National Commission for Energy Saving Home REGULATION.

FERNANDO DE JESUS CANALES CLAROND, Secretary of Energy and in character as Chairman of the Technical Committee of the National Commission for Energy Saving, based on the provided for in Article 7 (1) of the Presidential Decree by which the Commission is established, as a deconcentrated body of the Energy Secretariat, published in the Official Journal of the Federation on 20 September 1999, and

CONSIDERING

That the Technical Committee of the National Energy Saving Commission has the power to approve the Commission's Rules of Procedure;

That the Director General of the National Energy Savings Commission convened on July 19, 2006, for the First Regular Session of the Technical Committee, annexing the Draft Internal Regulation of the Commission for the approval of the members of the Technical Committee of the Commission;

That the members of the Technical Committee approved by agreement number I/08/06, dated August 1, 2006 by unanimity the following:

NATIONAL COMMISSION FOR ENERGY SAVINGS INTERNAL RULES

CHAPTER FIRST

Competition and Organization of the Commission

Article 1.- The National Commission for Energy Saving is a deconcentrated body of the Energy Secretariat, which is responsible for the performance of the the powers mentioned in the Decree of its creation, published in the Official Journal of the Federation on 20 September 1999, as well as in other legal and administrative orders and those entrusted to it by the Secretary of Energy, within the scope of their faculties.

Article 2.- For the issue of the issues that you are responsible for, the National Energy Saving Commission will be integrated as follows:

I.         Technical Committee;

II.        General Address;

III. Executive Secretary;

IV.      Coordination of Electrical Supply, Thermal Processes, and Transportation;

V. Coordination of Standardization and Electrical Demand;

VI. Transport Energy Saving Address;

VII. Technical Assistance Address in Thermal Processes;

VIII. Cogeneration Promotion Direction;

IX. Standardization Address;

X.       Power Demand Address;

XI.      Link and Regional Programs Address;

XII.     Directorate of Financing and Environment;

XIII. Inter-Institutional Relations and Broadcast Address;

XIV. Link and Program Development Address;

XV.    Information Technology Address;

XVI.   Management and Personnel Development Management, and

XVII. Address of Materials and General Services.

The National Energy Saving Commission will also have the administrative units set out in the Commission's General Organization Manual.

The surveillance of the internal control actions of the National Commission for Energy Saving will be carried out through the Internal Control Body at the Secretariat of Energy, in accordance with the provisions of the Rules of Procedure of the Energy Secretariat, without prejudice to the legal provisions to be issued.

Article 3.- The National Energy Saving Commission, through its authorized administrative units and public servants, will carry out its activities of The National Development Plan and the Sectoral Program will be established in accordance with the National System of Democratic Planning and based on policies that, in order to achieve the objectives and priorities of national development, will be established in the National Development Plan and the Sectoral Program.

CHAPTER SECOND

The Operation and Faculties of the Technical Committee

Article 4.- The Energy Secretary chairs the Technical Committee of the National Energy Savings Commission. The Committee shall be integrated as follows:

A representative appointed by each of the owners of the Treasury and Public Credit secretariats; of the Environment and Natural Resources; Transport; Economy; and Public Education, and three representatives of the Energy Secretariat. They are also part of the Technical Committee at the invitation of its President, the representatives appointed by the Directors General of Mexican Petroleum, the Federal Electricity and Light Commission and the Force of the Center.

Representatives must have at least the level of Director General or equivalent; representatives may appoint their respective alternates.

Article 5.- The Technical Committee will be validly sessioning and its decisions will be binding, when the half plus one of its members is assembled. Decisions shall be taken by a majority of votes present.

In case of a tie, the President will have a vote of quality.

