Be it enacted by the seri paduka baginda yang di-pertuan agong with the advice and consent of the dewan negara and dewan rakyat in Parliament assembled, and by the authority of the same, as follows: short title and commencement 1. This Act may be cited as the Act of printing the text of Qur'an 1986 and shall come into force on such date as the Minister may, by notification in the Gazette.
interpretation 2. in this Act, unless the context otherwise requires — "the verses of the Qur ' an" includes any part of the verses of the Qur? an in Arabic;
"material of the Qur" means a document containing any of the verses of the Qur'an, other than a "text of the Qur'an" as defined in this section;
"right" with respect to the verses of the Qur'an, including volatile and structured correctly, not only the 6 laws of Malaysia Act 326 in their own context but also in the context of the entire text of the Qur? an which concerned; and "not right" and "wrong" shall be construed accordingly;
"document" means any of the things specified, described, or how whatsoever depicted, on any article, material, goods or articles, including any case contained in the disk, tape, film, sound track or other device whatsoever, with the use of — (a) letters, digits, punctuation, symbols, signal, symbol, or whatever form of statement, description, or other representation;
(b) any recording looks (whether still or moving image);
(c) any sound recording, or any whatsoever electronic recording, megnetik, mechanical or other recording and nevertheless made whatsoever, or any sounds, electronic impulse, or whatever other data;
(d) a recording, or transmission, from a distance, any case with any, or any combination, of the ways referred to in paragraph (a), (b) or (c), or with more than one of the ways referred to in paragraph (a), (b), (c) and (d), which is intended to be used or that may be used for the purpose stated, describes, or in any way reflects, it;
"Board" means the Board of control and licensing of printing the Qur? an established under subsection 3 (1);
"licence" means a licence issued under section 5;
"Islamic Council" means the authority, by whatever name it is called, established by or under any written law for the purpose, solely or in addition to other purposes, advised the head of islam in a State or a federal territory in matters relating to islam;
"Minister" and "Ministry" means the Minister and the Ministry in charge of licensing machines print;

The Board of control and licensing of printing of the qur'an 3. (1) for the purposes of this Act, there shall be a Board called the Board of control and licensing of printing of the Qur'an.
(2) the Board shall consist of fifteen members, thirteen people represents the thirteen States in malaysia, one representing the Federal territory of kuala lumpur and labuan, and one is the Chief Director of the Department of Islamic Development malaysia, the Prime Minister.
(3) members for Malacca, Penang, sabah and sarawak and the Federal territory of kuala lumpur and labuan shall be appointed by the yang di-pertuan agong and members of other States shall be appointed by the King respectively.
(4) every member appointed shall serve for the term's yang di-pertuan agong or King respectively, as the case may be.
(5) the Board shall, from time to time, elect a Chairman and a Deputy Chairman from among its members for a period determined by the Board.
8 laws of Malaysia Act 326 (6) the Chairman and first Deputy Chairman shall be elected at the first meeting of the Board after this Act comes into force, and the meeting shall be called by the Secretary General of the Ministry and chaired by him up to the Chairman and Deputy Chairman are elected.

Licence to print, etc., the text of the Qur? an 5. (1) No person shall print or help with printing, or publish or assist in publishing, a text of the Qur'an without a licence issued by the Board, and the Board may, in its sole discretion, provide such licence, refuse to provide such licence, or to cancel the licence, or give the licence subject to conditions endorsed on the licence.
Printing the text of Qur'an 9 (2) a licence, when issued, shall remain in force until cancelled.
(3) without prejudice to subsection (4), if the Board is satisfied that a person to whom a licence has been issued is acting in contravention of this Act or any condition of the licence, it shall, after giving that person an opportunity to show cause, revoke or suspend the license without assigning any reason.
(4) If a person to whom a licence has been issued charged with committing any offence under this Act or any regulations made thereunder, the license has been issued to him shall immediately be deemed to have been suspended and when he convicted of that offence, the Court shall order that the license is revoked.

(5) a licence issued under this section is in addition to any licence issued under any other written law relating to the licensing printing presses.
(6) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding three years or to both.
(7) a person who fails to comply with or contravenes any of the conditions attached to the licence issued under this section commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.

(1) No person shall print or publish a Qur'an text unless the final proof or copy of the original text of the Qur'an, as the case may be, has been submitted to the Board and the Board has certified that the verses of the Qur'an in the original or copies of the final proof is correct, whether as originally submitted or as fixed by the Board.

(3) any person who contravenes or fails to comply with subsection (1) or (2) commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.
Certify text qur'an printed before the Act comes into operation 12. (1) a person who means to sell, distribute or publish a Qur'an text printed before this Act comes into force shall submit the text of the Qur? an to the Board so that it has been examined by the Board and to the Board certifies that the verses of the Qur'an contained therein is correct.
(2) as soon as possible after receiving a text of the Qur'an under subsection (1), the Board shall review the text of the Qur? an and decide whether the verses of the Qur'an contained therein is correct.
(3) where the Board is satisfied that the verses of the Qur'an contained in the text of the Qur'an is correct, the Board shall certify and shall cause a certificate to that effect ditampalkan significantly at strands first printed or end of the text or, in the case of a text recording, on a section to see the text.

15. (1) where a person charged with committing an offence under this Act or the regulations made thereunder that involve text the Qur'an or the Qur'an and satisfied, based on the certificate under paragraph 16 (a), that there is a mistake in the verses of the Qur'an contained in the text of the Qur'an or the Qur? an, the Court shall order pelucuthakannya, even though none has been convicted of any offence or no offence has been established.
(2) without prejudice to subsection (1), if a person charged in any court and has been proved to the satisfaction of the Court that an offence under this Act or any regulations made thereunder has been committed and that sense, include a text of the Qur'an or the Qur'an, is matter, or was used in the doing, the offence, the Court shall order the forfeiture of the thing , even though none has been convicted of any offence.
(3) a text of the Qur'an or the Qur? an which is commanded to dilucuthakkan under subsection (1) or (2) shall be submitted to the Board for disposal in such manner as it thinks fit.
Mufti acknowledgement shall be conclusive evidence 16. for the purposes of a prosecution or proceeding under this Act or any act or proceeding arising from or relating to the implementation of this Act — (a) a certificate from someone the mufti that text or document is or contains a text of the Qur'an or a verse the Qur'an, or that Qur'an Text Printing 15 a combination of words is a verse the Qur'an, or that there is an error in a text of the Qur'an or the verses of the Qur'an are to be accepted by the Court as conclusive evidence of the things certified in it;

23. (1) where an offence under this Act or any regulations made thereunder committed by a body corporate, any Director, Manager, Secretary or other officer of the body corporate shall also be deemed to be guilty of the offence.
