General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' addition ' Infrastructure priorities 3.1 human capital contributes to the strengthening of the "UR3.1.1.pas" infrastructure "vocational training" training activity 3.1.1.1. equipment upgrades and infrastructure improvements in the implementation of vocational training programmes "(hereinafter referred to as the activity);

1.3. the application of the project evaluation criteria;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. The purpose of the activity is the implementation of vocational training programmes for the provisioning infrastructure improvements to facilitate vocational training labour market requirements.
3. the purpose of the activity is professional education, vocational education trainees and trainers.
4. the purpose of the activity reaches, in implementing this provision, paragraph 20, and reaching the final of the monitoring indicators – number of training institutions, which by 2013 to improve infrastructure,-53 (of at least 10 professional education institutions adapted to persons with functional disabilities). 6. Activities financed from the European regional development fund, the State budget and municipal co-financing. Total restricted selection within the funding available is 58 911 511 lats, including the European regional development fund co-financing 50 074 785 Lati and the national public co-financing 8 836 726 lats.
7. The Ministry of education and science provides the responsible authorities. Responsible authority: ensures project application 7.1. selection and evaluation of: 7.1.1. establish and approve the project submission form for the evaluation of project applications of valuation and project submission form of evaluation methodologies;
7.1.2. establish a limited selection of the assessment Commission (hereinafter the Commission assessment);
7.1.3. sends the call for project submissions;
7.1.4. evaluate project submissions and decides on the approval of the project application, approval or rejection of the condition, as well as assess the decision on approval of the application, the project provided the conditions are met;
7.2. Preparing certified by the European regional development fund project (hereinafter the project) the necessary State budget request;
7.3. the accumulated data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
7.4. the provision laid down in paragraph 60 of draft amendments;
7.5. the planning and implementation of information activities for the implementation of the activity;

8.9. the funding recipient shall provide information related to the enforcement of the terms of the agreement;
8.10. to accumulate data about the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system design and use;
8.11. plans and implements public awareness measures on the conclusion of an agreement with the beneficiary.
9. The Liaison Office has functional authority.
II. European regional development fund, the financing rules for granting limited selection 10. application may be made of the project state, local government or other legal person founded professional education institution established in the educational institutions of the Republic of Latvia, or its founder, if the responsible authority vocational training institution or its founder is invited to submit a project application.