Article 6.- The Technical Committee will have the following powers:

I. Approve the Rules of Procedure and monitor compliance;

II. To process, through the Secretariat of Energy, before the Secretariat of Finance and Public Credit, the authorization of the consideration for the services provided by the Commission and the guidelines for the performance of acts that support activities to promote energy efficiency with the various sectors of society;

III. Propose, as appropriate, the annual program and budget of the Commission to the Energy Secretariat, to submit it to the authorization of the Secretariat of Finance and Public Credit;

IV. Invite its sessions, on a permanent basis or in accordance with the matters to be dealt with in a session, on a proposal from any of its members, to the representatives of the public, social and private sectors, whose activities are related to the subject matter of the Commission;

V. Establish the bases for the selection of the management and technical staff to be provided to the Commission, on criteria for the sufficiency of technical knowledge acquired and proven professional or academic experience in the subject matter. of this Regulation, and

VI. To resolve any doubts raised by the interpretation or application of this Regulation, and the cases not provided for therein.

CHAPTER THIRD

From the Faculties of the Director General

Article 7.- At the helm of the National Energy Savings Commission, a Director General appointed by the Energy Secretary will be appointed by the Secretary of Energy. identified in the Commission's Decree of Creation and in the Internal Regulation of the Energy Secretariat, shall have the following:

I. Coordinate the work of the Commission;

II. Instrumentation, execute, and monitor the application of internal policies;

III. Present to the Technical Committee, for its consideration, the Commission's draft Internal Regulation;

IV. Propose to the Technical Committee the appointment of the Executive Secretary;

V. Appoint and remove the technical and administrative personnel, as well as intervene in the development, training, promotion and assignment of the personnel to their position; authorize the internal movements of the personnel, as well as licenses considering the the needs of the service; and to participate directly in the cases of sanctions, removal and termination of their staff, in the terms of the applicable legal provisions;

VI. Formulate the Commission's preliminary draft budget annually;

VII. Publish an annual report on the performance of the Commission's functions;

VIII. Run the Technical Committee's agreements and, in general, carry out the necessary activities for the due performance of the Commission's functions and programmes;

IX. Issue Mexican official standards, as well as chair or, where appropriate, appoint the Chair of the National Advisory Committee for Standardisation for the Preservation and Rational Use of Energy Resources;

X. Comply with the provisions of the Federal Law on Metrology and Standardisation and its Rules of Procedure, in particular the provisions of Chapters II and V, which are included in the Third Title of both ordinances, as regards the elaboration, the issue, modification and publication of official Mexican standards, as well as the functioning and competence of the National Advisory Committees for Standardisation;

XI. Certify, verify and inspect the application and compliance of Mexican official standards, which in the field of energy efficiency are issued;

XII. Plan and coordinate strategies for promotion, dissemination and information, ensuring the communication, knowledge and exploitation of the Commission's programmes, technical services and products, in the public, social and private;

XIII. Identify in the national territory, areas of opportunity in favor of the promotion of the saving and efficient use of energy, as well as of the use of renewable energies in the public, social and private sectors;

XIV. Manage and, where appropriate, conclude contracts, agreements and, in general, all kinds of legal acts directly linked to the development of the powers of the administrative body unconcentrated in his or her capacity, or relating to the the administration of human resources, movable and immovable property, materials and financial assets, which are assigned to it for the fulfilment of its powers;

XV. Coordinate with the Commission areas, the work scheme under which consultants and specialized companies participate in the implementation of actions to promote energy saving and renewable energy use;

XVI. Represent the Commission, before the courts and administrative bodies, in the procedures of any kind, where their intervention is required, and in general serve as representative body of the Energy Secretariat.

The representation referred to in the preceding paragraph shall be exercised before the federal courts and the common jurisdiction, the authorities of the work and any other authority, in any case, as well as to intervene in any other matter that so requires; likewise, for representatives to be appointed and to replace, by trade, the privileges conferred upon it; to bring complaints and complaints; of them, grant legal forgiveness, answer demands and counterclaims they are against the administrative unit they represent; they shall give any delay and pertory, give all manner of evidence, appoint experts, recognise signatures and documents, present witnesses, ask questions and ask questions, (a) to whom the contrary is present, to articulate and absolve positions; to challenge superior and lower judges; to hear the orders and the final interlocutory judgments, to consent to the favourable and to request revocation, to appeal, to stand trial of protection and the resources which the laws of the matter establish, and are they, as well as promote all kinds of procedural acts necessary in the terms of the law.

