terrestrial animals, which can detect specific antibodies against all serotypes of bluetongue virus in existence, being tested positive, in the relevant territorial area epidemiologically and first test: a) must be carried out on samples taken in the range of between 60 and 360 days prior to movement and the second test on samples taken not later than 7 days prior to the date of movement;
b) specific serological strain must be carried out at least 30 days before the date of the journey, and the animals subjected to a test to identify the agent with negative results, to be carried out in accordance with the OIE Manual relating to terrestrial animals, no earlier than 7 days before the date of the journey.
38. pregnant Animals are moved from an area with regulated access for Serotype 8 of Blue Tongue virus must meet at least one of the conditions specified in point 37 subpct. 5) 6) and 7) of this rule the veterinary before insemination or mating.

Where animals referred to in this submenu is for are the subject of trade, the health certificates shall be supplemented by one of the following words: "the animal is not (am) gestant (s)"; or "the animal may be gestant (s) and satisfies the condition (conditions) ... (specified in item 37 subpct.  5) 6) and 7) of this rule, the veterinary before insemination or mating) ".


Section 2Condiţiile prohibiting output of semen from animals 39. Semen must come from animals which satisfy at least one of the following conditions: 1) were held in an area with regulated access for at least 60 days before the date of commencement of semen, and during the harvest;
2) were kept in an establishment protected against attack vectors according to the criteria laid down in point 35 subpct. 2) in this regulation the veterinary health for at least 60 days before the date of commencement of semen, and during the harvest;
3) during the inactivity of the vector were kept in an area free of bluetongue, in accordance with section 35 subpct. 1) of this rule, veterinary for at least 60 days before the commencement of collection of the semen, as well as during harvest, and were subjected to an agent identification test, in accordance with the OIE Manual with negative results, the test being conducted not earlier than 7 days before the date of commencement of semen.
At the same time, the identification of the test is not necessary in the regions or areas where epidemiological data obtained as a result of implementing a program to monitor for a period of at least three years, determines the presence of inactivity of the season is eliminated, in accordance with paragraph 35 of the present health Rules;
4) have been subjected to a serological test to detect antibodies against Bluetongue virus with negative results conducted at least 60 in 60 days during the harvesting period, and between 21 and 60 days after the last semen collection to be shipped, in accordance with the OIE Manual;
5) were subjected to an agent identification test, carried out with negative results on samples of blood collected, in accordance with the OIE Manual: a) at the beginning and end of the period of semen collection to be shipped;
b) during the period of semen collection: at least the 7 in 7 days, in case of a virus isolation test;
at least 28 in 28 days, in the case of a test of the polymerase chain reaction.
Where semen is intended for trade or export health certificate shall be supplemented by the following: "semen obtained from donor animals which is in accordance with ... (indicate, if applicable, subpct. 1), 2), 3) 4) 5) of this section) ".


Section 3Condiţiile prohibiting output of ovulelorși embryos from animals. Embryos and ova derived from in vivo bovine animals must come from donor animals which do not show any clinical signs of bluetongue on the day of collection.
41. The embryos and ova derived in vivo in animals of the bovine species, as well as from other species, must come from donor animals which satisfy at least one of the following conditions: a) took place in an area with access governed at least 60 days before the commencement of collection of the embryos/ova and during the harvest;
b) were protected against attack vectors into a protected in accordance with the criteria laid down in point 35 subpct. 2) in this regulation the veterinary health for at least 60 days before the date of collection of the embryos/ova, and during the harvest;
c) have undergone a serological test for the detection of specific antibodies against Bluetongue virus, in accordance with the OIE Manual, with negative results, carried out between 21 and 60 days after collection of the embryos/ova;
d) have undergone a test to identify the agent, in accordance with the OIE Manual, carried out with negative results on samples of blood taken on the day of collection of the embryos/ova.
42. Where ova and embryos are destined for export or trade, the health certificates shall be added as follows: "ova/embryos obtained (obtained) from donor animals which are in accordance with the ... (indicate, if applicable, section 40 and 41 letter a), b), c) and (d)) of this rule.) "veterinary".
