No 69 76) action programme "growth and employment" 9.3.1. specific aid target "to develop the service infrastructure for the care of children in the family environment and the persons with disabilities independent living and inclusion in society" action service "9.3.1.1 infrastructure development plans to combat" the first and second project application selection round of the implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" 9.3.1. specific aid target "to develop the service infrastructure for the care of children in the family environment and the persons with disabilities independent living and inclusion in society" action service "9.3.1.1 infrastructure development plans to combat" (hereinafter measure) the first and second round of project submissions; 1.2. the objectives of the measure; 1.3. measures for the first and second application round of projects available for funding; 1.4. the requirements of the European regional development fund project in the first and second round draft selection of the application, the applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. objective of the measure is a community-based social services infrastructure and the development of the municipality. 3. in the event the target group are: 3.1 minor mental disability, which from the State-funded long-term social care and social rehabilitation institutions (hereinafter referred to as the national long-term care institutions) go to live in society, as well as the adult with mental disabilities that can potentially come into state long-term care institution and a certain severe or very severe disability (disability group I or II); 3.2. children with functional disturbances that have a particular disability and living in families and their legal representatives or audžuģimen; 3.3. ārpusģimen care of the children and young people up to 17 years of age (inclusive) who receive a State or local government financed children's long-term care institution services. 4. Measure achieved the following monitoring indicators: 4.1 to 2018 31 December – financial performance – certified expenditure of no less than eur 6 342 454; 4.2. till 2023 December 31 – result indicator – up to 26 to 45 percent increase for persons with mental disabilities, who live outside the institution and available to the community-based social services.
5. Measure the planned total attributable funds is eur 44 441 978, including the European regional development fund and the financing of eur 37 775 681 national public financing (Government funding and local funding) of not less than eur 6 666 297, and it may be used: 9.1. This provision 16.1. the first referred to the project application selection round – € 15 823 567 including the European regional development fund in the amount of eur 13 450 032 and national public co-financing (Government funding and local funding) of not less than eur 2 373 535;
9.2. the rules referred to in paragraph 16.2. second project application selection round – € 28 618 411, including the European regional development fund in the amount of eur 24 325 649 and the national public co-financing (Government funding and local funding) not less than 4 292 762. 10. Measure the maximum eligible European regional development fund shall not exceed 85 per cent of the total project-related financing. The rest of the funding, not less than 15 percent of the total project-related financing in forming the national public financing, municipal funding and Government grants in accordance with legislation on the State budget grant local authorities the European Union structural funds and the cohesion fund the 2014 – 2020 programming period for the implementation of projects co-financed. 11. Measure the costs are eligible, provided that they fulfil these rules these positions and the costs were incurred from the date when the action programme "growth and employment" in support of the specific target "increase quality 9.2.2. institutional care for an alternative social services home and family environment closer services for persons with disabilities and children" event "De-institutionalisation 9.2.2.1." December 31, first and second round, the total available for funds is attributable 41 482 546 euros, including the European regional development fund and the funding of eur 35 260 164 national public financing (Government funding and local funding) of not less than eur 6 222 382, and it may be used: 12.1. This provision 16.1. the items referred to in the first selection round-14 769 860 eur including the European regional development fund in the amount of eur 12 554 381 and the national public co-financing (Government funding and local funding) of not less than eur 2 215 479; 12.2. This provision referred to in paragraph 16.2. second selection round-26 712 686 euros, including the European regional development fund in the amount of eur 22 705 783 and the national public co-financing (Government funding and local funding) not less than 4 006 903.
