CIVIL AWARDS, STIMULUS AND REWARDS LAW

LUIS ECHEVERRIA ALVAREZ, Constitutional President of the United Mexican States, to its inhabitants, known:

That the H. Congress of the Union has been used to address the following

DECREE:

" The Congress of the United Mexican States, decrees:

AWARDS, STIMULUS, AND CIVIL REWARDS LAW.

CHAPTER I

Article 1.- This law is intended to determine the rules governing the public recognition of the State, of persons who for their conduct, acts or works, deserve the prizes, stimuli or rewards that the same sets.

Article 2.- Only Mexicans will be able to obtain one of the recognitions provided for in this law, when they meet the requirements set by it. They may be natural persons considered individually or in a group, or moral persons, even if they are domiciled outside the country in one and another case.

Except for the decoration of the Mexican Order of the Aztec Eagle, which is awarded to foreigners and the National Prize for Human Rights to which creditors may be granted, foreign nationals residing in the national territory, whose work has an impact on of the Mexicans.

Article 3.- The prizes shall be awarded for the public recognition of a particular conduct or life trajectory, singularly exemplary as well as certain valuable or relevant acts or works carried out for the benefit of humanity, country or any other person.

Consequently, the award of prizes is not compulsory when it is ordered that there is an annual allocation, if the recognition that is statuesque does not survive; case in which the declaration of vacancy of the awards must be made established.

Article 4.- The stimuli referred to in this Law are instituted for state servers, for the outstanding performance of the activities or functions assigned to them, as well as for any exceptional act that will result in benefit of the service to which they are attached. These stimuli may be accompanied by rewards in numbers or in kind, in accordance with the provisions of this law.

Article 5.- The prizes will be awarded by the Constitutional President of the United Mexican States and the stimuli and rewards, by the holders of the corresponding branches of the Public Administration. These officials shall lay down the dates and characteristics of the delivery ceremonies and the places of delivery, and shall be empowered to do so personally or through a representative.

CHAPTER II

Awards and Presses

Article 6.- The following Prizes are established, which will be called and will be of a national character:

I.- Miguel Hidalgo decoration;

II.- Mexican Order of the Aztec Eagle;

III.- Science and Arts;

III-Bis.- Demography.

IV.- Demography;

Note: The decree published in the Official Journal of the Federation on March 7, 2003 reformed the fourth part of article 6 to remain as "IV.-of Demography;".

However, even if the instruction of the Single Article of the Decree cited establishes that "it is reformed and added to article 6", neither the instruction itself nor the article 6 reformed and published in such a decree, they need if the fraction III-Bis, which also refers to the "Demography" award, must be repealed.

V.- Sports;

V Bis. Sports Merit;

VI.- Civic Merit;

VII.- Job;

VIII.- Youth;

IX.- Community Services;

X.- Antiquity in the Public Service.

XI.- Public Administration.

Xia.- To Forest Merit.

XII.- Civil Protection.

XIV.- Human Rights.

XV.- Environment Preservation.

XVI.- Public Security.

XVII. National Ceramics Award.

XVIII.- Contributory Culture.

The same person may receive two or more different prizes, but only once the prize corresponding to one of the fields of the concepts instituted, or to a single concept if it is not divided into fields, except for the National Award of the Ceramic, which can be awarded to the same person the times it deserves, considering its performance, virtue, performance and trajectory.

Article 7.- The following Presses are the expression of the Awards:

I.- Collar;

II.- Cruz;

III.- Band;

IV.- Medal;

V.- Plate;

VI.- Venera;

VII.- Insignia;

VIII.- Honorific Mention.

Article 8.- The awards councils will be able to set classes for each Prize.

The Presas shall be supplemented by the Rosetta, in the case of natural persons.

The granting of the Presas may be accompanied by renditions in numbers or in kind to be determined by the Premiation Councils, in accordance with the corresponding regulations.

Article 9.- The Rosette is a button that is held on the garments and used outside the solemn acts, to represent the corresponding Presea.

Article 10.- Presas may only be used by their holders, who shall do so in solemn and public acts in which it is relevant to hold them.

The use of the Preseas granted under this law, has precedence over the use of any other Presea or Decoration of foreign origin and, in the case of the Condecoration Miguel Hidalgo, on any other, be national or foreign.

The right to use any of the Presas referred to in this law is extinguished by treason to the homeland or by loss of Mexican nationality.

Article 11.- With all Presea a Diploma will be delivered, in which the reasons for which it is conferred will be expressed, as well as a synthesis of the jury agreement. The prize will contain the signatures of the President of the Republic and the members of the respective Board of Premiation and the Jury.

Article 12.- The characteristics of the Presas will be determined by the Federal Executive.

The slope of the Collar, the Cross and the Medal of First Class will always be of law of 0.900.

CHAPTER III

Organs for Granting

Article 13.- The application of the provisions of this law corresponds to:

I.- The President of the Republic;

II.- The Holders of the Federal Executive Agencies or Agencies;

III.- The Premiation Tips and

IV.- The Jurados.

Article 14.- The Premiation Councils are permanent, collegiate bodies responsible for putting in a resolution the files that are formed for the award of the established prizes.

Article 15.- The Councils will be integrated into the form that this law states in the chapter corresponding to each prize and will have a secretary appointed by its components, on a proposal from the president. Each member of the Council shall register with the Secretariat the name of the person who must supply him in his/her absence.

