Cabinet of Ministers Regulations No. 890 Riga, 11 august 2009 (pr. No 52 22) the order in which the State budget funds allocated to the European Union's structural fund objective 3 "European territorial cooperation" programmes and the European neighbourhood and partnership instrument programme beneficiaries from the Republic of Latvia Issued under the European Union's structural fund objective 3 "European territorial cooperation" programme management law of article 24, paragraph 3 of the second paragraph of i. General questions 1. determines the order in which the budgetary resources allocated to the national European Union structural fund objective 3 "European territorial cooperation" programmes and the European neighbourhood and partnership instrument programme (hereinafter the programme) funding recipients of the Republic of Latvia (hereinafter called beneficiaries). 2. the national budget funds program projects may require the following beneficiaries: 2.1 local government bodies created;
2.2. the planning regions;
2.3. associations and foundations;
2.4. local and national corporations, if the planned State budget allocations for the implementation of the project is not considered business support business support Control Act;
2.5. the sectoral ministries and subordinated institutions. 3. The beneficiary may take part in this through the European regional development fund the objective 3 "European territorial cooperation" programme for projects: 3.1. Latvian and Lithuanian cross-border cooperation programme;
3.2. the Estonian and Latvian cross-border cooperation programme;
3.3. the Central Baltic Sea cross-border cooperation programme;
3.4. The Baltic Sea region programme transnational cooperation;
3.5. the interregional cooperation programme INTERREG IVC; 3.6. urban development programme Urbact, ESPON 2013 programme II; 3.7 (European spatial planning monitoring network). 4. The beneficiary may take part in such a European neighbourhood and partnership instrument in support of the program to be implemented by the projects: 4.1 the Estonian, Latvian and Russian cross-border cooperation programme;

European regional development fund co-financing project, involving program beneficiaries from the Republic of Latvia, 85 percent;
8.2. the funds provided by the beneficiaries of the programme, the Republic of Latvia, to 15 percent. 9. The rules referred to in point 3.6 the program projects funded from the European regional development fund, the State budget, local budgets, and the rest of the program beneficiaries, the following project financing source aspect ratio: 9.1. European regional development fund co-financing project, involving program beneficiaries from the Republic of Latvia, to 80 percent;
9.2. funds provided by the beneficiaries of the programme of the Republic of Latvia, to 20 percent. 10. This provision is referred to in paragraph 4, the draft programmes financed from the European neighbourhood and partnership instrument, the State budget, local budgets, and the rest of the program beneficiaries, the following project financing source aspect ratio: 10.1. European neighbourhood and partnership instrument is part of project co-financing, which participates in the program, beneficiaries of the Republic of Latvia, 90 percent;
10.2. the parties funding part of the project, involving program beneficiaries from the Republic of Latvia, the 10 percent, including: 10.2.1. State budget – five percent;
10.2.2. the funds provided by the beneficiaries of the programme of the Republic of Latvia, the five percent. 11. This provision 2.1.2.3 and 2.4, below referred program funding recipients can finance the projects from their own funds and does not require these rules 7.2.1 and 10.2.1. referred to in national budgetary resources. II. State budget funding and contracts of the State budget financing of 12. The Ministry shall establish and maintain a national budget funding and use the content database (hereinafter database). 14. to ensure the transparency of the allocation of budgetary resources, the database shall contain the following information: 14.1. information supplied by the beneficiary according to the annex to these rules;
14.2. the date of the decision granting the co-financing of the programme, the date when the notice sent that decision and announcement number;
14.3. the date when the contract was concluded for the State budget funding trouble, and contract number;
14.4. payment amortization schedule specified in the contract for State budget funding;
14.5. the national budget funds transferred amount, transfer date and the payment order number;
14.6. a level of expenditure, financial control or compliance check opinion and opinion in the approved expenditure;
9.1. approved the State budget financing in the amount of us funding estimates;
9.2. this rule 28.4. the data referred to in point;
9.3. details of the agreement on the State budget funding obligations. 15. The Ministry recorded submissions database submission order and each assign a registration number to the application. 16. The Ministry shall consider the submissions, in order of their establishment, taking account of the following general conditions of funding: 16.1. conformity of these provisions in paragraphs 3 or 4, the following programs;

16.3. the submission form matches the content of the annex to this regulation;

16.4. the project is attached to the application or documents justifying the co-financing programme (co-financing). 17. The Ministry within one month of the first-level financial control last reporting period after receipt of the opinion of the specified State budget funding amount and submit a written statement of the recipient of the funds remaining in the State budget financing payment arrangements. 27. The remaining State budget funding for up to 10 percent of the amount allocated to the provision referred to in paragraph 24 of the account in accordance with the provisions of section 28.4., after receiving the first-level financial control positive final opinion on the use of the funds assigned to the project, and information on the distribution of funding to the project partners, if the beneficiary is the lead partner of the project. 28. The national budget funds accepted and specified in the following order: 28.1. assigned to the national budget funds of the Ministry accepts the use of funding in accordance with the schedule specified in the contract for State budget funding and make the relevant entries in the database;
28.2. the national budget funds acceptance is based on the first level of the opinion of financial control;
28.3. the national budget funds approved, taking into account this provision 7.2.1 and 10.2.1. projects referred to the source of funding and the proportion of first-level financial control opinion approved expenses;
28.4. the State budget allocated for the project financing adapted in the light of this provision in paragraph 7 and 10 of the projects mentioned in the financing source aspect ratio and a first-level financial control the final opinion approved expenses (hereinafter referred to as the adjusted Government budget financing): 28.4.1. If the difference between the beneficiary account credited the State budget funds and the State budget specified funding amount is positive, the beneficiary within five working days after receipt of the statement of the Ministry for the repayment of the contributions of this difference account specified in the notice;
28.4.2. If the difference between the beneficiary account credited the State budget funds and the State budget specified co-financing amount is negative, the Ministry in the five working days following the dispatch of the notice paid to the difference in the contract about the State budget financing of the indicated beneficiary's account. 29.
