Cabinet of Ministers Regulations No. 754, Riga, 15 September 2008 (pr. No 65 34) procedures for granting state aid in the European Union and open project submissions in the form of a competition event "promotion" of tourism activity Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the support of the European Union (hereinafter referred to as aid) to open the project in the form of tender application for the measure "promotion of tourism activities" (hereinafter measure).
2. objective of the measure is to promote non-agricultural activities in rural areas, developing and improving the rural tourism and tourism-related services and infrastructure.
3. project submissions are evaluated and selected, the decision shall be taken and notified to the time of conclusion and support requests in accordance with regulations establishing procedures for granting national and European Union support for the development of rural and fisheries-open project submission contest.
 
II. conditions for receiving the aid measure implemented in 4 rural areas of Latvia, except for the Riga District.
5. Rural area within the meaning of these regulations: 5.1. up to 31 December 2008 is the whole territory of Latvia, except of the city and the administrative center of the District of the city. On the territory of the constitutes rural district in the administrative center of the city to a rural area;
5.2. starting on 1 January 2009, it is the whole territory of Latvia, except Republican city and County territorial units – the city with more than 5000 population (annex 1). On the territory of the constitutes the County territorial units – the city with rural-rural area, where the city has more than 5000 inhabitants.
6. the measure supports the following activities: 6.1. existing tourist accommodation (up to 20 beds) or simplified reconstruction reconstruction;
6.2. the existing tourist accommodation catering block construction or reconstruction, or a simplified reconstruction and purchase of necessary equipment;
6.3. camping and youth tourism accommodation sharing a kitchen, dining room, toilets and showers, construction or reconstruction, or a simplified reconstruction (not including sauna or sauna construction or reconstruction, or a simplified reconstruction);
6.4. the diversification of tourism services;
6.5. the environmental protection investment in tourist accommodation – sewage treatment system and nosēdak construction or reconstruction, the asbestos roofing material replacement with environmentally friendly materials.
7. This rule 6.4. the activities referred to are supported under the following: 7.1 bathing;
7.2. the active recreation trail or development;
7.3. natural recreation park or development;
7.4. attraction, horse izjāž area, cross-country ski runs, the creation or improvement of the bicycle;
7.5. the ūdenstūrism settlements creation or improvement;
7.6. the infrastructure adaptation for persons with functional disabilities;
7.7. the inventory of tourism service;
7.8. sports and sports and recreational facility construction in the existing or planned tourist services;
7.9. a shelter or a locked room or extension for storage of equipment required for the provision of tourism services.
8. supports the applicant is: 8.1. farm;
8.2. a physical person conducting economic activities;
8.3. the merchant.
9. the applicant shall satisfy the following conditions: the support 9.1. in implementing the project, reaches the event target;
9.2. the registered State Agency "State tourism development agency" tourist service provider database;
9.3. as a tourism service provider included in the tourist brochures or internet site that you create with the promotion of tourism-related institutions;
9.4. develop and expand business operations, using, at least one of the following conditions: 9.4.1. creating new jobs;
9.4.2. the existing jobs;
9.5. in the application of the project demonstrates economic viability under these regulations 11 and 12 point those requirements;
9.6. the rules referred to in point 6.1 the activity within the only eligible applicants for the aid, which is about the existing tourist accommodation up to 20 beds. The volume of one of the beds is determined, taking into account that on one bed is provided in a 30 square meters, extending their total building area for tourists in the 24-hour accommodation.
 