Article 16.- The Jurados are collegiate bodies composed of the number of members and alternates to be agreed by each Board of Premiation, and shall be responsible for formulating the proposals to be submitted by the Council. the President of the Republic, for its final resolution. Each Jury shall elect from among its members its own president and appoint a secretary.

Article 17.- To be a member of a Jury is required:

I.- Being a Mexican citizen;

II.- Having an honest way of living;

III.- Haber highlighted by its civic qualities;

IV.- Have the necessary technical or scientific qualification, when the nature of the prize so requires.

Article 18.- Councils and Jurors will be validly biased with the majority of their members; their decisions will be taken by a majority of votes, and, in the event of a tie, it will be the quality of the president's vote.

Article 19.- The Premiation Tips will have the following attributions:

I.- Formulate and advertise calls;

II.- Receive and register entries;

III.- Designate the members of the Jury;

IV.- Take the Honor Book;

V.- Elevate to the President of the Republic the opinions of the Jury;

VI.- Make available to the President of the Jury the human and material resources that he needs for the performance of his duties;

VII.- Set the terms and conditions for awarding prizes;

VIII.- To seek information and advice, when appropriate, of public officials, public or private institutions or any persons;

IX.- The other necessary to award the prizes that correspond in accordance with this Law and applicable provisions.

Article 20.- Jurors will have the following attributions:

I.- On the periodicity of your sessions to the provisions dictated by the Council;

II.- Dictate on the files of nominations for awards that the Council turns to you, formulating the proposals that are to be submitted to the President of the Republic;

III.- Compile the opinions you formulate;

IV.- To identify with the signature of its members the opinions it issues and take them to the Council.

Article 21.- The Jurados may propose the posthumous award of the prizes that this Law establishes.

Article 22.- The members of the Jurados are obliged to keep their reservation on the matters of their knowledge in the exercise of their duties.

Article 23. The Jurados will not be able to revoke their own resolutions, which are of their exclusive arbitration and responsibility.

CHAPTER IV

Procedure

Article 24.- The Councils will determine the form and terms of the Convocation to be issued, in the cases provided for by this Law.

Article 25.- The files for the applications will be integrated in accordance with the instructions of the Councils, by the respective Secretaries.

Article 26.- The widest freedom is granted to propose applications, in the case of prizes whose granting does not require qualified proposers. However, if they are to be received, they will take turns to the Councils to make them own or reject them.

Article 27.- Any proposal shall express the merits of the candidate; it shall be accompanied by the evidence deemed relevant and, in any case, shall indicate the nature of other evidence and places in which they may be collected.

Article 28.- The secretaries shall keep the records of the applications submitted and, in accordance with the instructions of the Councils, shall integrate as many cases as the circumstances require.

Article 29.- The Councils will make public knowledge of the names of the members of the Jurados.

Article 30.- The secretaries of the Councils and the Jurados will carry their corresponding record books. These will include place, date, hours of opening and closing of each session and names of the attendees, plus the clear, orderly and succinct narration of the development of the act, of the treaty, of the various resolutions proposed, of the agreements taken and the outcome of the votes on their case.

Article 31.- The honor book shall contain a record of the names of the persons to whom the prize may be awarded; where applicable, the class of the prize; specification of the corresponding presea; date and place of delivery; and of the incidents that there would have been.

Article 32.- The Jurados will work on the premises assigned to them by the Councils. The sessions will be private among its members, being forbidden the presence of any other person. The votes will be secret.

Article 33.- The agreements of the President of the Republic on the award of prizes will be published in the "Official Journal" of the Federation. Such agreements shall set place and date for the award of prizes.

CHAPTER V

Decoration "Miguel Hidalgo"

Article 34.- The "Miguel Hidalgo" Decoration is the highest presea granted by the United Mexican States to its nationals, to reward eminent or distinguished merits, conduct or exemplary life trajectory, relevant services lent to the Fatherland or Humanity, or heroic deeds.

Article 35.- The decoration shall be carried out in the Secretariat of the Interior, through a Council of Premiation composed of the Secretaries of Government, Public Education and the Presidency, and a representative of each one of the Chambers of the Congress of the Union. The Council shall be chaired by the Secretary of Government.

Article 36.- The "Miguel Hidalgo" decoration will consist of four degrees and the following presages:

I.- Collar:

a) For heroic acts of difficult repetition, if the one who performs them has observed exemplary conduct;

b) For services rendered to the Homeland or Humanity, when they are of extraordinarily beneficial importance.

II.- Cross:

a) By eminent merits;

b) For prominently exemplary conduct;

c) For the cases foreseen in the previous fraction, when they do not reach the characteristics in it, provided they are of sufficient relevance.

III.- Band

a) On distinguished merits;

b) For conduct whose exemplarity is appropriate to make it public knowledge.

IV.- Plate:

a) On merit they do not achieve the expected relevance in the previous fractions.

Article 37.- The Board of Premiation may propose to the President of the Republic that the prizes in this Chapter be accompanied by renditions in numbers or in kind, the amount or nature of which shall be determined by the Council itself.

Article 38.- The granting of the "Miguel Hidalgo" decoration is not subject to periodicity, nor to convocation, nor to the limit of beneficiaries. It can be promoted in any time and by any natural or moral person; but the promotions of the Governments of the Federative Entities, of the Councils, of the Universities and the Centers of Higher and Higher Education will deserve preferential attention. Institutions and Associations of Social Service.