The head of the Commission and the coordinators provided for in this Internal Regulation or in their general organisation manual represent the Secretariat, both in their own (a) the holder, acting on behalf of the President of the Republic, to the Subsecretaries of the dependency, as the case may be, and to the unconcentrated administrative body itself, to the individuals and to any court or tribunal; the procedures and procedures of any kind, where their intervention in accordance with the laws to be applied in the matters of their respective powers.

The representation referred to in this fraction may be made by the holder of the legal affairs area of the Commission, as well as other public servants, compliance with the provisions of the legal systems governing its operation;

XVII. Promote and, where appropriate, manage the mechanisms, strategies and activities of public and private financing, for the implementation of actions for energy saving and exploitation of renewable energy, as well as coordination of the assessment of the energy, economic and environmental impacts of the various Commission programmes;

XVIII. Set strategic objectives and annual targets for the Commission, based on the creation of scenarios and prospects, in order to determine the impact of the actions energy efficiency in energy supply and demand trends in the country, and assess the energy, economic and environmental impacts of the various Commission programmes;

XIX. Coordinate the application of technologies and information systems, so that the different areas of the Commission have accurate, accessible and timely information for the analysis and decision making;

XX. Establishing the bases and guidelines for the constitution and operation of human, financial and material resource management systems, as well as the the provision of services of general administrative support and the provision of social services to Commission workers and their right-holders;

XXI. Define the mechanisms and guidelines for implementing the internal programming, budgeting, evaluation, budgetary control and accounting process; (a) to monitor the exercise of the budget allocated to the Commission

XXII. Participate in the committees, subcommittees, and working groups, in which you are convened, and perform the functions that are established for you in the field of your attributions;

XXIII. Coordinate the implementation of the current Civil Protection Internal Program for the Commission's personnel, facilities, goods and information, in accordance with the rules issued by the General Office of the Energy Secretariat;

XXIV. Analyze the Commission's organic and occupational structure; approve the opinion of the required changes and propose the necessary adjustments to the Rules of Procedure; organization manuals and procedures and other administrative documents;

XXV. Develop the organization manuals, procedures and public service manuals for the Commission, in accordance with the guidelines established by the Secretariat of Energy;

XXVI. Coordinate, approve, and subscribe to the policies, guidelines, procedures, and programs of the accounting, computer development, telecommunications, and related systems Editorial of the Commission;

XXVII. Propose the conduct of studies on the organization of the Commission areas, as well as monitor the instrumentation of the results that come, and

XXVIII. Other than the legal and administrative provisions shall confer on you, as well as those laid down in the Rules of Procedure of the Energy Secretariat and those entrusted to you by the Secretary of Energy and the Technical Committee.

Article 8.- For the good performance of the functions of the Commission, the Director General will be assisted by an Executive Secretary, Coordinators, Directors, Deputy Directors and Heads of Department, as well as the necessary administrative technical staff, who are included in the approved budget.

CHAPTER FOURTH

From the Faculties of the Executive Secretary

Article 9.- At the head of the Executive Secretariat there will be an Executive Secretary, appointed by the Director General's proposal to the Technical Committee of the Commission, The Director-General shall be directly attached to the Director General, shall agree with the Director General on the matters of his competence and for the performance of his duties, shall be assisted by the directors, deputy directors, heads of department and by the technical staff. and administrative assigned to your area.

The directors, deputy directors and heads of department are empowered to exercise the functions that are the responsibility of the Executive Secretariat, regarding the processing of the matters and even leave them in a state of resolve in the sphere of their respective responsibilities and subject to the agreement of the holder thereof.

