Cabinet of Ministers Regulations No. 646, Riga, 25 June 2009 (pr. No 44 47) rules for the river basin district management plans and programmes of measures Issued in accordance with the water management act article 18, second subparagraph, and article 20, the third part i. General questions 1. determines: 1.1. River basin management plan (hereinafter plan) the content of the information to be provided and the way the additional information to be included in the plan, restoring it;
1.2. minimum requirements, conditions and restrictions, which include a programme of activities (hereinafter referred to as the program). 2. public limited liability company "Latvian environment, geology and Meteorology Centre" (hereinafter referred to as the Centre) the public institutions and authorities shall provide the General information required for the development of plans and programmes, including: 2.1 the surface and underground waters and water management of statutory protected areas (protected area), as well as the monitoring of emissions and other environmental monitoring data;
2.2. the information obtained using this provision, 20.1.2, 20.1.3 20.1.1...,.,., 20.1.6 20.1.5 20.1.4.,.,., 20.1.7 20.1.8 20.1.9 20.1.11 20.1.10. and, in this legislation requirements;
2.3. with water and usage of water resources-related plans and programmes;
2.4. local development planning documents and planning;
2.5. specially protected natural areas conservation plans. 3. Plans and programmes, as well as the approved plans and programmes are available to the public in the Centre and Center home page on the internet. The Center is also available in the development of plans and programmes, the information used, including information on the emission control of point sources of pollution and for the control of activities which change the hydrological regime of ūdensobjekt and morphological characteristics. II. the content of the information to be provided in the plan and the way information is inserted 4 Plan in accordance with the water management Act 4, 11, 12, 13, 14, 17 and 18. 5. the plan may consist of separate sections that apply to the bottom of the pool. 6. River basin area (hereinafter the County) includes: 6.1. accurate information on county boundaries;
6.2. area hydrographic and hydrological regime;
6.3. the indication of the types of surface ūdensobjekt of high ecological quality classes (etalonstāvokļ) description of each type, characteristics of the underground ūdensobjekt and surface and underground ūdensobjekt the conformity assessment of the condition of water quality criteria;
6.4. the following information on the Center and Advisory Board: 6.4.1. address of the Centre;
6.4.2. the functions of the Centre and the right of the river basin district-apsaimn biting;
6.4.3. the Centre's cooperation partners in Latvia and abroad (if you have created an international river basin district) and functions of the Centre, in cooperation with partners;
6.4.4. the composition of the Board, functions and rights. 7. information on the most important loads and impact of human activity on the ground and surface waters: 7.1. appreciates the point source pollution. Provide information about individual pollution especially dangerous pollutants and substances with a particularly significant impact on the environment, which should be taken into account in determining the allowed emissions in the water, and the Cabinet of Ministers of 9 July 2002, rule no. 294 "rules for categories (A), (B) and (C) for the actions and the pollutant category A and B authorization procedures" 5. in the annex (hereinafter referred to as particularly dangerous pollutants). If an operator in the territory allowed the direct emission of contaminants in ground water, provide information about the operator, as well as the following the issue of the permit. If the point sources are defined in the mixing zone, describes the determination of the approach and methodology used;
7.2 assess the spread of pollution sources. Provide information about individual pollution especially dangerous pollutants and a survey of land use in the area;
7.3. point surface and underground ūdensobjekt in which concentrations of pollutants exceeding the legislation on water quality in certain good chemical quality criteria;
7.4. evaluate the loads that affect surface and groundwater quantitative status, also water pressures;
7.5. provide significant water inlets and water use objectives describe the water volume and its changes during the year, the total annual water consumption and total water loss in water supply systems, as well as water use trends of the last 10 years;
4.7. points, in which area the existing surface and ground water extraction or ūdensobjekto regular level or surface waters regime change is not controlled, because according to the laws and regulations on water use, impact of these activities on the waters is not material;
7.7. the description area in the pop-up control (also hidromelioratīv construction) and its effects on run-off or water balance;
