The National Commission for energy savings will also be tothe administrative units established in the Manual of General Organization of the Commission.

II. implement, execute, and monitor application of internal policies;
III. present to the Technical Committee, for suconsideracion, the Commission internal regulation project;
IV. propose to the Technical Committee nombramientodel Executive Secretary;
V. appoint and remove the personal technical yadministrativo as well as intervene in development, training, promotion yadscripcion of the staff; authorize internal tidy movements, as well as licences, considering the needs of the service; yparticipar directly in cases of fines, removal and cessation of supersonal, under the terms of the applicable legal provisions;
VI. annually to formulate the preliminary draft budget of the Commission;
VII. publish an annual report on eldesempeno of the functions of the Commission;
VIII. execute the agreements of the Committee Tecnicoy, in general, carry out the activities necessary for the due enforcement functions and programmes of the Commission;
IX. issue official Mexican standards, as well as chairing or, where appropriate, appoint the Chairman of the ConsultivoNacional Committee for Standardization for the preservation and rational use of the Recursosenergeticos;
X comply as designated in the Federal Sobremetrologia law and standardization and its rules of procedure, in particular in respect II and V, included in the third title of both jurisdictions, if regarding the development, issuance, modification and publication of Mexican official standards, as well as the functioning and competence of national Consultivos of standardization committees;

IV. assess the proposals of the apoyostecnicos necessary for the preparation of the official Mexican standards deEficiencia energy;
V. manage the publication in the official journal of the Federation of the responses to the comments received to official Mexican standards of energy efficiency projects, as well as give them official Mexican standards of energy efficiency;
VI. planning and supervising the preparation of the annual programme of normalization of the National Consultative Committee for Standardization for the preservation and rational use of the energy resources;
VII. plan and supervise the study queconlleven to the preparation of the regulatory impact manifestations of losanteproyectos of the official Mexican standards of energy efficiency;
VIII. supervise the approval issued by EC on certification bodies, laboratories test and verification, according to the Mexican official standards of Eficienciaenergetica unidadesde;

XI. coordinate with the corresponding areas, activities and information to spread in the area of standardization;
XII. the working groups organize and manage the participation of losrepresentantes of other national consultative standardization committees, and XIII. The others that expressly confers in the Director-General of EC and their immediate superior.
Article 21.-The management of electricity demand shall have the following functions: i. provide the technical assistance and advisory services requested porlos public, social and private sectors in the field of energy saving electric;
II. propose and linking activities to promote scientific and technological research in the field of energy saving electric;
III. propose and linking mechanisms for obtaining public and private definanciamientos, in order to perform actions of electric energy savings;
IV. operating and, where appropriate, take part in committees, sub-committees and groupsof work that promote the development, manufacture and use of products of power-saving technologies;
V. Design, propose and direct strategies, guidelines einiciativas to promote the realization of energy saving electric actions;
VI. propose and, where appropriate, direct the mechanisms that allow determinary recommend administrative and regulatory procedure, and the aplicacionestecnologicas that facilitate the use of the energy saving electric potencialde;
VII. propose and, where appropriate, direct the participation of actors in the public, social and private occupations for the realization of actions of saving electric ofenergy, and VIII. The others that expressly confers in the Director-General of EC and their immediate superior.
Article 22.-The management of regional programmes and link shall have the following functions: i. facilitate the services of technical assistance requested by MSTs public, social and private in the field of energy saving in the ambitoestatal city of the country;
II. propose and promote activities of scientific research ytecnologica in the field of energy saving in the State sector and country municipaldel;
III. propose and promote mechanisms for obtaining public and private definanciamientos, in order to perform actions of energy savings in the State and municipal level in the country;
IV. participate and, if necessary, operate the committees, subcommittees and groups working to promote the development, manufacture and use of products technology of energy saving in the State and municipal level in the country;
V. Design, propose and direct strategies, guidelines einiciativas to promote energy-saving actions in State and municipal SC. of the country;
VI. propose and, where appropriate, direct the participation of actors in the public, social and private occupations for saving ofenergy actions at the State and municipal level in the country, and