Article 39.- The award ceremony will take place, as a tribute to the Father of the Fatherland, preferably on May 8, the anniversary of his birth.

CHAPTER VI

Mexican Order of the Aztec Eagle

Article 40.- The Mexican Order of the Aztec Eagle is the distinction granted to foreigners, in order to recognize the prominent services provided to the Mexican Nation or to humanity, and to correspond to the distinctions of Mexican public servants are the object.

This decoration shall be dealt with by the Secretariat of Foreign Affairs through a Council chaired by the Secretary of Foreign Affairs, having as its members the Deputy Secretaries responsible for geographical reasons or and as Secretary of the Council, the Director-General establishing the Rules of Procedure of the Secretariat for External Relations.

The decoration of the Mexican Order of the Aztec Eagle will be granted, mainly, during the visits of State or officers that are scheduled among the countries of the international community, when exchanges of decorations are agreed between heads of state, heads of government or prime ministers.

Article 41.- The Mexican Order of the Aztec Eagle will be awarded in the grades of:

I. Collar, to heads of state;

II. Repeals;

III. Band in Special Category, to heads of government, to princes heirs, consort of heads of state and persons whose category is equivalent to those mentioned;

IV. Band, to ministers or secretaries of state, members of royal families, ambassadors or persons whose category is equivalent to those mentioned;

V. Plate, to deputy secretaries or deputy ministers of state, to business managers ad hoc, general consuls, brigadier generals, contralmirantes, vice admirals, as well as those whose category is equivalent to those mentioned;

VI. Venera, to resident ministers, responsible for business owners, colonels and lieutenants, captains of ship, frigate or corvette, as well as those whose category is equivalent to those mentioned, and

VII. Insignia, to advisers, first, second and third secretaries of Embassy, captains, lieutenants of vessels, to those whose category is equivalent to those cited and to other cases that the Council considers relevant.

Article 42.- In special cases, in the case of the Council, the Mexican Order of the Aztec Eagle may be conferred on its different degrees to distinguished foreigners, according to its merits, exception made of the degree of the Collar.

Article 43.- To foreign diplomats accredited in Mexico, they will only be granted the Order at the end of their mission, provided that they have remained in the country for at least two years. The Council will grant the decoration based on the assessment of the work performed in the country.

CHAPTER VII

National Science and Arts Award

Article 44.- There will be a National Science and Arts Award in each of the following fields:

I.- Linguistics and Literature;

II.- Fine Arts;

III.- History, Social Sciences and Philosophy;

IV.- Physical and Mathematical Sciences;

V. Technology, Innovation and Design;

VI.- Popular Arts and Traditions.

Article 45. They will deserve these awards who, for their productions or teaching research or outreach work, have contributed to enrich the cultural heritage of the country or the progress of science, technology, innovation, art or philosophy.

Article 46.- The prize will be processed in the Secretariat of Public Education, whose holder will preside over the Council of Premiation. This will also be integrated with the Rector of the National Autonomous University of Mexico, the Universidad Autónoma Metropolitana, the Directors General of the National Polytechnic Institute and the National Council of Science and Technology and by both representatives of the National Association of Universities and Institutes of Higher Education and the National College.

For the award of the prize in the field of Popular Arts and Traditions, the Council will be integrated, apart from the representatives of the mentioned institutions, with The General Directors of Popular Cultures of the Secretariat of Public Education, the National Institute of Indigenous People and the National Fund for the Promotion of Crafts.

Article 47.- The prizes will consist of venera and honorable mention and will be accompanied by a delivery in a number of 100 thousand pesos. Up to three people can compete for the prize of the same field, and when there are concurrency, the delivery in number will be by 50 thousand pesos for each concurrent. If there are more than three concurrent, the surplus of this number will be awarded until the following year.

Article 48.- Only natural persons may be eligible for the Science and Arts awards, except in the field of Arts and Popular Traditions, which may also be granted to communities and groups. For each year there will be an award allocation; but it will not be necessary for the works or acts that credit their merit to have been carried out within that period.

Article 49.- To award these prizes, it must be convened and the beneficiary has been proposed according to the latter. For the first three months of the year, the Board of Premiation shall make and give publicity to the list of the institutions or groups to which it shall be sent to invite them to propose candidates and which shall be the only with faculty to do so. At the same time, any institution or group has the right to apply to the Council to request that it be included in that list, which will be accessed if the Council itself justifies the claim. The terms of the call and its distribution shall be determined by the Council itself.

Article 50.- The Council will integrate a Jury for each award field. To this end, it shall give preference to those who have previously obtained the prize and may apply for proposals from the same institutions or groups included in the list referred to in the previous Article.

Article 51.- The call shall set deadlines within which the institutions and groups included in the list provided for in Article 49 may extend information to the Council.

CHAPTER VIII

National Demographic Award

Article 52.- The National Demography Award, will be awarded as recognition to professionals of this discipline, for the trials and research that contribute to the knowledge and solution of the demographic problems of Mexico.

Article 53. The prize will be awarded annually and will be dealt with by the Secretariat of the Interior, through the corresponding Council of Premiation, which will be integrated by the President of the Secretariat as President and by two representatives of the Secretariats of Foreign Affairs, Finance and Public Credit, Environment and Natural Resources, Public Education, Health, Labor and Social Welfare, and the Agrarian Reform.

Article 54.- The prize shall consist of one of the presages referred to in Article 7o. of this Law, plus the number or species that is determined for the case.

