No 54 40. §) rules on "operational programme human resources and employment ' 1.3.1.7. activity" Supplement to labour market demand for short-and long-term forecasting and monitoring systems development "Issued under the European Union's structural and cohesion funds act 18 paragraph 10 of article i. General questions 1. determines: 1.1. procedures implemented by the operational programme" human resources and employment ' priorities 1.3 of Appendix "employment promotion and health work" based on "employment" UR1.3.1.pas 1.3.1.7. activity "labour market demand for short-and long-term forecasting and monitoring systems development" (hereinafter activity);
1.2. the European Social Fund (hereinafter the project) submission evaluation criteria;
1.3. the requirements of the project applicant;
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination. 2. The purpose of the activity is to create a labour market monitoring system that would enable to acquire and analyze data concerning the labour resource investments by economic sectors and industries, to the specific problems and possible solutions, for James to get reliable labour market forecasts for short-, medium-and long-term development, to plan for the unemployed and job seekers into the active employment measures, the times planned educational offerings according to labour market requirements and to inform the public about labour market trends. 3. the purpose of the activity reaches, in implementing this provision set out in paragraph 5 and supported using the following indicators: outcome 3.1. organized 14 employers ' survey of training needs is indispensable to the unemployed;
3.2. implementation of five studies to establish public awareness of State employment agency services, their effectiveness and quality;
3.3. implementation of the five studies and surveys in the field of the labour market;
3.4. the implementation of the five studies on unemployment causes social exclusion;
3.5. implementation of one study on the flexibility of the labour market;
3.6. advanced two labour market forecasting methodology. 4. activities to target education, employment and social inclusion policy makers and implementers, the social partners, existing and potential workers. 5. The project supported the following: 5.1 labour market demand for short term research through employers and employer associations survey;
5.2. the studies of public awareness and satisfaction with labour market institutions services rendered;
5.3. research on labour market institutions to the effectiveness and quality of services;
5.4 labour market specific regional problem identification and the development of measures in the regional job market strengthening competitiveness;
5.5. studies on the flexibility of the labour market and its improvement measures, studies on the possible causes of regional discrimination on the labour market and measures to prevent it;
5.6. research on unemployment and social exclusion reasons – unemployed in the portrait socio changes;
5.7. the target group for the survey of the unemployed, including unemployed graduate survey;
5.8. the labour market in the medium-and long-term forecasts and updating;
5.9. labour market forecasting methodology development and development;
5.10. studies and surveys in the field of the labour market;
5.11. the administration of the project;
5.12. information and publicity measures for the implementation of a project. 6. implement a limited activity in the project application selection and organized one, except that rule 18 of these cases. 7. Activity total eligible funding available is 1 000 000 lats, including European Social Fund funding – 850 000 lats and State budget funding – 150 000 lats. II. The authorities and institutions of cooperation, responsibility and allocation of competence 8. activities within the responsible authority provides the Ministry of welfare (hereinafter referred to as the responsible authority). Responsible authority: 8.1 establish restricted the application of the selection of projects project application Evaluation Commission (hereinafter the Commission);
8.2. send the limited range of the project call for project submissions;
8.3. provide information about the project applicant project application preparation and elaborate exhibit project submission form to be filled out;
8.4. ensure the evaluation of the application of projects and adopt the Administration's decision on the application of the project approval, approval with conditions or disapproval;
8.5. accumulate data on project submissions under the laws and regulations of the European Union's structural funds and the cohesion fund management information system design and use;
8.6. participating in the agreement on the implementation of the project (hereinafter referred to as the agreement) project;
8.7. the rules set out in paragraph 49 of the draft amendments and, if there is objection, advising on the deficiencies identified;
8.8. the plan and implementation of information activities for the implementation of the activity, including information on the activities are published within the projects approved;
5.5. ensuring not to exceed the provisions prescribed in section 7 activities available for the implementation of eligible funding, and monitor the available European Social Fund funding, including the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 (hereinafter referred to as the Council Regulation No 1083/2006) 93. Article 1 and 2 of the principle laid down in the execution of the activity level. 9. The liaison authority of the country of employment agency (hereinafter referred to as cooperation body). The liaison body: 9.1. draft agreement in the development;
9.2. the switch arrangement with beneficiaries;
