General questions 1. determines: 1.1. procedures implemented by the operational programme" human resources and employment ' priorities 1.3 of Appendix "employment promotion and health work" based on "employment" UR1.3.1.pas 1.3.1.7. activity "labour market demand for short-and long-term forecasting and monitoring systems development" (hereinafter activity);

The purpose of the activity is to create a labour market monitoring system that would enable to acquire and analyze data concerning the labour resource investments by economic sectors and industries, to the specific problems and possible solutions, for James to get reliable labour market forecasts for short-, medium-and long-term development, to plan for the unemployed and job seekers into the active employment measures, the times planned educational offerings according to labour market requirements and to inform the public about labour market trends. 3. the purpose of the activity reaches, in implementing this provision set out in paragraph 5 and supported using the following indicators: outcome 3.1. organized 14 employers ' survey of training needs is indispensable to the unemployed;
3.2. implementation of five studies to establish public awareness of State employment agency services, their effectiveness and quality;
3.3. implementation of the five studies and surveys in the field of the labour market;

3.5. implementation of one study on the flexibility of the labour market;
3.6. advanced two labour market forecasting methodology. 4. activities to target education, employment and social inclusion policy makers and implementers, the social partners, existing and potential workers. 5. The project supported the following: 5.1 labour market demand for short term research through employers and employer associations survey;
5.2. the studies of public awareness and satisfaction with labour market institutions services rendered;
5.3. research on labour market institutions to the effectiveness and quality of services;
5.4 labour market specific regional problem identification and the development of measures in the regional job market strengthening competitiveness;
5.5. studies on the flexibility of the labour market and its improvement measures, studies on the possible causes of regional discrimination on the labour market and measures to prevent it;
5.6. research on unemployment and social exclusion reasons – unemployed in the portrait socio changes;
5.7. the target group for the survey of the unemployed, including unemployed graduate survey;
5.8. the labour market in the medium-and long-term forecasts and updating;
5.9. labour market forecasting methodology development and development;
5.10. studies and surveys in the field of the labour market;
5.11. the administration of the project;

9.7. provide information about the recipient of the funding arrangement;
9.8. checks the recipient's funding requests for payment submitted by the eligible expenditure approved amount and prepare payment orders, as well as the declarations of expenditure shall be prepared and sent to the managing authority for the examination;
9.9. the draft amendments under this rule 48 and 50 points, but the 49 cases set out in the amendments approved, if they agreed to the responsible authority pursuant to this rule 8.7.;

III. Project applicants and project costs total Project applicant 11 may refer to: 11.1. institution in accordance with the law on the support of the unemployed and jobs seekers has delegated employment policies;

The European Social Fund project in the application intends only to cover the eligible costs of the project;