Article 10.- The Executive Secretariat will have the following powers:

I. Coordinate the planning, organization and control of the substantive areas assigned to the Commission, so that they are subject to the strategies and lines of action established by the Directorate-General for the implementation of national programmes in the field of energy saving and the use of renewable energy;

II. Coordinate the formulation of the programs of operation, investment and financing that are required in the short, medium and long terms, to verify the compliance of the actions in energy saving and the use of renewable energy;

III. Coordinate with the substantive areas the collaboration and promotion of scientific and technological research in energy saving, as well as the use of energy renewable;

IV. Coordinate strategies and actions to provide technical assistance in energy saving and renewable energy use to the public, social, and private;

V. Coordinate the integration of energy saving information, for further analysis and dissemination, in accordance with applicable legal provisions;

VI. Coordinate the dissemination activities of the Commission's strategic programmes, in the national and international media;

VII. Coordinate the implementation and development of Mexican official standards, in conjunction with the substantive areas of the Commission, to comply with the legal provisions applicable, in coordination with the agencies which have the power to issue them in the field of energy saving and renewable energy use;

VIII. Ensure compliance with the procedures and guidelines for the implementation of the services provided by the Commission for the performance of acts to support energy saving activities with the various sectors of society;

IX. Ensure compliance with the IT and telecommunications guidelines, subject to the technical policies and standards established by the competent authority; the effect of harmonising the development of information technologies within the Commission and of their communication with agencies and entities;

X. Coordinate the meetings of the Technical Committee, through the necessary steps, to the agencies and entities involved in the meetings;

XI. Ensure monitoring of compliance with programs and agreements established in the Technical Committee;

XII. Coordinate and ensure the formalization of minutes, which are carried out within the Technical Committee;

XIII. Meet the provisions of Article 12 of this Internal Regulation, and

XIV. The others who entrust you with the applicable legal provisions and the Director General within the scope of your faculties.

CHAPTER QUINTO

From the Generic Powers of Coordinators

Article 11.- At the head of each Coordination, there will be a Coordinator, who will be directly attached to the Director General, who for the performance of their functions, will be assisted by directors, deputy directors, department heads, and the technical and administrative personnel assigned to your area.

Directors, sub-directors and heads of department are empowered to perform the functions that are the competence of the Coordination in which they provide their services, with regard to the processing of the cases and to leave them in a state of resolve, in the sphere of their respective responsibilities and after agreement of the holder of the same.

Article 12.- It is for each of the Coordinators of the Commission, according to their field of competence, the following generic faculties:

I. Plan, program, organize, direct, execute, control, and evaluate the activities entrusted to the Coordination of your position;

II. Agreed with the Director General to issue relevant matters that are the responsibility of the Coordination;

III. Formulate technical opinions, reports, and reports that are assigned to you, as well as document integration;

IV. Establish the systems required for the control and improvement of operational efficiency in the Coordination of its position, in accordance with the provisions of organization and functioning of the Commission;

V. Provide, in accordance with applicable regulations, the reports and technical cooperation required by other areas of the Commission, the Secretariat of Energy and other dependencies and entities of the Federal Public Administration, as well as the private and social sectors;

VI. Present and agree with the Director General and, where appropriate, with the Executive Secretary, the work programme of the Coordination in his capacity, as well as implement it in an appropriate manner and appropriate;

VII. Participate in the elaboration of the specific organization manual and administrative procedures, guidance and technical advisory services for the Coordination in charge, in accordance with the guidelines established by the Directorate-General and the Executive Secretariat;

VIII. To propose actions for the identification of barriers and proposed modifications to the regulatory framework, in order to support energy saving actions, according to the scope of their competence.

IX. Coordinate energy saving promotion and dissemination strategies within your scope of competence;

X. Manage collaboration agreements and agreements on energy savings within your scope of competence, in accordance with legal and administrative provisions drivers;

XI. Support and coordinate the activities of the Commission among the various coordination that integrate it, in the field of energy saving and in the use of renewable energy;

XII. To perform the commissions to be determined by the Director General and, where appropriate, the Executive Secretary, as well as when designated to represent the Commission at events and other events. activities;

XIII. Subscribe to documents relating to the exercise of their powers or to which they are appointed by delegation or which corresponds to them;

XV. Other than in the field of your competence, you are entrusted with other legal provisions or the Director General and, in the absence of this, the Executive Secretary.

