JAVIER BERNARDO USABIAGA ARROYO, Secretary of Agriculture, Livestock, Rural Development, Fisheries and Food, based on Articles 35 fractions I and IV of the Organic Law of Public Administration Federal; 6o. of the current Rules of Procedure of the Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food; 2 fraction V, 13, 15 and 16 fractions I and II of the Rules of Operation of the Fund's Program to the Population Affected by Climatological Contingencies, I've had to well issue the:

INTERNAL RULES OF THE NATIONAL TECHNICAL COMMITTEE OF THE FUND ' S PROGRAM TO SERVE THE RURAL POPULATION AFFECTED BY CLIMATE CONTINGENCIES

CHAPTER I GENERAL PROVISIONS

Article 1o.- This Regulation aims to normalize the functioning of the National Technical Committee of the Fund's Program to Tend To Rural Population Affected By Contingencies Climatological.

Article 2o.- For the purposes of this Regulation:

Committee.-The National Technical Committee of the Fund's Program to Support the Rural Population Affected by Climatic Contingencies.

SECRETARIAT.-The Secretariat of Agriculture, Livestock, Rural Development, Fisheries and Food.

PROGRAM.-Program of the Fund to support the Rural Population Affected by Climatic Contingencies.

CHAPTER II OBJECT AND NATURE OF COMMITTEE

Article 3o.- The Committee will be responsible for issuing the approval or rejection opinion of the Program, based on the analysis of the requests and diagnoses presented by the state governments. in accordance with the provisions of Article 16 of the Rules of Operation of the Fund's Program to Tend To The Rural Population Affected By Climate Contingencies. Also, any matter not provided for in this Regulation shall be resolved by the Committee's Agreement.

Article 4o.- The Committee may issue criteria on any matter in the process of managing the applications submitted by the state governments and involve the participation of these and any area of the SECRETARIAT and other federal agencies, not provided for in the existing operating rules of the Program, as well as periodically evaluate the Program to know its results and, if necessary, propose measures for its best operation. The criteria to be issued by the Committee shall be applied by the Responsible Unit of the Programme in accordance with the rules of operation of the Programme.

CHAPTER III OF THE COMMITTEE INTEGRATION

Article 5o.- The Committee will be composed of the following members:

I. The Secretary of the Office as President;

II. The Assistant Secretary for Rural Development as President;

III. The Assistant Secretary of Agriculture, as a vocal.

IV. The General Staff of the SAGARPA, as a vowel.

V. The Holder of the Internal Control Body at SAGARPA, as an advisor to the Committee.

VI. The National Commissioner for Aquaculture and Fisheries, as a vocal.

VII. The General Coordinator of Livestock, as a vocal.

VIII. The General Coordinator of Delegations, as a vocal.

IX. The Director General of the FIRCO or the representative you designate, as a voice.

X. The Director General of INIFAP or the representative you designate, as a vowel.

XI. The Director General of Studies for Rural Development as a Technical Secretary.

Article 6o.- When deemed appropriate, the chair or alternate chair of the Committee may invite representatives of other state institutions and governments to the Committee's sessions.

CHAPTER IV OF YOUR INTEGRITY

Article 7o.- Corresponding to Committee members.

I. Attend and participate with voice and vote in Committee sessions, with the exception of the holder of the Internal Body of Control in the SAGARPA who, as an advisor to the Committee, will participate with voice, but without a vote, in order to safeguard the proper exercise of the inspection and surveillance functions that he is in charge of.

II. Designate via trade to your representative in the event of not being able to attend the sessions, such appointment must be made known to the attendees at the beginning of the sessions.

III. Know and have an opinion on the issues that are presented in the Committee and propose ways to solve the problems that are dealt with in the Committee.

IV. Propose to the Committee the measures they deem relevant for the best use, management and use of the available resources of the Program.

V. The invited members of the Committee will be called to those sessions where issues of their competence are dealt with and will only be entitled to voice.

CHAPTER V OF SESIONS

Article 8o.- By the unpredictable nature of the climatological phenomena that the Programme serves, the Committee will meet without a pre-established timetable.

Article 9o.- Committee sessions will be ordinary and extraordinary upon convocation. The ordinary meetings will be mentioned five working days in advance and the extraordinary ones, when due to the type of affectations caused by extreme weather events that require a rapid response to the affected population, may cite two working days in advance.

Article 10o.- The call shall record place, date and time of the session; such call shall be accompanied by the agenda and supporting documentation for the matters to be dealt with in the In addition, the minutes of the previous sitting shall be drawn up to the members of the Committee for the purpose of referring the comments to the Technical Secretary in advance and shall be able to approve and sign the said document to the Committee. the beginning of the session, obviating, if necessary, its reading and discussion. The Committee will meet in Mexico City, without prejudice to the fact that it is possible to do so in any part of the country.

Article 11o.- At the end of each session of the Committee, at least half of its members must be present in their sessions. If the session cannot be held in the absence of a quorum, a new call will be issued indicating such a circumstance so that the session will take place within the next three working days. In this case any number of members of the Committee attending the session shall be valid.

Article 12o.- The sessions of the Committee shall be conducted by its President or, in his absence, by the alternate Chair.

Article 13o.- The agreements to be taken by the Committee should preferably be approved by consensus. Where this is not possible, it shall be done by a majority of votes, which shall be recorded in the body of the minutes of the sitting. In the event of a tie the President or his alternate shall have a vote of quality.

Article 14o.- Any agreement taken by the Committee will be signed by the person who chairs the corresponding meeting of the Committee's work and by the Technical Secretary of the Program, himself who will be part of the the minute of the meeting of the National Technical Committee, which in turn will be signed by all the members of this Committee present at the corresponding meeting.

Article 15o.- The state governments shall be sent copies of the appropriate agreement to be issued by the Committee via its own initiative, signed by the Committee's appropriate meeting.
