Cabinet of Ministers Regulations No. 107 in Riga 2009 February (pr 3. 9 § 4) the rules on annual State aid to agriculture and its procedure issued under the agricultural and rural development Act article 5, fourth paragraph 1. determines the annual amount of public aid for agriculture and rural development (hereinafter referred to as aid) and granting procedure.

2.2.1.3. the aid for the cultivation of animal breeding and pig farming sector (including the stud to 6 700)-869 835 lats;
2.2.1.4. support for breeding and rearing animals in the horse industry (including the stud to 6 700) – LVL 249 390;
2.2.1.5. support for the production of animal breeding and sheep industry (including 2 500 lats to the flock-book)-127 770 lats;
2.2.1.6. the aid for the cultivation of animal breeding and kazkopīb industry (including flock-book of 1 600) – 62 740 lats;
2.2.1.7. the aid for the cultivation of animal breeding, and non-traditional sectors – 200 400 lats;
2.2.1.8. support animal breeding value and genetic quality, 133 000 lats;
2.2.2. support animal corpses for the collection, transport, recycling and disposal – 534 000 lats;
2.3. support for the development of crop production – 628 500 lats (annex 3): 2.3.1 support crop gene pool and a random seed quality-165 000 lats;
2.3.2. support plant gene banks, central database and molecular laboratory pasportizācij activity-27 500 lats;
2.3.3. support for integrated vegetable and fruit and Berry, the integrated production-436 000 lats;

2.5.2. support for agricultural service cooperatives development cooperation – 177 650 lats;
2.6. the investment aid for the promotion of agriculture-5 957 658 lats (annex 6): 2.6.1. support for deletion part interest-5 607 658 lats;
2.6.2. support to compensate for the difference between interest-100 000 lats;
2.6.3. support productive plantations of permanent installation-50 000 lats;
2.6.4. support for economic operators in the organic products of the construction lauksaimn pre-treatment and processing (t.sk. the slaughterhouses) investment promotion – 200 000 lats;
2.7. support market promotion – 127 500 lats (annex 7): 2.7.1. support for the market promotion of organic farming-27 500 lats;
2.7.2. support for food quality schemes – 100 000 lats;
2.8. in support of the agricultural sector to reduce risk — 400 000 lats (annex 8): 2.8.1. support for the purchase of insurance policies to cover – 250 000 lats;
2.8.2. support for membership in the Fund of agricultural risks – 150 000 lats;
2.9. temporary support concerning State-16 382 lats (annex 9);
2.10. the previous year following completion of the measures initiated funding — 1 305 431 lats (including 45 000 lats for the support of the international and local animal and assessing the capacity of the Organization of the test).
3. the rural support service to current year 15 November Ministry of Agriculture presented a summary of payments made within the framework of the measures.
4. Minister of Agriculture until the current year December 1, submitted to the Cabinet for approval in the draft law on financing the redistribution among the support measures.

7. The applicant annexes to these rules shall be submitted in accordance with the procedure laid down in the rural support service transactions and payment documents or their copies, or summaries thereof, in accordance with the development and design of a document, as well as the accounting regulatory laws and requirements.
8. The applicant cannot receive assistance from these noteiktumo in the funding and other State budget resources for the same eligible measure.

10. the rural support service: 10.1. internet home page inserts information about the award and the costs of the aid arrangements;
10.2. adopt and evaluate submissions (if the application has not been created for the Evaluation Commission), as well as in the month following receipt of the application, shall take a decision on the granting of aid or the refusal to grant an aid;
10.3. This provision in the cases provided for in the annexes of the month concluded with the applicant for the granting of aid, provided the Treaty obligations and responsibilities of the parties;
10.4. random checks, not less than 1% of the beneficiaries in each event, if this provision is laid down in the annexes to the other control procedures (controls are not public authorities and corporations in the State, except where there is reasonable suspicion of non-compliance with the requirements of this Regulation);
10.5. the aid is paid, up to the available funding and in the light of the submission of the application, order, if this is not specified in the annexes to the rules of proportional reduction in aid or project evaluation;
10.6. in the month following the detection of an infringement requiring repayment of the aid, if the applicant provided false information or violated these terms or conditions of the contract;
10.7. the basis of the applicant's submitted and payment transactions supporting documents or their copies or summaries of the month paid the applicant support Cashless settlement form, if the Treasury is available financial resources;
10.8. the aid is paid shall include the value added tax, with the exception of this rule 6. aid referred to in the annex;

11. Payment of the aid for the previous year is in force until full completion (including Latvian agricultural and rural development programmes commitments and the European agricultural guidance and guarantee fund for virssaistīb). Payments from funds intended for the provision of finance prescribed in paragraph 2.10.

