2. The purpose of the activity is to develop support systems (including social rehabilitation services) for persons with disabilities – with vision and hearing disabilities, reducing the risk of social exclusion, the introduction of new social support measures for the rehabilitation, employment and social services as closely as possible to the residence of the person.

II. 21. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission.

24.2. eligibility criteria (substantive, financial and eligibility criteria in the implementation): 24.2.1. or the aim of the project contributes to this provision referred to in paragraph 2, the objective of the activity;
24.2.2. or project submission, the projected expenditure need is justified;

24.2.3. or project submission, justify the chosen target group needs and identify the problem to be solved;
24.2.4. or project submission, the planned project activities as defined in project problem solving;
24.2.5. or in the application of the project results and planned results indicators facilitates the provision referred to in paragraph 3 of the monitoring indicators;
24.2.6. or project submission seeks to ensure the maintenance of the results achieved by project completion;
24.2.7. or the application are defined in project personnel job responsibilities and qualifications requirements;
24.2.8. or the application are defined in the project administration personnel job responsibilities and qualifications requirements;
24.2.9. or project is defined in the application model of cooperation (including the rights and obligations of the parties in the implementation of the project) with the partners involved (related, if the project is planned to be implemented in cooperation with partners);
24.2.10. or project submission reflect existing and planned facilities security;
24.2.11. or project submission reflect project management, monitoring and quality assurance system;
24.2.12. or project planned in the application of publicity and information dissemination activities comply with these regulations 72 and 73 in the requirements of the paragraph;
24.2.13. is the project partner of the applicant to comply with the provisions of paragraphs 12 and 13 of these requirements.
15.1. quality criteria (specific to the policy implementing the eligibility criteria): 24.3.1. the application for the project-developing a support system for people with disabilities, it will involve people with Visual or hearing impairments, as well as to take into account their opinions and recommendations;
24.3.2. the project will provide a direct contribution to meet the demand for social rehabilitation and target groups of support services (in accordance with customer needs and satisfaction rating services rendered services);
24.3.3. project provides services in each planning region;
24.3.4. the project seeks to ensure the service reach (accessibility);
24.3.5. project submissions will include past investment analysis and assessment of succession;
24.3.6. the project application for the direct or indirect positive effect on the horizontal priority of equal opportunities;
24.3.7. submission of the project are identified and reflected in the project implementation risks, assess their impact and the probability of occurrence, as well as certain risk mitigation measures;
24.3.8. project submissions will provide synergies with the European regional development fund to support the development of the infrastructure of social rehabilitation services for persons with Visual or hearing impairments, providing a wide, comprehensive objectives and complementary support.
25. If the application complies with the provisions referred to in paragraph 24.3.1. quality criteria, the maximum number of points to be acquired is five points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 25.1. project application provides for the direct participation of target groups in at least one project activity – five points;
25.2. the project activities planned in the application to query a person with vision or hearing impairment, prior to the development of support systems for persons with disabilities – three points.
26. If the application complies with the provisions referred to in paragraph 24.3.2. quality criteria, the maximum number of points to be acquired is 10 point. The above quality criteria for determining compliance with the following apakškritērij and scoring: 26.1. project planned to develop and implement two or more motivational and social rehabilitation programmes for the target group that so far such programmes were not available – seven points;
26.2. the project planned to design and implement a single motivation or social rehabilitation program for the target group, which until now had no such program available, – three points;
26.3. the project application is intentionally high quality necessary for provision of the service and to ensure the raising of three points.
27. If the application complies with this provision in the abovementioned 24.3.3 quality criteria, the maximum number of points to be acquired is three points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 27.1. the project provides services in all areas of planning – three points;
27.2. the project provides services for three to four planning regions, two points;
27.3. the project services available in one to two planning regions-one point.
28. If the application complies with this provision in the abovementioned 24.3.4 quality criteria, the maximum number of points to be acquired is six points. The above quality criteria for determining compliance with the following apakškritērij and scoring: 28.1. project planned for flexible service times (for example, a part-time job, some weekday evenings, Saturdays, Sundays) – three points;
28.2. the application of the draft provides that the service is reachable by public transport, the three points.
29. If the application complies with this provision in the abovementioned 24.3.5 quality criteria, the maximum number of points to be acquired is three points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 29.1. project application include past investment analysis and the evaluation of the continuity – three points;
29.2. the project submission does not include past investment analysis and assessment of the succession-zero point.
30. If the application complies with this provision in the abovementioned 24.3.6 quality criteria, the maximum number of points to be acquired is five points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and score: 30.1. the project application for immediate positive impact – five points;
30.2. the project application for indirect positive effect – three points;
30.3. the project does not apply to the horizontal priority of equal opportunities – the zero point.
31. If the application complies with this provision in the abovementioned 24.3.7 quality criteria, the maximum number of points to be acquired is six points. The above quality criteria for determining compliance with the following apakškritērij and score: 19.3. the project included in the submissions deadline for the implementation of the project risk analysis – two points;
31.2. the application of the project includes the implementation of the project financial risk analysis – two points;
31.3. the project activities included in the application and monitoring of the results of the risk analysis of indicators – two points.
32. If the application complies with this provision in the abovementioned 24.3.8 quality criteria, the maximum number of points to be acquired is two points. The above quality criteria for determination of compliance shall apply one of the following apakškritērij and scoring: 32.1. project submissions will provide synergies with the European regional development fund to support the development of the infrastructure of social rehabilitation services for persons with Visual or hearing impairments, two points;
32.2. the project provides synergies with the European regional development fund to support the development of the infrastructure of social rehabilitation services for persons with Visual or hearing impairments, zero point.
V. regulatory and administrative provisions of the decision on the application of the project approval, the approval or rejection of a conditional acceptance and notification of the responsible authority 33. project application is approved if it meets all of the following: 33.1. its compliance with this provision and 24.1 24.2. apply referred to the administrative and eligibility criteria is evaluated with "Yes";
33.2. 35. The provisions referred to in paragraph 34 of the condition can include: 21.8. additional explanation of the submission;