7.8. indicates artificial and heavily redesigned ūdensobjekt and information about this object hidromorfoloģiskaj characteristics that significantly changed the human activities, as well as the grounds for recognition of the ūdensobjekt artificial or heavily modified;
7.9. analyse the impact of human activity on surface and ground waters, which are not mentioned in this paragraph. 8. the information on protected areas include this rule 15.4. referred to in card and the reference to the protected areas of the registry established under the environmental protection act and included in the list of protected areas, information about the aims and the creation of laws that determine the status of the territory. The register indicates the territory created in the water for the protection of biological resources, ūdensobjekt, which is located in the recreation facilities or bathing, especially in sensitive areas, especially protected natural areas, as well as ūdensgūtn, that is used or intended to be used for the abstraction of drinking water, if the average water volume of more than 10 m3 a day or if ūdensgūtn is used more than 50 people. 9. the content of the monitoring network and the implementation of the results of the monitoring programme includes this provision and 15.7 15.6. referred to maps and details of surface and subterranean ūdensobjekt and monitoring of protected areas data reliability and accuracy, as well as on the necessary amendments to the monitoring program. 10. Economic Analysis Summary: 10.1. description the role of water resources in the area of economic and social development;
10.2. the use of water resources provides forecasts for the next six years;
10.3. inform on State aid and investment in the water sector investment attraction strategies and projections;
10.4. provides assessment of how and how much water resource users bear the cost of use of water resources;
10.5. description with water use payment systems (water and sewage tariffs, tax on natural resources and water pollution charges for the use of water resources), provides the rationale and recommendations for any necessary changes in this system;
10.6. sets out conclusions and proposals. 11. the plan shall specify the ūdensobjekt and protected areas under certain environmental quality objectives and the reasons for the determination. The plan adds it to the list of ūdensobjekt in accordance with the water management law exceptions applied environmental quality targets or objectives, as well as the grounds for certain exemptions, and provide information on the measures envisaged in these ūdensobjekto to reach those specific environmental quality objectives. 12. Information on planned measures pollution for the elimination or reduction of emissions and environmental quality objectives shall prepare a summary of the main types of measures, their implementation deadlines and implementers, as well as on the implementation and the required additional funding. The summary shall indicate how these activities will contribute to the plan laid down in the environmental quality objectives. According to the provisions of chapter IV of the rules developed in the full program plan. 13. information about other programs related to the management of the river basin district, shall be included in the list of all programs and plans for the territory, the existing sub-surface waters or of a certain type of individual water-management objects or specific environmental problems, as well as the action programmes for specific business sectors. The plan shall include a summary of the document content. 14. Review of the public information and consultation, organized by the Centre for development or reconstruction plan: 14.1. indicate the measures of the public consultation and advice, the time and place. The report shall be accompanied by a summary of the results of these measures and the amendments made to the plan;
14.2. include information about where and in what order the public may consult: 14.2.1 the plan used in the preparation of documentation;
14.2.2. the development of the plan and the progress of the public consultation;
14.2.3. the draft plan and the approved plan;

14.2.4. major water management and protection issues in the area;
14.2.5. surface and underground waters and protected areas monitoring results. 15. the plan to add maps to the following: 15.1 the surface ūdensobjekt and their limits;
15.2. type of surface ūdensobjekt (request this card centre shall transmit to the European Commission for its specified format);
15.3. the underground ūdensobjekt and their limits;
15.4. the protected areas in the area;
15.5. the most significant point and diffuse sources of pollution;
15.6. surface and underground ūdensobjekt and monitoring of protected areas items;
15.7. the results of the monitoring, which, according to annex these provisions reflect: 15.7.1. surface ūdensobjekt the ecological and chemical quality;
15.7.2. heavily modified and artificial ūdensobjekt ecological potential and chemical quality;
15.7.3. underground ūdensobjekt chemical quality and quantitative;
15.7.4. protected areas located ūdensobjekt. 16. the Centre shall prepare a database. The database includes this provision, the information referred to in paragraph 15. III. The renewed plan to be included in the additional information 17. Overview of amendments made after the publication of the previous version of the plan;
