Cabinet of Ministers Regulations No. 124 in Riga 2009 February 10 (pr. 27. § 11) natural barring "Rand meadows" personal protection and terms of use are Issued in accordance with the law "on especially protected natural territories" of the second subparagraph of article 14 and article 17, second paragraph i. General questions 1. determines: 1.1. natural barring "Rand meadows" (hereinafter referred to as the natural restricted area) and use the individual protection arrangements;
1.2. to indicate the nature of natural barring special information used in the mark and its use and creation. 2. Natural territory is not in effect barring specially protected natural territory protection and general terms of use. 3. Natural restricted area established to protect the seaside meadows, rare plant community and plant species of wader and waterfowl, ligzdojošo as well as caurceļojoš bird feeding and resting places. 4. Natural restricted area in the following functional areas: 4.1 natural barring area;
4.2. the natural park area;
4.3. the neutral zone. 5. Nature Reserve area is 290 hectares. 8.2. where it is necessary in these rules the allowable activities. 9. throughout the territory of the natural closed without the written permission of the Administration banned: 9.1. carry out activities that cause ground water, and surface water levels;
9.2. to carry out archaeological research;
9.3. issue a common mineral mining permit and authorisation of the use of the subsoils. 10. land owners, legal possessor or user in their possession or use is prohibited in the areas to restrict the movement of visitors: 10.1 by surface ūdensobjekt, except private and natural surface water objects, which contains the same land ownership or possession and are delimited and indicated with special characters;
10.2. on roads and paths, which are listed in annex 1 of these rules and for conservation areas and the existing infrastructure. 11. the nature protection authority determines the limited availability of information on the status of information protected area the existing specially protected species and habitats and the habitats of specially protected location if its disclosure could harm the environment. This information is distributed only to the nature protection management written permission. III. Natural barring area 12. Natural barring zone established to protect the marine coastal grassland, dunes and lagoons, and their characteristic flora and fauna, as well as a wader and waterfowl ligzdojošo and caurceļojoš bird feeding and resting places. 13. 13.5. mowing the grass, use techniques which damage the soil surface;
13.6 each year during the period from 1 April to 31 July mow the Reed;
8.5. the installation of the bathing areas;

13.9. to set up telecommunication towers;
13.10. getting valid minerals, except for underground water extraction for personal use;

13.12. split the land of land units smaller than 10 hectares, including dividing joint ownership, as well as usage rights for joint ownership if the co-owners in service remains less than 10 hectares;
13.13. to perform actions that cause soil erosion, except for soil preparation for agriculture;
13.14. build and install new waterworks and drainage system, except where this is necessary for species and habitats restoration measures and have received written authorisation of the Administration;
1.15 p.m.. each year during the period from 1 April to 31 July to carry out forestry operations, excluding the forest fire prevention measures, reforestation with the hand tools and dangerous trees (trees that threaten the lives and health of people nearby buildings or infrastructure) digging and harvesting;
13.16. tapping into the growing trees stands, save a tree pruning view point of installation and maintenance, as well as the maintenance of power lines on road safety on the roads;
13.17. stands dead trees to cut and remove fallen trees, krital, or parts thereof, which is the diameter of the larger space is larger than 25 inches, except hazardous tree removal;

Without the prior written permission of the administration of banned: 16.1. organize outdoor public events involving more than 60 people, as well as the installation of the camps, except for specially equipped infrastructure and educational attendance and movement of objects along the way;
16.2. the installation of new roads;
16.3. to carry out other utilities and building restoration, or reconstruction of Germany in Reno, as well as the road reconstruction and periodic maintenance;
16.4. to make waterworks and drainage system of buildings reconstruction and renovation, except when this is necessary: 16.4.1. the natural flow of rivers, watercourses and water bodies adjacent area hydrological regime restoration, especially protected habitat for the management or other nature protection objectives;
16.4.2. to prevent flooding of the territory outside the protected areas;
16.5. the installation of the cognitive, recreational and tourism infrastructure objects (such as trails, information stands, watch tower, rest areas, camping, parking lot, restrooms, trash bin);
16.6. to restore forests, planting or sowing and ieaudzē forest;
16.7. to change land use;
16.8. to collect natural materials collections;
16.9. to carry out scientific research;
16.10. the installation of the new vessels in the base or wharf;

