Express 3 and paragraph 4 by the following:" 3. the Agency shall have the following functions : 3.1 ensure the management of the structural funds of the European Union cooperation authorities involved in fulfilment of the obligations laid down by the Cabinet of Ministers of the European Union structural fund activities and apakšaktivitāt for education and science;

3.3. to provide the European Parliament and of the Council of 16 December 2008. decision No 1298/2008/EC establishing an action programme Erasmus Mundus (2009-2013), the enhancement of quality in higher education and the promotion of intercultural understanding through cooperation with third countries, the coordination structure in certain Member States the responsibilities of the programme;
3.4. ensure Latvia's membership of the Euroguidance network and the operation of the Eurydice network in accordance with the guidelines of the European Union the objectives and tasks;
3.5. to provide members of the European economic area financial instrument and the Norwegian bilateral financial instrument of the Government grant scheme for "academic studies" and "scholarship grant scheme";
3.6. provide Latvian and Swiss cooperation programme grant scheme "Scholarship Fund";
3.7. to provide the Council of Ministers of the Northern education and research programmes of the Framework Programme Nordpl;
3.8. to ensure the provision of information and advice about the European Union's cooperation programmes with other countries of the world (except the countries of the European economic area and the European Free Trade Association Member States) in the field of education;
3.9. to provide the European Centre for Modern languages the Latvian contact point and selection of participants European Centre for Modern languages the creative workshops;
3.10. cooperation with foreign institutions and international organizations departments for selecting applicants to foreign and international organizations offered scholarship programs in the field of education and science;
3.11. to ensure international cooperation and EU policy initiatives in education;
3.12. provide career development support institutions involved in cooperation;
3.13. provide financial resources attraction, accumulation and management of educational innovation projects and scholarships for outstanding educators for lifetime contribution in education.
4. the functions of the Agency shall undertake the following tasks: 4.1 plans, manages and implements the rules referred to in paragraph 3, programs and projects, provides the necessary support to them pursuant to the contracts concluded between the Agency and the Latvian authorities, the European institutions, the Member States of the European Union institutions, other foreign institutions and international organisations;
4.2. implementing the financial plan and fundraising, management education accumulation and innovation projects and scholarships for outstanding educators for lifetime contribution in education;
4.3. shall cooperate with the institutions of Latvia, EU institutions, international organisations and foreign relevant bodies education program and project development and implementation;
4.4. supports the European Union's structural funds and the other financial instruments of foreign funded project monitoring and data collection according to the relevant planning documents and acts of cooperation laid down in the Authority's functions, as well as the implementation of projects, ensuring an adequate separation of functions;
4.5. the dissemination of information on agency programs and projects implemented, organized and advertised the project submission contest;
4.6. establish and maintain a database of structural funds and the exchange of information on international education, information and networks under the contract concluded with the European Commission, collect information and maintain a national database on learning opportunities in Latvia;
4.7. coordinated career development support system between the education and employment sectors and ensure institutions participating in the system of cooperation;
4.8 contracts with natural and legal persons for supplies and services. ";

2. the rules shall enter into force on January 1, 2010.
