5.2. results indicators – 50 percent of higher education institutions to implement the enhanced programme of study (proportion of the total number of higher education institutions). 6. within the framework of the implemented project Apakšaktivitāt financed from the European Social Fund, national public funding and private funds. The total funding available for apakšaktivitāt is 5 199 888 lats, including European Social Fund funding 4 419 904 lats, funding for the State budget up to 194 996 dollars and private funds no fewer than 197 664 la you. To the rules referred to in paragraph 67 of the indirect cost rate constant determination of the maximum eligible cost of the project amounts to 4 679 899 lats. 7. Apakšaktivitāt implement open project application selection. 10.13. the accumulated data on the implementation of the project according to the laws of the European Union's structural funds and the cohesion fund management information system and the information society;
10.14. plans and implements public awareness measures for the conclusion of an agreement or contract with the beneficiary. 11. The Liaison Office has functional authority. II. eligible transactions 12. Project activities are supported: 12.1. existing study programmes, courses and modules, improvement or new courses, course and module development (including interdisciplinary);
12.2. the quality of the Studio, developing and implementing innovative approaches and solutions (studies and developments, studies intellectual resource upgrading, new technology and teaching methods of Studio Pro ces, e-learning development, foreign academic staff association, training development, funds fo including textbooks and lab development);

12.3. the qualification requirements of practices at the sectoral economic operator or scientific institutions (including study abroad program education thematic areas – engineering and techno loģij, production and recycling, wildlife science, physical science, datorik-, education groups – agriculture, forestry, ārs a nie construction, pharmaceuticals, environmental protection, and the project of the new developed in interdisciplinary courses in new technology introduction away);
12.4. a university or college academic staff qualifications full building, including internship at industry analyst, economic activity in other Latvian and foreign universities or scientific institutions. III. Requirements to the project the applicant 13. Project applicants may be higher education institutions. 14. Project applicants may submit a project application and to implement the project of individual Pro or in partnership with other Latvian or foreign higher education counselling prostitution laws, scientific institutions, employers ' organization or sector economic activities investigator SAIM, concluding with a partner of the cooperation agreement for the implementation of a project. Funding conditions 16. minimum eligible costs of the project amounts to 35 140 dollars and the maximum total eligible cost is $702 804. 17. Maximum co-financing from the European Social Fund has about 85 percent of the total eligible cost of the project. 18. national funding project provides: 18.1. the project applicant – founded in higher education institution, which is the country's budgetary authority, to 15 percent of the total eligible cost of the project from the State budget;
18.2. the project for the applicant, established higher education institution which is not a public authority or private citizens founded the institution of higher education for at least 15 percent of the project's total eligible cost of project IC or the disposal of the partners in the funds or credit or investment in kind (contributions in kind does not exceed seven per cent of the total eligible cost of the project). 19. The provisions referred to in paragraph 18.2. contribution in kind consists of the project applicant or partner providing voluntary work without remuneration (hereinafter referred to as the volunteer work) in the Republic of Latvia 30.6. V. Project application and selection of project proposals submissions submission 21. 24.2.4. partner or partner Declaration on participation in the implementation of the project, if the project is expected to involve one or more of the partners (annex 3);
24.3. the project application to the institution of the applicant, the signature of the project manager or his authorised person. If the application is signed by an authorised person, accompanied by the relevant authority. 25. the project the applicant in addition to the provisions referred to in paragraph 24 of the annex may be submitted to: 25.1. State revenue service certificate of tax payment, issued no earlier than 20 working days prior to the application of the project (if the applicant is a private institution of higher education founded);
25.2. the company registry certificate attesting that the applicant has not been declared bankrupt, is being wound up and the economic activity it is not paused or interrupted (if the applicant is a private institution of higher education founded);
25.3. other documents which the applicant considers the project not tolerable to justify the application of the project's compliance with this provision 4. 37.2. the project submission does not comply with any of the provisions of annex 4, 1.1., 1.2., 1.3, 1.4, 1.5, 1.6, 1.9, 1.10, 1.11., 2.1., 2.2., 2.3., 2.4., 2.5., 2.6, 2.8, 2.9, 2.10. or 2.11. criteria referred to in subparagraph;
37.3. in compliance with the assessment of one of the provisions in the annex 4 3.3, 3.4 or 3.9. quality criteria referred to in the project application has been received by less than one point and the quality criteria in the standings has received less than 10 points. 38. Cooperation authority decides to refuse an application for the project, if this provision of the annex referred to in paragraph 4, the funding fell in the threshing is evaluated with "no". 39. 40.3. the liaison bodies of other specific legal action based on the conclusion of the agreement or contract. 41. cooperation authority within five working days after the decision to take the date of carrying forward the project applicant: 25.5.-the decision on the application of the project approval, rejection or approval;