14.2. in the region of Latgale planning 9 584 903 lats;
14.3. Riga planning region 25 025 610 lats;
14.4. in the region of Vidzeme planning 7 534 782 lats;
14.5. Zemgale planning region 8 365 435 pounds.
15. the project minimum total eligible cost is $196 785, the eligible cost of the project, the maximum amount is 1 967 851 lats.
16. If the limited selection of the project submission deadline for the submission of two or more activity aided vocational education institutions are combined, assisted the vocational training authority, which implements the merger rule 20.1 in certain programs, the maximum amount of the cost of the project comprises United training institutions project the maximum cost amount. 19. the maximum permitted by the European Regional Development Fund funding is 85 percent of the total eligible costs of the project amount. The beneficiary in implementing the project, ensure the co-financing of at least 15 percent of the eligible costs of the project amount.
III. eligible transactions 20. activities supported are the following: 20.1. training facilities, equipment and technology upgrades, including acquisition, as well as vocational training programmes for the provision of information technology at least one vocational secondary education or vocational training in such priority thematic areas of education or in groups: 20.1.1. mechanics and engineering;
20.1.2. energy;
20.1.3. electronics and automation;
20.1.4. chemical technology and biotechnology;
20.1.5. mašīnzinīb;
20.1.6. food production technologies and product manufacture;
20.1.7. textile production technologies and product manufacture;
20.1.8. woodworking technology and the manufacture of the product;
20.1.9. printing production technologies and product manufacture;
20.1.10. construction and civil construction;
20.1.11. agriculture, forestry and fisheries;
20.1.12. veterinary;
20.1.13. individual services (tourist and recreational organization or hotel and restaurant services);
20.1.14. art (creative industry).
20.2. vocational education buildings, structures, facilities and infrastructure reconstruction and renovation;
20.3. the library and at least two Cabinet of Science (mathematics, physics, chemistry, biology, or information technology (hereinafter referred to as the teaching Office)) modernization;
20.4. adjusting training institutions for persons with functional disabilities.
IV. submission of Project selection procedures 21. Eligible institutions of vocational training and education program on the occasion of the list shall be drawn up within four months in the following order: 21.1. The Ministry of education and science, subject to this provision in paragraph 13 and 14 of their quotas, and that rule 34.2.15.1., 34.2.15.2., 34.2.15.3. and 34.2.15.4. the conditions of subparagraph and planning proposals for the region, develop and transmit the draft list to the Ministry of welfare and the Ministry of Culture;
21.2. The Ministry of welfare in accordance with the rules provided in paragraph 21.1 of the draft list within five working days of receipt of the draft list gives its opinion to the Ministry of education and science of the vocational training institutions, which meets the requirements of subparagraph 34.2.15.2 of the rules.;
21.3. The Ministry of culture under this provision in the list provided 21.1 project within five working days of receipt of the draft list gives its opinion to the Ministry of education and science on the list of the Ministry of culture, subordinated to the existing vocational training institutions;
21.4. The Ministry of education and science, in the light of that provision and in 21.3 21.2. received opinions, specify the list and send it to the project in the planning region development councils in the region eligible for the professional education institutions and in modernising educational programs;
21.5. the planning region Development Council 20 working days, subject to the requirements of the labour market in the region, provide an opinion to the Ministry of education and science of the draft list received, as well as, if necessary, in the planning of the training institutions within the quota provides proposals for amendments to the list in the project on its territory eligible institutions of vocational training and educational programs in the meantime;
21.6. the responsible authority shall evaluate this rule 21.2., 21.5. bottom points and 21.3. in accordance with the procedure laid down in the received opinions and strike from the list of project professional education institutions and in the meantime education programs that do not meet these rules, 34.2.15.2., 34.2.15.1. and 34.2.15.3.34.2.15.4 in certain eligibility criteria, informing the planning region Development Council. 22. the responsible authority shall invite project submissions supported training institutions included in the list of eligible vocational educational institution or its founder. Call for project submissions restricted selection specifies: 22.1. the project submission deadline, which is not shorter than 20 working days;
22.2. the project location, the application procedure for sending it by mail, in person or submit an electronic document;
22.3. the address of the Web site containing the application, to be used in the preparation of project documents.

23. the project submissions prepared according to the project application form (annex 1). Preparing the project application and fill out a project application form, comply with the following conditions: 23.1. the project submission prepared Latvian language, filling all into the project submission form section;
23.2. the application shall be accompanied by any of the project these rules specified in paragraph 24;
23.3. the project submission in paper form shall be submitted in triplicate (the original marked "original" and two copies marked "copy") by adding an identical digital version of the electronic media;