35.2. project implementation time or cost of refining the design by years;

35.4. the cost adjustment (reduction or exclusion), in so far as it does not affect this provision 49, 51, 53 and 56 of the costs referred to in paragraph headings and 55.1. cost referred to in subheading about limits;
22.1. other steps to ensure the conformity of the application of the draft rules 34.1. referred to administrative criteria.
36. If this rule 34 and 35 of the conditions referred to in paragraph 1 shall affect any other application referred to in paragraph 24 of the conformity assessment criteria the assessment, the responsible authority in the Board's decision or administrative action for the application of the project approval with conditions accompanied by appropriate instructions.
37. the responsible body stops and does not continue the project evaluation and their application is rejected, if there was at least one of the following circumstances: 37.1. the project submission does not comply with any of these terms, 24.1.2 24.1.3 24.1.1..,.,.,., or 24.1.6 24.1.5 24.1.4. referred to administrative criteria;
37.2. the project submission does not have added this provision in paragraph 18.2.2. that annex;
37.3. the project submission does not comply with the provisions referred to in paragraph 24.2.1. eligibility criteria;
23.2. the project evaluation of the application of these provisions accordingly 24.3.1. criterion referred to below three points;
37.5. the project application rated under this provision 24.3.2. criterion referred to below three points;
23.4. the project application, rated according to this provision the 24.3.3. criterion referred to below two points;
37.7. application assessment of the project pursuant to this provision 24.3.4. criterion referred to below three points;
23.5. the project application, rated according to this provision the 24.3.5. criterion referred to below three points;
23.5. the project application, rated according to this provision the 24.3.6. criterion referred to below three points;
37.10. application assessment project under this provision 24.3.7. criterion referred to below four points;
37.11. application assessment project under this provision 24.3.8. criterion referred to in subparagraph is less than two points.
38. the Board's decision or administrative action for the application of the project approval, approval with conditions or disapproval of a responsible authority, together with the supporting documents (extract from the minutes of the Commission's management of the Commission decision or administrative) within five working days of the Board's decision or administrative act shall forward the date of the project.
39. the Board's decision or administrative act concerning the application of the project approval, the responsible authority shall include information on the conclusion of the contract or agreement.
40. the responsible authority shall within five working days after the Board's decision or administrative act on approval of the project application, inform the liaison body. The liaison body shall conclude a contract or arrangement in accordance with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority shall send to the liaison body of the administrative decision or administrative action for the application of the project approval and the two copies of the project approved. The responsible authority approved projects can be sent electronically if it is filed under 18.7.2. these provisions in that order.