9.3. developing a methodological support materials for the beneficiaries, who buys for the project in accordance with the public procurement law and who is a subscriber of that law;
9.4. consider funding requested procurement plan and submit it to the procurement monitoring Bureau;

9.5. provide information to the Department of Public Welfare budget request, subject to the laws and regulations on public financial management and planning of national budgetary resources to fund the European Union co-financed projects and making payments;
9.6. provide implementation monitoring and control, including checks in the project locations and manages the Council Regulation No 1083/2006 Article 93 1 and 2 of the principle laid down in the execution of the project;
9.7. provide information about the recipient of the funding arrangement;
9.8. checks the recipient's funding requests for payment submitted by the eligible expenditure approved amount and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
9.9. the draft amendments under this rule 48 and 50 points, but the 49 cases set out in the amendments approved, if they agreed to the responsible authority pursuant to this rule 8.7.;
9.10. the responsible authority shall provide information on the activities available for the implementation of the European Social Fund funding;
9.11. the accumulated data on projects consistent with the laws of the European Union's structural funds and the cohesion fund management information system design and use;
9.12. plans and implements public awareness measures for the implementation of projects;
9.13. the review and approval of funding European Social Fund projects submitted by receiving progress reports. 10. the cooperation body is the functional supervision of the responsible authority. III. Project applicants and project costs total Project applicant 11 may refer to: 11.1. institution in accordance with the law on the support of the unemployed and jobs seekers has delegated employment policies;
11.2. the institution which, in accordance with the legislation on labour market forecasting has delegated responsibility for the labour markets in the medium and long term forecasting system and maintenance of labour market forces analysis and forecasting. 12. the maximum eligible European Social Fund funding is 85 percent of the total eligible project cost totals. 13. the project minimum total eligible cost is 250 000 LVL, the maximum eligible cost of the project amounts to: 13.1. This provision in paragraph 11.1 the applicant for this project-700 000 lats;
13.2. this rule 11.2. project referred to the applicant – 300 000 lats. IV. Project application selection 14. the responsible authority shall send the invitation to submit a project application (hereinafter referred to as the notice) the provisions referred to in paragraph 11 of the project applicants. 15. The invitation shall: 15.1 project application procedures for submitting it in person, by mail or electronic transmission;
15.2. the project submission deadline, which is not less than 30 days from the date of dispatch of the invitation;
15.3. the Web site containing the application, to be used for the preparation of the project documents (these provisions and consumables to the project submission form to fill out);
15.4. the Web site on which you placed in the draft agreement. 16. the applicant shall submit Project application, subject to the following requirements: 16.1. the applicant shall submit one project the project submission;
16.2. the project application consists of the completed project submission form (annex 1) and the project's budgeted funds, logistic equipment and space for rent and lease costs of supporting documents;
16.3. the project submission form section, subsection and the names project, the applicant does not change and do not delete;
16.4. the project shall ensure the conformity of the application of the draft provisions set out in annex 2 of the administrative, compliance and quality criteria;
16.5. completing the project submission form section, the project shall ensure mutual consistency of information, that is, the Act of alitāt the project description identifying the problem and its solution, linking it with the project objectives, the results to be achieved, the selected target group, planned activities, time and the design of the eligible costs, as well as the rules for the implementation of the project;
16.6. the project the applicant required project cost plan according to this provision, 36, 37, 38, 39, 40, 41 and 42 in the cost and size limitations, giving the project the expected costs, ensure compliance with the project purpose, results to be achieved, planned activities and the time schedule. The European Social Fund project in the application intends only to cover the eligible costs of the project;
10.4. the project applicant project application to the responsible body can submit one of the following forms: 16.7.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Project submissions are presented according to the laws and regulations on the development and design of a document;
16.7.2. electronic document (with signature of the project application to the secure electronic signature pursuant to the electronic movement of regulatory laws and requirements);
16.8. the project application submitted that rule 15.2. within the time limit referred to in person, by mail or electronically. 17. the competent authority shall register the project application to the date of receipt and it gave it the identification number. Proof of receipt of the application, the project authority in charge of the project to the applicant personally immediately or within two working days, shall be sent by mail or electronically (signed with a secure electronic signature). 18. The competent authority is entitled to organise the more limited application, if: this rule 15.2 18.1. within the time limit set in point one of the applicants has not submitted a draft project submissions;