III. Apply 10. To log in for receiving the aid, support the applicant in person or by electronic means in accordance with the laws and regulations on the electronic design of the field support service regional agricultural administration (legal person – according to its registered address, physical person, according to the project address) submitted to: 10.1. project application in two copies, including an action plan (including electronically) (annex 2);
10.2. a credit institution, leasing companies or cooperative credit society's statement of willingness to consider granting (if the project will take credit). The certificate indicates a creditor and borrower's property and the loan amount;
10.3. documents that prove the availability of funds, if the project supports the tenderer intends to invest private money or any other means;
10.4. annual report (full set) for the last year concluded (on presentation of a copy of the original) in accordance with the annual accounts Act or the annual income declaration "revenue from operating activities" for the last year concluded (on presentation of a copy of the original) in accordance with the laws and regulations of people's annual income statement;
10.5. regional environmental management certification that the project includes activities are permitted and will not be caused to environmental damage, if that rule 6.4. the activities referred to in the action is implemented in the European Union the importance of protected area Natura 2000;
10.6. the booklet or printout referred to in point 9.3 of these rules;
10.7. the real estate that the project for the construction, reconstruction, installation or deployment: 10.7.1. If real property is owned by the applicant – support land registry Department issued 50 write (copy, presenting the original) or certificate of land for real estate (a copy of the presentation of the original);
10.7.2. If real estate support the applicant lease – long-term lease on the land for at least seven years from the date of submission of the application (copy, the presentation of the original), the land registry Department issued 50 inscription (copy, presenting the original) or certificate of land for real estate (a copy of the presentation of the original);
10.8. the purchase of building materials – construction of the technical design of the accepted stages or a copy of it (the presentation of the original);
10.9. the construction or reconstruction, if the date is a technical project: accept the construction technical 10.9.1. project stage or a copy of it (the presentation of the original);
10.9.2. construction permit (copy, the presentation of the original);
10.10. the construction or reconstruction, if the submission is not technical design – planning and architectural task (copy, the presentation of the original);
10.11. the simplified reconstruction: 10.11.1. receipt cards and intentions documentation (copy, the presentation of the original);
10.11.2. for the purchase of building materials – drawn up by the applicant supports them;
10.12. the procurement procedure of the supporting documents;
10.13. form of de minimis aid received in accordance with the laws and regulations that set minimum support accounting and allocation procedures and minimum support form sample;
10.14. the reconstruction or renovation of technical-simplified inventory file (a copy of the presentation of the original).
11. supports the applicant's submission that the project's total eligible cost amount not exceeding 70 280 pounds, adds a simplified action plan that: 11.1. consists of information about services and costs, fixed assets and creditors for last year concluded, the subsequent years up to the end of the project, and a year after the implementation of the project, as well as the cash flow statement per month project in the year of application, the subsequent years up to the end of the project, and a year after the implementation of the project;
11.2. the tenderer showing support to economic viability. Economic viability is positive cash flow of the project in the year of application, all project implementation years and years after the implementation of the project. Cash flow cash balance at the end of each month is a positive. Support to the applicant within the project of the year, compared with last year, signed by at least three percent increase in revenue from operating activities or at least a three percent decrease in expenses. 12. supports the applicant's submission that the project's total eligible cost amount exceeds LVL 70 280, add standardized action plan that:

12.1. consists of information about services and costs, fixed assets, accounts payable, profit and loss statement, the balance sheet for the last year concluded, the subsequent years up to the end of the project, and a year after the project implementation (except production and cost), as well as from cash flow statement per month project in the year of application, the subsequent years up to the end of the project, and a year after the implementation of the project. The cash balance at the end of each month must be positive;
12.2 showing support the economic viability of the applicants last year concluded the project before the application. Support the applicant meets at least two of the following indicators: 12.2.1. equity/total assets ≥ 0.20;
12.2.2. current assets/short-term liabilities ≥ 1.00 (short-term creditors off short-term deferred income included in the composition of the State and the financial support of the European Union);
12.2.3. net profit + depreciation 50% x ≥ 0;
12.3. Reaffirms economic viability of applicants a year after implementation of the project, as well as increased 0.05, at least one of the support of the applicant's economic viability indicators, compared with the last year before the project entered into the application.
13. The construction and reconstruction of documents and purchase documents submitted with the application for the project or within six months after the submission of the project approval and contract with rural support service on the granting of aid.
 
IV. Form of aid and about 14. Aid intensity is differentiated according to its local group in the territory of which the activities implemented in accordance with the laws and regulations concerning the criteria the national budget to local governments and grant planning regions in the European Union the implementation of the projects co-financed by the structural funds.
15. the aid intensity of the first and second local group has 30% of the total eligible costs of the project, the third and the fourth local group-40% of the total eligible costs of the project amount and the fifth local group-50% of the total eligible costs of the project amount.
16. This rule 6.2 and 6.4. activity referred to in the aid intensity in all municipalities for the purchase of equipment is 30% of the total eligible costs of the project amount.

18.4. the rules referred to in point 6.4. activity – 52 710 lats;
18.5. the rules referred to in point 6.5 of the activity – 52 710 dollars.
19. A beneficiary who is in the programming period changed its legal status from a natural person to a legal person or a corporate reorganization, or founded a new company (the applicant owns more than 50% of the shares in the new company): 19.1. aid can apply this provision in paragraph 10 in that order and the rules referred to in paragraph 6 within the framework of activities for the remaining amount of the eligible cost;
19.2. unable to log in to support this provision, paragraph 10, in the order and the rules of the activity referred to in paragraph 6, if the programming period has received the maximum amount of the eligible costs.
20. before the grant of the aid field support service to check whether the aid granted does not increase the total amount of de minimis aid, which supports the applicant received in the fiscal year concerned, as well as in the two previous fiscal years to a level that does not exceed the Commission Regulation No 1998/2006, article 2, paragraph 2 of the maximum scale.
21. the Support shall be granted in the sectors of economic activity as referred to in Commission Regulation No 1998/2006 article 1, paragraph 1.
22. project submissions are ranked after project selection criteria (3. Add Kuma). If the project selection criteria are equal, priority support is at the tenderer, who works in the territory of a municipality with less development index.
 