13. From 1 January 2019, a responsible authority following the European Commission's decision on the priority axis "social inclusion and combating poverty" available to the European regional development fund may propose to increase total funding to apply the rule laid down in paragraph 9, about the light: this provision 10 13.1. sources of funding referred to in points classification; 13.2. the rules referred to in paragraph 5 of the first round table of the result values, and this provision is referred to in point 6 of the second round table of the result values that breakdown by project applicants indicated in the planning region to combat plans. 14. The provisions referred to in point 22 of the project applicants projects may take on additional commitments and plan local funding pursuant to this provision, the measures referred to in paragraph 9, the total eligible funding about this rule referred to in paragraph 13, the European Commission's decision. If taking on additional commitments: 14.1 in the application the project reduce this provision referred to in paragraph 10 of the European regional development fund financing rate 6.66 percent, respectively increasing municipal co-financing; 14.2. in the application of these provisions of the project referred to in paragraph 23 the applicant in providing the projects rules referred to in paragraph 5 of the first round table of the result values, but this rule 25.1. projects referred to in this provision, the applicants referred to in paragraph 6, the second selection round of the resulting pointer values that breakdown by project applicants indicated in the planning region to combat plans. 14.3. the liaison body, concluding the agreement for the implementation of the project, provides for the financing of the project, as well as accounting and distribution arrangements. 15. Measure the responsible authority for the Ministry of welfare.  16. the measures implemented in the restricted application of the project in the form of the selection of two project application selection rounds: 16.1. application of first draft selection round for the framework of the National Centre for the development of local significance, according to the integrated territorial investment implementation mechanisms (hereinafter referred to as the first selection round); 16.2. the second project application selection round of aid within the meaning of the regional development centre for local authorities and municipalities that are not national or regional significance Centre for the development of the municipality (hereinafter referred to as the second selection round). 17. The first selection round is carried under the delegation agreement, concluded in accordance with the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management of law 10 of the second paragraph of article 17. 18. the project application selection in the first and second round of organized from 2018 2018 1 January to 31 December. If the planning region in combat plans created in the Ministry of Social Welfare Service Development Council approved before January 1, 2018, the project application selection issued immediately after the combat planning regions plan approval. 19. the first selection round supports under the protection of the environment and regional development in the Ministry of regional development coordination Council (hereinafter referred to as the coordination of the Regional Development Council) harmonized regional development investment plans include project ideas. II. Requirements for the first and second round draft selection of the applicant 22. The first selection round of the project the applicant is a National Centre for the development of the municipality of meaning – Daugavpils, Jelgava, Jekabpils, Jurmala, Liepaja, Rezekne, Riga, Valmiera Ventspils town municipality or if it complies with the provisions of paragraph 22 of the said conditions, or they create a body exercising delegated authorities administration tasks. 24. The first selection round is organised as follows: 24.1. the municipality, where the appropriate European Union structural funds and the cohesion fund the 2014 – 2020 programming period control laws with the managing authority has concluded, the delegation agreement, prepared the draft of the first selection round application selection rules and match it with the managing authority and the responsible authority, as well as implementing the project application selection; 24.2. The Ministry of welfare by planning region combat plan approval shall notify these provisions 24.1. municipalities referred to in these rules referred to in paragraph 23 the applicant projects that measure may submit a project application, including the applicant for the project measure the amount of funding available; 24.3. the provisions referred to in paragraph 24.1. the municipality shall invite those provisions referred to in paragraph 23 the applicant to submit a draft project submissions; 15.2. the rules referred to in paragraph 23 the applicant in accordance with the project application selection Charter requirements, prepare and submit to the cohesion policy fund management information system 2014 – 2020 one project submission; 24.5. these provisions 24.1. municipalities referred to in the decision of approval of the project application, approval or rejection of the conditions shall be adopted within three months from the date on which the application was lodged. 25. in the second selection round: 25.1. the project applicant is a regional centre for the development of the role of the municipality and the municipality, which is not a national or regional importance, the development of the municipality, if it complies with the provisions of paragraph 22 of the said conditions, or they create a body exercising delegated authority of a municipality; 25.2. The Ministry of welfare by planning region combat plan approval shall inform the liaison authority for this rule 25.1. projects referred to applicants under measure is entitled to call for the application of the project, including the project applicant for each measure the amount of funding available; 25.3. this rule 25.1. project referred to by the applicant in accordance with the submission requirements of the selection regulations was prepared and submitted to the cohesion fund management information system 2014 – 2020 one project submission; 25.4. cooperation authority decision on the approval of the project application, approval or rejection of the conditions shall be adopted within three months from the closing date for the submission of the application.
