Cabinet of Ministers Regulations No. 71 in Riga 2017 January 31 (Mon. No. 5 22) provisions concerning additional requirements for foreign professional qualification recognition in the regulated professions in the Republic of Latvia of Issued in accordance with the law "About the regulated professions and the recognition of professional qualifications" of article 36 (1) (I). The general question 1. establishes additional requirements for foreign professional qualification recognition in the regulated professions in the Republic of Latvia (also to nationals of the Member States of the European Union, where the educational and professional qualifications according to the educational and professional qualifications of supporting documents (hereinafter referred to as the qualification documents) partially meets the requirements as laid down in the Republic of Latvia the relevant profession) (hereinafter referred to as the regulated profession requirements). II. Additional requirements, if the applicant's educational and professional qualifications are not significantly different from the regulated profession requirements 2. If the applicant's educational and professional qualifications are not significantly different from the regulated profession, the recognition of professional qualifications to apply additional requirements in respect of the duration of the applicant's professional experience and the nature of his home country, stating that the applicant's professional experience gained must be by way of professional activities, and total duration equivalent to not less than the practical work experience of a duration determined by the regulated profession. Additional requirements apply in the following cases: 2.1 the applicant has acquired a certain duration of practical work experience in a skilled profession concerned under the supervision of the applicant's home country but in the profession in the Republic of Latvia an independent professional start-up, such period of supervised professional need practical work experience; 2.2. the applicant does not have professional experience or its duration is less than the regulated profession specific requirements for length, if the fixed duration of professional experience in the profession is defined. 3. If the applicant's educational and professional qualifications are not significantly different from the regulated profession in the requirements and the requirements of the Republic of Latvia is a higher education or secondary professional education, recognition of professional qualifications required for the total duration of professional experience: 3.1 no more than two times the length of the missing education if there are differences between the applicant's experience in the content of education programs or learning (training); 3.2. is equivalent to missing acquired work experience in practical life skills under the supervision of members of the profession, if the applicant has not mastered the practical work experience under the supervision of a qualified profession, but following fixed duration experience mining includes regulated profession specific requirements. III. Additional requirements – the aptitude test or adaptation period-if the application of the applicant's education and professional qualification differs significantly from the regulated profession requirements 4. If the applicant's education and professional qualification differs significantly from the regulated profession requirements for the recognition of professional qualifications stipulates additional requirement of an aptitude test or an adaptation period, giving the choice to the applicant the right to meet one of these requirements in the following cases: where the applicant 4.1 the education and professional qualification differs significantly from the regulated profession in accordance with the requirements laid down by the law "About the regulated professions and the recognition of professional qualifications" in the first paragraph of article 45, point 4 of but the applicant learned subjects (study courses) in familiarity, which is essential when carrying out professional activity in the profession in the Republic of Latvia, and educational level is equivalent to or one level below and a total duration of not less than one year more, compared to the established in the Republic of Latvia, but the applicant does not have at least one year full-time or equivalent part-time duration of professional experience in the previous 10 years; 4.2. the applicant's educational level is equivalent to or on one level and a total duration of not less than two years, compared to the relevant regulated profession in the Republic of Latvia to the requirements. 5. If the applicant's education and professional qualification differs significantly from the regulated profession requirements for the recognition of professional qualifications stipulates additional requirement of an aptitude test or an adaptation period, without giving the applicant a right to execute one of the following requirements: 5.1 regulated professions in which independent professional activities an integral part of the Republic of Latvia, the Republic of Latvia is the knowledge of the laws and their application; 5.2. the regulated professions of doctor specialties, apakšspecialitāt, and papildspecialitāt, the nurse responsible for general care, dental practitioner, specialised dental, veterinary surgeon, midwife, architect, pharmacist jobs, if the applicant's qualifications do not correspond to those laid down in the laws and the documents acknowledge, by applying a special system for the recognition of professional qualifications; 5.3. If the applicant qualification papers showing that the resulting 5.3.1: the educational and professional qualifications meet the law "For the regulated professions and the recognition of professional qualifications ' 44. the second paragraph of article 5, paragraph 5 specified level, but in the Republic of Latvia to the regulated profession requirements for professional activity in a regulated profession in that article 44 of the law of the second paragraph of point 3 in the level 3 as specified in paragraph 2 or level 2; 5.3.2. for the education and professional qualifications meet the law "For the regulated professions and the recognition of professional qualifications ' 44. the second paragraph of article 4 as specified in point 4. level, but in the Republic of Latvia to the regulated profession requirements for professional activity in a regulated profession in that law 44. the second paragraph of article 1 or 2 set out in paragraph 1 or 2, respectively. 