Cabinet of Ministers Regulations No. 875 Riga 2008 October 21 (pr. No 75 40. §) rules on "operational programme infrastructure and services" in addition to the activity 3.1.1.2. "vocational education infrastructure development and modernisation of equipment training prisons" issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. 9.9. the beneficiary to provide information about the fulfilment of the conditions of implementation of the project in accordance with the concluded agreement;
9.10. accumulates data about the implementation of projects under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
9.11. plans and implements public awareness measures on activities within the agreement concluded with the beneficiary;
9.12. the draft amendments to the regulations under this paragraph 58 and 59. 10. the cooperation body is the functional supervision of the responsible authority. II. European regional development fund allocation 11. 19.8. the project application describes the project management, implementation and monitoring system and the required resources (in the number of staff involved, qualifications and responsibilities, the facilities available), and they meet the needs of the project;
31.10. the project application is justified, as it will ensure the sustainability of the results achieved by project implementation and maintenance of at least five years;
31.11. project costs indicated in the application corresponds to the period of project implementation, are necessary and reasonable to achieve the objectives of the project and the implementation of the planned activities;
31.12. project planned in the publicity and information dissemination activities comply with the European Union funds projects in publicity;
31.13. project applicant is an institution in the exercise of State policy in the prison as the execution of criminal penalties;
31.14. infrastructure, designed to make the European regional development fund, the investment is in the possession of the applicant or of the project applications. 32. Quality criteria: 32.1. to start a project: preparedness 32.1.1. project is not ready to start – provides a list of equipment and a list of the works to be carried out is not prepared or have been prepared in low quality (zero point);
32.1.2. project readiness is low to start – is prepared and based on the purchased equipment and the list of the works to be carried out, the purchase documentation is made (one point);

32.2. infrastructure and equipment for training intended to improve support for priority giving them prison: 32.2.1. which are being implemented, accredited professional education program (one point);
32.2.2. which are being implemented, accredited professional education programs, and for which the contract has been concluded with a vocational educational institution or institutions (two points);
32.2.3. which are being implemented, accredited professional education programs, for which the contract has been concluded with the vocational training authority or authorities, and have built up cooperation with economic operators about the employment of prisoners (three points);
32.3. the implementation of the project: 32.3.1. in the implementation of vocational training programmes for quality professional education programs closer to that being implemented outside prisons (one point);
32.3.2. in the implementation of vocational training programmes for quality professional education program zoomed, taken outside the prison and secured the offer of vocational training according to the prisoners ' educational needs (two points);

32.5. the result of the implementation of the project shall ensure that: 32.5.1. at least 50 percent of the project involved in the educational process the prisoners will be able to obtain professional qualifications or to improve professional skills (one point);
32.5.2. from 51 to 70 percent of the project involved in the educational process the prisoners will be able to obtain professional qualifications or to improve professional skills (two points);
32.5.3. more than 70 percent of the project involved in the educational process the prisoners will be able to obtain professional qualifications or to improve professional skills (three points);
32.6. the project planned by the European regional development fund investment alternatives and assessment of the effectiveness of the project submission 32.6.1.: not the investment alternative assessment (zero point);
32.6.2. submission of project investments is provided in two alternative assessment and offered the most cost effective solution in the vis (two points);
32.6.3. submission of project investments is provided in three or more of the alternative assessment and offered the most cost effective solution (three points);

35.3. 45.3. the buildings, structures, facilities and infrastructure renovation and reconstruction costs, as well as the site's redevelopment costs;
28.2. the labour protection requirements, the cost of providing training facilities and utility room;
28.3. the project information and publicity costs that comply with the regulations on the European Regional Development Fund funded project publicity and information measures;
45.6. Services and other costs that are reasonable and related to the implementation of activities;
28.4. unforeseen costs. 46. This rule 45.1 45.2 45.3.,.,., 28.2 and 28.3. in point costs are direct costs of the project. 47. This rule 45.2. in point costs can include: 29.3. Training Office training required for modernisation of equipment and technology acquisition costs;
47.2. the training and electronic training material and software acquisition costs;
47.3. the information and communications technology and software acquisition costs;
47.4. the learning process requires the acquisition cost of the furniture;
29.5. training equipment, equipment, furniture, and information and communication technology delivery, installation, repair, service, costs, training equipment, information technology equipment and use technical training costs. 48. This rule 45.2. in point costs shall constitute not less than 35 percent of the total eligible costs of the project. 49. That rule 45.3. in point costs can include: 30.5. classroom and utility room creation, adaptation or adjustment of construction (renovation or reconstruction);
30.6. the site improvement costs. 50. This rule 28.4. in point costs do not exceed five per cent of the direct costs of the project, and can be used directly attributable costs. 55. the non-recoverable value added tax payments are eligible. 56. Financing from the European regional development fund and the State budget resources do not apply and are not included in the application for the project shall be the following: 56.1. real estate (buildings and land) acquisition cost;
56.2. expenses which are not intended for immediate purchase of equipment;
56.3. payment for loan processing, presentation, and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation;
56.4. costs not specified in that rule 45, 47, 49 and 51 or 52, the rule 53 and 54 in the fixed costs;
56.5. costs that are not related to the implementation of project activities and does not meet the reasonable financial management, in particular value for money and cost-effectiveness;
56.6. the costs incurred by the implementation of project activities, except during the project preparation of the documentation supporting the application costs, or costs of payments made later than the month following the expiry of the implementation of the project;
56.7. costs not justified by supporting documents or the costs incurred by the law of the non-compliance. 57. project administration costs are not eligible costs. Administration costs of the project the project application may not contain more than five percent of the project's eligible direct costs. 58. the project is carried out in accordance with the amendments to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise. 59.