14. On aid for agricultural and food products market incentive programme in 2009 (hereinafter referred to as the programme), granted in accordance with the Cabinet of Ministers of 22 January 2008 rule no. 41 ' rules on State aid to agriculture in 2008 and its modalities "of Annex 8, the Latvian State Institute of agrarian economy (hereinafter called the Institute) until June 1, 2009, the Ministry of agriculture shall submit the following documents: 14.1. program, stating the objectives of the programme its anticipated impact and activities to be included in such market promotion and awareness-raising measures: 14.1.1. 14.1.2. participation in local and international exhibitions, as well as about the futility of goods export market promotion strategy;
14.1.3. provision of marketing measures in export markets;
14.1.4. advertising and marketing campaign "healthy and high quality food from field to fork";
14.1.5. market studies;
14.2. expand the program expenditure, indicating the measures and the activation costs of birch;
14.3. one cilvēkmēneš (staff, skills, office costs, communications and transport costs per employee per month) cost calculation according to the qualification of professionals involved in the implementation, as well as the implementation of each measure for the number of cilvēkmēneš.
15. the Institute shall prepare a programme for 2009 in accordance with the following regulations: 15.1 the Commission of 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (aid designed for medium and small sized enterprises active in the production of agricultural products) (Official Journal of the European Union 2006 16 December, no L 358);
15.2. the Commission's august 6, 2008, Regulation (EC) No 800/2008, which recognize certain categories of aid compatible with the common market in application of articles 87 and 88. (General block exemption regulation) (support for small and medium-sized processing plants) (Official Journal of the European Union, august 9, 2008, no L 214);
15.3. the Commission's July 24, 2007, Regulation (EC) no 875/2007 of the EC Treaty and article 88 87. de minimis aid for the fisheries sector and amending Regulation (EC) No 1860/2004 amendment (aid for the production of fishery products) (Official Journal of the European Union, 2007 25 July, no L 193);
15.4. the Commission of 15 December 2006, Regulation (EC) No 1998/2006 on 87 and 88 of the Treaty. application of article de minimis aid (aid granted if aid cannot be granted in accordance with this provision and 15.2 15.1 referred to Regulation bottom).
16. Ministry of agriculture creates a Commission to examine and coordinate the Institute's documents submitted (hereinafter referred to as the Commission).
17. the Institute shall provide Field support all these rules referred to in point 14 and agreed with the Commission documents up to July 1, 2009.
18. the Institute with the media (including the publication of information in the internet homepage) inform interested: 18.1 the opportunity to receive support under the program and on the conditions for receiving the aid;
18.2. in the framework of the follow-up measures to the works.
19. the Institute shall submit to the Commission the three between statements (which specifies the measures and actions and the results obtained in the reporting period), trip reports, reports on the use of aid by the next reporting period and the scheduled transaction list for the following periods of time: the first interim review-19.1. up to July 3, 2009.;
19.2. the second interim review – up to 1 October 2009;
19.3. a third interim review – until 13 November 2009.
20. One calendar month after the rule in point 19 specified dates shall submit to the Institute of rural support service of the interim review, which is consistent with the Commission, and the other provisions of paragraph 19 of the mentioned documents.
21. By 2010. on 16 April, the Institute shall supply to the Commission: 21.1. closing statements-summary of the performance of the contract;
21.2. Summary of evidence of payment for the use of the aid corresponding to them, as well as a report on the implementation of the measures used to cilvēkmēneš;
21.3. the acceptance and transfer of the Act;
21.4. Overview of de minimis aid granted to the undertakings and activities.
22. One calendar month after paragraph 21, this provision contains the date the Institute shall provide support services in the Field of these regulations 21. documents listed. 21.1. These provisions and 21.3. documents referred to should be consistent with the Commission.

