2. the purpose of the Apakšaktivitāt is to ensure effective and appropriate to the needs of the public service, in particular through support to institutions that provide tax and financial planning, management and accounting, providing services in business, employment and social policies, both at national and regional level.

19. Project implementation time is between six and 12 months.

21.6. training;
21.7. information and publicity measures for the implementation of a project.
22. the cost of the project is divided into the following four headings: 22.1 costs administration costs, applying the Cabinet set a constant rate;

22.3. the other cost: 22.3.1. consultants, experts and specialists ' fees;

22.3.4. in organizing seminars and training and implementation costs;
22.3.5. transport costs – fuel, rental, purchase, the service, the use of public transport;
22.3.6. domestic and foreign mission expenses in accordance with the relevant laws and regulations;
22.3.7. space, materials, technical and equipment rentals;
22.3.8. space, materials, technical and equipment maintenance costs;
22.3.9. Office supply costs;
22.3.10. information and publicity costs according to the regulations governing the structural funds of the European Union;

IV. 38.5. where the application is submitted electronically, it must be signed with a secure electronic signature and confirm with the time stamp before the submission of the project application.
V. submission of the project evaluation and decision-making within the 39. 45. 46.1.2. to what extent the project will address 5.1.3.2. apakšaktivitāt ' quality public services at national, regional and local level "target group needs;
46.1.3. the number of recipients of services and the frequency of your use of the services;
46.1.4. the project's contribution to the implementation of the horizontal priorities: 46.1.4.1. or project is the direct or indirect positive impact on balanced development of the territory in a horizontal priority;
46.1.4.2. or project is the direct or indirect positive effect on the horizontal priority of equal opportunities;
46.1.4.3. or project is the direct or indirect positive effect on the horizontal priority of the information society;
46.1.5. how logical is a common project structure (project section of cross compliance and the additionality);
46.1.6. evaluation of project activities (activity statement, the need for activities and compliance with the project's objectives and expected results, schedules, assessments);
46.1.7. project sustainability assessment (results of the project in financial, institutional and political sustainability);
46.1.8. or project submission outcome indicators or planned results indicators contribute to the achievement of such monitoring indicator: 46.1.8.1. the outcome indicator: support public institutions exercising can count-98 (the base value in 2004:0 score in 2009 – 48);

46.2.3. project implementing logistical planning;
46.2.4. project submissions for project roles and responsibilities are relevant (clearly defined functions and responsibilities between the bodies involved and the staff involved in the administration of the project, roles and responsibilities are divided according to the competency and experience);
46.2.5. project submissions for project management and supervisory mechanism is adequate (management, control, monitoring and evaluation of quality control mechanisms);

46.3. the project budget submission evaluation criteria: 46.3.1. project application for costs is reasonable and necessary to the project's objectives and results and the implementation of activities;
46.3.2. project budget costs corresponds to average market prices;
46.3.3. the cost of the project is commensurate with the expected results of the project;
46.4. specific quality criteria: 46.4.1. project applicant is a public administrative institutions that provide services to the administration of tax and financial planning, management, and development planning, as well as business, employment and social policies at national, regional and local level;
46.4.2. project quality public services is viewed in context with other management processes;
46.4.3. project implementation is clearly visible in the body of the employee;
46.4.4. a municipality or local authority outside Riga (applies when the applicant is planning the project region and county municipalities and their institutions).
47. After the submission of the project application project ranking is assessed according to the following criteria: financing the project submission, or 29.3. meet all the administrative and eligibility evaluation criteria, as well as have at least 67 points for the assessment of compliance with the quality criteria;
47.2. in the call in an open project or application in the selection of available funds are sufficient to finance the project submission.
48. the project application, compliance with this provision, 44, 45 and 47 above criteria scored with "Yes" or "no" ("Yes", "no" – meets does not meet).

50. the project submission's compliance with this provision 46.1.4. criteria referred to in point scored with 0, 3 or 5 points: 50.1. compliance with this provision. 46.1.4.2.46.1.4.1 and the criteria referred to in point rating: 50.1.1. project does not affect this area – 0 points;
50.1.2. project has an immediate positive impact-3 points;
50.1.3. project has a direct positive impact – 5 points.
50.2. compliance with this provision. 46.1.4.3 criterion referred evaluation is as follows: the project does not foresee 50.2.1. activities for the development of the information society – 0 points;
50.2.2. projects for target groups of the apakšaktivitāt training on information communication technology options – 3 points;
50.2.3. project intended to develop or improve information systems or improve electronic service quality or availability – 5 points.

51.1.2. by a factor of 9, if the applicant is a national direct regulatory authority, court or institution who delegated certain public tasks;

51.3. the assessment of compliance with the rules referred to in point 46.4.4. criterion points are multiplied by a factor of 6.52. project application is considered to be appropriate: 52.1. application of the justification of the project evaluation criteria (this rule 46.1.), if the total number of points shall not be less than 39 pun kt;
52.2. the project implementation capacity evaluation criteria (that rule 46.2), if the total number of points shall not be less than 18 knot kt;
52.3. project budget submission evaluation criteria (this rule 46.3. the bottom) if the total number of points shall not be less than 10 points.
53. If the project is found, the application does not match at least one of these rules 44, 45 and 47 of the criteria referred to in paragraph or not received a sufficient number of points in accordance with this provision, the Commission 52 stopped a project application and recommends to reject the application for the project.
54. After the submission of a project evaluation quality criteria the project application is assigned a certain number of points overall.

59. cooperation authority within five working days after the decision on it shall inform the applicant of the project.

61. the decision on approval of the application, the project on condition the liaison body specifies the application in the project details. 62. the decision on the application for the approval of the project provided the conditions contained in the project shall ensure cooperation bodies deadline (not exceeding 30 working days) and information about the conditions in the decision to submit the institution to assess the cooperation.
