Cabinet of Ministers Regulations No. 1203 in Riga 2009 October 20 (pr. No 72 23. §) databases of registered animal use information in the order Issued in accordance with article 25 of the law on veterinary medicine 16. point 1. determines the animal registered in databases (hereinafter database) using existing information.
2. the information in the databases is available using the State agencies "agricultural data centre" (hereinafter referred to as the data center) of farm Field data center information system.
3. The data center provide owners and keepers of animals, as well as food and veterinary service, Field support services, police and other Government and municipal authorities of persons, that the legislative function is required for the use of the information in databases (hereinafter referred to as the institutions), authorized access, subject to the regulations on data protection.
4. animal owners and holders of the database may be familiar with the data on the animals own if it has authorized access to a database.
5. animal owners and holders can become acquainted with the data for other animal owner or holder of the animals when you have the animal owner or the written consent of the holder and authorized access to a database (hereinafter referred to as the authorised person).
6. for authorized access to the database, the owner or keeper of the animal or the institution shall provide the data center application in paper form or electronic form, of the document sent to the electronic mail address ldc@ldc.gov.lv.
7. The provisions of paragraph 6 of the application referred to in point: 7.1. This provision referred to in paragraph 3, the institution: institution name 7.1.1;
7.1.2. the database user name, surname and personal code;
7.1.3. the laws that authorized access based database;
7.1.4. the mailing address or electronic mail address to which you send your database user name and password;
7.2. the owner or keeper of the animal: 7.2.1. owner or holder of the animals name, surname and personal code or a legal person, the name and the registration number;
7.2.2. the mailing address or electronic mail address to which you send your database user name and password;
7.3. the owner or keeper of the animal as an authorized person: 7.3.1. authorised persons name, surname and personal code;
7.3.2. herd number and address;
7.3.3. the mailing address or electronic mail address to which you send your database user name and password.
8. Data Center within 10 working days after this provision referred to in paragraph 6, the receipt of the application, check the animal's owner, holder, authorised persons or institutions of the data and the information below. If the application complies with the information provided in section 7 of these regulations to the requirements of the data center, the animal's owner, holder, notified the person or institution to the specified address in the database user name and password.
9. Data Center, giving the institution of authorized access to the database, the database determines the amount of information available on the basis that the laws and institutions is indicated in accordance with the provisions of section 7.1.3.
10. If the application does not specify that the information referred to in paragraph 7, the data center will inform the provision referred to in paragraph 6 of the principal applicant, sending the information to the address indicated, and it does not issue the authorized access to the database. Data Center decisions may be challenged Data Center Director.
11. The authorized access to the database used only the animal's owner, holder, the authorized person or body to which it is assigned, and it is prohibited to put the other person.
12. The provisions referred to in paragraph 3 shall inform the institution of the data center for database users that are given up working relations with that institution.
13. Data Center, receiving 12 of these rules the information referred to in paragraph, revoke the database assigned to the authorized users access to the database.
14. If the data center finds that the animal owner, holder, authorised person or body in your authorized access database is transferred to another person, it: 14.1. holder, the animal's owner or authorized person shall withdraw the granted authorized access to the database;
14.2. it shall inform the institution which has a working relationship with the database user.
15. animal owners, holders, authorised persons and institutions, which data center authorized access to the database shall be issued before the entry into force of these regulations, the assigned authorized approach remains.