Article 55.- This award will be presented in a public and solemn ceremony by the President of the Republic or the person he appoints.

CHAPTER IX

National Sports Award

Article 56. The National Sports Award will be awarded to those who, for their performance and performance, have highlighted or excelled in the year that is qualified within the sports field, in any of the following modalities:

a) In non-professional sport;

b) In professional sport;

c) In Paralympic sport;

d) To the trainer; and

e) To the juez-arbiter.

The arrangements provided for in points (a), (c), (d) and (e) may be accompanied by a number of the amounts determined by the National Commission for Physical Culture and Sport. For the modality referred to in point (b) no number shall be accompanied.

The award of the National Prize for Sport obtained in a group will not be an impediment to be awarded on an individual basis, but when it is awarded for the second or more occasions to the same person, it will not be accompanied by number.

CHAPTER IX BIS

National Sports Merit Award

Article 57. The National Sports Merit Award will be awarded in the following categories:

I. For performance and outstanding track record in Mexican sport, and

II. For the promotion, protection or promotion of the practice of sports.

The category provided for in part I may be accompanied by a number of the amount determined by the National Commission for Physical Culture and Sport. For the category referred to in section II no number shall be accompanied.

When the prize is awarded for the second or most occasions to the same person, it will not be accompanied by numerary.

Article 58. The National Sports Merit Award, referred to in section II of the previous article, will be awarded to a single candidate from among the associations and sports associations, as well as sports promotion entities to which refers to the General Law of Physical Culture and Sport.

CHAPTER IX TER

Common Provisions for the National Sports and Merit Awards

Article 59. The same Award Board designated for the National Sports Award will work for the National Sports Merit Award.

This will be integrated by the Secretary of Public Education, who will chair it, and by the holders of the Sports Commissions of the Chamber of Deputies and Youth and Sport of the Chamber of Senators, of the National Commission of Physical Culture and Sport, of the Mexican Olympic Committee, A.C., and the Mexican Paralympic Committee, A.C.

Any controversy will be resolved by the Council.

Article 60. The prizes will consist of a first class medal and will be dealt with by the Ministry of Public Education through the National Commission for Physical Culture and Sport.

If the prize is awarded to a group or team of athletes, the team will receive a diploma and each individual medal.

Article 61. For each year there will be an allocation of prizes determined in accordance with the law and based on the definitions of the jury and the Board of Premiation, if there are any vacancies of the awards in any of the awards. fields, modalities or categories, shall be declared by the award board, founding and motivating such determination.

Article 62.- These prizes will be awarded exclusively to candidates proposed by national sports associations and registered and registered sports associations. recognized by the National Commission of Physical Culture and Sport or by those responsible for sports information disseminated by written press, radio or television, who will be able to propose it through national sports associations or registered sports associations.

Applications shall be proposed to the Board of Premiation within the period from 15 September to 20 October of each year. The Council shall integrate the dossiers which come within the following 10 calendar days and shall then put them under consideration by the Jury, which shall give its duly substantiated, reasoned and written opinion to the Council at the latest. November 10.

Article 63.- There will be a single jury for the two awards, which will be integrated by: a representative of the National Commission for Physical Culture and Sport, one of the Committee Olympic Mexican, A.C., and one of the Mexican Paralympic Committee, A.C., who will be appointed by the holders of these agencies, respectively. Also, by a former National Sports Award recipient, a former National Sports Merit Award recipient, an Olympic medalist, a Paralympic medalist, a written press representative, a television representative and a representative of the radio.

The members of the jury shall conduct themselves with impartiality, legality and fairness, and their actions in the matters they know in the performance of their duties shall be subject to secrecy, ethics and confidentiality. Failure to comply shall be grounds for expulsion for consideration by the council who, where appropriate, shall order the actions affected by the failure of the members to be replaced.

In addition to the provisions laid down in this law, the jury may propose the award of additional prizes in the same category and category.

Article 63 Bis.- The awards will be presented in the month of December each year.

National Journalism and Information Award

Items 60 to 68.-They are repealed.

CHAPTER X

National Civic Merit Award

Article 64.- The National Civic Merit Award will be awarded to those who constitute in their community respectable examples of civic dignity, for their diligent compliance with the law, the firm and serene defense of the rights and rights of others, respect for public institutions and, in general, for a relevant citizen behavior.

Article 65.- This award will be carried out in the Secretariat of the Interior, whose holder will preside over the corresponding Council of Premiation. This will also be integrated with a representative of each of the Chambers of the Congress of the Union.

Article 66.- It is applicable to this award as prevented by article 38 of this Law.

Article 67.- The prizes will consist of venera. All the beneficiaries mentioned in one year will receive them in an event whose date and characteristics of celebration will be agreed upon by the President of the Republic, on the proposal of the Council of Premiation.

CHAPTER XI

National Work Award

Article 68.- The National Work Award will be awarded to people who for their organizational capacity or for their efficient and enthusiastic delivery to their daily work, improve productivity in the area to which they are attached and be an encouraging example for other workers.

Article 69.- The prize will be processed in the Secretariat of Labor and Social Security, through the corresponding Council of Premiation, which will be integrated by the head of the Secretariat as President and by representatives of the Secretariat of Government, the Agrarian Reform, the National Productivity Center, and representatives of national workers and peasants who are invite.

