Cabinet of Ministers Regulations No. 1145 in Riga 2009 (6 October. 5. Support the applicant (hereinafter the applicant) is: 5.1. physical person – forest land owner;
5.2. legal person whose private capital is 50 or more pro cent and forest landowners;
5.3. municipality – forest land owner;
5.4. a municipal corporation that manages the municipal-owned forest land.
6. the measure is supported by the following activities: 6.1. coppice care;
6.2. change of tack stands volume production;
6.3. the care of coppice and tack the replacement of new stands volume production tools and equipment acquisition.
7. This provision, the applicant referred to in paragraph 6, the activity can be implemented in one project.
8. 14. one project applicant total amount of eligible costs 6.3. these provisions referred to in subparagraph activity is no more than the cost of one $3514 or equivalent in EUR 10 000 in the period up to 2013. The minimum eligible costs of the project amount is EUR 1000 equivalent in local currency.
III. submission of the project application and assessment conditions 15. Tenderer in person or by mail or electronic mail according to the regulations on electronic document design field support service shall submit the following documents: 15.1 application project (annex 2);
15.2. the national forest service no earlier than the year prior to the application of the agreed project plan;
15.3. the credit institution or credit consortia for the willingness to consider granting, if the project is expected to take the credit and the amount of the eligible cost of the project exceeds 1500 lats, except that rule 5.3. tenderer referred to;
15.4. If the applicant is: 15.4.1. a municipal corporation, by the Corporation's Board decision about participating in the project and information on all the obligations relating to the implementation of the project, the total cost and sources of funding;
15.4.2. the municipality, the municipality's decision on participation-project, and information about all the obligations relating to the implementation of the project, the total cost and sources of funding;
15.5. forest owners ' associations issued a statement, which was issued not earlier than one month before the application of the project, stating that the applicant is a member of the society if the applicant is a society and Foundation register forest owners ' Association;
15.6. the Supervisory Council of forests (the Forest Stewardship Council (FSC)) or the forest certification scheme promotion programme (programme for the endorsement of Forest Certification schemes (PEFC)) a copy of the certificate (in compliance with the original certifying the applicant) if forest property certified community forest management response in the certification scheme;
15.7. the applicant's statement in accordance with the laws and regulations on the procedures for granting state aid in the European Union and the development of the fisheries field.
16. If the applicant provides the rules referred to in point 6 of the real infrastructure of activities over several areas, planned activities can be summarized in one project submission.
17. The provisions referred to in paragraph 15 of the document shall be submitted to: 17.1. legal person-field support services at regional agricultural administration, to Germany in the territory of which that person is registered;

IV. content of Plan and coordination arrangements 23. the plan shall contain information on: 23.1. these provisions 6.1. and 6.2. implementation of activities referred to in point a;
23.2. event "non-agricultural land, first afforestation" and "restoring forestry potential and prevention measures" If the applicant provides the implementation of the rural development programme.
24. the plan shall be accompanied by the forest land or land of the plan, a copy of the plan or both documents with highlighted that the activities referred to in paragraph 23 and the area of the implementation of the measures.
25. The tenderer plan and paragraph 24 of these rules in the documents referred to in the cauraukl (this requirement does not apply if the documents prepared according to local legislation, regulations of electronic document design) and personally or by post or electronic mail according to the laws and regulations of relevance to the design of electronic documents shall be submitted to the national forest service.
26. If the information in the documents submitted by the applicant are not accurate or planned measures do not meet the conditions for harmonization of the plan, the State Forestry Department in writing to require additional information or clarification of the plan. The applicant within 10 working days of the receipt of the letter, submit the necessary additional information to the national forest service.
27. the national forest service in the month after the plan or this rule 26 receipt of the information referred to in the property, the inspection shall take a decision on the harmonisation or rejection of the plan and inform the applicant.

V. conditions for granting support 33. Conditions for granting the aid in these rules referred to in point 6.1 the activity are the following: 33.1. renewed and ieaudzēt in the stands where the average predominant tree species tree height is no more than six meters, corresponds to the renewed inspection times care criteria laid down in the laws and regulations on forest restoration;
33.2. the renewed and ieaudzēt in the stands where the predominant tree species tree of average height is over six meters, meets the following criteria: 33.2.1. prevailing tree species suitable growth conditions of forest type according to the laws and regulations on forest restoration;
33.2.2. number of trees stands in line with the ruling species of medium height trees not more than the normal number of trees per hectare, in accordance with the laws and regulations on forest inventory and forest national register information;
33.2.3. If groomed future trees, released a growth room at least two meters radius not less than 500 trees per hectare;
33.2.4. If trees are groomed for the future and at the same time, the ramifications of the ramifications of at least one third of the height of the tree;

Vi. verification activities 38. The beneficiary of the aid, which fully or partially completed transactions provided for in the draft, in person or by mail or electronic mail according to the regulations on electronic document design shall be submitted to the national forest service report about the results of the implementation of the project (hereinafter report) (annex 4). 39. the national forest service in the month following receipt of the report of one or both of these rules 6.1 and 6.2. implementation of activities referred to in the manicured test or renewed (replaced) stands.
40. the national forest service, confirming the report, confirms that one or both of these regulations 6.1 and 6.2. implementation of the activity referred to in the report to the specified volume.
41. the national forestry department within 10 working days after the report is submitted to the approval of the field support service.
VII. Support 42. After the positive national forest service decisions receipt recipient Field support services, submit a request for payment in accordance with the laws and regulations on the procedures for granting state aid in the European Union and the development of the fisheries field.

VIII. Eligible and ineligible costs eligible costs project 45:45.1. coppice care costs, including future tree pruning costs, if these rules referred to in paragraph 13.3. bottom stands – in connection with this provision, referred to in point 6.1 the activity;
45.2. stand restoration costs, including soil preparation for planting, planting material acquisition, planting and tending the stands installation year, – with regard to this rule 6.2. activity referred to below;
45.3. coppice care and low-value replacement for stands volume production of new tools, equipment and work protection cost – in connection with this provision, the activity referred to in point 6.3.
46. not eligible costs of the project are: 46.1. in regard to harvesting – low value in relation to the provisions referred to in point 6.2. activity;
46.2. logging technique and its equipment costs associated with these rules – 6.3 referred to activity;
46.3. bank interest payments, money transfers, Currency Exchange Commission payments and currency fluctuation losses;
46.4. fines, penalties and costs;
28.9. Tools and equipment maintenance, spare parts and operating costs;
46.6. other costs that are not eligible under Council of 20 September 2005 Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD) and the Commission of 15 December 2006, Regulation (EC) No 1974/2006 laying down detailed rules for the application of Council Regulation (EC) No 1698/2005 on support for rural development by the European agricultural fund for rural development (EAFRD).
IX. Closing questions 47. Be declared unenforceable in the Cabinet of 15 September 2008. Regulation No 753 "national and European Union aid, administration and supervisory arrangements measures" improving the economic value of Forests "implementation" (Latvian journal, 2008, 148 no).