6. the rural support service within one week after the application (table 2), the date of receipt of the application, the contractor evaluation and selection. The decision shall be taken according to the following criteria: 6.1 the contractor is accredited by the national agency of metrology and accreditation "State Agency" the standard LVS EN ISO/IEC 17025:2005 "the competence of testing and calibration laboratories-General requirements" with at least four accredited agrochemical characteristics of soil (soil acidity, organic matter, moving the phosphorus, potassium and magnesium content of exchanges) KPI detection methods;

3. 3.6. the applicant who complies with the present annex 107. and in paragraph 108.

4. The organization may receive support if support measures have been made: 4.1 monitoring, which agricultural herd animal, herd and accommodation is registered pursuant to the laws and regulations on animal, herd and the recording of holdings and identification of animals (hereinafter referred to as the monitoring flock);
4.2. a farm that has been assigned a variety of farm animals or candidate status (except the applicant's farm pig) according to the legislation on animal farms the variety of eligibility criteria and breed animals farm status (hereinafter referred to as the variety of the farm);
4.3. the animal for at least a year of control (except pirmpien) according to the regulations on the monitoring of the animals (hereinafter monitoring existing animal) and that breeding State inspection last year concluded the monitoring monitoring data has been withdrawn: 4.3.1. cow pirmpien are animal who is not calculated for the lactation of the standard data and that no more than four years;

II. Support for breeding and dairy used in animal production 6. support is provided in accordance with the Commission on 15 December 2006, Regulation (EC) No 1857/2006 on 87 and 88 of the Treaty. application of article regarding small and medium-sized enterprises active in the production of agricultural products and amending Regulation (EC) No 70/2001 (Official Journal of the European Union, December 16, 2006, Nr. 358). 8. aid for animal genetic determination of quality and productivity, control, and evaluation by the offspring: 8.1 the Organization granted as a lump sum of not more than 60 lats, including administrative costs one dollar per genetic determination of quality and productivity in the supervision of cow (excluding meat varieties, varieties of meat, milk, meat, cross breeds and crosses of animals of unknown provenance), which is monitoring the herd and : 8.1.1. last sealed the standard lactation (240-305 days) is at least 5000 kg milk yield, organic farms, at least 4000 kilograms;

5.2. Data Center and laboratories-0.52 lats (including value added tax) per month for one monitoring a cow or a goat in the monitoring results from the extraction, treatment and provision of data exchange: 8.4.1. Data Center – 0.17 lats (including value added tax) on the results of monitoring and the provision of data exchange one animal per month;
8.4.2. laboratories: 8.4.2.1. about one month of monitoring carried out analysis of bovine and goat milk – 0.27 lats (including value added tax);
8.4.2.2. about one month of monitoring data preprocessing, analysis and transmission of data entry processing-0.08 lats (including value added tax).

11. For the aid referred to in point 8.1:11.1. Field support service contract with an organization for the granting of aid, providing for the obligations of the parties, the settlement order and pre-payment of 50% of the projected administrative costs and 65 percent of the planned aid payments on the genetic determination of quality and productivity monitoring in cows. The agreement in this annex shall be added to the information referred to in paragraph 9;
11.2. the Organization of support services in the Field of: 11.2.1. up to 20 March 2009. the monitoring of the existing herd owners list which contains the name of the legal person and the registration number, or an individual's name and ID number, Flock registration number (organic farms by "b"), the rural support service customer registration number and the estimated number of animals;
11.2.2. by 2010, under the supervision of 10 January existing cattle productivity data analysis compared with the breeding industry in productivity indicators laid down in accordance with the laws and regulations of the dairy breeds of dairy cows.

12. the rural support service in accordance with this annex 11.1. the contract referred to in this annex and 11.2.1. list referred to 2009 April 10, make a prepayment by 2010 and February 1, the final accounts to the accounts you specified in the organization.