18.2. any of the submitted project applications have been rejected;
18.3. the project submissions approved for an amount that is less than the rules specified in section 7 activity the total eligible funding available. V. Project submission evaluation activities within the 19 projects submitted to the evaluation of the application, provided by the Commission. Such authorisation shall be made in writing to the Commission in accordance with the procedure laid down in the Statute. 20. The Commission shall determine the responsible authorities developed and approved the Statute of the Commission. 21. the project submission compliance is assessed on the basis of this provision listed in annex 2 of the draft application evaluation criteria and using the procedures developed by the responsible authority of the project application selection and evaluation, as well as the project application form of evaluation, developed in accordance with the laws and regulations that determine the European Union's structural and cohesion funds in institutions involved in planning documents for the preparation and implementation of these funds and the European Union fund management and control system. The responsible authority shall send to the liaison body of the Board's decision on the application for the approval of the project, and two copies of the project approved. The responsible authority approved projects can send an electronic document, if it is presented at the bottom of these provisions in paragraphs 16.7.2.. 30. the Board's decision on the application for the approval of the project to the responsible authority of the conditions specified in the application for the project details in accordance with the provisions of paragraphs 24 and 25. 31. the Board's decision on the application for the approval of the project provided the conditions contained in the project, the applicant provides the information contained in the decision and the conditions provided by the responsible authority of the prescribed period, not longer than 60 days from the date of entry into force of the decision. The information that applicants may submit a project in one of the following ways: 31.1. paper form in triplicate (original and two copies to the relevant "original" or "copy"). If the applicant has not fulfilled the regulatory decision on approval of the application, the project provided the conditions laid down or has not fulfilled the prescribed period, the application is deemed to have been rejected. The opinion that the decision contained in the conditions are not met, the responsible authority shall send the draft to the applicant within two working days, following these rules referred to in paragraph 32. 35. If the Government adopted the decision to reject the application of the project or the project, the applicant has not complied with the Board's decision on the application for the approval of the project provided the conditions laid down by the responsible authority in addition to the provisions referred to in paragraph 27 of the decision, shall return to the applicant the project or send by mail two copies of the application for the project. The responsible authority for the project the applicant project application can be sent in electronic form of a document, if it is presented at the bottom of these terms. in paragraph 16.7.2. 36.2.2. project submissions and supporting documentation preparation costs. 37. 23.8. consideration (excluding allowances and compensation, the calculation of income tax and the State social insurance payments, bonuses, stimulus materials and cash prizes) costs and the company's costs of these regulations 5.1, 5.2 and 5.3 of the activities prescribed in paragraph. If the operator is registered with the State revenue service as the European Social Fund project applicant (the beneficiary), eligible workers is also the employer of the State social insurance compulsory contribution costs. 39. This provision 36.1.4. States in the cost amount shall not exceed five percent of the total eligible direct project costs (listed at the bottom of this rule 36.1.). The project cost plan as one expense items not previously planned and used to cover the costs of the project's eligible direct costs. 40. 25.2. Office supplies and inventory (not essential items of equipment value up to 150 Lats per unit, if the lifetime is less than a year). 36.2.2.41. This provision States the cost includes the costs of remuneration within the project for the preparation of submissions. 42. the non-recoverable value added tax payments are eligible. 43. Financing from the European Social Fund and State budget of the applicable products, laid down in point 7 of these rules, are not eligible costs: 43.1. not specified in these rules 37, 38, 39, 40, 41 and 42 and in or don't 36.1.3 to 37 and 39 of these rules set forth in the paragraph about the eligible cost limits;

43.2. for which the beneficiary has undertaken and payments made before the entry into force of these regulations (other than those referred to in paragraph 41 of the rules, costs). 44. Implementation of the project plan from the date of conclusion of the agreement to 31 December 2013. 45. The project site is the territory of the Republic of Latvia. 46. the implementation of the project, the beneficiary shall ensure information and publicity measures, laid down in the Commission of 8 December 2006, Regulation (EC) no 1828/2006 laying down provisions for the implementation of Council Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund, and the European Parliament and Council Regulation (EC) No 1080/2006 on the European regional development fund as well as the legislation of European Union funds publicity and visual identity requirements. 47. The European Social Fund, the beneficiary on its Web site at least once every three months puts up-to-date information on the implementation of the project. 48. the draft amendments to be made according to the procedures laid down in the laws of the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, in so far as these rules otherwise. 49. the cooperation of harmonisation in the responsible authority shall submit the draft amendments to the institution, if the changes are related to: 30.5. project objectives;
30.6. the European Social Fund financing requested;

49. the project results to be achieved;
30.8. the total eligible costs of the project amount, or to the distribution of programming over the years. 50. Not exceeding 37 and 39 of these rules laid down in paragraph costs limit and previously announced a cooperation body, the European Social Fund funding recipient project can take: 50.1. the reallocation of costs between these terms, and 36.1.3 36.1.1.36.1.2. set out in subheadings of the cost, up to a maximum of five percent of the cost of a transferable within the total amount of the eligible cost;