14.6. design application shall be submitted in the form of an electronic document signed with a secure electronic signature and confirm with the time stamped electronic documents in the procedure prescribed by law;
14.7. the project submission form section, subsection and their names do not change and do not delete;
23.7. the project submission form section filling ensures the information provided mutual consistency;
14.8. the necessary costs of the project plan according to this provision, 47, 49, 51 and 53 eligible costs set out in this rule 50, and 54, 55 and 56 points in the cost limit, based on the projected costs of the project and ensuring compliance with project objectives, planned activities and expected results;
14.9. project submissions from the applicant institution signature project manager or his authorised person, project submission by adding the appropriate authorisation;
23.10. the project application, the original and the copies placed in a package (envelope) and sealed.
24. the project submission adds: 24.1. a statement by the applicant on the project need to provision of funding. If the applicant is subordinated to the Ministry of vocational training authority, project adds the application to the relevant Ministry's decision on the provision of the necessary co-financing;
24.2. the project applicant questionnaire-application of value added tax in accordance with the laws and regulations on the procedures for issuing and verifying the information on the application of value added tax to the European Union within the framework of the projects co-financed by the structural funds and take a decision on the inclusion of value added tax to the project-related costs;
15.1. If the applicant is not direct or immediate national regulatory authority or a public person-derived State revenue service certificate, issued not later than two months prior to the application of the project that the project the applicant does not have tax debt. Project applicant may authorize the competent authority to obtain the information from the State revenue service;
15.2. submission by the applicant of the project prepared a draft plan for financing (annex 2);
15.2. other documents that justify the submission of the project's compliance with these rules in the project application evaluation criteria.
25. the project application can be submitted in one of the following ways: 25.1. paper, adding identical electronic version of its electronic media;
25.2. the electronic document, signed with a secure electronic signature and confirm with the time stamped electronic documents in the procedure prescribed by law.
26. paragraph 22 of these rules with the invitation specified in the project application submission period end date is the last day when the project application can be submitted in person, by electronic means or by post.
27. the responsible authority shall record the receipt of project submissions a day. Proof of receipt of the application, the project authority in charge of the project application to the applicant personally immediately or within 10 working days by post or electronically signed with a secure electronic signature for electronic documents in the procedure prescribed by law.
V. Project submission evaluation 28. Project submissions valued under the administrative criteria, eligibility criteria and quality criteria.
29. activities within the project submission evaluation provides Evaluation Commission, which includes representatives from the Ministry of culture, regional development and local government Ministry and the Ministry of education and science.
30. The Evaluation Commission meetings as observers may participate in the managing authorities, cooperation agencies and representatives of the Union of the municipalities of Latvia. Job evaluation Commission may invite one or more experts without voting rights.
31. the Commission determines the Statute approved by the responsible authority.
32. the members of the Commission and experts before submission evaluation projects sign a declaration that there are no circumstances in which they might violate the European Union's structural and cohesion funds, the law limits the European Union fund management person involved and in which it could be argued that they are interested in a particular project applicant project application.
33. project submissions valued under the authority of the assessment procedure and the approved project submission and submissions of projects evaluation methodology, fill out the form as well as the laws and regulations that govern the European Union fund management, implementation and monitoring of implementation.
34. project submissions valued under the following project submission evaluation criteria: 34.1. administrative criteria: 34.1.1. the project applicant is invited to submit a project application to the limited selection;

34.1.6. project submission is filed in paper form with the required number of copies of the application project (original and two certified copies), the original and the copy of the application is cauršūt (caurauklot) or an electronic document has been submitted in the form of electronic document requirements set out in law, as well as all documents submitted are designed according to the requirements;
34.1.7. project application is signed by the project head of the institution to the applicant or his authorised person;
34.1.8. project application is accompanied by all these rules specified in paragraph 24 of the annex;
34.1.9. project duration and cost breakdown by year meets this rule 68 and 69 points in the project implementation period;
34.1.10. project requested by the European regional development fund co-financing and the total eligible costs indicated in lats;
34.1.11. project requested by the European regional development fund co-financing does not exceed this provision set out in point 19 of co-financing;
34.1.12. the minimum eligible costs of the project amount is not less than 196 785, and the maximum eligible cost amount exceeds LVL 1 967 851;
34.1.13. the eligible costs of the project over the years are given in full in the arithmetic correctly and in accordance with the project budget totals listed in the summary;
34.1.14. project submissions given in eligible positions match this rule 47, 49, 51 and 53 of the eligible costs laid down;
34.1.15. the project cost does not exceed the planned rule 50, 54, 55, 56 points in certain cost limits;
21.3. eligibility criteria (projects and projects of the application the applicant eligibility criteria): 34.2.1. the project complies with the rules laid down in paragraph 2, the activity objective;
34.2.2. the project is expected to improve at least one vocational secondary education or vocational training program in the priority thematic areas of education or in groups;
34.2.3. project funds planned to invest in buildings (structures), which is implemented in vocational secondary education or vocational education programme priority thematic areas or in groups, and what is the appropriate vocational training institutions, founder of property;
34.2.4. project intended to implement one or more of the following eligible activities: 34.2.4.1. professional training institutions, structures, building infrastructure (new construction, renovējam and compensated structures);
34.2.4.2. facilities, equipment and technology (acquisition) to modernise vocational secondary education or vocational training programmes, including training programmes for the provision of information technology;
34.2.4.3. library and at least two training Office modernization;
34.2.4.4. professional educational institutions customize persons with functional disabilities;
34.2.5. project application is defined in the problem addressed and justified the chosen target group needs;
34.2.6. application of the project and the planned activities provide the problem and define target groups needs are met;

