ENRIQUE PEÑA NIETO, President of the United Mexican States, in exercise of the power conferred on me by Article 89, fraction I, of the Political Constitution of the United Mexican States, and with basis in Articles 14, 17, 18 and 35 of the Organic Law of the Federal Public Administration and 1, third paragraph, 32, fraction VII, 109, 134, 135, 136, 137 and 140 of the Sustainable Rural Development Act, I have had to issue the following

INTERNAL REGULATION OF THE AGRI-FOOD AND FISHERIES INFORMATION SERVICE

TITLE FIRST

COMPETITION FROM THE AGRI-FOOD AND FISHERIES INFORMATION SERVICE

ONLY CHAPTER

SCOPE OF COMPETENCE

Article 1. The Food and Agriculture Information Service, hereinafter SIAP, is a deconcentrated administrative body of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, which is responsible for the exercise of the privileges specified in this Regulation and other applicable legal provisions.

For the purposes of this Regulation, agri-food shall mean the food producing sector of agricultural, livestock, fisheries and aquaculture.

Article 2. The SIAP, in addition to the privileges provided for in the Rules of Procedure of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, will have the following:

I. Coordinate, with the participation that corresponds to other administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, in terms of the agreements that the Secretariat has to the effect, to the agencies and entities of the Federal Public Administration, to the governments of the federative entities and to the municipalities, in the field of statistical information and geospatial as required by the agri-food sector;

II. Subscribe agreements and agreements for the exchange of agri-food information, with dependencies and entities of the Federal Public Administration, state, Municipal and autonomous bodies, as well as with national and international institutions;

III. Propose, with the participation that corresponds to the other administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, a conceptual framework that considers the inter-institutional inputs, both cartographic and alphanumeric databases obtained through remote sensing, field operations or cabinet analysis, that allow an analysis integral to agri-food information;

IV. Establish standards and guidelines for statistical information and agrofood geospatial information;

V. Establish systems for collection, integration, sampling, quantitative evaluation, organization, analysis and dissemination of statistical information and geospatial on the agri-food sector, in accordance with the applicable legal provisions, as well as integrating and updating the relevant documentary acquis;

VI. Coordinate the collection, analysis and dissemination of international statistical and geospatial information of interest to the agri-food sector, according to with the applicable legal provisions;

VII. Coordinate the conduct of national surveys on agri-food products, with respect to the variables that affect their production, such as prices and costs, among others;

VIII. Update and validate directories and rolls of agri-food producers, in coordination with the Directorate General of Operation and Operation of the Padrones of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

IX. Manage satellite image reception stations in agri-food matters and, at the request of different government orders, public universities and public research centres, making available the telemetry services and geospatial applications resulting from such stations;

X. Normar the design and operation of the computer systems used by the SIAP for the processing and consultation of statistical and geospatial data of the agri-food sector;

XI. Analyze, validate and disseminate statistical, geospatial and other information, corresponding to the agri-food field, in accordance with the applicable legal provisions;

XII. Define and coordinate the integration of the national balance of availability-consumption, products, by-products and agri-food inputs;

XIII. Elaborate and validate studies on agri-food production chains;

XIV. Coordinate and validate studies on the behavior of agro-food production, as well as the import, export and domestic prices of agri-food products;

XV. Validate in collaboration with the corresponding instances of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food and other agencies and entities of the Federal Public Administration, national and international price information, foreign trade flows, supply and demand for the agri-food products referred to in Article 179 of the Law of Sustainable Rural Development;

XVI. Issue, through its holder, guidelines and procedures for the dissemination by any electronic means or print of publications edited by the SIAP;

XVII.     Monitor the formulation, implementation, monitoring and evaluation of the sectoral programme and other programmes, in the field of statistical and geospatial information for the Agriculture Secretariat, Livestock, Rural Development, Fisheries and Power, and

XVIII. Others that point to other legal provisions and those entrusted to you by the Secretary.

TITLE SECOND

OF THE ORGANIZATION AND ATTRIBUTIONS OF ADMINISTRATIVE UNITS

FIRST CHAPTER

OF THE ORGANIZATION

Article 3. At the head of the SIAP, there shall be a Chief Director who shall assist the administrative units referred to in Article 4 of this Article for the processing and resolution of the matters of his competence. This Regulation and other public servants shall be established in the Manual of the Organisation of the said unconcentrated administrative body. The Director-in-Chief shall also have the representation of the SIAP.