CHAPTER SIXTH

Of Coordinations Specific Privileges

Article 13.- The Coordination of Electrical Offering, Thermal Processes, and Transportation will have the following attributions:

I. Coordinate the technical assistance services requested by the public, social and private sectors, in terms of energy saving in electricity, thermal, cogeneration, transport and renewable energy;

II. Approve and coordinate the establishment of strategies, guidelines and initiatives to promote the realization of energy saving actions in electricity supply, thermal, Cogeneration, transport and renewable energy;

III. To establish support activities and promote scientific and technological research in the field of energy saving in electricity, thermal, cogeneration, transport and renewable energy;

IV. Coordinate the support actions for obtaining public and private financing, in order to perform energy saving actions in electricity supply, thermal, cogeneration, transport and renewable energy;

V. Approve and coordinate training and, where appropriate, operate the committees, subcommittees and working groups that promote the development, manufacture and use of products and technologies energy saving in electricity, thermal, cogeneration, transport and renewable energy;

VI. Approve and coordinate the participation of actors from the public, social and private sectors for the realization of energy saving actions in electricity supply, thermal, cogeneration, transport and renewable energy;

VII. Coordinate integration, analysis, and, where appropriate, disseminate energy saving information in electrical, thermal, cogeneration, transport, and renewable energy, and

VIII. The others who entrust you with the applicable legal provisions and the Director General, within the sphere of their faculties.

Article 14.- The Coordination of Electrical Standardisation and Demand will have the following attributions:

I. Coordinate, with federal and, where appropriate, state and municipal competent authorities and with industry and commerce associations and chambers, planning activities, elaboration and approval of projects for the implementation of Mexican Official Energy Efficiency Standards;

II. Fungir as Secretary of the National Advisory Committee for Standardisation for the Preservation and Rational Use of Energy Resources;

III. Coordinate the elaboration of the Regulatory Impact Manifestations of the standards issued by the National Energy Saving Commission;

IV. Coordinate the elaboration of the Annual Program of Standardization of the National Advisory Committee for Standardization for the Preservation and Rational Use of Energy Resources subject it to its consideration, as well as to the National Committee for Standardisation;

V. Coordinate the activities of support and promotion of product certification and system verification, in order to ensure the full implementation of the Official Standards Mexican Energy Efficiency;

VI. Coordinate the dissemination activities of the Mexican Official Energy Efficiency Standards and the technical support needed to promote their application;

VII. Coordinate the activities of the National Advisory Committee for Standardisation for the Preservation and Rational Use of Energy Resources with other National Advisory Committees Standardisation, for the development of standards jointly, proposed by the Committee;

VIII. Coordinate the technical assistance services requested by the public, social, and private sectors in the field of electrical energy savings;

IX. Coordinate the establishment of strategies, guidelines and initiatives to promote the realization of energy saving actions;

X. Establishing support activities and fostering scientific and technological research in the field of electrical energy saving;

XI. Coordinate support actions for obtaining public and private funding, in order to perform electrical energy saving actions;

XII. Coordinate training and, where appropriate, operate committees, subcommittees and working groups that promote the development, manufacture and use of savings products and technologies of electrical energy;

XIII. Coordinate the participation of actors from the public, social and private sectors for the realization of energy saving actions;

XIV. Coordinate integration, analysis, and, if applicable, disseminate electrical energy saving information, and

XV. The others that entrust you with the applicable legal provisions and the Director General, within the scope of your faculties.

CHAPTER SEVENTH

From the Generic Privileges of Directors

Article 15.- At the head of each Directorate, there will be a Director, who will be assisted by deputy directors, heads of department and the technical and administrative personnel assigned to your area.

Deputy directors and heads of department are empowered to exercise the functions that are the responsibility of the Directorate in which they provide their services. of the cases and even to leave them in a state of resolve, in the sphere of their respective responsibilities and prior agreement of the holder of the same.