34.2.7. project activities are clearly defined, proportionate with the planned time schedule for implementation and ensure the planned results;
34.2.8. application of the project results and the planned figures are accurately defined and measurable;
34.2.9. project application describes the project management, implementation and monitoring of the scheme, and it required resources (in the number of staff involved, qualifications and responsibilities, the available material and technical base), and they are appropriate to the needs of the project;
34.2.10. project application is justified, as it will ensure the sustainability of the results achieved and maintenance after completion of the project;
34.2.11. project costs indicated in the application to match the expected project implementation period is necessary and justified in the project results and the implementation of the planned activities;
34.2.12. project planned in the publicity and information dissemination activities are appropriate to the funds of the European Union in the implementation of the project publicity requirements laid down;
34.2.13. the project applicant is the State, local authorities or legal persons founded professional education institution established in the educational institutions of the Republic of Latvia, or its founder;
34.2.14. professional education institution, which aims to enhance infrastructure, for the 2006/2007 school year implemented at least one vocational secondary education or vocational education programme priority thematic areas or in groups;
34.2.15. educational institution that will labumsaņēmēj the project, meeting at least one of the following conditions: 34.2.15.1. educational institution full-time Group vocational secondary education or vocational education in 2006 October 1 was 400 and more (in Riga and 600 more cities of the Republic 500 and more) students, it is implemented at least one of the priority thematic areas or program group, and it has received a planning region Development Council, and the Council opinions on the bottom modernizējamaj educational programs. 34.2.15.2. educational institution specializes in vocational training of disabled people, ensuring social and professional rehabilitation of the national or regional level, or an educational Ministry of welfare, in cooperation with the Ministry of education and science has established a support point for the determination of the suitability of the professional and vocational rehabilitation measures (including vocational training opportunities). The criterion of conformity confirms the opinion of the Ministry of Welfare is given on the basis of the Ministry of education and science;
34.2.15.3. educational institution implements at least one regional priority areas or group of vocational secondary education or vocational training program, and it has received a planning region Development Council and the opinion of the apakšpadom for inclusion in the list of eligible educational institutions and educational programmes for the occasion;
34.2.15.4. educational institution is specialized in art (creative industry) Group of vocational secondary education in the implementation of the programme, and it has received an opinion on the inclusion of the regions supported the list of educational institutions and educational programmes for the occasion;
21.3. quality criteria: the project planned activities 34.3.1. ready to start: 34.3.1.1. the project is not ready to start – provides equipment list and a list of the works to be carried out is not prepared or prepared low quality (zero point);
34.3.1.2. the project is ready to start the Earth-is prepared and based on purchased equipment and the list of the works to be carried out, the purchase documentation is made (one point);

34.3.4.2. from 300 to 399 students (two points);
34.3.4.3. from 400 to 499 students (three points);
34.3.4.4.500 and more students (four points);

34.3.6. educational institutions the number of ESL students expressed as a percentage of the total number of students (average for 2005/2006 school year and the 2006/2007 school year): 34.3.6.1. more than 20 per cent (zero point);
34.3.6.2. from 15.1 up to 20 percent (one point);
34.3.6.3. from 10 to 15 percent (two points);
34.3.6.4. less than 10 percent (three points);
34.3.7. advanced studies on the project site cost efficiency ratio – educational institutions, the total number of full-time students applied to the corresponding region of the planned financial resources available (per million): 34.3.7.1. less than 15 (one point);
34.3.7.2. from 15 to 45 (two points);
34.3.7.3. from 46 to 90 (three points);
34.3.7.4. more than 90 (four points);
34.3.8. educational institution specializes in students with functional disabilities education and their professional eligibility: 34.3.8.1. There is no specialized (zero point);
34.3.8.2. regional educational institution specializes in students with functional disabilities education (one point);
34.3.8.3. national aviation educational institution specializes in students with functional disabilities education (three points);
34.3.9. project specific activities provided for equal treatment, especially by improving accessibility for people with functional disabilities: 34.3.9.1. project specific activities not provided for equal treatment for (null);
34.3.9.2. project for one to three specific activities the principle of equal opportunities (one point);
34.3.9.3. project for four and more specific activities the principle of equal opportunities (three points);
34.3.10. the impact of the project on information society horizontal priority: 34.3.10.1. this area is affected by the project (zero point);
34.3.10.2. the project has an immediate positive impact – with the help of project activities indirectly contribute to the building of the information society and development (one);
34.3.10.3. the project has a direct positive impact – by certain start promoting the information society and development (three points).
Vi. Adoption and notification of project approval of the application, approval with conditions or disapproval 35. the responsible authority shall take a decision on the application of the definition of project implementation, if compliance with this provision and in 34.1 34.2 project submission set out the assessment criteria is evaluated with "Yes", as well as compliance with the project set out in point 3. application evaluation criteria are rated by at least eight points.