The SIAP may have a Technical Council, which will serve as an advisory body, and its functioning will be governed by the internal operating guidelines issued by the Chief Executive of the SIAP, where he will be establish the conditions and procedures for its representativeness.

CHAPTER SECOND

OF THE ADMINISTRATIVE UNITS

Article 4. The Chief Director of the SIAP will be assisted by the following administrative units:

I. Field Operations Address;

II. Integration, Processing, and Validation Address;

III. Geospatial Solutions Address;

IV. Strategic Analysis Address;

V. Dissemination Address;

VI. Information Technology Address;

VII. Administrative Efficiency Address, and

VIII. Legal Affairs Unit.

THIRD CHAPTER

THE CHIEF DIRECTOR

Article 5. The Chief Executive, in addition to the powers provided for in Article 46 of the Rules of Procedure of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, will have the following non-delegated powers:

I. Agree with the Secretary on the matters entrusted to the SIAP to be requested by him, to carry out the commissions and functions entrusted to him and keep you informed about the development of them, and

II. Propose to the Secretary the appointment or removal of the public servants from the first two levels of the SIAP, provided that such appointments are not be subject to the Professional Career Service Act in the Federal Public Administration, its Rules of Procedure and other applicable provisions.

CHAPTER FOURTH

OF DIRECTORS AND UNIT HOLDERS

Article 6. Each of the Directorates and the Legal Affairs Unit of the SIAP shall be in charge of a Director and Holder, respectively, who shall assume the exercise of the privileges as This Regulation and other legal provisions shall correspond to it and shall be responsible for the proper functioning of its administrative unit. The Directors and the Holder of the Legal Affairs Unit may be assisted by the Deputy Directors, Heads of Department and other public servants who require the needs of the Service, in accordance with the applicable regulations.

Article 7. The Directors and Holder of the SIAP Legal Affairs Unit will have the following privileges:

I. Direct, organize, and evaluate the performance and performance of the administrative unit in charge;

II. Agree with your immediate superior resolution of relevant issues;

III. Exercise the faculties that are delegated to them and those that correspond to them for the supply;

IV. Subscribe to the documents relating to the exercise of the powers that are legally and legally applicable to them;

V. Formulate the preliminary draft annual budget of the administrative unit in charge and, once approved, monitor its correct and timely implementation;

VI. Collaborate with the holders of the other administrative units or public servants, when required by the best operation of the SIAP;

VII. Provide the information, data or technical cooperation required by the public servants of the SIAP or the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food or other agencies or entities of the Federal Public Administration and other public entities, in accordance with applicable legal provisions;

VIII. Promote, formulate and implement savings, productivity, transparency and regulatory improvement programs in the administrative unit in charge;

IX. Intervening in the designation, development, training, promotion and attachment of the staff to your office, in accordance with the Law of the Professional Service Career in the Federal Public Administration, its Rules of Procedure and other applicable provisions, as well as in the procurement of the external service that is necessary;

X. Authorize according to the needs of the service or, where applicable, issue your approval in terms of the Career Professional Service Act in The Federal Public Administration for the granting of licenses to the personnel in charge of it, and to participate in the cases of sanctions, removal and cessation of the personnel under their responsibility;

XI. Exorder certifications from the documents in the files of the administrative unit at your office;

XII. Propose the anteprojects relating to the organization, merger, modification or deletion of the areas that make up the administrative unit in charge;

XIII. Collaborate in the field of its competence, with respect to matters of international character with the competent administrative unit of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

XIV. Promote, organize and sponsor, holding congresses, seminars, forums, consultations, exhibitions, national and international fairs and competitions, within the scope of its jurisdiction, in accordance with applicable legal provisions;

XV. Establish, in accordance with applicable legal provisions, the guidelines for the formulation, operation and evaluation of plans, programs and projects in his capacity, with the participation of the competent administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

XVI. Issue technical criteria, methodologies, guides, instructions, and other similar instruments that are required in the areas of your competence;

XVII.      Submit to the approval of your superior the studies and projects that are elaborated in the area of your responsibility;

XVIII. Participate in the execution of SIAP's Internal Civil Protection Program;

XIX. Oversee that the legal provisions are strictly adhered to in all matters for which they are addressed, and

XX. Exercising the other powers that you are pointing to other legal provisions, as well as those entrusted to you by the Chief Director.