42. Where the applicant has complied with the Board's decision or administrative act on approval of the application, the project provided the conditions laid down by the responsible authority within two working days, following this rule 43. the expiry of the period referred to in paragraph 1, the applicant shall send the draft opinion on the Board's decision or administrative act contains the conditions, but the cooperation body-management decision or administrative action for the application of the project approval, opinion on the Board's decision or administrative act contains the conditions and two copies of the project approved. The liaison body shall conclude a contract or arrangement in accordance with the law establishing procedures for the structural funds and the European Union cohesion fund management in the participating institutions provide the planning document preparation and implementation of these funds. The responsible authority approved projects cooperation can be sent electronically to the authority if it is filed under 18.7.2. these provisions in that order.
45. If the applicant has not provided a management decision or administrative act on approval of the application, the project provided the conditions are met, the application shall be deemed to have been rejected. The opinion that the Board's decision or administrative act contains the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following this rule 43. the expiry of the period referred to in paragraph 1.
46. If the Government adopted a decision or administrative act to reject the application of the project or the project, the applicant has not fulfilled the regulatory decision or administrative act on approval of the application, the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 38 of the document shall be returned to the applicant of the project or sent by mail to two projects in the project submitted by the applicant a copy of the application. The responsible authority for the project the applicant project application can be sent electronically if it is filed under 18.7.2. these provisions in that order.
Vi. implementation of the provisions of 47 Projects. Project eligible costs the following cost plan positions: 29.3. indirect costs or project submission and supporting documentation of the cost of the bags and sagat (plans only this rule 11.1. projects referred to by the applicant);
47.2. the direct costs, or the cost of project implementation the following cost headings: 47.2.1. target groups of security costs;
47.2.2. logistical and equipment costs;
47.2.3. other project costs;
47.3. the unexpected costs.
48. This rule 29.3. referred to in heading includes company costs costs supporting the project and its application in the dock for the preparation of mentācij. If the operator is registered with the State revenue service as the European Social Fund, the beneficiary of the worker, the employer also has to apply to the State social security payment costs.
49. That rule 29.3. referred to cost position amount shall not exceed 0.1 percent of the project's eligible direct costs.
50. This provision 47.2.1. cost referred to in the heading of this cost includes subheadings: 50.1. inland transport costs this rule 5.2. eligible activities referred to in (a);
50.2. accommodation the hotel (accommodation) this rule 5.2. eligible activities referred to in the project implementation scheduled to stay (accommodation);
50.3. catering costs this rule 5.2. eligible referred to the implementation of the action if the project plans to provide meals.
51. This provision 47.2.2. cost referred to in the heading includes the following subdivisions: the costs of equipment, inventory and equipment repair costs, technical service, rental and lease expenses as well as depreciation costs if they are attributable to the project implementation period and the assets are not depreciable acquired using public funds. The position of this cost may not exceed 10 percent of the project's eligible direct costs.
52. This provision 47.2.3. cost referred to in the heading of the cost of these subheadings include:

52.1. remuneration costs (excluding bonuses and prize money, benefits and compensation) and company costs that rule 5.1, 5.2, 5.4 and 5.5 of eligible activities referred to in the implementation;
52.2. the informative material, office supply, transport services, translation services, as well as space for rent and lease costs or utility costs that rule 5.1, 5.2 and 5.5 of eligible activities referred to in the implementation;
52.3. teaching material costs this rule 5.2. eligible activities referred to in the implementation;
52.4. space rental and lease costs or utility costs and security costs at the bottom of these provisions referred to in paragraph 5.3 eligible activities;
52.5. electronic communications cost of this rule 5.2. motivation and referred to social rehabilitation programmes (if the e-service is provided);
52.6. implementation of procurement costs;
52.7. information and publicity costs.
53. This rule 47.3. referred to the cost of the position shall not exceed five percent of the total eligible direct project costs. The project cost plan as one expense items, and its previously unplanned spending to cover the costs of the project's eligible direct costs.
54. The value added tax payments are eligible costs depending on whether the project will purchase goods and services received are for taxable or non-taxable transaction or transactions to provide assurance not provided for in the law "on value added tax".
55. This rule 11.2. project referred to by the applicant in addition to the provisions in paragraph 29.3.47.3. those, and eligible cost positions plans the following costs considered indirect costs: 55.1. project administration costs this rule 5.6. eligible activities referred to in the implementation, including the costs of the following subdivisions: compensation costs (excluding bonuses and prize money), for monitoring the implementation of the project required for domestic travel and travel costs (per diems accommodation and transport costs), postal and electronic communications services, space management, as well as office supplies and inventory costs (the stationer and non-essential items in the inventory costs, if their value is up to 150 Lats per unit and the lifetime is less than a year);
55.2. business costs and supporting the project application for the preparation of the dossier. If the operator is registered with the State revenue service as the European Social Fund, the beneficiary of the worker, the employer also has to apply to the State social security payment and postal and electronic communications cost.
56. This provision, paragraph 55 cost plan as non-eligible costs are financed from the State and its budget. These costs may not exceed 5 percent of the project's eligible direct costs.
57. Financing from the European Social Fund and State budget of the applicable products, referred to in section 7 of these regulations, does not apply a cost: 57.1. not specified in this provision, 47, 48, 50, 51, 52 and 54, or which do not comply with this rule, 51 and 49.53. above the limit on the amount of the eligible cost;
57.2. for which no obligations for implementation of project activities (except this rule 48 referred to costs) and for which payments are not made in the contract or agreement within the time limit laid down;
57.3. This provision, paragraph 55.
58. The provisions referred to in point 5.2. aid shall be granted to persons with visual impairments and persons with hearing impairments.
59. These regulations 5.3 and 5.4 in the aid granted to persons with visual impairments.
60. These provisions 11.1 the beneficiaries referred to in point and 11.2. beneficiaries referred to a cooperation partner – paragraph 13 referred to the service provider – not later than one month before the rule 5.2, 5.3 and 5.4 at the bottom point of the activities referred to in the application startup notify acceptance of the site address, the time of the application and submission of the form, as well as other information, to be able to get this rule 5.2, 5.3 and 5.4 of the aid. That statement shall be published in the newspapers "journal" and "day", the newspaper "Keep" (if the aid is awarded to persons with hearing impairments), journal "excercises" (if the aid is awarded to persons with visual impairments), the European social fund the beneficiary's home page on the internet and distributed to other media.
61. for these rules 5.2, 5.3 and 5.4. aid referred to: 61.1. a person with vision disabilities shall submit an application for the granting of aid for the provision of the services referred to in paragraph 13. The application shall be accompanied by: 61.1.1. Riga City 9. health and uptime of the Inspection Department (specialized eye Commission) disability issued a copy of the certificate or certified opthalmologist opinion stating that a person's Visual acuity in the better eye again with maximum adjustment is below 0.1 and field of vision narrows less than 20 degrees of fixation point (if the person qualifies for this rule 5.2 and 5.3 of the aid referred to in point);
61.1.2. Riga City 9. health and uptime of the Inspection Department (specialized eye Commission) issued 1. disability certificate copy (if a person qualifies for this rule 5.4. aid referred to in paragraph);
61.2. person with hearing impairments shall submit an application for the granting of aid for this provision the funding referred to in 11.1 the recipient. The application shall be accompanied by a family doctor or an ear, nose and throat specialist advisory opinion a copy of 3 or more serious hearing loss.
62. This rule 11.1. beneficiaries referred to in paragraph 13 above and the service provider will register this rule 61 referred to submissions to receive order.
63. at paragraph 61 of these regulations, the application referred to in that rule of the examination referred to in paragraph 13 of the decision of the service provider for this rule 5.2, 5.3 and 5.4. aid referred to persons with visual impairments or refusal to grant the aid.
64. following that rule 61 referred consideration of the application of this provision the funding referred to in 11.1 the recipient shall take a decision on the rules referred to in point 5.2 of the granting of aid for the hearing impaired person or a refusal to grant the aid.
65. This rule 11.1. beneficiaries referred to in paragraph 13, and service provider within five working days after the decision shall inform the person in writing of the decision taken. If the decision has been taken, which refused to grant this rule 5.2, 5.3 and 5.4. aid referred to indicate the grounds for refusal and for appeal.
66. This rule 11.1. beneficiaries referred to in paragraph 13 above and the provider, following the adoption of this provision in paragraph 64 63. or that decision for this rule 5.2, 5.3 or 5.4. granting the aid referred to in point, switch to the person a written agreement for this rule 5.2, 5.3 or 5.4 of the operations.
67. This provision of the aid referred to in paragraph 4, the representatives of target groups provided such rules referred to in paragraph 61 submissions in chronological order of receipt, while 9.2. available in the agreement or referred to in an agreement with the European Social Fund beneficiaries determine funding this rule 5.2, 5.3 and 5.4 at the bottom point of the operations.

