According to the pt. 2 of art. II of Law no. 167 of 07/31/2015 amending and supplementing the Broadcasting Code no. 260-XVI of 27 July 2006 (published in the Official Gazette no. 254-257 from 09.11.2015), "Audiovisual Coordinating Council, within 6 months from the entry into force of this law shall develop recommendations for broadcasters transition mechanism from the system of analogue terrestrial television to the digital terrestrial television so as not to admit their liquidation. "
Draft recommendations was developed in October 2015 and by letter no. 526 of 23/10/2015, CCA has asked the Ministry of Information Technology and Communications Working Group convened Inter created by MITC for an efficient transition from analogue terrestrial television to digital terrestrial.
On 26 November 2015 held that Working Group meeting, the agenda included discussions on the recommendations on the transition to digital terrestrial television. CCA representative presented recitals institution to this serious problem and the suggestions and proposals made by other members of the Group were exposed by letter MTIC no. 01/279 of 29.02.2016.
As a result of public debate, under the Broadcasting Code no. 260 of 27.07.2006 and the Statute of CCA, approved by Decision no. 433 dated 28.12.2006 of the Moldovan Parliament, based on the letter MTIC no. 01/279 from 02.29.2016, the Broadcasting Coordinating Council

DECIDED:

1. He recommends aspiring broadcasters to participate in a multiplex with national coverage (PRO - (9) UNANIMOUSLY - D. hammer, Barbalić O. Iu. COLESNIC, A. COZMA, N. DAMASCHIN, O. Gututui C. Mitu ONCEANU-Hadirca M. and D. VICOL)
- Strengthening financial resources;
- Providing training signal for it to be picked up by the multiplex provider;
- Improving service quality programs, according to "tender evaluation criteria applicants broadcasting licenses" referred to in section. 9 of the "Regulations on the procedure and conditions for issuing broadcasting licenses and retransmission authorizations the use of digital terrestrial multiplexes ".
2. It recommends aspiring broadcasters to participate in a multiplex with regional coverage (PRO - (9) UNANIMOUSLY - D. hammer, Barbalić O. Iu. COLESNIC, A. COZMA, N. DAMASCHIN, O. Gututui C. Mitu ONCEANU-Hadirca M. and D. VICOL)
- the association of regional and local broadcasters to build multiplexes with regional coverage;
- Strengthening financial resources;
- Planning digital terrestrial television networks to exert consistent with the existing electronic communications network infrastructure (towers, masts, signal transmission lines, electricity supply lines, technological spaces, access roads);
- Efficient use of transmitters TVD, to cover optimal territory allocated area;

- Providing training signal for it to be picked up by the multiplex provider;

- If efforts will not result in successful regional and local broadcasters may choose to license for broadcasting the program service by cable or satellite networks.