Article 16.- It is for each of the Directors of the Commission, according to their field of competence, the following generic faculties:

I. Plan, schedule, organize, direct, execute, control, and evaluate the activities entrusted to the Address to your office;

II. Agree with your immediate superior to issue relevant matters under your responsibility;

III. Participate in the elaboration of the specific organization manual and procedures corresponding to the Address to your office, in accordance with the guidelines established by the Directorate-General and the Executive Secretariat;

III. Propose and link mechanisms for obtaining public and private funding, in order to realize energy saving actions in transportation;

IV. Operate and, where appropriate, participate in committees, subcommittees and working groups that promote the development, manufacture and use of energy saving products and technologies in the transport;

V. Design, propose and direct strategies, guidelines and initiatives to promote the realization of energy saving actions in transportation;

VI. Propose and, where appropriate, direct the mechanisms for determining and recommending administrative and regulatory provisions in technological and procedural applications, to facilitate the use of energy saving opportunities in transport;

VII. Propose and, where appropriate, direct the participation of actors from the public, social and private sectors for the realization of energy saving actions in transportation, and

VIII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 18.- The Technical Assistance Direction in Thermal Processes will have the following attributions:

I. Provide the technical assistance and advisory services requested by the public, social, and private sectors for thermal energy savings;

II. Propose and link activities to promote scientific and technological research in the field of thermal energy saving;

III. Propose and link mechanisms for obtaining public and private funding, in order to perform thermal energy saving actions;

IV. Operate and, where appropriate, participate in committees, subcommittees and working groups that promote the development, manufacture and use of energy saving products and technologies thermal;

V. Design, propose and direct strategies, guidelines and initiatives to promote the realization of thermal energy saving actions;

VI. Propose and, where appropriate, direct the mechanisms for determining and recommending administrative and regulatory provisions in technological and procedural applications, to facilitate the use of thermal energy saving potential;

VII. Propose and, where appropriate, direct the participation of actors from the public, social and private sectors for the performance of thermal energy saving actions, and

VIII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 19.- The Cogeneration Promotion Directorate will have the following attributions:

I. Provide the technical assistance and advisory services requested by the public, social, and private sectors for energy saving in cogeneration and renewable energy;

II. Propose and link activities to promote scientific and technological research in the field of energy saving in cogeneration and renewable energy;

III. Propose and link the mechanisms for obtaining public and private financing, in order to carry out energy saving actions in cogeneration and energy renewable;

IV. Operate and, where appropriate, participate in committees, subcommittees and working groups that promote the development, manufacture and use of products and technologies energy in cogeneration and renewable energy;

V. Design, propose and direct strategies, guidelines and initiatives to promote the realization of energy saving actions in cogeneration and renewable energy;

VI. Propose and, where appropriate, direct the mechanisms for determining and recommending administrative and regulatory provisions in technological and procedural applications, to facilitate the use of energy saving potential through cogeneration and renewable energy;

VII. Propose and, where appropriate, direct the participation of actors from the public, social and private sectors for the realization of energy saving actions through cogeneration and renewable energy, and

VIII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 20.- The Standardization Address will have the following attributions:

I. Manage with industrial and trade associations and chambers the activities necessary for the elaboration and implementation of the Mexican Official Efficiency Standards. Energy;

II. Monitor activities for the development and approval of Mexican Energy Efficiency Official Standards projects;

III. Monitor the integration of working groups for the elaboration of the Mexican Official Energy Efficiency Standards;

IV. Evaluate proposals for the technical support required for the elaboration of the Mexican Official Energy Efficiency Standards;

V. Manage the publication in the Official Journal of the Federation of responses to comments received on the Mexican Official Energy Efficiency Standards projects, as well as the Mexican Official Energy Efficiency Standards;

VI. Plan and supervise the elaboration of the Annual Program for Standardisation of the National Advisory Committee for Standardization for the Preservation and Rational Use of Resources Energy;

XI. Coordinate with the corresponding areas the activities and information to be disseminated in the field of Standardization;

XII. Organize the working groups and manage the participation of representatives of the other National Advisory Committees for Standardisation, and

XIII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 21.- The Power Demand Address will have the following attributions:

I. Provide the technical assistance and advisory services requested by the public, social, and private sectors in the field of electrical energy savings;

