Cabinet of Ministers Regulations No. 646, Riga, 25 June 2009 (pr. No 44 47) rules for the river basin district management plans and programmes of measures Issued in accordance with the water management act article 18, second subparagraph, and article 20, the third part i. General questions 1. determines: 1.1. River basin management plan (hereinafter plan) the content of the information to be provided and the way the additional information to be included in the plan, restoring it;
1.2. minimum requirements, conditions and restrictions, which include a programme of activities (hereinafter referred to as the program). 2. public limited liability company "Latvian environment, geology and Meteorology Centre" (hereinafter referred to as the Centre) the public institutions and authorities shall provide the General information required for the development of plans and programmes, including: 2.1 the surface and underground waters and water management of statutory protected areas (protected area), as well as the monitoring of emissions and other environmental monitoring data;

2.3. with water and usage of water resources-related plans and programmes;

2.5. specially protected natural areas conservation plans. 3. Plans and programmes, as well as the approved plans and programmes are available to the public in the Centre and Center home page on the internet. The Center is also available in the development of plans and programmes, the information used, including information on the emission control of point sources of pollution and for the control of activities which change the hydrological regime of ūdensobjekt and morphological characteristics. 6.4.4. the composition of the Board, functions and rights. 7. information on the most important loads and impact of human activity on the ground and surface waters: 7.1. appreciates the point source pollution. The report shall be accompanied by a summary of the results of these measures and the amendments made to the plan;
14.2. include information about where and in what order the public may consult: 14.2.1 the plan used in the preparation of documentation;
14.2.2. the development of the plan and the progress of the public consultation;
14.2.3. the draft plan and the approved plan;

14.2.4. major water management and protection issues in the area;
14.2.5. surface and underground waters and protected areas monitoring results. 15. the plan to add maps to the following: 15.1 the surface ūdensobjekt and their limits;
15.2. type of surface ūdensobjekt (request this card centre shall transmit to the European Commission for its specified format);
15.3. the underground ūdensobjekt and their limits;
15.4. the protected areas in the area;
15.5. the most significant point and diffuse sources of pollution;
15.6. surface and underground ūdensobjekt and monitoring of protected areas items;

IV. Programme content programming in 19 and the measures chosen to be included on the basis of the information contained in the plan (also on economic analysis recommendations). 20. the program shall include the minimum measures to be taken to: 20.1. comply with the requirements laid down in the legislation: 20.1.1. on surface and underground water resources use and protection (also directly emit pollutants in underground waters), as well as the waters;
20.1.2. reduction and pollution control;
20.1.3. for industrial accident risk assessment and reduction;
20.1.4. environmental impact assessment;
20.1.5. about specially protected natural areas, species and habitat protection;
20.1.6. for chemicals and products, as well as of plant protection products;
20.1.7. about the protection zones;
20.1.8. for the construction of the waterworks;
20.1.9. for fisheries;
20.1.10. for sewage sludge and compost use, monitoring and control;
20.1.11. for water and soil conservation of the agricultural activity in pollution by nitrates;
20.2. the completed water management in water user requirements to cover all water resources and to respect the principle of the polluter pays;
20.3. ensure consumers supplied drinking water compliance with the safety requirements and protected for the abstraction of drinking water or used for water-use objects, as well as reduce the need to purify drinking water, its preparation process;
20.4. the control surface and underground mining in fresh waters, facilitate and promote the rational use of the water management act and the management plans will set environmental quality objectives. 20.11. prevent and reduce accidental marine pollution incident (also flood and crash) and reduce the impact of accidents and accident damage aquatic ecosystems;
20.12. prevent pollution of marine waters;
20.13. the control of the adverse effects on the waters not mentioned in this paragraph;
20.14. reduce the mixing zone the area downstream of point sources of pollution, if the following areas have been identified. 21. additional measures are any measures other than those referred to in paragraph 20 of these regulations and required for surface and underground ūdensobjekt the set environmental quality objectives. Center programs include project proposals for additional measures to be carried out in the area. 22. Programme development for six years.