18.2. any of the submitted project applications have been rejected;
18.3. the project submissions approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available. V. Project submission evaluation activities within the 19 projects submitted to the evaluation of the application, provided by the Commission. The Commission establishes the following order: 19.1. personnel of the Commission (the Chairman of the Commission, the voting members of the Commission and their alternates) consists of representatives of the Ministry of Welfare, and confirmed by the responsible authorities;
19.2. the managing authority and the representatives of the liaison bodies entitled to participate in meetings of the Commission as an observer without voting rights;

19.3. the members of the Commission or its substitute in their absence, replaced by another authorized representative. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute. 20. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission. 21. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations that determine the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the European Union fund management and control system. The documents referred to in this paragraph, the competent authority shall publish the website (URwww.lm.gov.lv/sf). 22. the project submission's compliance with this provision of the annex 1, 2, and 4. the criteria set out in points scored with "Yes" () and "no" (no matches). 25.2. the project implementation time or cost breakdown by year of design refinement;
25.3. the cost adjustment (reduction or exclusion), in so far as it does not affect this provision in paragraph 37 and 39 at certain costs will limit you;
25.4. the other legal actions were reasonable, to ensure the compliance of the submitted project, ma to annex 2 of these rules 1 and 2 of the project specified in the submission evaluation criteria that permit the application of the project approval with conditions. 26. the responsible authority continues the project evaluation and their application is rejected, if there was at least one of the following circumstances: 26.1. project application does not comply with any of the provisions of this annex 1, 2 and 4 of the project specified in the submission evaluation criteria that are not running the project application is rejected;
26.2. the project submission under one of the provisions of this annex referred to in paragraph 3 of the draft application evaluation criteria received a lower rating than the minimum number of points. 27. the Board's decision on the application of the project approval, approval or rejection provided the determining authority within five working days after the adoption of the Board's decision must be forwarded to the applicant. 28. the Board's decision on the application of the project approval, the responsible authority shall include information on the conclusion of the agreement. 29. the responsible authority shall within five working days after the Board's decision on the approval of a project application shall inform the liaison body. The liaison body switch arrangement in accordance with these rules and regulations of the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds. The responsible authority shall send to the liaison body of the Board's decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can send an electronic document, if it is presented at the bottom of these provisions in paragraphs 16.7.2.. 30. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 24 and 25. 31. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 31.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). Details of the decision contained in the conditions presented under the laws and regulations on the development and design of a document;

31.2. the electronic form of a document (for information on the conditions in the decision to sign with secure electronic signature pursuant to the electronic movement of regulatory laws and requirements). 32. the Commission examined this provision in paragraph 31, the prescribed information, and the responsible authority shall draw up an opinion on the Board's decision the conditions contained in the 10 working days prescribed by the responsible authority of the submission deadline. 33. Where the applicant has complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority within two working days, following the rules laid down in paragraph 32 of the expiry of the time limit, the applicant shall send the draft opinion on the Board's decision contained in the conditions, but the cooperation body of four working days, the Board's decision on the application for the approval of the project provided the opinion on the Board's decision contains the conditions and two copies of the approved project as well as two projects submitted by the applicant with a copy of the document for information on the conditions contained in the decision. The liaison body switch arrangement in accordance with these rules and regulations of the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds. The responsible authority approved projects can be sent to the liaison body of the electronic form of a document, if it is filed under these rules in 16.7.2.. 34. If the applicant has not fulfilled the regulatory decision on approval of the application, the project provided the conditions laid down or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 32. 35. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 27 of the decision, shall return to the applicant the project or send by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent in electronic form of a document, if it is presented at the bottom of these terms. in paragraph 16.7.2. VII. implementation of the provisions of the draft project plan 36. the following positions of the eligible cost: 36.1. direct costs, or the cost of the project, which includes the following subdivisions: the cost of logistic means and 36.1.1. equipment costs;