37. the responsible authority shall take a decision to reject the application of the project and not to underestimate further according to those laid down in point 3. quality criteria, where the application of this provision in paragraph 34.3.1. the prescribed quality criteria has not received at least one point, but this provision in point-bottom 34.3.2. at least two points.
38. the responsible authority shall take a decision to reject the application of the project if the project submission under this rule 21.3. quality evaluation referred to in criteria is received fewer than eight points.
39. The decision on the application of the project approval may include conditions which must be fulfilled in order to project the applicant would be able to conclude an agreement: 24.3. streamline project in accordance with the following criteria: 39.1.1. This provision, 34.1.9., 34.1.8., 34.1.14. or 34.1.13.34.1.15. bottom above administrative criteria;

39.2.3. to clarify the application of the project eligible costs according to the provisions laid down in point 5.1. decision on the allocation of the surplus funds in the region. The balance of the funding can use this rule 47.3. or 47.4. in point position to fine-tune the costs;
39.2.4. to carry out other responsible authorities specific to the project could be implemented.
40. the responsible authority shall within five working days of the adoption of the decision: sent to the applicant of the project – 24.9. decision on project submission or rejection of authorisations requested, transmit to or approval;
40.2. cooperation authority-the decision on the application of the project of authorisations requested transmit and two certified copies of the approved project or project submission in electronic form of a document that is formatted according to the electronic document requirements set out in law.
41. the decision on the application for the approval of the project by the deadline laid down the conditions for the fulfilment of conditions is not longer than 20 working days from the dispatch of the decision.
42. the decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides a decision within the time limit. Information about the conditions in the decision included a project applicant submits the body responsible for evaluation in no more than two times.
43. the responsible authority that rule 42 shall evaluate the information referred to in the 20 working days after its submission. If the conditions are met, the competent authority within five working days, drawing up an opinion that the applicant has met the decision on approval of the application, the project provided the conditions laid down. 44. the responsible authority not later than five working days after the rules referred to in paragraph 41 of the findings inform in writing the applicant and the project authority. While this provision referred to in paragraph 43 of the opinion of the responsible authority shall send to the liaison body of the two certified copies of the project or a project in the form of an electronic document that is formatted according to the law on electronic documents.
45. If the applicant does not provide the draft decision contained in the conditions or do not follow that rule 41 of the deadline, the project application is considered to have been rejected. The opinion that the decision contained in the conditions are not met, the competent authority not later than five working days from the time of the preparation of the opinion sends a project application to the applicant.
46. VII. the implementation of the project. Eligible and ineligible costs 47. in the light of the European Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund and repealing Regulation (EC) No 1783/1999 of the conditions, the project is following applicable items : 29.3. project preparation of the documentation supporting the application costs, if they are associated with this provision in paragraph 34.3.1. the fulfilment of the requirements (purchase procedure and technical project development costs);
47.2. the training facilities, equipment and technology, including information technology acquisition costs, libraries and at least two Cabinet retrofit training costs;
47.3. the buildings, structures, facilities and infrastructure renovation and reconstruction costs, including buildings, facilities and infrastructure construction costs of adaptation, as well as the site's redevelopment costs;
47.4. the project information and publicity costs that comply with the laws and regulations on the European Regional Development Fund funded project publicity and information measures;
29.5. service charges and other costs that are reasonable and related to the implementation of activities;
29.6. the unexpected costs.
48. This rule 29.3., 47.2, 47.3 and 47.5. in certain costs are the direct eligible costs of the project. 
49. That rule 47.2. in point costs can include: 49.1. the vocational training programme for the modernisation of the necessary training facilities and equipment acquisition cost, including the cost of the acquisition of vehicles in the implementation of vocational training programmes;
30.6. the library and at least two training Office training required for upgrading facilities and equipment acquisition cost;
30.6. information technology, including the internal network and internet connection and software acquisition costs;
49. training equipment, facilities and information technology delivery, installation, repair and maintenance costs, as well as the use of technical training costs.
50. This rule 47.2. in point cost is not less than 25 percent of the total eligible costs of the project. This rule 49.3. in point cost is not less than 35 000 lats.
51. This rule 47.3. in point costs can include: 51.1. buildings, structures, reconstruction and renovation of premises costs;
51.2. buildings, structures, space adaptation costs for persons with functional disabilities;
51.3. the site improvement costs.
52. the project in the application of this provision include 47.3. site referred to in the home improvement jobs project applicant basis on site for home improvement work, as well as the exact position of the amenity and costs.
53. This rule 47.5. in point costs can include: procurement of 53.1. provisioning costs;
53.2. technical project development costs;
53.3. building and autoruzraudzīb costs.
54. This rule 47.4. in point costs do not exceed 0.2% of the direct costs of the project.
55. This rule 47.5. in point costs do not exceed 10 percent of the project's eligible direct costs.
56. This provision prescribed in paragraph 29.6. costs shall not exceed five percent of the project's eligible direct costs.
57. the non-recoverable value added tax payments are eligible.
58. Non-eligible costs include the following: 58.1. real estate (buildings and land) acquisition cost;
58.2. expenditure which does not provide the immediate purchase of equipment, such as leasing;
58.3. the payment for the loan review, presentation and service, the reservation fee on financial transactions, interest on arrears, penalties and expenses of litigation;
58.4. project administration costs no more than five percent of the project's direct eligible costs shall include only the application of the draft State budget authority;
58.5. costs not specified in this provision, 47, 49, 51 and 53 of this provision or exceed 50, 54, 55 and 56 above, the amount of costs;
58.6. costs that are not related to the implementation of project activities;
58.7. costs that are not incurred by the project during the implementation of activities or payments made later than the month following the expiry of the implementation of the project;
58.8. costs not justified by supporting documents or the costs incurred by the law of the non-compliance.

