Cabinet of Ministers Regulations No. 86Rīg in 2017, 14 February (pr. No 7 6) guarantees of origin of electricity receipt order Issued in accordance with the electricity market Act article 29.2 1. determines: 1.1. procedures for electricity producer (hereinafter producer) in the production of electricity using renewable energy sources or high-efficiency cogeneration, can receive guarantees of origin of electricity (hereinafter referred to as the proof of origin); 1.2. the information to be included in the guarantee of origin; 1.3. the notified body that issued the guarantee of origin. 2. the meaning of these rules high efficiency cogeneration is a process in which heat is produced, and the electricity and who meet the following criteria: 2.1 production from cogeneration cogeneration installations provide the primary energy savings calculated in accordance with the order in which the calculated cogeneration stations produced primary energy savings of at least 10% in comparison with the reference values for separate heat and power production; 2.2. production of small scale cogeneration plant (cogeneration plant with an installed electrical capacity of less than 1 MW), which allows the primary energy savings. 3. A guarantee of origin, the manufacturer can get on electricity produced from renewable energy sources or high-efficiency cogeneration process. For every unit of electricity shall be issued no more than one guarantee of origin. The proof of origin indicates MWh electricity. 4. proofs of origin electronically to issue and list is authorized by the Ministry of Economic Affairs (hereinafter referred to as the Ministry). 5. in order to receive the certificate of origin, the manufacturer, the production of electricity using renewable energy sources, the Ministry submitted the application and in accordance with Annex 1 of these rules in a completed form, but a producer for the production of electricity using high-efficiency cogeneration, the Ministry submitted the application and according to the provisions of annex 2 to the completed form. Form data provided by the system operator, which station is connected to the grids. A producer of electricity produced from high efficiency cogeneration, the application shall be accompanied by documents certifying the useful heat selling price and quantity. The application and its annexes can design and submit electronically, sign it with a digital signature. 6. If the application contains all the required information, the decision by the Ministry to issue the certificate of origin and the manufacturer shall notify the manufacturer. Following the adoption of that decision shall be issued by the manufacturer of the Ministry's electronic proof of origin. The proof of origin indicates that rule 9 and the information referred to in paragraph 10. 7. If the operator fails to submit the requested additional information from the Ministry or from the information provided by economic operators shows that electricity is produced from renewable energy sources or high-efficiency cogeneration in the process, the Ministry shall take a decision on the refusal to issue a certificate of origin. 8. The Ministry's decision on the refusal to issue a certificate of origin, the manufacturer may appeal to the administrative procedure law. 9. Proof of origin indicates the following: 9.1. energy, from which was derived the electricity and production start and end dates; 9.2. the unit name, location, type and capacity of heat and electricity, which the energy produced; 9.3. the date of issue of the certificate of origin, country and a unique identification number; 9.4. the amount of the State aid and the aid scheme, if the energy production unit has been making public aid; 9.5. date of commencement of operation of the plant. 10. The proof of origin of high efficiency cogeneration of electricity produced in the process in addition to the provisions referred to in paragraph 9 shall bear the following information: 10.1. electricity use fuel lower calorific; 10.2. the electricity for heat and use; 10.3. industrial installations for nominal electricity and heat efficiency; 10.4. electricity produced from high-efficiency cogeneration, the subject of proof; 10.5. the primary energy savings calculated in accordance with the order in which the calculated cogeneration stations produced primary energy savings. 11. Ministry of information on the proof of origin issued shall be published in the tīmekļvietn and articulates the Department not less than once a month. 12. the manufacturer may obtain proof of origin for a period of not less than three months and not more than one calendar year. 13. the total for one producer in one or more of the certificates of origin issued by the specified amount of electricity during the period does not exceed the same period from renewable energy production and the electricity market participants sold the volume of electricity. 14. the producer is obliged to inform the Ministry about the transfer of guarantees of origin of electricity market participants. 15. A proof of origin shall be valid for 12 months from the time it is produced during the period specified in the guarantee of origin of electricity, or the amount until the producer who received the certificate of origin shall inform the Ministry about the transfer of guarantees of origin of electricity market participants. Informative reference to European Union directives, the regulations include provisions resulting from: 1) of the European Parliament and of the Council of 23 April 2009. directive 2009/28/EC on the promotion of the development of renewable energy sources and amending and subsequently repealing directives 2001/77/EC and 2003/30/EC; 2) of the European Parliament and of the Council of 25 October 2012 the 2012/27/EU directives on energy efficiency, amending Directive 2009/125/EC and 2010/30/EU and repealing Directive 2004/8/EC and 2006/32/EC.