Article 70.- It is applicable to this award as prevented in Article 38, which in relation to this Chapter should be considered as additional to the mention of workers ' organizations, peasants and employers.

Article 71.- The prize will correspond to a plaque and may be added with a delivery in number, the amount of which will be discretionally fixed by the Board of Premiation.

Chapter XII

National Youth Award

Article 72.- The National Youth Award will be awarded to young people whose age is between 12 and 29 years old, and their conduct or dedication to work or The study will cause enthusiasm and admiration among its contemporaries and can be considered a stimulating example to create and develop reasons for personal or community advancement.

The National Youth Award will be awarded in two age categories:

A) From 12 years to less than 18 years.

B) From 18 years to 29 years.

In both categories, the following distinctions shall be granted:

I.- Academic achievement;

II.- Artistic expressions and popular arts;

III.- Social commitment;

IV.- Strengthening indigenous culture;

V.- Environmental protection;

VI.- Entrepreneur Ingenie;

VII.- Human rights;

VIII.- Disability and integration;

IX.- Contribution to political culture and democracy, and

X.- Science and technology.

Article 73.- This prize will be processed in the Secretariat of Social Development, through the Council of Premiation, which will preside over the holder of this class and that will integrate it together with representatives of the Secretariat of Government, Labor and Social Welfare, and Public Education, the Director of the Mexican Youth Institute, plus a representative of each of the Chambers of the Congress of the Union.

In any case, a representative of the Mexican Youth Institute will be part of the jury.

Article 74.- In the matter of this Chapter, the provisions of Article 38 are applicable, but the Mexican Youth Institute shall be established in the nomination promoter, excusing the submission of proposals.

Article 75.- Each of the distinctions of the National Youth Award will be able to count on the co-sponsorship of some commercial or cooperative society, civil association, institution of private assistance, institution of higher education or scientific and technological research, of the State Executive or Local Legislature, agencies and entities of the Federal Public Administration and Organisms Autonomous Constitutional Affairs, a matter for which the Council Awards. In the event that the co-sponsorship proposal is accepted, the moral persons may only participate once every six years in the distinction in question and during the year in which they co-sponsor they will not be able to run candidates for this prize. National.

Article 76.- The prize will consist of a medal and will be supplemented by delivery in numbers or in kind, in the amount or nature determined by the Council itself. Article 67 of this Law is applicable in other cases.

CHAPTER XIII

National Community Service Award

Article 77.- They are creditors to this prize who selflessly and of their own accord, with economic sacrifice or their time or comfort, have performed or they are carrying out acts of manifest human solidarity which contribute to the well-being and promote the development of the community, either by cooperating with the remedy or relief of needs in cases of disasters or casualties; either by providing aid or assistance to socially marginalized, disabled or oppressed sectors or subjects.

Article 78.- This prize will be processed in the Health Secretariat, whose holder will preside over the corresponding Council of Premiation. This will be integrated with representatives of the Secretariats of Public Education, the Agrarian Reform, the National Defense, the Navy, and the Mexican Social Security Institute.

Article 79.- In this field, Article 38 of this Law applies.

Article 80.- Powers are granted to the Jury so that, on the basis of proposals from the Board of Premiation and the circumstances of each merit, awards, in a truly extraordinary case, necklace, and in others, which the Council determines.

Article 81.- As agreed by the President of the Republic, on the proposal of the Board of Premiation, the award ceremony may take place in the terms that prevents Article 67, or in partial ceremonies, and even in the places where the events that originated the awarded acts have taken place.

CHAPTER XIV

National Age Award in the Public Service

Article 82.- The National Antiquities Award in the Public Service will be awarded, in attention to their years of service, workers and officials of the agencies or bodies governed by the Federal Law of Workers ' Law.

Article 83.- This award will be dealt with in each of the offices or agencies of the Public Power, through the Awarding Councils, which in they shall be established; which shall be integrated with the holder as president; the senior officer or official who does his or her duties as secretary and as an official of the office or agency designated by the holder and the Secretary-General of the corresponding Workers ' Union. These Councils will take on the duties of Jurados.

Article 84.- The prize will be awarded in four degrees and will consist of a medal that will be of class corresponding to the grade:

I.- First degree, for 50 years of service;

II.- Second grade, by 40;

III.- Third grade, by 30, and

IV.- Fourth grade, by 25.

Article 85.- Each Board of Premiation will determine the names of the medals of the respective dependencies or agencies; remaining in force and with their own characteristics and formalities, as long as the decrees that gave rise to them, the awards already instituted and bearing the following names are not repealed: Nurse Isabel Cendala and Gomez, Maestro Altamirano, Emilio Carranza, Medal of Merit Agricultural, Miguel Angel de Quevedo and Maestro Rafael Ramirez.

Article 86.- Workers and officials who are considered entitled to this award may be entitled to assert themselves or through their representation union or staff, before the Council. Article 67 of this Law is applicable as appropriate.

CHAPTER XV

National Public Administration Award

Article 87.- The National Public Administration Award will be granted to those selected from among the public servants who provide their services in the premises or entities whose employment relations are governed by Article 123 (B) of the Constitution, in accordance with the provisions of Article 98 of this Law.

Article 88.- The National Public Administration Award will be awarded in three degrees and will consist of a medal that will be of class corresponding to grade and will be awarded add to the amount to be fixed by the President of the Republic.

The handover will be held in a solemn ceremony to be held on December 5 of each year, the date on which the publication of the first Staff Regulations is commemorated. at the service of the Union Powers.