II. Propose and link activities to promote scientific and technological research in the field of electrical energy saving;

III. Propose and link the mechanisms for obtaining public and private funding, in order to perform energy saving actions;

IV. Operate and, where appropriate, participate in committees, subcommittees and working groups that promote the development, manufacture and use of energy saving products and technologies electrical;

V. Design, propose and direct strategies, guidelines and initiatives to promote the realization of energy saving actions;

VI. Propose and, where appropriate, direct the mechanisms for determining and recommending administrative and regulatory provisions in technological and procedural applications, to facilitate the use of the power saving potential;

VII. Propose and, where appropriate, direct the participation of actors from the public, social and private sectors for the realization of energy saving actions, and

VIII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 22.- The Regional Link and Programs Address will have the following attributions:

I. Facilitate the technical assistance services requested by the public, social, and private sectors in the field of energy saving in the state and municipal areas of the country;

II. Propose and promote scientific and technological research activities in the field of energy saving in the state and municipal areas of the country;

III. Propose and promote mechanisms for obtaining public and private financing, in order to carry out energy saving actions at the state and municipal level of the country;

IV. Participate and, where appropriate, operate the committees, subcommittees and working groups that promote the development, manufacture and use of energy saving products and technologies in the state and municipal scope of the country;

V. Design, propose and direct strategies, guidelines and initiatives to promote the realization of energy saving actions in the state and municipal areas of the country;

VI. Propose and, where appropriate, direct the participation of actors from the public, social and private sectors for the realization of energy saving actions in the state Municipal of the country, and

VII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 23.- The Finance and Environment Directorate will have the following attributions:

I. Facilitate technical assistance services in financing and environment for the realization of energy saving actions;

II. Manage coordination and linkage that allows the use of environmental supports for energy saving action instrumentation;

III. Propose scientific and technological research actions in environmental matters, so that users can take advantage of opportunities, meet requirements and developing energy saving actions;

IV. Propose and, where appropriate, manage financing schemes and mechanisms, whether public or private, applicable to the development of energy saving programs;

V. Participate and, where appropriate, operate the committees, subcommittees and working groups that promote the assessment of energy, economic and environmental impacts arising from the actions energy savings, and

VI. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 24.- The Inter-Institutional Relations and Broadcast Address will have the following attributions:

I. Design and execute the criteria and strategies that require the Commission's dissemination, communication and public and inter-institutional activities;

II. Formulate, perform and monitor the creative and institutional image design of broadcast products and, in particular, the Commission's editorial program;

III. To direct and evaluate the Commission's information, dissemination and dissemination programs and activities;

IV. Design, propose and direct strategies, guidelines and initiatives to promote the realization of energy saving actions in the social sector;

V. Capturing, analyzing and processing media information, concerning events of interest to the Commission, and spreading it within the Commission;

Article 25.- The Link and Program Development Address will have the following attributions:

I. Establish the mechanisms and schemes for linking and operating with subject matter specialists, in order to promote the implementation of energy saving programs and actions;

II. Develop, determine and propose energy strategies based on sectoral information, in accordance with the potential and opportunities identified;

III. Propose the elements of analysis of the energy impacts of the actions carried out by the Commission;

IV. Provide guidelines for the formulation of energy scenarios and prospects;

V. Develop methodological processes and coordination mechanisms among the various areas of the Commission, which allow for the standardization of information;

VI. Establish and maintain updated information systems and mechanisms, which contribute to the formulation of continuous improvement strategies based on analysis, control and monitoring and evaluation of the programmes developed by the Commission;

VII. Propose scientific and technological research actions related to energy saving scenarios and information;

VIII. Address the design of strategic indicators that allow the evaluation, quantitatively and qualitatively, of the development of the programs that the Commission performs;

IX. Facilitate the efficient and timely exchange of information between the Commission areas;

X. Coordinate and propose collaboration mechanisms and schemes with national and international bodies and institutions, on the issues that are the responsibility of the Commission;