6. If the applicant's medical education and professional qualification differs significantly from the Latvian Republic legislation education programmes set out the minimum requirements for professional qualification in health care regulated professions, the recognition of professional qualifications shall be applied to the additional requirement of an aptitude test. 7. determine the aptitude test or adaptation period duration, also take account of the applicant's professional experience, knowledge, learning, continuing education and professional development education, which approved production of the applicant's home country competent authority or the competent authorities of the country in which the knowledge, continuing education or professional development education. Recognition of the decision on the application of the aptitude test shall be included in the relevant school subjects (course of study) or a content list that corresponds to the description in the Republic of Latvia to the regulated profession, but that is not evidence of the applicant's qualifications, and which will be evaluated in the aptitude test. 10. the Recognition of the decision on the application of the adaptation period include review on theoretical knowledge, practical skills and relevant professional rules of conduct that govern the profession meets the requirements and that familiarity does not certify the applicant's qualifications, and that learning requires an adaptation period. 11. If these rules 9 and 10 in the decisions referred to in paragraph specified theoretical knowledge, practical skills, or essential professional learning in the relevant provisions of the regulated profession in the Republic of Latvia meet certain educational programs, these decisions also provide information as to the place and time where such education is impossible to master. 12. adaptation period For the duration of the minimum period necessary to obtain the missing theoretical knowledge and practical skills necessary for independent professional activities, and learn the rules of the professional activities of a given regulated profession in the Republic of Latvia. 13. the maximum length of the adaptation period is: 13.1. three years, if the regulated profession specific requirements fall higher or secondary professional education; 13.2. in the two years, if the regulated profession specific requirements included education certifying vocational education diploma, a certificate of competency or a certificate of professional qualification which is not necessary for the acquisition of secondary education. 14. The provision in paragraph 9 and 10 that decision shall also indicate the following information on the aptitude test or adaptation period: 14.1. developments; 14.2. evaluation criteria; 14.3. the aptitude test site – the Authority (or authorities, if the choice is possible) in the Republic of Latvia, in which the applicant can sort it, and time in accordance with the law "About the regulated professions and the recognition of professional qualifications" in the fourth paragraph of article 46 of the set (this provision applies to the decision referred to in paragraph 9); 8.9. information about qualified representatives of the relevant professions in the Republic of Latvia, which can make the monitoring of the applicant, an adaptation period (applies to this provision the decision referred to in paragraph 10). 15. If recognition of the institution shall take a decision on the aptitude test, the applicant must, before the decision to dispatch informs this rule 14.3. of the institutions referred to in point (or institutions, if the choice is possible) on the aptitude test to be determined at the time of the knowledge, skills and competence and the amount of content, as well as agree on aptitude tests and procedures. 16. the institution of recognition provides the verification of the conformity of qualification in the designated place, time and agenda. Aptitude test provides the knowledge, skills and competence test, which applies to the legislation requirements corresponding to the profession regulated in the Republic of Latvia, but that is not evidence of the applicant's education and qualifications, as well as professional experience in supporting documents. Institutions that take an aptitude test, it shall issue to the applicant in the final document, which confirms the aptitude test results. 17. Recognition of the institution shall monitor the progress of the adaptation period, if necessary, provide further advice to the applicant for the adaptation period to the tasks assigned and evaluated the activities of the applicant within the given period. IV. Additional opportunities for the applicant's qualifications for recognition of documents 18. If a professional activity in the regulated profession in the Republic of Latvia is education that meets the law "For the regulated professions and the recognition of professional qualifications" in article 44 paragraph 3 of part two "a" States education program and the qualification of the applicant, documents certifying education programs, and they added to the applicant's home State a certificate approved by the competent authorities, stating that the applicant's experience a level of education equivalent to that of article 44 of the law of the second subparagraph of paragraph 3 "b" or "c" in point education program for the recognition of professional qualifications, are not subject to the additional requirement of an aptitude test or an adaptation period. 19. the recognition of professional qualifications in regulated professions in which, for the right to carry out independent professional activities in the Republic of Latvia is a requirement for getting the fixed duration of the practical work experience qualified specialist (practical work experience Manager), recognises the practical work experience obtained in another Member State of the European economic area, and take into account the practical experience gained in a State which is not a member of the European economic area. Recognizing the foreign gained practical work experience in accordance with the provisions of paragraph 19, it assessed, taking account of the following criteria: 20.1. practical work experience abroad during the task carried out quantitative (volume, volume, duration and others) and qualitative (content, complexity, multilateral and other) characteristics and skills obtained compliance with practical work experience in Latvia during the pointer equivalent to regulated professions concerned; 20.2. the practical work experience in a managerial role in the practical work experience, such as the practical work experience objectives set out by the head of the applicant and the applicant's participation in the achievement level and nature of kopdarbo with practical work experience, as well as perform tasks independently. 21.