The Prize will be charged to the Budget of the Presidency of the Republic.

Article 89.- The selection of public servants with merit for the National Public Administration Award will be made by a jury composed of the General Coordinator of Administrative Studies who will chair and chair representatives of the General Coordination of the National Assessment System, the Human Resources Commission of the Federal Government and the Federation of Trade Unions Workers to the State Service. In the event of a tie, the President shall have a vote of quality.

To the effect, the Internal Commission of Administration and Programming, acting of the Evaluation Commission with the participation of a representative of the Union, in each (a) a person or entity shall take the matter of the selected public servant, in accordance with Article 98 of this Law, to the jury.

Article 90.- If the person to whom the National Public Administration Award is to be awarded is deceased, the delivery shall be made to the beneficiaries designated by the Institute of Security and Social Services of the Workers of the State or to whom it expressly has been designated.

Article 91.- The General Coordination of Administrative Studies of the Presidency of the Republic will have in its custody the book of honor in which they will settle annually the names of the public servants who have obtained the National Public Administration Award.

CHAPTER XV Bis

National Forest Merit Award

Article 91-A.- The National Award for Forest Merit will be presented to the natural and moral persons of the private and social sectors that they perform or have performed actions in the country for the conservation, protection, restoration and sustainable use of forest resources, which represent benefits to society.

Article 91-B.- This award will be processed in the National Forestry Commission, through the Board of Directors, which will preside over the head of the Ministry of the Environment. Environment and Natural Resources, which will integrate it together with representatives of the National Defense Secretariat; Finance and Public Credit; Social Development; Economy; Agriculture, Livestock, Rural Development, Fisheries and Food; Agrarian Reform; Tourism, National Forestry Commission, the National Water Commission, as well as a representative for each of the Chambers of the H. Congress of the Union.

In any case, representatives from the social sector, the private sector, and non-governmental organizations will be part of the National Forestry Council. at the invitation of the holder of the National Forestry Commission.

Article 91-C.- In the subject matter of this Chapter, the provisions of Article 38 are applicable; but the National Forestry Commission shall be the sponsor of this Chapter. of nominations, urging the submission of proposals.

Article 91-D.- The prize shall consist of a diploma and shall be supplemented by delivery in numbers or in kind, by the amount or nature determined by the Council itself. Article 72 of this Law is applicable in other cases.

CHAPTER XVI

Stimulus and Rewards

Article 92.- The stimuli and rewards will be awarded to the selected public servants from among those who provide their services on the premises and entities whose employment relationships are governed by Article 123 (B) of the Constitutional Treaty.

In order to grant the stimuli and rewards referred to in the preceding paragraph, the public servants must be selected from among the public servants performed any of the following actions:

a) Outstanding performance of the entrusted activities.

b) Contributions highlighted in activities related to the administrative reform program.

c) Elaboration of studies and initiatives that provide significant benefits for the improvement of public administration in general.

d) Valuable initiatives or outstanding implementation in the field of legal technique.

e) Valuable initiatives or outstanding execution in project or program financing.

f) Valuable initiatives or outstanding implementation in terms of systems of consumption, maintenance of equipment, maximum use of human and material resources and other similar contributions.

g) Studies and tasks of exploration, discovery, invention or creation in technical or scientific fields that result in significant benefits for the public administration or for the nation.

Trust employees will be able to participate in the cases set out in the Incas (b) to (g) of this Article.

Article 93.- The rewards will consist of:

a) The amount of twenty-five thousand pesos for each of the three selected public servants in each General Directorate or equivalent Administrative Unit.

b) The amount of fifty thousand pesos and diploma that is chosen by each dependency or entity.

The stimuli will consist of ten extraordinary vacation diaz for the public servant that has been selected in each department or administrative unit equivalent, in dependencies or entities.

Such stimuli and rewards shall be granted by the holder at the flag date of the group representing the unit or entity at the 20 th November.

Article 94.- The stimuli and rewards will be dealt with on the proposal of the hierarchical superiors, the interested party, their trade union representative or the of tasks.

The incentives and rewards may not be awarded when in the judgment of the Internal Commission of Administration and Programming, acting as the Evaluation Commission, have satisfied the requirements set out in this Law.

Article 95.- The Internal Commission for Administration and Programming, acting as a Evaluator, with the technical support of the unit holder During the month of July the administrative staff in charge of the administration of personnel will issue the call to initiate the selection of the public servants deserving of the stimuli and rewards.

Article 96.- For the granting of the stimuli set out in the penultimate paragraph of Article 93, an Evaluation Committee shall be formed in each Directorate General or equivalent administrative unit, which shall be composed of the Director-General or equivalent, who shall preside and have a vote of quality, a representative of the holder of the unit or entity, a representative of the Organization Unit and Methods, the corresponding trade union delegate and a representative of the Personnel Management Unit who will serve as the Committee's Technical Secretary.

The Evaluation Committee, during the second half of September of each year, will select from among the public servants those who are Any of the actions referred to in Article 92 of this Law shall be made to the established stimulus.

Article 97.- Within three working days of the adoption of the resolutions by the Evaluation Committee, the Evaluation Committee shall provide the Internal Commission of Administration and Corresponding programming, the files of the public servants creditors to stimuli so that it, within the first fortnight of the month of October, select from among them to those to whom the reward established in the Article 93 (a) of this Law.