SECTION I

FROM THE FIELD OPERATIONS ADDRESS

Article 8. The Field Operations Address will have the following attributions:

I. To determine useful complementary information needs that will allow the study and analysis of the problems in the agri-food sector always and when such information is not obtained from the exploitation of administrative records, from multi-spectral imaging and theoretical studies, but through the conceptual design and implementation of probabilistic surveys and other direct methodologies of acopio;

II. Formulate the methodology for the realization of probabilistic surveys, the generation and updating of producers ' rolls and other operational Inspection, verification and supervision in the field, for the production of agri-food information;

III. Coordinate collection processes through surveys to capture variables of the strategic agri-food products referred to in the Article 179 of the Law on Sustainable Rural Development, associated with production, storage, transportation, distribution and consumption, and sociodemographic characteristics, in connection with federal agencies and federal entities, as well as as with other agents involved;

IV. Directing the programming and updating of directories and rolls of agri-food producers, in coordination with federal agencies, of the federative entities and other agents involved, as well as validate the resulting information in coordination with the competent administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

V.         To provide training for the collection, processing and processing of agri-food information obtained through probabilistic surveys and the generation and updating of producers ' rolls, to public servants of the Delegations of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, as well as to the federal entities and other involved agents who request it;

VI. Perform field inspection, verification, and monitoring operations, to obtain information to help solve problems specific to the agri-food sector;

VII. Provide technical advice to obtain agri-food information through probabilistic surveys, generation and updating of producers and operators of inspection, verification and supervision in the field, to the actors involved who request it;

VIII. Provide your competence information to the SIAP administrative units to address the requirements of the different areas of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, other agencies and entities of the Federal Public Administration, the governments of the federal entities and other agents involved, and

IX. To provide the SIAP's competent administrative units with basic statistical information from producers ' surveys and standards, as well as information generated from inspection, monitoring and field verification operations for the development of information integration processes, geospatial solutions, strategic analysis and dissemination.

SECTION II

OF THE INTEGRATION, PROCESSING, AND VALIDATION ADDRESS

Article 9. The Integration, Processing, and Validation Address will have the following attributions:

I. Develop and implement, in accordance with applicable legal provisions, the conceptual, technical and methodological framework for the integration of agri-food information generated by the delegations of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, the Rural Development Districts, the Rural Development Support Centres and other supplying agents information primarily related to administrative records in agri-food material, plant and crop monitoring, as well as livestock herd inventory;

II. Providing training on the conceptual, technical and methodological framework for the integration of agri-food information to responsible personnel from the delegations of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, the Rural Development Districts and the Rural Development Support Centres;

III. Monitor the implementation and implementation of techniques and methodologies for the generation of agri-food information in the Delegations of the Secretary of Agriculture, Livestock, Rural Development, Fisheries and Food, Rural Development Districts, Rural Development Support Centers, and other entities providing agri-food information according to the guidelines to be established by the Intersecretarial Commission for Sustainable Rural Development;

IV. Integrate, validate and analyze agri-food information received from delegations, deconcentrated administrative bodies, and administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, as well as the decentralized agencies sectorized to it, the Rural Development Districts and the Rural Development Support Centers, and to analyze the agri-food information generated by the dependencies and entities of the Federal Public Administration, and

V. Collaborating and assisting in the analysis of current conditions and the development of the agri-food sector, in collaboration with other administrative units of the SIAP, dependencies and entities of the three government orders and producer organizations.

SECTION III

OF THE GEOSPATIAL SOLUTIONS ADDRESS

Article 10. The Geospatial Solutions Address will have the following attributions:

I. Develop, in accordance with applicable legal provisions, telemetry methodologies and related geospatial applications with the agri-food sector, as well as to provide training on these methodologies to the staff of the delegations of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, the Rural Development Districts, the Support for Rural Development and other public institutions, as well as request;

II. Administer satellite image reception units in agri-food matter, as well as integrate geospatial information as such units generate;

III. Coordinate and monitor the development and updating of geospatial information systems in the agri-food sector in accordance with the rules issued in the subject;

IV. Monitor the operation and administration of the systems for capturing the agro-food geospatial information of the Delegations, organs Administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, Rural Development Districts and Rural Development Support Centers, as well as advising the decentralised bodies sectorized to this in the operation and administration of such systems;

V. Coordinate the exploitation and analysis activities of geospatial information generated through geospatial information systems agri-food in charge of the SIAP, in accordance with the applicable legal provisions, in order to provide technical knowledge enabling decision-making;