21.5. build and install new waterworks and drainage system, except if required in the intended species and habitats restoration measures and have received written authorisation of the Administration;
21.6. to cut trees and shrubs each year during the period from 1 April to 30 June;
21.7. without the prior written permission of the Administration to cut the trees snapping and sanitary main slapped by the State forest service in health;
21.8. the transformation of the territory's natural terrain shapes;
13.6. to destroy and damage the natural repetitions, collecting wild berries and mushrooms. 22. Forbidden to cut trees in the parental lock (except diseases, pests infested infected or otherwise damaged trees), if valdaudz's age exceeds: 22.1. pine groves-60 years;
22.2. melnalkšņ and lime groves-50 years;
22.3. Aspen groves – 30 years. 23. Without the prior written permission of the administration of banned: 23.1. to organize outdoor public events involving more than 60 people;
23.2. the transformation of the land, except if required in the installation and well-marked tourist infrastructure utilities according to annex 1 of these rules;
23.3. to change land use;
23.4. to carry out other utilities and building restoration, renovation or reconstruction, as well as the road reconstruction and periodic maintenance;
14.6. to carry out drainage system restoration, reconstruction and renovation;
14.7. to be cognitive, recreational and tourism infrastructure objects (such as trails, information stands, watch tower, rest areas, camping, parking lot);
14.7. to install new fenced areas for keeping wild animals in captivity;
14.8. to hold autosacensīb, motosacensīb, velosacensīb, ūdensmot sports and water skiing competitions, as well as rally, treniņbraucien and test drive;
14.9. to create the rest of the beach, suitable for releasing the coastal part of the cover;
23.10. to cut the disease infected by pest infested or otherwise damaged trees thinning felling and sanitary felling, the main lock at national forest service in the opinion of health, except where they pose a threat of large-scale attacks from parasites that can cause destruction of the Grove outside the boundaries of natural behavior. 24. the beach installing and maintenance operations, the following conditions shall be satisfied: 24.1. provide suitable conditions for the sand toad populations;
24.2. mow the Reed and remove cover allowed each year during the period from 1 august to 31 March. 25. The construction of the natural park area permitted according to local municipal territory planning, subject to these rules, as well as construction and environmental protection, regulations governing the procedures and restrictions. V. neutral zone 26. Neutral zone created to ensure and promote the sustainable development of populated areas and management. 27. Without the prior written permission of the administration of banned: 27.1. to carry out land transformation;
27.2. the main and sanitary felling. 28. Construction work related to the development of the tourism infrastructure of the territory, according to local authorities in the planning and has allowed a detailed, written agreement with the Lakewood regional environmental management, as well as respecting these rules and construction and environmental protection, regulations governing the procedures and restrictions. Vi. Natural monuments 29. Rules relating to protected trees – local and his alien species (trees whose girth 1.3 metres from tree roots neck or height is not less than the provisions set out in annex 4) and the area below the trees (measured from the trunk to the outside edge of the projection of the Crown), as well as the area within a range of 10 meters around the protected trees (measured from a protected tree crown of the outer edge of the projection). 30. On the protection of the environment, the responsible State or municipality institution according to the competency can make managerial decisions that some action has or can have a significant negative impact on the natural monuments, ecosystems or natural processes or activities therein is inconsistent with natural monuments and protection goals and objectives. In this case, the operation is prohibited. 31.10 metre radius around the protected trees (measured from a protected tree crown projection outside edge) and area under the trees (measured from the trunk to the outside edge of the projection of the Crown) and stones: 31.1. prohibited conduct any economic or other activity that is or may be damaged or destroyed natural monument or reduce its natural aesthetic, ecological, or cultural value;
31.2. to take any actions that may adversely affect the protected tree growth and natural development;
31.3. to perform actions that cause ground water, and surface water level changes;
19.5. getting valid minerals, except for underground water extraction for private purposes, without causing ground water, and surface water level changes;

19.6. changing environmental conditions – water treatment and feeding mode of trees;
19.7. to carry out land transformation;
19.8. the installation of the rest areas and camps, bringing tents and bonfire outside the specified or specially equipped places;

31.11. change the natural surface relief;
31.12. to destroy or substantially changed, except for natural bushes repetitions and tree felling in accordance with these rules and forest management regulatory laws;
31.13. to cut trees without the written permission of the administration. 32. A protected tree felling (vintage) permissible only if it become dangerous (risk to human life and health, nearby buildings or infrastructure) and the regional environmental governance written authorisation. 33. Without the prior written permission of the administration of banned: 33.1. installation of the cognitive, recreational and tourism infrastructure projects (such as the ram, trails, information stands, watch tower, camping, parking lot);
33.2. make a monument of nature management measures;
33.3. the change of land use;
