No 74 36) amendment of the Cabinet of Ministers of 17 April 2007 No. 268 "the terms of the order in which it is administered and monitored by national and European Union support for agriculture, rural development and fisheries, as well as the order in which publishes information on aid recipients" Issued under the agricultural and rural development Act article 5, part of the seventh and ninth to make the Cabinet of 17 April 2007 No. 268 "provisions of the order in which it is administered and monitored by the State and the support of the European Union agriculture , rural and fisheries development, as well as the order in which publishes information on aid recipients "(Latvian journal, 2007, nr. 69; 2008, 22, 69 no) amendments and supplements to the rules 12.1, 12.2, 12.3, 12.4, 12.5 and 12.6 points as follows:" cross-compliance 12.1 the control system coordinating body under the Council on 29 September 2003 of Regulation (EC) No 1782/2003 establishing common rules for direct support schemes under the common agricultural policy and establishing certain support schemes for farmers and amending Regulation (EEC) No 2019/93, (EC) no 1452/2001, (EC) no 1453/2001, (EC) No 1454/2001, (EC) No 1868/94, (EC) No 1251/1999, (EC) No 1254/1999, (EC) no 1673/2000, (EEC) no 2358/71 and (EC) no 2529/2001 (hereinafter referred to as the Council Regulation No 1782/2003), paragraph 3 of article 23 is the field support service.
12.2 in accordance with Commission Regulation No 796/2004, article 42 (1) of the following competent control bodies: 12.21. Field support service – in the field of the environment, as well as issues related to good agricultural and environmental conditions;
12.22. food and veterinary service, public, animal and plant health, as well as on matters related to animal identification, registration and animal welfare;
12.23. national plant protection services – public, animal and plant health protection matters related to plant health, and environmental issues associated with crop fertilizer plans particularly sensitive areas;
1.13. the national forest service, environmental issues related to deforestation and hunting.
12.3 rural support service: 12.31. competent control bodies to coordinate the exchange of information on cross-compliance control framework;
12.32. ensure the competent control authorities with the support of the information available to support applicants cross-compliance checks;
12.33. under the control of the competent authorities, information on the checks carried out, the calculation of the reduction of the aid where irregularities are noted, and the final payment of the aid.
12.4 in accordance with Commission Regulation No 796/2004, article 9 and article 42, paragraph 1, as well as within the limits of its competence: 12.41. Field support service, national forest service, national plant protection service and the food and veterinary service carries out support of applicants selection controls in accordance with Commission Regulation No 796/2004, article 44 and 45. The national forest service, national plant protection service and the food and veterinary service shall inform them in writing of the Field support service;
12.42. Field support service, national forest service, national plant protection service and the food and veterinary service of cross compliance controls carried out in accordance with Commission Regulation No 796/2004, article 46 and 47;
12.43. the national forest service, national plant protection service and the food and veterinary service providing information electronically to field support for cross-compliance control results, will control the irregularities found, their evaluation and changes of control results in accordance with Commission Regulation No 796/2004, article 48, as well as the rural support service request, provide other necessary information on cross-compliance control system maintenance and operation.
12.5 the cross-compliance requirements and the good agricultural and environmental conditions are laid down in Council Regulation No 1782/2003 in article 4 and 5 and the regulations on the procedure for State and European Union support for the direct support schemes for agriculture.
12.6 the rural support service does not apply to the reduction of the aid where the competent control authority in accordance with Council Regulation No 1782/2003 article 7, paragraph 2, have found minor violations and expressed their support to the tenderer alerts. "