VI. Coordinate the conduct of studies on geospatial information related to the agri-food sector;

VII. Review and establish requirements for updating all programs and computer equipment specialized in geospatial information systems agri-food from SIAP;

VIII. Provide the necessary training for the use and management of equipment with Global Positioning System, satellite imaging, systems Geospatial information and other geospatial applications used to collect agri-food information from the delegations of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, Rural Development Districts and Rural Development Support Centres as well as other technical staff involved to request it;

IX. Providing the SIAP administrative units with the geospatial information of the agri-food sector that they require for the development of collection and integration of information, strategic analysis and dissemination, and

X. Approve the reproductions of cartographic material related to the agri-food sector for academic, commercial or academic research and research public interest, as well as collating faithful copies of original cartographic maps requested by various dependencies or users in general.

SECTION IV

OF THE STRATEGIC ANALYSIS ADDRESS

Article 11. The Strategic Analysis Address will have the following attributions:

I. Develop studies concerning agri-food production chains with the participation that corresponds to other administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

II. Validating and updating information processing the agri-food information systems of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food in respect of the markets for such products, including prices, trade flows and financing;

III. Analyze with the participation that corresponds to other administrative units of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, in coordination with the federative entities, the socioeconomic conditions of the inhabitants of the rural sector in relation to the behavior of the agro-food production at national and state level;

IV. Set estimates and analyses considering the main variables that affect the production of the agri-food subsectors;

V. Coordinate the development of strategic analysis of agri-food sector information;

VI.         To analyze the current conditions and prospects of the agri-food sector in collaboration with other SIAP administrative units, agencies and entities of the Public Administration of the three government orders and organizations of producers in the sector;

VII. Develop and update the standards and infrastructure of agri-food information, feeding back to the other instances of the SIAP for improvement of their information generation processes, and

VIII. Provide training to agencies and agencies of the Federal Public Administration on information analysis in agri-food matters.

SECTION V

OF THE DISSEMINATION ADDRESS

Article 12. The Fan Out Address will have the following attributions:

I. Coordinate the linkage and attention of requests for information, training, and technical assistance in agri-food matters national institutions, international organisations and foreign governments;

II.           Coordinate the SIAP administrative units for the organization of forums, meetings with users, and the use of other channels to disseminate information about the agri-food sector;

III. Promote and consolidate the culture of the use of statistical and geospatial information in the agri-food sector in the country;

IV. Determine the forms of awareness for those who supply agri-food information, on the importance of providing data for analysis and understanding of the agri-food sector;

V. Analyze and simplify, in coordination with the other competent administrative units of SIAP, agri-food information to be segmented by type of audience and address the needs of the various users;

VI. Define the SIPA's agri-food information dissemination strategy;

VII. Providing training for the dissemination of agri-food sector information;

VIII. Administer the Mapoteca Manuel Orozco and Berra and the libraries José Luis de la Loma and Oteyza and Mariano Bárcena, as well as the dissemination of the same, and

IX. Coordinate the communication flow between the SIAP administrative units.

SECTION VI

OF THE INFORMATION TECHNOLOGIES ADDRESS

Article 13. The Information Technology Address will have the following attributions:

I. Integrate and implement SIAP's Strategic Plan for Information and Communications Technologies;

II. Administer, in accordance with the authorized budget, SIAP resources in the field of information and communications technologies;

III. Evaluate the methodology of access to information provided by SIAP by technological means, in order to safeguard such information;

IV. Manage and develop the technology platforms for the dissemination and distribution of the information generated by the SIAP by electronic means, thus how to establish technology mechanisms to collect, process, share and store such information;

V. Manage and provide technical support to SIAP's information and communications technology services, in accordance with best practice standards technological and other applicable legal provisions;

VI.        Instrumentation the application development strategies in non-specialized geomatic information technology and communications that facilitate the operation of the SIAP;

VII. Providing training for the use of technology tools and information and communications technology infrastructure part of the administrative units of the SIAP;

VIII. Apply the guidelines and standards in information and communications technologies in accordance with the provisions issued by the Senior Officer of the Secretary for Agriculture, Livestock, Rural Development, Fisheries and Food, and

IX. Manage resources in the field of goods, services, and the rights of use of information and telecommunications technologies, including systems information and licensing of programmes authorised in technical opinions issued by the Directorate-General for Information and Communications Technologies of the Secretariat for Agriculture, Livestock, Rural Development, Fisheries and Food.

