Be it enacted by the seri paduka baginda yang di-pertuan agong with the advice and consent of the dewan negara and dewan rakyat in Parliament assembled, and by the authority of the same, as follows: short title and commencement 1. This Act may be cited as the Act of printing the text of Qur'an 1986 and shall come into force on such date as the Minister may, by notification in the Gazette.
interpretation 2. in this Act, unless the context otherwise requires — "the verses of the Qur ' an" includes any part of the verses of the Qur? an in Arabic;
"material of the Qur" means a document containing any of the verses of the Qur'an, other than a "text of the Qur'an" as defined in this section;
"right" with respect to the verses of the Qur'an, including volatile and structured correctly, not only the 6 laws of Malaysia Act 326 in their own context but also in the context of the entire text of the Qur? an which concerned; and "not right" and "wrong" shall be construed accordingly;
"document" means any of the things specified, described, or how whatsoever depicted, on any article, material, goods or articles, including any case contained in the disk, tape, film, sound track or other device whatsoever, with the use of — (a) letters, digits, punctuation, symbols, signal, symbol, or whatever form of statement, description, or other representation;
(b) any recording looks (whether still or moving image);
(c) any sound recording, or any whatsoever electronic recording, megnetik, mechanical or other recording and nevertheless made whatsoever, or any sounds, electronic impulse, or whatever other data;
(d) a recording, or transmission, from a distance, any case with any, or any combination, of the ways referred to in paragraph (a), (b) or (c), or with more than one of the ways referred to in paragraph (a), (b), (c) and (d), which is intended to be used or that may be used for the purpose stated, describes, or in any way reflects, it;
"Board" means the Board of control and licensing of printing the Qur? an established under subsection 3 (1);
"licence" means a licence issued under section 5;
"Islamic Council" means the authority, by whatever name it is called, established by or under any written law for the purpose, solely or in addition to other purposes, advised the head of islam in a State or a federal territory in matters relating to islam;
"Minister" and "Ministry" means the Minister and the Ministry in charge of licensing machines print;

"printing" and expression which refers to printing includes writings, litografi, font type, photography and other means to describe or copy words or objects in the form of real;
"the text of the Qur'an" means a document containing the complete Arabic text of the Qur'an or any part thereof that contains a juzu ' or more of either the translation or interpretation or not, as the case may be.
The Board of control and licensing of printing of the qur'an 3. (1) for the purposes of this Act, there shall be a Board called the Board of control and licensing of printing of the Qur'an.
(2) the Board shall consist of fifteen members, thirteen people represents the thirteen States in malaysia, one representing the Federal territory of kuala lumpur and labuan, and one is the Chief Director of the Department of Islamic Development malaysia, the Prime Minister.
(3) members for Malacca, Penang, sabah and sarawak and the Federal territory of kuala lumpur and labuan shall be appointed by the yang di-pertuan agong and members of other States shall be appointed by the King respectively.
(4) every member appointed shall serve for the term's yang di-pertuan agong or King respectively, as the case may be.
(5) the Board shall, from time to time, elect a Chairman and a Deputy Chairman from among its members for a period determined by the Board.
8 laws of Malaysia Act 326 (6) the Chairman and first Deputy Chairman shall be elected at the first meeting of the Board after this Act comes into force, and the meeting shall be called by the Secretary General of the Ministry and chaired by him up to the Chairman and Deputy Chairman are elected.
(7) subject to this section, the Board shall regulate its own procedure.
(8) a quorum for a meeting of the seven members of the Board is present.
(9) in the exercise of its functions under this Act, the Board shall be subject to the control, supervision and instructions of the Minister.
(10) the Ministry shall give the Board staff, money and other facilities necessary to enable it to carry out its functions under this Act.
the expansion of executive power state 4. b a g i m e n g e l a k k a n k e r a g u a r d a l a h d e n g u i n i declared — (a) that if it turns out, directly or by implication, that the Executive authority of a State extended to the administration of any provision of this Act, the expansion is provided by virtue of clause (4) of article 80 of the Constitution; and (b) that the granting of power and imposition of obligations made by this Act on any of the State authority that is made by virtue of the matter for the purpose of the expansion.
Licence to print, etc., the text of the Qur? an 5. (1) No person shall print or help with printing, or publish or assist in publishing, a text of the Qur'an without a licence issued by the Board, and the Board may, in its sole discretion, provide such licence, refuse to provide such licence, or to cancel the licence, or give the licence subject to conditions endorsed on the licence.
Printing the text of Qur'an 9 (2) a licence, when issued, shall remain in force until cancelled.
(3) without prejudice to subsection (4), if the Board is satisfied that a person to whom a licence has been issued is acting in contravention of this Act or any condition of the licence, it shall, after giving that person an opportunity to show cause, revoke or suspend the license without assigning any reason.
(4) If a person to whom a licence has been issued charged with committing any offence under this Act or any regulations made thereunder, the license has been issued to him shall immediately be deemed to have been suspended and when he convicted of that offence, the Court shall order that the license is revoked.