Article 99.- In each dependency of the Executive, the Personnel Management Unit must carry a book of honor in which the names of the public servants who have obtained the stimuli and rewards.

Article 100.- If the person in whose favor has been resolved to grant any of the rewards, the delivery shall be made to the designated beneficiaries. the Institute for Security and Social Services of the Workers of the State, or to whom it expressly has been appointed.

CHAPTER XVII

National Civil Protection Award

Article 101.- The National Civil Protection Award will be conferred and delivered to those individuals or groups representing an example to the community for their effort in actions or measures of self-protection and self-preparedness to deal with natural or human-origin phenomena that put the population at risk or danger, as well as when they are signed for their exemplary work in assisting the population in the event of a disaster.

Article 102.- This Prize will be presented to the Secretariat of Government through the corresponding Council of Premiation.

The Board of Premiation will be integrated by ten members, as follows: the head of the Secretariat of the Interior, the head of the Secretariat of Defense National, the head of the Secretariat of the Navy, a representative of each of the Chambers of the Congress of the Union, the General Coordinator of Civil Protection, who also serves as technical secretary of the Council, the Director General of the Center National Disaster Prevention Office under the Secretariat of Government, and the Rector or director of each of the following institutions: Universidad Nacional Autónoma de México, Instituto Politecnico Nacional y Cruz Roja Mexicana.

The head of the Interior Secretariat will be the President of the Council of Premization and will have a vote of quality in case of a tie.

Article 103.- For each year there will be an award for the outstanding performance in each of the following two fields:

I.- Prevention, by measures that are considered relevant to the culture of civil protection, and

II.- The aid, for the actions that have been carried out in the task of assisting the population in the event of a disaster.

Article 104.- The prizes will consist of a medal, plus the number or species to be determined for the case.

Article 105.- The prize will be presented on September 19 of each year, by the President of the Republic or by the public servant designated by him.

Chapter XVIII

National Indigenous Work and Culture Award

Article 106.- The National Indigenous Labor and Culture Award is the recognition that the Mexican State confers on people and communities that have outstanding for his commitment and dedication to work for his people. With the award of this award, the outstanding and ongoing work is also recognized that makes it possible to conserve, rescue and promote the cultural manifestations of indigenous peoples and communities.

Article 107.- This Prize will be awarded annually and will consist of diploma, medal and numerary; in the case of communities that make themselves recognition, this will be integrated by diploma and numerary. The National Indigenous Work and Culture Award will be awarded in the following fields:

I.- Community Development;

II.- Traditional Medicine;

III.- Music;

IV.- Traditional Dance;

V.- Indigenous Literature, and

VI.- Gender Equity.

Article 108.- For the Annual Delivery of the National Indigenous Work and Culture Award, your Premiation Council will be integrated as follows: a representative of the Secretariat of Social Development, a representative of the Secretariat of Public Education, a representative of the Chamber of Senators, a representative of the Chamber of Deputies, the head of the National Commission for the Development of Indigenous Peoples, the head of the National Institute of Anthropology and History and a representative of the National Commission for the Development of Indigenous Peoples who will be in charge of the Technical Secretariat of the Council of Premiation.

Chapter XIX

National Human Rights Award

Article 109.- The National Human Rights Award is the recognition that Mexican society confers, through the autonomous constitutional body of human rights, to the people who have stood out in the effective promotion and defence of fundamental rights.

Article 110.- The National Human Rights Award will consist of a diploma, a medal and a numerary, will be presented annually by the President of the Republic and the Head of the National Human Rights Commission.

Article 111.- For this purpose, the Prize will be processed before the federal human rights body, in exercise of its autonomy and through its The competent authorities shall issue the rules for the integration of the corresponding Council of Premiation, which shall be integrated by persons of recognized moral, academic or intellectual quality and representative of the public and private sectors, as well as of a representative of each of the Chambers of the Congress of the Union.

Article 112.- In exceptional cases and when circumstances so warrant, the National Human Rights Award may be granted postmortem, for honor the memory of human rights defenders who have fought for the effective validity of the guarantees provided in the Political Constitution of the United Mexican States, as well as established in international conventions signed by the Government of the Republic in the field of human rights.

Chapter XX

National Environment Preservation Award

Article 113.- The National Environmental Preservation Award is the recognition that the federal government grants to people, groups and communities, who have been outstanding for their work, commitment and dedication to the defense, conservation and preservation of the environment, as well as the rational use of natural resources and actions aimed at sustainable development. The National Environmental Preservation Award will consist of diploma, medal and numerary.

Article 114.- The National Environment Preservation Award will be awarded in the following categories:

I.- Air Quality and Preservation;

II.- Preservation and Quality of Water;

III.- Conservation and Use of Soil;

IV.- Biodiversity;

V.- (Repealed).

VI.- (Repealed).

VII.- Preservation;

VIII.- Sustainable Development, and

IX.- Reuse, Reuse, and Recycling.

Article 115.- For the delivery of the National Environmental Preservation Award, the Board of Premiation will be integrated with a representative of the Secretariat of Environment and Natural Resources, who will preside, a representative of the Secretariat of Public Education, a representative of the Secretariat of Economy, a representative of each of the Chambers of the Congress of the Union, who are members of the competent committees, a representative of the National Commission Water, a representative of the Federal Office of Environmental Protection and a representative of the National Institute of Ecology, which will perform the function of Technical Secretary of the Council of Premiation.