69.63 and 64 of these rules the decisions referred to in paragraph may be appealed by submitting a respective application Managing Director of social services. Social Services Administration Director's decision can be appealed in court.
70. Project implementation plan from the agreement or the date of conclusion of the agreement, but no more than 31 December 2013.
71. The project nationwide. The project is the subject of international cooperation within the framework of the European Union.
72. in implementing the project, the European Social Fund, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and regulations of European Union funds publicity and visual identity requirements.
73. the European Social Fund, the beneficiary of their homepage on the internet at least once every three months puts up-to-date information on the implementation of the project.

74. This provision is referred to in 11.1. European Social Fund beneficiary under the regulations to the Act concerning the order in which the expected State budget financed by the European Union for the implementation of the projects, as well as payment and arrangements for the preparation of declarations of expenditure, the amount specified in the maximum advance payment received pursuant to the provisions of the Treaty.
75. the draft amendments to be made according to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
76. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 76.1. project objectives;
76.2. European Social Fund financing requested;
76.3. project implementation period;
76.4. project results to be achieved;
76.5. project total eligible cost, or the amount of programming over the years.
77. This provision up to 49, 51 and 53.. eligible costs referred to in paragraph about limits and previously announced a cooperation body, the European Social Fund funding recipient project can take: 77.1. the reallocation of costs between 47.2.1. these provisions, 47.2.2. and 47.2.3. cost mentioned in points positions, not exceeding five percent of the cost positions reallocated total eligible costs;
77.2. reallocation of costs between these rules 50, 51 and 52 of the cost referred to in subheading. The redistribution of costs to this provision, and 47.2.3 47.2.1.47.2.2. below the heading of costs referred to in paragraph 1, shall not exceed 10 per cent of the cost of a transferable within the total amount of eligible costs;
77.3. This provision referred to in paragraph 53 the reallocation of costs.
78. If the European Social Fund, the beneficiary is the rule at the bottom paragraph 11.2. the project applicant, that this paragraph 77 in accordance with the procedure laid down in the additional costs of rebatching can make between this rule 55.1. cost referred to in subparagraph headings, not exceeding 10 Pro cent of transferable within the cost total cost amounts.