V. eligible and non-eligible costs 23. Measure are the following eligible costs: 23.1. these provisions 6.1. activities referred to in: 23.1.1. simplified reconstruction or reconstruction costs, tojot to justify the contracts with third parties, responsible for carrying out the work, but without exceeding the maximum eligible costs for calculation of the aid the main types of structures (structure type maximum eligible costs) (annex 4);
23.1.2. acquisition cost of building materials, on the basis of the construction of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs;
23.1.3. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, the receipt of patents and licences the costs directly connected with the preparation or implementation of a project, but does not exceed eight percent of this rule 23.1.1. and 23.1.2. costs mentioned in points;
23.2. this rule 6.2. activities referred to in: 23.2.1. the construction, reconstruction, simplification of reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the maximum structure types of eligible costs;
23.2.2. acquisition cost of building materials, on the basis of the construction of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs;
23.2.3. acquisition cost of the equipment;
23.2.4. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, the receipt of patents and licences the costs directly connected with the preparation or implementation of a project, but does not exceed eight percent of this rule 23.2.1 and 23.2.2.23.2.3., bottom cost referred to in paragraph 1;
23.3. this rule 6.3. activities referred to in: 23.3.1. construction, reconstruction, simplification of reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the maximum structure types of eligible costs;
23.3.2. acquisition cost of building materials, on the basis of the construction of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs;
23.3.3. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, the receipt of patents and licences the costs directly connected with the preparation or implementation of a project, but does not exceed eight percent of these provisions 23.3.1 23.3.2. mentioned in points and costs;
23.4. this rule 6.4. the activities referred to in paragraph 23.4.1.: construction, reconstruction, simplification of reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the maximum structure types of eligible costs;
23.4.2. acquisition cost of building materials, on the basis of the construction of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs;
23.4.3. plant and equipment acquisition cost, to ensure that 6.4. activities referred to infrastructure maintenance;
23.4.4. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, the receipt of patents and licences the costs directly connected with the preparation or implementation of a project, but does not exceed eight percent of these rules, and 23.4.3 23.4.1.23.4.2. below. costs referred to in paragraph 1;
14.6. this rule 6.5. activities referred to in: 23.5.1. construction, reconstruction or simplified reconstruction costs, on the basis of contracts with third parties, responsible for carrying out the work, but not exceeding the maximum structure types of eligible costs;
23.5.2. acquisition cost of building materials, on the basis of the construction of the technical design of the accepted stages or to support the preparation of the estimate, but not exceeding the maximum structure types of eligible costs;
23.5.3. General costs, relating to architects ', engineers ' and consultants ' fees, legal fees, technical-economic justifications, the receipt of patents and licences the costs directly connected with the preparation or implementation of a project, but does not exceed eight percent of this provision and 23.5.2 23.5.1. costs mentioned in points.

24. in the structure type to apply the maximum costs include all the object's construction-related costs, including external and internal plumbing, internal and external sewerage, internal and external power supply, ventilation and heating system costs.
25. The eligible costs are directly related to tourism services costs if their amount does not exceed 30% of the total eligible cost of construction: 25.1. a new administrative space construction, reconstruction of the existing space or a simplified reconstruction;
25.2. guarding and passes construction of premises;
25.3. burglar alarm installation, including CCTV sis themes;
25.4. the staff room's construction;
25.5. regional planning (territory of asphalt paving or other covering, the construction of the fence decking, lawn and outer lighting installation).
26. If the project construction or reconstruction costs for the respective type of construction exceeds the maximum eligible costs, the cost difference is covered by the aid.
27. only projects Eligible are those positions that are directly linked to the achievement of the objective of the project.
28. The aid shall be paid only for goods that are purchased supports the applicant's property.
29. in support of the goods purchased, paid only when they have become a support applicant's property.
30. the measure is not eligible the following: 30.1. interest payments, money transfers, Currency Exchange Commission payments and currency fluctuation losses;
30.2. fines, penalties and costs;
30.3. subcontracting, if they do not ensure the achievement of the objectives of the project;
18.9. the costs associated with the supply of any services or work for which there is no appropriate procurement procedures carried out in accordance with the laws and regulations on the application of the procurement procedure;
5. the existing maintenance costs, maintenance, spare parts and operating costs;
19.0. remuneration;
19.1. the cost of the equipment with internal combustion engines;
19.1. the costs in excess of the market price, and the unfinished work;
19.2. the other costs that are not eligible under Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) and the Commission of 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD).