17.2. the environmental quality objectives. The assessment adds map showing the previous plan progresses, the results of the monitoring carried out. If environmental quality objectives are not achieved, provides an explanation of the causes;
17.3. an overview of the previous plan, but not included in measures taken and an explanation of the causes;

17.5. for information on the listed priority hazardous substances and pollutants emissions, discharges and losses, including the concentrations of these substances in sediments and biota. If the emissions, discharges and losses of sources are displayed in the map, it adds the restore plan. 18. If the area of a water-object was applied to the water management act exceptions mentioned in environmental quality targets or objectives, the restored version of the plan indicates: 18.1 or updated versions of the plan development is assessed the need for exceptions and any decision adopted by the evaluation;
18.2. what measures are being taken and what to ūdensobjekto referred to ensure the achievement of the objectives set;
18.3. how ūdensobjekt affected the situation of exceptional circumstances, the measures taken and what must be done to prevent water deterioration due to exceptional circumstances and to restore the original state of the waters. IV. Programme content programming in 19 and the measures chosen to be included on the basis of the information contained in the plan (also on economic analysis recommendations). 20. the program shall include the minimum measures to be taken to: 20.1. comply with the requirements laid down in the legislation: 20.1.1. on surface and underground water resources use and protection (also directly emit pollutants in underground waters), as well as the waters;
20.1.2. reduction and pollution control;
20.1.3. for industrial accident risk assessment and reduction;
20.1.4. environmental impact assessment;
20.1.5. about specially protected natural areas, species and habitat protection;
20.1.6. for chemicals and products, as well as of plant protection products;
20.1.7. about the protection zones;
20.1.8. for the construction of the waterworks;
20.1.9. for fisheries;
20.1.10. for sewage sludge and compost use, monitoring and control;
20.1.11. for water and soil conservation of the agricultural activity in pollution by nitrates;
20.2. the completed water management in water user requirements to cover all water resources and to respect the principle of the polluter pays;
20.3. ensure consumers supplied drinking water compliance with the safety requirements and protected for the abstraction of drinking water or used for water-use objects, as well as reduce the need to purify drinking water, its preparation process;
20.4. the control surface and underground mining in fresh waters, facilitate and promote the rational use of the water management act and the management plans will set environmental quality objectives. Determine in which area the existing surface and ground water extraction or ūdensobjekto regular level or surface waters regime change are not regulated under the regulations on the use of water resources impact of these activities on the waters is not material;
20.5. the control surface level or fresh waters regime change;
12.8. controlling the underground water resources in the artificial replenishment;
20.7. to control emissions from point and diffuse sources of pollution. If an operator in the territory according to the laws and regulations on the emission of pollutants in the water allowed the direct emission of contaminants in ground water, it separately;
20.8. controlling the activities that significantly affect water status and ūdensobjekt of the hydromorphological characteristics, to achieve the desired environmental quality or good ecological potential;
20.9. prevent pollution of surface water by the priority substances;
20.10. the progressive reduction of pollution of surface waters by substances that inhibit the set environmental quality objectives, and control those emissions, as well as the unintentional leak from different facilities;
20.11. prevent and reduce accidental marine pollution incident (also flood and crash) and reduce the impact of accidents and accident damage aquatic ecosystems;
20.12. prevent pollution of marine waters;
20.13. the control of the adverse effects on the waters not mentioned in this paragraph;
20.14. reduce the mixing zone the area downstream of point sources of pollution, if the following areas have been identified. 21. additional measures are any measures other than those referred to in paragraph 20 of these regulations and required for surface and underground ūdensobjekt the set environmental quality objectives. Center programs include project proposals for additional measures to be carried out in the area. 22. Programme development for six years. Once a year, and then the plan is amended, the Centre and the appearance of the Board approved the application and adopt a decision on the necessary amendments. V. concluding questions 23.
