No 68 26) at national and European Union aid modalities for the operation of local action groups and areas for activation – 2014 2020 programming period Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support for the implementation of the rural development programme for Latvia in 2014 – 2020 under "local action groups operating activities and activation of the territory" activity "local action group" and "activation" (sub). 2. the Sub-action aims to foster effective community-driven local development strategies (hereinafter referred to as the local development strategy), giving support to the implementation of the local action groups and the area of operation of the activation, it contributes to the field and important areas for fisheries development in continuity. 3. supports the applicant's application and the conditions for receiving the aid, project submission, evaluation and selection procedures, the conditions for the implementation of projects, publicity, payment request, evaluation and decision-making procedures, public funding request and payment procedure also determines the laws on the national and European Union aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period insofar as they do not conflict with these rules. 4. The amount of the aid determined by law for State and European Union aid society-driven local development strategy preparation and implementation. Local development strategy involved in the implementation of the local action groups represented within the meaning of this provision are: 7.1 the Chief Administrative and local development in the implementation of the local action group employees; 7.2. for the implementation of the local development strategies of local action groups responsible governing body (hereinafter referred to as the authority). 8. II. Action: 11.2.1. rental of premises; 11.2.2. premises management costs (heating, electricity, management services, water supply); 11.2.3. the stationer acquisition cost not exceeding 560 euro calendar year; 11.2.4. the subject matter of the representation costs of manufacture, which contain local action groups logo or other local action group representative information, but no more than one percent of the amount of public funding allocated to the local action groups and areas of activity for activation; 11.2.5. Office equipment acquisition cost; 11.2.6. machinery, Office equipment (computer, printer and copy its source materials, techniques and its raw material and storage equipment) and information technology (software), software acquisition, maintenance, rental, and repair costs. Technical maintenance, rental and repair costs not exceeding 570 euro calendar year; 11.2.7. communication services (telecommunications, internet and mail) cost that does not exceed 1100 euro calendar year; 11.2.8. the administrative head of the salary (including income tax, social security payments, business risk duty) not exceeding € per month, 1610 employing their statutory normal working time. Handout cost not exceeding 7 Euro per Member; 11.7.5. lecturers and moderators which do not apply to this rule 7.1. persons referred to in subparagraph a; 11.7.6. activation of the service costs, up to a maximum of 200 euro per month (does not apply to this rule 7. persons referred to in point); 11.7.7. coffee break cost no more than 5 € per participant; 11.8. the value added tax, if it is not legal to deduct from taxes payable to the State budget amounts as input to the laws on value added tax. 12. do not apply Under the following: 12.1. expenditure incurred before the adoption of the decision on the granting of aid for local development strategy consistent with the laws of the State of the Union aid society-driven local development strategy preparation and implementation; 12.2. donations; 12.3. interest charges, exchange fees and exchange rate fluctuations suffered damage; 12.4. fines, penalties and costs of legal proceedings; 12.5. the subcontracting, which artificially and unduly increase the cost of the project and the fee is fixed as a percentage of the total cost of the project; 12.6. supplies, services or work costs in excess of 1500 euro if they are not matched by the rural support service; 12.7. expenditure on the purchase of machinery, which is the internal combustion engine, and the following technical maintenance, spare parts and service; 12.8. gift and clothing; 12.9. any payment for extra work, overtime work or work on public holidays, bonuses, incentives and cash prizes, as well as pay for annual leave remuneration for years of service before the receipt of the rural development programme for Latvia in 2014 – 2020 Sub-measure "preparatory assistance"; 12.10. the health, life and accident insurance costs, excluding this provision. 11.3.4 referred to costs; 12.11. expenditure on the acquisition of property or shares; 12.12. This provision 11.2.11. the costs referred to in the event of failure to comply with this rule 20.3. condition referred to in subparagraph a; 12.13. this rule 11.3. costs, referred to in the event of failure to comply with this rule 20.2. condition referred to; 12.14. other costs that are not eligible under the European Parliament and of the Council of 17 December 2013 Regulation (EU) No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 (hereinafter Regulation No 1303/2013) and the Council of 17 December 2013 Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2006 of the European Parliament and of the Council of 15 may 2014, the Regulation (EU) no 508/2014 on a European maritime and Fisheries Fund and repealing Council Regulation (EC) No 2328/2003 , (EC) no 861/2006, (EC) no 1198/2006 and (EC) no 791/2007 of the European Parliament and of the Council Regulation (EU) No 1255/2011 III. 13. Application procedures for support, local action group within five working days after the receipt of the decision of the local development strategies of rural support service approval shall: 13.1. project submission (annex 1) in two copies in paper form (if it does not submit to the electronic document in accordance with the law on electronic documents). Field support service projects a copy of the application along with proof of registration of the application, the project shall be returned to the applicant; 13.2. the applicant's statement in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period. 14. Local action group each year in January, may and September the first 10 working days in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period shall provide support services in the Field of payment request for implementation activities and learning funding over the previous four months. Local action group may opt out of receiving aid, written notice of the field support service. If the rules referred to in paragraph 6, the implementation of activities is related to the programme of action, local action groups in accordance with the laws of the State of the European Union and the granting of aid, administration and monitoring of the development of the rural and fisheries-2014 – 2020 programming period provides the two Fund publicity requirements in certain Visual elements of information and its use. 22. If the Committee decides on the increase of the amount of aid for local development strategies consistent with the laws of the State of the Union aid society-driven local development strategy preparation and implementation, the local action group within five working days of receipt of the decision in the rural support service shall submit the application to the specified project. 23.