SECTION VII

OF THE ADMINISTRATIVE EFFICIENCY ADDRESS

Article 14. The Administrative Efficiency Address will have the following attributions:

I. Formulate and propose to the Chief Director, the organizational structure of the SIAP, as well as its modifications;

II. Develop the preliminary draft budget of the SIAP annual expenditure budget;

III. Manage the human, financial, and material resources of SIAP, in accordance with applicable legal provisions;

IV. Apply the legal provisions on savings, austerity, simplification and administrative modernization programs, transparency and file inventory;

V. Monitoring the financial year of the actions agreed in the SIAP;

VI. Atender and follow up on internal and external audits performed on SIAP, and

VII. Formulate the preliminary draft organization, procedure and service manuals of the SIAP for review of the Attorney's office General of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food and opinion of the General Office of the Ministry of Agriculture.

SECTION VIII

OF THE LEGAL AFFAIRS UNIT

Article 15. The Legal Affairs Unit, in addition to the powers provided for in Article 45 of the Rules of Procedure of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Power, you will have the following attributions:

I. Represent the SIAP on the formalities and procedures to be performed before the agencies and entities of the Federal Public Administration, governments state and municipal authorities, provided that such representation is not expressly conferred on another SIAP administrative unit;

II. Grant legal forgiveness where appropriate after consultation with the office of the Attorney General of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food;

III. Issue legal opinion on the preliminary draft general provisions to be drawn up by SIAP administrative units, as well as subject them to the opinion of the Office of the Advocate General of the Secretariat for Agriculture, Livestock, Rural Development, Fisheries and Food;

IV. Representing SIAP before commissions, subcommittees, committees, working groups, and all types of legal events in which it participates;

V. Legally to advise the administrative units of the SIAP, as well as to be a body of consultation in legal matters on the competition matters SIAP;

VI. Opinions on the projects of SIAP's organization manuals, procedures and services;

VII. Formulate, review and, where appropriate, submit to the Chief Director the preliminary draft bills, regulations, decrees, agreements, Circular, rules and other legal provisions relating to the competition matters of the SIAP, as well as to submit them to the opinion of the Office of the Advocate General of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food, and

VIII. Register and file an original copy of the agreements and contracts, the subscription of which is the competence of the SIAP, in accordance with the legal provisions applicable.

THIRD TITLE

OF THE SUPLENTS

ONLY CHAPTER

FOR PUBLIC SERVERS TO BE SUPPLIED

Article 16. The Chief Director of the SIAP will be replaced in his absences by the Director of Field Operations, by the Director of Integration, Processing and Validation, by the Director of Solutions Geospatial, by the Director of Strategic Analysis, by the Director of Dissemination, by the Director of Information Technologies, by the Director of Administrative Efficiency or by the Head of the Legal Affairs Unit, in the indicated.

Article 17. The absences of the Directors, the Holder of the Legal Affairs Unit or the Sub-Directors of Area, shall be supplied by the public servants of the lower immediate hierarchical level than of the dependent, in the affairs of their respective competence.

Article 18. When the title of a Head of an Directorate or the Legal Affairs Unit is vacant, the Chief Executive shall temporarily appoint an Encharged to the Office, from among the public servants assigned to the administrative unit concerned, in order to exercise the powers conferred on it by this Regulation. The designation as Charge of the Dispatch does not imply any modification of the salary, labor, and administrative conditions of the person who exercises this form.

TRANSIENT

FIRST.- This Regulation shall enter into force on the day following its publication in the Official Journal of the Federation.

SECOND.- The actions to be carried out for the implementation of this Regulation will be subject to the availability of resources that have been approved for this purpose in the Budget of the Federation of the corresponding fiscal year for the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food.

THIRD.- The references that are made and the attributions that are granted in regulations, decrees, agreements, manuals and other provisions to the administrative units that change the denomination or they shall be deemed to be made or conferred on the administrative units corresponding to the provisions of this Regulation.

FOURTH.- The pending cases upon entry into force of this Regulation, will continue to be processed and will be resolved by that or those units to which the competition has been attributed to them. ordering.

QUINTO.- Workers ' rights shall be respected in accordance with the law and shall in no case be affected by the reorganization implied by this Regulation.

SIXTH.- As long as the manuals, guidelines, procedures, policies and other provisions of this Regulation are determined, they will continue to be applied in the in effect.
