General questions 1. determines the : 1.1 the procedures for implementing the action programme "growth and employment" 9.3.1. specific aid target "to develop the service infrastructure for the care of children in the family environment and the persons with disabilities independent living and inclusion in society" action service "9.3.1.1 infrastructure development plans to combat" (hereinafter measure) the first and second round of project submissions; 1.2. the objectives of the measure; 1.3. measures for the first and second application round of projects available for funding; 1.4. the requirements of the European regional development fund project in the first and second round draft selection of the application, the applicant (hereinafter referred to as project applicant); 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. objective of the measure is a community-based social services infrastructure and the development of the municipality. 3. in the event the target group are: 3.1 minor mental disability, which from the State-funded long-term social care and social rehabilitation institutions (hereinafter referred to as the national long-term care institutions) go to live in society, as well as the adult with mental disabilities that can potentially come into state long-term care institution and a certain severe or very severe disability (disability group I or II); 3.2. children with functional disturbances that have a particular disability and living in families and their legal representatives or audžuģimen; 3.3. ārpusģimen care of the children and young people up to 17 years of age (inclusive) who receive a State or local government financed children's long-term care institution services. 4. Measure achieved the following monitoring indicators: 4.1 to 2018 31 December – financial performance – certified expenditure of no less than eur 6 342 454; 4.2. till 2023 December 31 – result indicator – up to 26 to 45 percent increase for persons with mental disabilities, who live outside the institution and available to the community-based social services.
5. Measure the maximum eligible European regional development fund shall not exceed 85 per cent of the total project-related financing. The rest of the funding, not less than 15 percent of the total project-related financing in forming the national public financing, municipal funding and Government grants in accordance with legislation on the State budget grant local authorities the European Union structural funds and the cohesion fund the 2014 – 2020 programming period for the implementation of projects co-financed. 11. 13. The first selection round is carried under the delegation agreement, concluded in accordance with the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management of law 10 of the second paragraph of article 17. 18. the project application selection in the first and second round of organized from 2018 2018 1 January to 31 December. The Ministry of welfare by planning region combat plan approval shall inform the liaison authority for this rule 25.1. projects referred to applicants under measure is entitled to call for the application of the project, including the project applicant for each measure the amount of funding available; 25.3. this rule 25.1. project referred to by the applicant in accordance with the submission requirements of the selection regulations was prepared and submitted to the cohesion fund management information system 2014 – 2020 one project submission; 25.4. cooperation authority decision on the approval of the project application, approval or rejection of the conditions shall be adopted within three months from the closing date for the submission of the application.
III. eligible activities and costs 26. Measure is supported by the following: 26.1. the implementation of the project supporting the development of the documentation (with the exception of application development projects); 26.2. the construction of the new buildings existing buildings, rebuilding or restoring (including būvekspertīz, Superintendence, autoruzraudzīb) and regional planning; 26.3. logistical support; 26.4. the project information and publicity measures; 26.5. project management and implementation. 27. the project has supported the integration of environmental goods, services and works procurement (green procurement). 28. within the framework of the plan of Action, the following types of costs: 28.1. direct eligible costs; 28.2. indirect eligible costs; 28.3. unforeseen costs; 28.4. non-eligible costs. 29. This rule 28.1. referred to the direct eligible costs include the following positions: 29.1. direct eligible costs of the remuneration of staff, project management staff compensation costs, which are set as a fixed amount, the application of this provision in paragraph 30 of these conditions. Project management staff costs include the remuneration the remuneration and the employer's national compulsory social insurance contributions, benefits and compensation in accordance with national and local government bodies and officials of the workers compensation Act (excluding overtime). If the project does not include the year 12 calendar months, this year's cost limit calculated in proportion to the calendar month of the project. 31. These rules 29.2. services referred to in point (enterprise agreements) in addition to the following application conditions: 31.1. with regard to the implementation of the project supporting the preparation of the documentation (with the exception of the application of the project preparation costs) this rule 26.1. supported referred to the implementation of the action and for building, autoruzraudzīb, and būvekspertīz this rule 26.2. supported referred to the implementation of the action plan costs that can total 10 percent of the project's total eligible costs. IV.