59. the project is carried out in accordance with the amendments to the regulations on the procedures for European Union structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise.
60. The beneficiaries of cooperation before submission to the authority shall be submitted to the responsible body harmonization project amendments, if the changes are related to: 60.1. project objectives;
60.2. change of the beneficiary;
60.3. the project start and end date;
60.4. the project achievable outcome indicators;
37.6. the unexpected cost of redistribution;
60.6. the total eligible costs of the project or their division over the years.
61. Cooperation authority may propose amendments to the draft after coordination with the responsible authority.
62. cooperation authority, previously agreed by the responsible authority, the arrangement of these cases may initiate a unilateral retreat from an agreement on the implementation of the project.
63. the funding recipient project cost redistribution can take this provision, 47.3, 47.2 and 47.5 47.4 in certain positions within the cost, up to 50 of these provisions, 54, 55 and 56 shall apply for specified in point fuel cost limits and not exceeding five percent of the cost positions reallocated the total eligible costs. 66. The beneficiary shall ensure the implementation of the project current infor lag insertion of the beneficiary's institution's homepage on the internet at least once every three months.
67. The beneficiaries of the activities provided for in the project implementation started only after the institution of cooperation agreement for the implementation of a project.
68. the project implementation duration does not exceed three years from the date of the agreement for the implementation of a project, but not later than 31 December 2013.
69. The Ministry of education and Science determines the implementation period of the project subordinated to the existing vocational training institutions.
70. If the project occurs during non-eligible expenditure or the incidence costs shall be borne by the recipient of funding from its own budget and accounting in accordance with the requirements set out in the agreement.
71. The Ministry of education and science provides a central procurement institutions function in carrying out procurement procedures for the conclusion of an agreement for delivery of public or general agreement other subscriber needs this rule 49.3. in point technology and software (other than the implementation of vocational training programmes for specialized information technology and software).