If the applicant does not provide the decision on approval of the application, the project provided the conditions contained or not provide it within the time limit laid down in that decision, the opinion of the authority is negative and the project application is considered to have been rejected. The liaison body within five working days after the signing of the opinion sends the draft opinions to the applicant. 46. cooperation authority within 10 working days after the decision on the application of the project approval or assent depositing in the Ministry of education and science information on the bottom of the activity within the projects approved for the implementation of the project and the required State budget request. 47. cooperation authority within 10 working days after the conclusion of the letter of agreement shall be informed in writing of the agreement concluded by the Ministry that no cionāl is located in the subordinated beneficiaries – founded higher education institution that is the public authority. 48.20 working days of receipt of the decision on rejection of the application or project that rule 45. in the cases referred to in point project, the applicant is entitled to request the cooperation of information regulatory authority regulations issued in accordance with the procedure laid down in the draft submitted by the two copies of the application. VIII. Eligible and ineligible costs 49. within the framework of the project, eligible costs shall be divided into the following cost headings: 49.1. the administrative costs of the project;
30.6. the implementation of project activities the provisions of paragraph 12 above for the implementation of the activities supported;
30.6. the project information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements. 50. This rule 49.1. the costs referred to in (a) are the indirect costs of the project. 30.6. These provisions and 49.3. cost is referred to the direct costs of the project. 51. This rule 49.1. cost referred to in heading may include:

51.1. the claims cost the project administration work, see to it that the national compulsory social insurance contributions, if the project has going in the trēšan send the admin a person not registered as business income tax;
51.2. mission expenses, travel expenses;
51.3. communication costs (postage, telecommunication and internet services);
51.4. Office supplies and inventory costs (value of up to 150 Lats per unit), except furniture;
51.5. room and furniture rental, if the project requires the Administration to rent space outside of the legal beneficiaries addresses;
51.6. project management for information technology equipment rental (computers, software, printers, and storage equipment). 52. This provision cost referred to in paragraph 30.6. position may include the following costs: 52.1. the cost of the consideration of the implementation of project activities in Parties (consultants, experts, specialists, academic staff and researchers, managers of the internship, practice managers practice, student practice time, editors, readers, interpreters, and other project activities involved in the implementation), including State social security payments if the person involved in the implementation of the project is registered as a business income tax payer;
52.2. the liability insurance of the University and college academic staff internship during foreign academic staff during viesdocēšan in Latvia and the higher education programs for student practice time;

52.5. training materials and handouts;
52.6. with training seminars and conferences and the implementation of the related costs, including provision of handouts;
52.7. mission expenses, travel expenses;
52.8. other project activities implementation costs: 52.8.1. Office supplies and inventory costs (value of up to 150 Lats per unit), except furniture;
52.8.2. intangible fixed assets cost – the cost of the acquisition of software, including specialized e-learning and study process control software, licenses and copyright acquisition cost, which is determined in proportion to the period of implementation of the project;
52.8.3. teaching and cognitive literature acquisition and learning and cognition Lite ratūr and periodicals subscription costs to the project;
52.8.4. transportation costs (fuel costs, vehicle hire, purchase of transport services and the fee for the use of public transport);
52.8.5. communication costs (postage, telecommunications, internet services);
52.8.6. the required information technology equipment rental (computers, software, printers, data storage and copying equipment) and other logistical means rental during project implementation;
52.9. costs that are reasonable and related to the implementation of project activities. 53. The rules referred to in paragraph 30.6. cost position does not exceed two per cent of direct eligible project costs. 54. the eligible costs recoverable value added tax payments are eligible. 55. the project costs not included in the application, which is not specified in these rules or in point 49.54. 56. Financing from the European Social Fund, national public funding or private funds not eligible costs: 56.1. does not meet this provision in paragraph 53 above costs limit;
56.2. project activities have not encountered during implementation or for payments made later than the month after the expiry of the implementation of the project;
56.3. not justified by supporting documents or the costs incurred by the law of the non-compliance;
56.4. does not meet the reasonable financial management, in particular value for money and cost effectiveness and not related to the project implementation activities IX. Project implementation conditions 57. If the beneficiary is developing a new program of study, this together with the implementation of the project final report submitted to the liaison body of the higher education program in the Licensing Commission a copy of the decision on the higher education programs, licensing or license a copy of higher education for the implementation of the programme. 58. If the beneficiary will improve existing courses or develop or improve the study course, module or learning tool, this together with the final report the project authority shall provide for cooperation between two external expert opinions (one expert from another higher education institution, another expert from the industry, professional organizations or bodies of the social partners) on the improvement of the quality of the study programmes, study course, module or feature in the training and compliance with economic needs or develop a course of study in teaching aids, module or the quality and relevance of economic needs. 59. If the beneficiary of the project provide qualification requirements according to the practices at the sectoral economic operator or scientific institutions, before the start of practice in higher education institutions, practice provider and student written contract for switch practices. The contract shall specify at least the practice targets, tasks, practice planning, performance evaluation of practice, practice times, the obligations of the Contracting Parties, rights and responsibilities, the termination conditions, as well as reciprocal billing arrangements. 60. the Funding recipient project can start before the conclusion of the contract or letter of agreement, but not later than two months after the contract or letter of agreement conclusion. The project no longer than 36 months from the date of commencement of the project. The project site is the territory of the Republic of Latvia. 61. If the beneficiary shall implement the project for longer than 24 months, this period of 24 months from the date of commencement of project implementation provides a financial volume of learning no less than 60 percent of the total eligible cost of the project. 62. If the beneficiary turned secures funding for learning this rule set out in paragraph 61 and timeless, the liaison body shall have the right to decide on the project funding reduction or termination of the project. 63. the draft amendments shall be consistent with the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds. 64.