III. eligible activities and costs 26. Measure is supported by the following: 26.1. the implementation of the project supporting the development of the documentation (with the exception of application development projects); 26.2. the construction of the new buildings existing buildings, rebuilding or restoring (including būvekspertīz, Superintendence, autoruzraudzīb) and regional planning; 26.3. logistical support; 26.4. the project information and publicity measures; 26.5. project management and implementation. 27. the project has supported the integration of environmental goods, services and works procurement (green procurement). 28. within the framework of the plan of Action, the following types of costs: 28.1. direct eligible costs; 28.2. indirect eligible costs; 28.3. unforeseen costs; 28.4. non-eligible costs. 29. This rule 28.1. referred to the direct eligible costs include the following positions: 29.1. direct eligible costs of the remuneration of staff, project management staff compensation costs, which are set as a fixed amount, the application of this provision in paragraph 30 of these conditions. Project management staff costs include the remuneration the remuneration and the employer's national compulsory social insurance contributions, benefits and compensation in accordance with national and local government bodies and officials of the workers compensation Act (excluding overtime). If the project management personnel involvement in the project is provided in accordance with the principle of relevance of part-time, subject is not less than 30 percent of capacity; 29.2. overall project cost-service (enterprise agreements) cost of this rule 26.1 26.2 26.3., and referred to the implementation of the assisted actions and this rule 26.4. supported referred to the implementation of the action if the information and publicity measures are necessary to attract service providers, as well as real estate and land acquisition and costs associated with the purchase, if the acquisition of immovable property requires that rule 26.2. supported referred to the implementation of the action. 30. This rule 29.1. referred to project management personnel remuneration costs: 30.1. not exceed 56 580 euro per year if the direct eligible costs of the project are the five million or more; 30.2. not exceed 24 426 per year, plus a percentage of the project's direct 0.64 eligible costs, excluding the direct remuneration of project personnel costs, where the direct eligible costs are less than the five million euro; 30.3. the maximum cost is calculated limit per year, multiplied by the number of years of the implementation of the project. If the project does not include the year 12 calendar months, this year's cost limit calculated in proportion to the calendar month of the project. 31. These rules 29.2. services referred to in point (enterprise agreements) in addition to the following application conditions: 31.1. with regard to the implementation of the project supporting the preparation of the documentation (with the exception of the application of the project preparation costs) this rule 26.1. supported referred to the implementation of the action and for building, autoruzraudzīb, and būvekspertīz this rule 26.2. supported referred to the implementation of the action plan costs that can total 10 percent of the project's total eligible costs. Building, construction of the area of autoruzraudzīb and regulations prescribed documentation development costs attributable to 10 percent of the contract amount for the works; 31.2. the plan for regional planning costs to such an extent as to the scope of the construction regulations ensure the building commissioning, as well as the environment and the availability of information this provision referred to in paragraph 3, the target groups; 31.3. project information and publicity measures that rule 26.4. supported referred to the implementation of the action plan, the cost of which shall not exceed two percent of the total eligible project costs; 19.5. work equipment acquisition cost that rule 29.1. staff referred to the creation of new jobs or existing site restoration plan to a maximum of eur 3 000 per job site throughout the project implementation period. If this rule 29.1. staff referred to is employed for normal working time, work equipment acquisition cost is eligible for 100 percent. If this rule 29.1. staff referred to is employed part time or in accordance with the principle of relevance of part-time jobs in equipment acquisition cost is attributed in proportion to the percentage of the load distribution. 32. These rules 29.2. referred to in real estate and land acquisition cost not exceeding 10 percent of the project's total eligible costs. 33. This rule 28.4. not referred to the eligible costs, which are borne by the beneficiary of the funding from its own resources, has costs: 36.1. these rules and exceed 15.0 25.2. referred to the amount of funding available; 36.2. the rules 30, 31, 32 and 34 cost referred to in paragraph limitations. 37. following the agreement on the conclusion of the project, the cooperation on the basis of the beneficiary's written request the advance under the legislative act on the State budget planning the European Union's structural and cohesion funds for the implementation of the project and execution of payments in 2014 – 2020 programming period, provides funding for the requested advance payments, the total amount of which does not exceed 90 percent of the project to the European regional development fund and the State budget allocations for co-financing the municipal totals. The advance may be paid in several instalments.
IV. If the building in which the implementation of the project-funding contribution will be made on the land ownership that the beneficiary in the lease, the lease is not shorter than five years from the date of the closing of the project made the payment to the recipient of the funding. 42. where the beneficiary of these rules 26.2. supported referred to the implementation of the action plan of the real estate and land acquisition, project submission, based on the principle of economy, based real estate and land acquisition and link with the project objectives. 43. If the project management personnel is linked to the employment contract, the beneficiary shall ensure that project management staff are linked to the normal working time (part-time may be applied to the remuneration of relevance principle) or to part-time jobs, respectively, making the project management staff working time records of all the functions and time worked; 50.3. attracts service providers according to the public procurement Act, through an open, transparent, non-discriminatory and competitive provisioning of a tendering procedure; 50.4. Service (business) contracts, advance payments may provide no more than 20 percent of the value of the contract concerned; 50.5. this rule 26.2 and 26.3.. referred to the implementation of the activities supported under the laws and regulations on requirements for social service providers; 50.6. this rule 26.4. referred to information and publicity measures shall provide the European Parliament and of the Council of 17 December 2013 to Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund , The Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006, as well as the laws and regulations on the procedures for European Union structural funds and the Cohesion Fund in the implementation of the 2014-2020 programming period provide a communications and visual identity requirements; 50.7. in its tīmekļvietn not less frequently than once every three months puts up-to-date information on the implementation of the project; 50.8. data on accumulated such a horizontal principle of "equal opportunities" the horizontal pointer – number of objects with the European regional development fund, the investment environment is ensured and the availability of information; 50.9. ensure the sustainability of the project results in at least five years after the final payment to the beneficiary. 51. cooperation authority have the right to unilaterally withdraw from the agreement for the implementation of a project in any of the following cases: 51.1. the beneficiary fails to comply with an agreement on the conditions of implementation of the project, including the project under the project deadlines or joined other factors adversely affecting or likely to affect these provisions referred to in paragraph 2, the objective and these rules 4, 5 and 6. monitoring indicators referred to in paragraph 1; 51.2. in other cases determined by the agreement on the implementation of the project. 52. within the framework of the project the measures implemented in accordance with the agreement for the implementation of the project, but no longer than until 2022 31 December. 53.