XI. Facilitate support to the areas of the Commission for their activities to be carried out in accordance with applicable administrative and legal provisions, and

XII. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 26.- The Information Technology Address will have the following attributions:

I. Setting up the IT and telecommunications guidelines, subject to the policies and technical standards established by the Federal Government and the Secretariat of Energy, in order to harmonise the development of information technologies within the Commission and its communication with the agencies of the Federal Public Administration;

II. Establishing process simplification and automation mechanisms, as well as carrying out coordination actions with the Commission's substantive areas, to promote use and appropriate use of information technologies;

III. Review periodically the performance of the systems in operation and that of the Commission's databases and, where appropriate, propose the appropriate adjustments;

IV. Formulate recommendations based on information technologies that optimize operational resources and processes, leading to a permanent increase in productivity and efficiency;

V. Set the Commission's telecommunications and IT assets technology update guidelines;

VI. Provide telecommunications and IT services to request the Commission's substantive areas;

VII. Promote and design the execution of training programs in the field of information technology, for the proper management of equipment and parcel delivery with the Commission, as well as specific applications designed by the public servants of the Commission;

VIII. Manage application licenses and perform their distribution among the substantive areas that require them;

IX. Represent the Commission to the appropriate agencies and authorities in all file-related matters;

X. Coordinate the relevant committees in the field of computer science and those that correspond to it in the field of your competence, and

XI. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

Article 27.- The Management and Personnel Development Directorate will have the following attributions:

I. To propose, for the approval of the Director General, the policies, rules, criteria, systems, procedures and administrative arrangements for the administration of the human resources and the Career Professional Service, as well as establishing its operation and monitoring its operation;

II. Carry out the recruitment, selection and recruitment of Commission staff, in accordance with the Career Professional Service;

III. Perform the settlement and remuneration of the Commission's staff, including any third-party retentions resulting from such payments; determine and apply discounts; suspension of payments, making payments to be determined by the judicial authorities, as well as operating the system of incentives and rewards;

Article 28.- The General Services and Materials Management will have the following attributions:

II. Perform procurement procedures by public tender, invitation to at least three persons and by direct award of acquisitions, leases and services related to movable property, with strict adherence to the applicable legal provisions and internal regulations;

III. Determine the cases not subject to public tender relating to the acquisition and leasing of goods, the hiring of services and the disposal of movable property they must be authorised by the higher authorities;

IV. Support the establishment, control and evaluation of the Internal Civil Protection Program for the Commission's personnel, facilities, goods and information, as well as to implement and disseminate the rules issued by the competent authorities for the operation, development and monitoring of the

V. To establish and innovate standards, systems and the process of administering the Commission's material resources, in order to ensure the rational and optimal use of the same;

VI. Run the final destination processes for the movable goods, authorized according to the current regulations;

VII. Operate the Commission's asset insurance program;

VIII. Coordinate the elaboration of the Annual Affecting, Final and Low-To-Real-Estate Program, authorized in accordance with current regulations, and

IX. The others expressly entrusted to you by the Director General of the Commission and your immediate superior.

CHAPTER NINTH

From the Commission Public Servants ' Substitute

Article 29.- The Director General will be replaced in his absence by the Executive Secretary, the Coordinator of Electrical Supply, Thermal Processes and Transportation or by the Coordinator of Standardisation and Electrical Demand, in that order, and in the absence of them by whom the Director General appoints.

Article 30.- The Executive Secretary will be replaced in his/her absences, for the dispatch of the matters of his/her competence, by the Coordinators or by the holders of the addresses assigned to the area under its responsibility, or the address designated by the Director General or by the public servant to be absent.

Article 31.- The absences of the Coordinators, Directors, Deputy Directors and Heads of Department will be supplied by the public servants of the immediate hierarchy less than the designation of such officials.

TRANSIENT

Article First.- This Rules of Procedure shall enter into force on the day following that of its publication in the Official Journal of the Federation.

Article 2.- The Internal Regulation of the National Commission for Energy Saving dated 15 August 2001, published in the Official Journal of the European Union, is hereby repealed. Federation on September 9, 2002.