(5) a licence issued under this section is in addition to any licence issued under any other written law relating to the licensing printing presses.
(6) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding three years or to both.
(7) a person who fails to comply with or contravenes any of the conditions attached to the licence issued under this section commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.

(1) No person shall print or publish a Qur'an text unless the final proof or copy of the original text of the Qur'an, as the case may be, has been submitted to the Board and the Board has certified that the verses of the Qur'an in the original or copies of the final proof is correct, whether as originally submitted or as fixed by the Board.

(3) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding three years or to both.

(2) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding three years or both.

(1) every text of the Qur? an which is printed or published in malaysia or imported into malaysia must present significantly at strands first printed or end of the text, or in the case of a text recording, at a conspicuous part of the text, the following information: (a) the name and address of the printer and the Publisher, or in the case of the text of the recording, the person responsible for the making of the recordings and the recordings for the issuance of the text;
(b) in the case of a text of the Qur'an to be imported, the name and address of the pengimportnya;

(3) any person who contravenes the provisions of subsection (2) commits an offence and shall on conviction be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding five years or both.

(1) No person shall print or publish a text of the Qur'an is different, with respect to the verses of the Qur'an contained therein, from verses equivalent certified correct by the Board based on the text of the final proof it under section 6.
(2) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding five years or both.
A copy of the text of the qur'an to be submitted to the Board and a copy of the longer stored 10. (1) every person that prints a text of the Qur? an shall, as soon as possible, submit a copy of the text of the Qur'an or recording it to the Board and shall keep a copy of the text or recording it.
(2) a person who fails to comply with subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding six months or to both.

(1) any person that prints a text the Qur'an or Koran shall take all necessary measures to ensure that any waste materials that are printed on it or there is something the verses of the Qur'an be destroyed immediately with burn it somewhere with cover that cannot be entered into by the public and not leaving the premises of the printing in any way, except when it is transferred to a place to be destroyed as the first.
(2) except as provided in subsection (1), no person shall move from any premises printing, or causes, directly or through kecuaiannya, or to allow such a transfer, a waste that printed on it or there is something the verses of the Qur'an.
(3) any person who contravenes or fails to comply with subsection (1) or (2) commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.
Certify text qur'an printed before the Act comes into operation 12. (1) a person who means to sell, distribute or publish a Qur'an text printed before this Act comes into force shall submit the text of the Qur? an to the Board so that it has been examined by the Board and to the Board certifies that the verses of the Qur'an contained therein is correct.
(2) as soon as possible after receiving a text of the Qur'an under subsection (1), the Board shall review the text of the Qur? an and decide whether the verses of the Qur'an contained therein is correct.
(3) where the Board is satisfied that the verses of the Qur'an contained in the text of the Qur'an is correct, the Board shall certify and shall cause a certificate to that effect ditampalkan significantly at strands first printed or end of the text or, in the case of a text recording, on a section to see the text.
Printing the text of Qur'an 13 (4) the Board may direct that the corrections deemed necessary by him are made to the text of the Qur'an it before certification under subsection (3).
(5) if the Board finds any error in the verses of the Qur'an contained in the text of the Qur? an is and that it is not appropriate to direct the correction under subsection (4), the Board shall cause the text of the Qur? an be destroyed in such manner as it thinks fit and shall cause the person concerned informed about that and about the mistakes warrant the destruction of it.

(1) with effect from such date as the Minister may, by notification in the Gazette, that is, a date which cannot be earlier than six months from the date of the notification has been published, no person shall sell, offer for sale, distribute or publish, or has in his possession, custody or control for the purpose of sale or distribution, something the text of Qur'an, unless shown to be significantly at strands first printed or end of the text or , in the case of a text recording, at a conspicuous part of the text, the information specified in subsection 8 (1) or a certificate specified in subsection 12 (3) and information or the certificate is really about it.
(2) any person who contravenes the provisions of subsection (1) commits an offence and shall on conviction be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding two years or to both.