Article 23.-Financing and Environment Directorate shall have the following functions: i. facilitate the services of technical assistance in funding and the environment for the realization of actions of saving ofenergy;
II. managing the coordination and linkage that allows using environmental deapoyos for the implementation of energy-saving actions;
III. to propose actions of scientific research and technological environmental capability, so that users can take advantage of opportunities, requirements, and develop energy-saving actions;
IV. propose and, where appropriate, manage the schemes and funding mechanisms, whether public or private, applicable to the development of programasde energy saving;
V. participate and, where appropriate, operating committees, subcommittees and working groups that promote the evaluation of impactosenergeticos, economic and environmental savings ofenergy shares derivatives, and VI. The others that expressly confers managing the Commission's General and his immediate superior.
Article 24.-The management of interinstitutional relations and dissemination shall have the following functions: i. Design and execute the criteria yestrategias requiring activities of broadcasting, communication interinstitutional and public yrelaciones of the Commission;
II. formulate, carry out and supervise the creative design, corporate image of the products of dissemination and, in particular, of the publishing program of the Commission;
III. direct and evaluate programs listofgalleries of information, dissemination and popularization of the Commission;
IV. Design, propose and direct strategies, guidelines and initiatives to promote deacciones of energy saving in the social sector;
V. capture, analyze and process the information from the media, concerning the events of interest parala Commission, and spread it to the inside of the same;
VI. to ensure the appropriate use of the direction of the Commission, in regards to the logo and institutional colors, campaigns, exhibitions, print and electronic materials, as well as the site of the Conae Web laspaginas;
VII. coordinate, with the unidadesadministrativas of the Commission and agencies and public organizations yprivados, the participation of the Conae in fairs, exhibitions, congresses, seminars and other dissemination events related to the field of sucompetencia;
VIII. disseminate the guidelines for production of printed and audiovisual materials produced by the Committee, as well as coordinate your editing and printing;

Article 25.-Linkage and program development Directorate shall have the following functions: i. establish mechanisms and schemes Liason and operation with specialists in the field, in order to promote lainstrumentacion of programs and actions of energy saving;
II. develop, determine and energy proponerestrategias based on sectoral information, according to detected lospotenciales and opportunities;
III. to propose the elements of analysis of energy losimpactos of the actions carried out by the Commission;
IV. provide guidelines for blushing of scenarios and prospective energy;
V. developing the methodological processes mechanisms of coordination between the different areas of the Commission, the standardization of the information quepermitan;
VI. establish and maintain updated some information systems, that contribute to the formulation of deestrategias of continuous improvement based on analysis, control and monitoring programmes yevaluacion developed by the Commission;
VII. propose the actions of scientific and technological research related to scenarios and information about saving ofenergy;
VIII. direct the design of the indicadoresestrategicos allowing to assess, quantitatively and qualitatively, development of programmes carried out by the Commission;
IX. to facilitate the efficient and oportunointercambio of information between areas of the Commission;
X coordinate and propose mechanisms and collaboration with agencies and national and international institutions, inthe esquemasde issues that matter to the Commission;
XI. provide support to areas of the Commission so that its activities in accordance with the disposicionesadministrativas legal and applicable, and XII. The others that expressly confers managing the Commission's General and his immediate superior.
Article 26.-The technological direction to information shall have the following functions: i. establish guidelines in materiainformatica and telecommunications, subject to the policies and normastecnicas laying down the Federal Government and the Secretariat of energy, work of harmonizing the development of the information technology alinterior the Commission and its communication with the public Federal administration agencies;
II. establish mechanisms for simplifying andautomation of processes, as well as perform actions in coordination with substantive areas of the Commission, to promote the use and aprovechamientoadecuados of information technologies;
III. review periodically the performance give them systems in operation and the database of the Commission and, in sucaso, propose adjustments conducive;