36.1.2. other project costs;
36.1.3. public information and publicity costs according to the laws of the European Union's structural and cohesion funds publicity and funded projects visual identity requirements;
36.1.4. unforeseen costs;
36.2. the indirect costs as the cost of one position the following subheadings: 36.2.1 costs. administration costs of the project;
36.2.2. project submissions and supporting documentation preparation costs. 37. This provision cost laid 36.1.1. subheading includes space rental and lease costs, equipment, inventory and equipment repair, technical service, rental and lease costs. Within this cost amount shall not exceed two percent of the project's eligible direct costs. 36.1.2.38. This provision States the cost includes the following subheading: 38.1. procurement procedure implementation costs;
38.2. the company costs that rule 5.4, 5.5, 5.6, 5.7, 5.8, 5.9 and 5.10 of the activities supported in point. If the operator is registered with the State revenue service as the European Social Fund project applicant (the beneficiary), eligible workers is also the employer of the State social insurance compulsory contribution charges;
23.8. consideration (excluding allowances and compensation, the calculation of income tax and the State social insurance payments, bonuses, stimulus materials and cash prizes) costs and the company's costs of these regulations 5.1, 5.2 and 5.3 of the activities prescribed in paragraph. If the operator is registered with the State revenue service as the European Social Fund project applicant (the beneficiary), eligible workers is also the employer of the State social insurance compulsory contribution costs. 39. This provision 36.1.4. States in the cost amount shall not exceed five percent of the total eligible direct project costs (listed at the bottom of this rule 36.1.). The project cost plan as one expense items not previously planned and used to cover the costs of the project's eligible direct costs. 40. This provision cost laid 36.2.1. subheading includes the following costs: 24.9. consideration (excluding allowances and compensation, the calculation of income tax and the State social insurance payments, bonuses, stimulus materials and cash prizes);
40.2. postal, telephone and other communication services;
40.3. utilities (including space management and maintenance) costs;
40.4. space rental and lease costs;
25.2. Office supplies and inventory (not essential items of equipment value up to 150 Lats per unit, if the lifetime is less than a year). 36.2.2.41. This provision States the cost includes the costs of remuneration within the project for the preparation of submissions. 42. the non-recoverable value added tax payments are eligible. 43. Financing from the European Social Fund and State budget of the applicable products, laid down in point 7 of these rules, are not eligible costs: 43.1. not specified in these rules 37, 38, 39, 40, 41 and 42 and in or don't 36.1.3 to 37 and 39 of these rules set forth in the paragraph about the eligible cost limits;

43.2. for which the beneficiary has undertaken and payments made before the entry into force of these regulations (other than those referred to in paragraph 41 of the rules, costs). 44. Implementation of the project plan from the date of conclusion of the agreement to 31 December 2013. 45. The project site is the territory of the Republic of Latvia. 46. the implementation of the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements. 47. The European Social Fund, the beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project. 48. the draft amendments to be made according to the procedures laid down in the laws of the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise. 49. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 30.5. project objectives;
30.6. the European Social Fund financing requested;
30.6. the deadline for implementation of the project;
49. the project results to be achieved;
30.8. the total eligible costs of the project amount, or to the distribution of programming over the years. 50. Not exceeding 37 and 39 of these rules laid down in paragraph costs limit and previously announced a cooperation body, the European Social Fund funding recipient project can take: 50.1. the reallocation of costs between these terms, and 36.1.3 36.1.1.36.1.2. set out in subheadings of the cost, up to a maximum of five percent of the cost of a transferable within the total amount of the eligible cost;
50.2. the reallocation of costs between 37 and 38 of these rules laid down in point cost. This reallocation of costs to this provision and in 36.1.2 36.1.1 fixed-cost reduction, not exceeding 10 percent of the cost of the total reallocated the eligible cost;
50.3. the reallocation of costs this rule 36.1.3. referred to below under the heading of costs, not to exceed 10 percent of the cost of the total reallocated the eligible cost;
50.4. the reallocation of costs this rule 38.1 38.2 38.3., and referred to the cost, not exceeding 20 per cent of the cost of the total reallocated the eligible cost;
50.5. This provision 39. reallocation of costs set out in paragraph 1. VIII. 52.2.2. this rule 11.2. the project referred to cold-had-270 000 lats;
52.3. completing the project application, the applicant of the project required project cost plan according to this provision, 52.1 and 52.2..;
52.4. assessing the project submissions to annex 2 of these regulations 1.15 and 1.16. criteria referred to in subparagraph, in addition to also assess the project submissions conform this rule 52.1 and 52.2..;