The call for the award of this prize, may consider the participation of commercial or cooperative societies, but in that case the Prize will not consist in number, but will only be integrated by the medal and the diploma which accredits that the recognition was granted to them that they became deserving.

Chapter XXI

National Public Safety Award

Article 116.- The National Public Security Award is the award that the Government of the Republic recognizes the outstanding work, the delivery in the service, constancy and development of people who do their best to perform their actions in accordance with the constitutional principles in the field of public security and which are those of legality, efficiency, professionalism and honradez.

Article 117.- Also, exceptional situations in which the performance of the elements of police corporations are distinguished by the its value, value and appropriate response to the award situation. Due to the nature of the activity inherent in the National Public Safety Award, this recognition may also be delivered postmortem.

Article 118.- The National Public Safety Award will be awarded annually to staff who collaborate in public security institutions, both in the common jurisdiction as in the federal, in the following items:

I.- Preventive Police Work;

II.- Ministerial Police Work;

III.- Public Ministry Performance;

IV.- Judicial Take Action;

V.- Labor Penitentiary, and

VI.- Perician Job.

Article 119.- For the delivery of the National Public Safety Award, your Premiation Council will be integrated as follows: a representative of the Secretary of Public Security, who will chair him; a representative of the Attorney General's Office; a representative of the Secretariat of National Defense; a representative of the Navy Secretariat; a representative of each of the Chambers of the Congress of the Union and the Executive Secretary of the National System Public Security, with the character of the Technical Secretary of the Council of Premiation.

CHAPTER XXII

National Ceramics Award

Article 120.- The National Ceramics Award is the recognition given to artisans who have stood out for their commitment, work and works in favor of the effective promotion of national ceramics.

Article 121.- The call for the Prize will be published annually and will consider in its objectives the preservation of the artisanal techniques and the impulse to the artistic abilities of the artisans, promoting the equality of gender.

Article 122.- The National Ceramics Award will be awarded in the following categories:

I.- Contemporary ceramics;

II.- Unleaded glazed pottery;

III.- Traditional ceramics;

IV.- Sculpture in ceramics;

V.- Miniature ceramics;

VI.- Christmas Ceramics, and

VII.- Figure on clay.

Article 123.- For the delivery of the National Ceramics Award, the Council of Premiation will be integrated by the President of the Republic, the holder of the National Council for Culture and the Arts, the holder of the National Fund for the Promotion of the Crafts, the Governor of the State of Jalisco and the Municipal President of Tlaquepaque, a town that will be the official site of the contest.

CHAPTER XXIII

National Contributory Culture Award

Article 124.- The National Prize for Contributive Culture will be awarded to natural or moral persons who perform outstanding activities that promote the dissemination, promotion and development of culture in the citizenry Contributive as the way to encourage voluntary compliance with the payment of contributions and to improve the social development of the Nation, as well as to those citizens who carry out research or studies in legal matters and/or technologies of the practical application information to strengthen the System of Tax administration or in the field of Contributive Culture.

Article 125.- The National Contributory Culture Award will be presented in the following categories:

I.- Promotion, dissemination and advocacy of human rights of taxpayers in the framework of Contributory Culture.

II.- Generation of mechanisms for strengthening the fair, equitable and supportive tax system in the democratic regime.

III.- Research and academic, legal or technological studies on strengthening the Tax Administration System or the Contributory Culture.

Article 126.- The National Prize for Contributive Culture will consist of a medal, a diploma and may be added with a delivery in numerary or species whose amount will be determined by the Council of Premiation. It will be delivered annually by the President of the Republic and the Holder of the Defense Attorney's Office.

Article 127.- The Prize will be presented to the federal agency of the Defense of the Contributor, in exercise of its autonomy, and through its competent bodies will issue the rules for the integration of the Council of Awards to be made by persons of recognized moral, academic or intellectual quality and representatives of the public and private sectors, as well as a representative of each of the Chambers of the Congress of the Union.

CHAPTER XXIV

General Provisions

Article 128.- The logings to be made in this Law, will be charged to the corresponding item of the Secretariat where each prize is processed, and in case of lack or insufficiency of departure, from the budget of the Presidency's branch. The rewards referred to in Chapter XVI may be paid solely to the budget of the agency or agency to which the beneficiary belongs.

Article 129.- The additional prizes and deliveries in numbers or in kind, as well as rewards, will be exempt from any tax or deduction, in the terms of applicable tax laws.

Article 130.- Except as this Law contains express provision in this respect, juries are entitled to propose that two or more persons with equal merit participate in the same prize, or that the same prize is awarded to each other of them.

Article 131.- The rewards indicated in cash by this Act shall be adjusted in the proportion in which the general minimum wage is modified in the Federal District.

TRANSIENT:

ARTICLE FIRST.- The provisions relating to prizes, decorations, stimuli and rewards contained in other laws, with the exception of those mentioned in Article 90 of this Law, those concerning military matters, shall be repealed. established by resolution of the Supreme Court of Justice of the Nation or of one of the Chambers of the Congress of the Union.

ARTICLE SECOND.- The Law on Stimulus and Rewards to the Officials and Employees of the Federation and the Federal District, and its Rules of Procedure, published in the "Official Journal" of the Federation on 6 December 1954 and 8 May 1957, respectively.

ARTICLE THIRD.- This Law shall enter into force on the three days of its publication in the "Official Journal" of the Federation.