forfeiture and disposal of the text of the qur'an or the qur'an

15. (1) where a person charged with committing an offence under this Act or the regulations made thereunder that involve text the Qur'an or the Qur'an and satisfied, based on the certificate under paragraph 16 (a), that there is a mistake in the verses of the Qur'an contained in the text of the Qur'an or the Qur? an, the Court shall order pelucuthakannya, even though none has been convicted of any offence or no offence has been established.
(2) without prejudice to subsection (1), if a person charged in any court and has been proved to the satisfaction of the Court that an offence under this Act or any regulations made thereunder has been committed and that sense, include a text of the Qur'an or the Qur'an, is matter, or was used in the doing, the offence, the Court shall order the forfeiture of the thing , even though none has been convicted of any offence.
(3) a text of the Qur'an or the Qur? an which is commanded to dilucuthakkan under subsection (1) or (2) shall be submitted to the Board for disposal in such manner as it thinks fit.
Mufti acknowledgement shall be conclusive evidence 16. for the purposes of a prosecution or proceeding under this Act or any act or proceeding arising from or relating to the implementation of this Act — (a) a certificate from someone the mufti that text or document is or contains a text of the Qur'an or a verse the Qur'an, or that Qur'an Text Printing 15 a combination of words is a verse the Qur'an, or that there is an error in a text of the Qur'an or the verses of the Qur'an are to be accepted by the Court as conclusive evidence of the things certified in it;
(b) an alleged text of the Qur'an or the verses of the Qur? an is a text of the Qur'an or verses of the Qur'an, even though it's different from something in terms of the text of the Qur? an which actually or from a verse the Qur'an actually, if submitted a certificate from someone of the mufti, and such certificate shall be accepted by the Court as conclusive evidence matters certified therein, which certifies that the alleged text it may be the text the Qur'an actually , or the alleged sentence it may be verses of the Qur? an which is actually a specific, saying sentences that, if certain corrections made or missed specific inclusion, saying that corrections or omissions.

(1) a police officer not below the rank of Inspector, or a public officer authorized in writing by the Islamic religious Council of a State or territory Federation, can seize and hold a text of the Qur'an or Koran found in the possession of a person if the police officer or public officer has reason to believe that it has been printed, published, distributed or sold , or intended to be published, distributed or sold, in contravention of this Act or any of the conditions attached to the licence under section 5, or that there is an error with respect to the verses of the Qur'an contained in the text of the Qur'an or the Qur? an.
(2) a police officer not below the rank of inspector or a public officer given 16 laws of Malaysia Act 326 authorised in writing by the Islamic religious Council of a State or the Federal District to apply for a warrant under this subsection may apply to a magistrate or judge of the court sessions to get the warrant authorizes the officer entering a premises and search for and seize and hold a text of the Qur'an or Koran that printing , publication, distribution, or sale is unlawful under this Act, or containing an error in respect of the verses of the Qur'an contained in the text of the Qur'an or the Qur? an.
(3) an application for a warrant under subsection (2) shall be supported by the information means that there is reasonable cause to suspect that the premises there is a text of the Qur'an or the Qur'an that the printing, publication, distribution or sale is unlawful under this Act, or that contains any errors with respect to the verses of the Qur'an contained in the text of the Qur'an or the Qur? , and magistrate or a sessions Court judge to whom the application is made shall, unless he has reason to believe that the information provided is not correct, issue a warrant applied for it.
(4) where it appears to a police officer not below the rank of Assistant Superintendent that there is reasonable cause to believe that in any premises have been hidden or put a text of the Qur'an or the Qur'an that the printing, publishing, distribution and unlawful disposal under this Act, or that contains any errors with respect to the verses of the Qur'an contained in the text of the Qur'an or the Qur? , and he has good reason to believe that due to the delay to be will happen because getting a search warrant the search goal is likely to be terkecewa, he may enter and search the premises and seize and hold the text of the Qur'an or it seems he has been authorized to do so by a warrant issued under subsection (2).

Liability of partners, directors, employees, etc.
23. (1) where an offence under this Act or any regulations made thereunder committed by a body corporate, any Director, Manager, Secretary or other officer of the body corporate shall also be deemed to be guilty of the offence.
(2) a person shall be guilty of an offence if something were to be done or omitted by him himself is guilty of that offence and shall be liable to the same penalty if the matter was done or omitted from made by his partner, his agent or pekhidmatnya in the course of business partnership or in the course of her employment, as the case may be.
(3) where a agent or servants in the course of his career do or leave from doing an act that do it or leave from doing so is an offence under this Act or any regulations made thereunder, principals or his employer is also guilty of the offence.

(1) there is nothing else in this Act apply to the printing, publication, sale, distribution or dissemination of a text of the Qur'an or the Qur'an by the Federal Government or any State Government or a statutory body which is empowered by the Federal Government or the State Government, as the case may be.
(2) the Minister may, by order published in the Gazette, exempt any person or a text of the Qur'an or the Qur'an from the application of all or any of the provisions of this Act.
