SCHEDULE SYSTEM LAW IN THE MEXICAN UNITED STATES

VICENTE FOX QUESADA, President of the United Mexican States, to its inhabitants known:

That the Honorable Congress of the Union, has served to address the following

DECREE

"THE CONGRESS OF THE MEXICAN UNITED STATES, DECREES:

SCHEDULE SYSTEM LAW IN THE MEXICAN UNITED STATES

Article 1. This Law is of general application and will govern throughout the territory of the United Mexican States, its provisions are of public order and interest In general, its application and surveillance will be the responsibility of the Federal Executive through the agencies that under the Organic Law of the Federal Public Administration have assigned competence on the subject that regulates the present ordering.

Article 2. The application and validity of the time zones 75 degrees, 90 degrees, 105 degrees and 120 degrees west of the country are recognized for the Mexican United States. Greenwich meridian and the schedules that correspond to them according to their location, accepting the agreements made at the International Conference of the Meridians of 1884, which establishes the meridian zero.

Article 3. For the effect of the application of this Law, the following zones are established within the national territory and the meridians that are recognized correspond:

I.      Zona Centro: Referred to the meridian 90 degrees to the west of Greenwich and comprising most of the national territory, with the exception of the numbers II, III, IV and V of this same article;

II.   Pacific Zone: Referred to the meridian 105 west and comprising the territories of the states of Baja California Sur; Chihuahua; Nayarit, with the exception of the municipality of Bahia de Banderas, which will be governed according to the previous fraction in the concerning the Central Zone; Sinaloa and Sonora;

III.   Northwest zone: Referred to the meridian 120 west and comprising the territory of the State of Baja California;

IV. Southeast zone: Referred to the meridian 75 west and comprising the territory of the State of Quintana Roo, and

V. The islands, reefs and keys shall be within the meridian to which their geographical location corresponds and according to the instruments of accepted international law.

Article 4. The normal time measurement system in the Republic, which is established with the application of time zones and their corresponding time in the Articles that are antecedent, may be modified by decree of the Honorable Congress of the Union that establishes seasonal schedules.

Article 5. Any proposal for the establishment or modification of seasonal schedules shall be submitted to the Honorable Congress of the Union, at the latest 15 November of the immediate year preceding the intention to amend the timetable. The respective decree must be issued no later than 15 December of the same year.

Article 6. In the case of the establishment of seasonal schedules, the Federal Executive in coordination with the State and Federal District Executives, disseminate, with due anticipation, the Decree by means of which the said timetable is established, for the knowledge of the population.

Article 7. The dependencies of federal, state, and Federal District executives, within the scope of their respective competencies, will take the necessary for the efficient implementation of the declared seasonal schedules.

TRANSIENT

First. This Law will take effect the day after its publication in the Official Journal of the Federation.

Second. The first decree to issue the Honorable Congress of the Union on the basis of this Law, shall not be subject to the provisions of the fifth article of the present ordering.

Third. All provisions that are opposed to this order are repealed.

TRANSIENT ITEMS OF REFORM DECREES

DECREE to reform the section II of Article 3 of the Law of the System of Hours in the United Mexican States.

Article Unique.- Reformation of section II of Article 3 of the Law of the System of Schedule in the United Mexican States, to remain as follows:

Unique. This Decree shall enter into force on the day on which it starts the immediate seasonal time after publication in the Official Journal of the Federation.

DECREE reforming articles 2 and 3 of the Law of the System of Schedule in the United Mexican States.

Single Article. Articles 2; 3, numeral I are reformed, and a numeral IV is added, passing the current IV to be V to Article 3 of the Law of the Schedule System in the United Mexican States, to stay as follows:
