No 68 46) the order in which your license and register the transactions with ionizing radiation sources Issued in accordance with the law "on radiation safety and nuclear safety" 11. the second paragraph of article 1, 2, 3, 4 and 5, article 11 the fifth subparagraph, article 12, the second paragraph of article 13 of the eighth, the first part of article 14 and article 29 the fourth part i. State fees and payment arrangements; 1.7. procedures for public consultation national ionizing radiation to create objects or substantial change of conduct; 1.8. the sample form for the report on the handling of ionizing radiation sources, as well as the order in which you fill in and submit a report on the handling of ionizing radiation sources; 1.9. minimum qualification requirements for the Manager; 1.10. working with ionizing radiation sources that require liability insurance, and insurance against civil liability in respect of the minimum sum insured.
II. Activities with ionizing radiation sources, which do not require a license or registration, and operating with ionizing radiation sources that require registration, licence or registration of transactions with sources of ionizing radiation (hereinafter referred to as the license or registration) is not required if the source is: 2.1 the radioactive substance which meets at least one of the following conditions: 2.1.1. total radioactivity radionuclide concerned does not exceed this provision in annex 1; 2.1.2. specific radioactivity radionuclides to the concerned unit mass do not exceed the provisions specified in annex 1, and radioactive substances the total quantity does not exceed 1000 kg; 2.2. If, in accordance with the provisions of annex 1 of radionuclides (nuclide of the mother) the decay process in other radionuclides (nuclide subsidiary), referred to in this provision in annex 2, the provisions of annex 1 contains radioactivity values relate not only to the parent nuclides to the daughter nuclides concerned. III. Criteria for activities with ionizing radiation sources and qualification requirements for the initiation of managers and employees 6. Outside of the European Union Member States registered entity may require a license or registration, if it is registered in the Republic of Latvia, except for this provision in paragraph 8. 10. Outside the Member States of the European Union registered legal person, natural person, who is not a Member State of the European Union citizen or national, or an international organization may require: 10.1. license or registration of ionizing radiation source for temporary importation, calibration, testing, demonstration or other similar purposes, if the sources of the period of not exceeding 30 days in Latvia and the license applicant has a license or permit, or registration activities with import sources in the foreign country; 10.2. the licence or registration for each separate source of transit traffic. 11. in order to receive the license or register the activity licence or registration of the applicant (hereinafter the applicant): 11.1 provides a source of safe operation and storage as well as follow the manufacturer's operational documents of the specified technical requirements; 11.2. reducing the source of the design and use of the associated risks to the employee or another person's health and life, taking into account the possible effects of ionising radiation, electrical shock and mechanical hazards; 11.3. preparing the expected work specifics of appropriate measurement tools; 11.4. ensure preparedness for radiation accidents and their consequences; 11.5. ensure compliance of staff tasks; 11.6. ensuring radiation safety and nuclear safety quality assurance program; 7.3. in line with the relevant field certified radiation safety, nuclear safety or medical physics expert placement of a sealed source Assembly plan and ensure the development of a defence against description ionizing radiation, as well as security in the area in question receives the certified radiation safety, nuclear safety or medical physics expert opinion that the room, building or area of operation of the conditions meet the conditions foreseen by the manufacturer, to manipulate ionizing radiation source and planned activities with ionizing radiation source does not pose a direct threat to workers, the public and the environment; 8. prepare the physical protection requirements of ionizing radiation source repository; 7.4. establish a source for use with appropriate environmental monitoring programme; 11.10. the development in radioactive waste management plan. 12. the Manager, which performs medical exposure-related activities, qualifications shall meet the following criteria: 12.1 in radiodiagnostic obtained by one of the following qualifications: 12.1.1. obtained a doctor's certificate in the radiologist radiodiagnostic, radiotherapy the radiologist doctor certificate or medical physics education and at least two years of work experience with ionizing radiation sources in the radiodiagnostic, including that time when you get education radiation safety or radiation safety and nuclear safety issues. If the radiodiagnostic uses radionuclides, requires at least two years experience working with radioactive substances in medicine;
12.1.2. certificate of radiogrāfer and obtained at least five year working experience with ionizing radiation sources in the radiodiagnostic, including that time when you get education radiation safety or radiation safety and nuclear safety issues. If the radiodiagnostic uses radionuclides, requires at least three years of experience working with radioactive substances in medicine; 12.2. for medical radiotherapy, radiologists certificate or medical radiotherapy physics education and at least three years work experience with ionizing radiation sources in radiotherapy, including the time for education in radiation safety or radiation safety and nuclear safety issues. If radionuclides are used in radiotherapy, require at least three years of experience working with radioactive substances in medicine; 12.3.-get a certificate in dental dentist or medical specialty certificate in the radiologist or medical physicist or radiogrāfer education and at least one year experience working with sources of ionizing radiation, including the radiodiagnostic time for education or radiation safety radiation safety and nuclear safety issues. Additional training in radiation safety and nuclear safety is not needed when operating with ionizing radiation sources, which would result in a total dose of ionising radiation power of direct radiation beam at one meter distance from the source is equal to 0.1 IU/h or lower, and foreman in higher education learned any of these subjects, radiation chemistry, radiobiology, radioķīmij, nuclear physics, radiation physics or nuclear reactor the nuclear fuel cycle, reprocessing or recycling of radioactive waste to the design and operation of object-related training programs; 13.3. get experience working with sources of ionizing radiation, including the time for education in radiation safety and nuclear safety matters: 13.3.1. at least one year's experience, when operating with ionizing radiation sources, in which the total dose of ionising radiation power of one meter distance from the source is equal to 0.1 IU/h or less; 13.3.2. at least three years of experience conducting activities with ionizing radiation sources other than those mentioned in this rule 13.3.1. above. 14. the Manager, which performs with the veterinary practice exposure related activities, require higher veterinary education and veterinary practice certificate. 15. If the applicant uses only one source, which does not provide for direct service staff presence and doses of ionising radiation power of one meter distance is less than 1 µSv per hour job driving qualifications comply with at least the following minimum criteria: 15.1 overall average obtained or professional secondary education; 15.2. mastered education authorities developed a course of radiation safety and nuclear safety; 15.3. at least one year experience working with ionizing radiation sources. 16. The work of the driver operator supports: 16.1. at least every five years training in radiation safety education authorities developed the course programme. Such training is not required: 16.1.1. If operating with ionizing radiation sources, in which the total dose of ionising radiation power of direct radiation beam at one meter distance from the source is equal to 0.1 IU/h or lower, and foreman in higher education learned any of these subjects, radiation chemistry, radioķīmij, radiobiology, radiation physics, nuclear physics, nuclear reactors, nuclear fuel or the processing or processing radioactive waste object design and operation-related training programs;
16.1.2. If foreman manages jobs veterinary practice; 16.2. extraordinary training and aptitude test, where a change in the business or Office, as well as new hardware is introduced or a new procedure of working with ionizing radiation sources. 17. in order to carry out the activities with ionizing radiation sources, the employee must have at least a general secondary or vocational secondary education and acquired institutions designed the course of radiation safety and nuclear safety. Qualifications and training requirements for employees who perform actions with sources of ionizing radiation in medicine, medical treatment is determined by law. 19. the operator shall ensure employee: 19.1. not less frequently than once a year briefing (on the mark in the relevant journal) on radiation safety issues; 19.2. at least every five years training in radiation safety education authorities developed the course programme. If operating with ionizing radiation sources veterinary practice employees; 19.3. extraordinary training and aptitude test, where a change in the work or the duties are introduced new hardware or a new procedure of working with ionizing radiation sources. 20. the national environmental service of radiation safety Centre (hereinafter referred to as the Centre) and the industry professional associations agreed course of radiation safety and nuclear safety include: 20.1. employees: 20.1.1. theoretical training about the laws and requirements of radiation safety and nuclear safety and health of employees; 20.1.2. theoretical and practical instruction on safe working methods, remedies and radiation safety and nuclear safety; 20.2. managers: 20.2.1. theoretical training about the laws and requirements of radiation safety and nuclear safety and health of employees; 20.2.2. theoretical and practical instruction on safe working methods, remedies and radiation safety and nuclear safety; 20.2.3. theoretical and practical training on ionizing radiation dose assessment, radiation safety and nuclear safety culture, quality assurance and quality control; 20.3. multiple-selection test, which received a positive assessment, the correct answer at least 70% of all questions asked.
IV. Activities with ionizing radiation sources register and licence 21. Applicant shall submit a written application to the Center: 21.1. activities with ionizing radiation sources register (annex 3, chapter I); 21.2. licence activities with ionizing radiation sources (annex 3, chapter II). 22. The applicant the documents referred to in these regulations may submit an electronic form of a document, if they are prepared according to the law on electronic document design. 23. The applicant: 23.1. you can submit a written application in the Centre with ionizing radiation sources for registration or licence (hereinafter application) multiple actions with one or more of the ionizing radiation source; 23.2. within 10 working days of the radioactive substances-source acquisition submission activities with ionizing radiation sources for registration or licence; 14.5. Registration is open ended, except for this provision in paragraph 26. 26. the Centre shall determine the period of validity of the registration, if the operator: 26.1. seeking registration for a particular period of time, giving the date; 26.2. ionizing radiation sources are imported for temporary demo, calibration, test, or other similar purposes, giving the date; 26.3. the transit of radioactive substances leading-ionizing radiation source and at least one of the countries to which or from which led led sources, is not a Member State of the European Union. In this case, the registration deadline of up to one year; 26.4. the transit of radioactive substances in the leading-ionizing radiation source, specifying the deadline. 26.5. export or import substances containing radioactive sources, specifying the deadline. 27. the period of validity of the licence, except for the provision in paragraph 28, is 10 years. 28. the Centre for the period of validity of the licence States: 28.1. up to four years of national significance or ionizing radiation national nuclear engineering; 28.2. to 10 years national ionizing radiation or the object of national importance for the construction of nuclear sites; 17.6. to three years: 28.3.1. smoke detectors containing plutonium for use; 28.3.2. radioactive substances containing sources of ionising radiation and radioactive waste or spent fuel transport international transport; 28.4. shorter than mentioned in paragraph 27 of these regulations, if the operator: 28.4.1. applying licence for a shorter period, giving the date; 28.4.2. ionizing radiation source for calibration of the coming demonstration, test, or other similar purposes, indicating the expected time frame; 28.4.3. led transit of radioactive substances containing source, specifying the deadline. 28.4.4. export or import of radioactive substances containing source, specifying the deadline. 29. the Centre licence and a registration certificate indicating: 29.1. license or registration certificate number, date of issue and expiry date; 29.2. the operator who has been issued a license or registration certificate: 29.2.1. natural person – given name, surname, personal code, declared residential address; 29.2.2. legal entity – company name, registration number of the relevant register (if applicable), the legal address; 29.2.3. direct regulatory authority or to a public person-derived name, legal address; 29.3. operating with ionizing radiation sources; 29.4. ionizing radiation sources; 29.5. address activities (such as chapter, body, space) or area where allowed to operate with ionizing radiation sources; 29.6. other restrictions on activities with ionizing radiation sources that meet the administrative law sense and purpose (if any), such as ionizing radiation equipment to be produced in volume of production, the maximum allowed power or technical limitations.
30. Center license or certificate of registration shall be issued in the form of an electronic document or at the request of the applicant (by selecting the application specified in annex 3), in the form of a paper document.
31. To get the license, the operator shall submit the application to the Center at least three months before the licence expires.
32. the amendments to the license or registration of the changes, the operator shall submit the relevant application to the Centre (annex 3): 32.1.  10 working days if the changed information specified in these rules 29.2 with regard to a name or address; 32.2.20 working days before this rule 29.3 29.4 29.5, 29.6., and change in the details specified in point. 33. If the operator has changed the nature of economic operators (for example, from a natural person to a company with limited liability) it five working days, inform the Center submits the application for cancellation of a licence or registration and application for new licences or registration (annex 3). 34. If the operator at this provision in the case referred to in paragraph 34, wants to resume the use of ionizing radiation sources, it not later than 20 working days before the commencement of these rules shall be submitted in the Centre 3. referred to in the annex to the application for the amendment of the licence or registration, changes to resume use of the sources. After consideration of the application of the Centre shall decide on amendments or changes or the refusal of a licence amendment or changes in registration. 36. where an operator disposes of its activities, the use of radioactive substances, ionizing radiation source, it not later than 10 working days after the disposal of the Centre submitted to the source application. The application shall state: 36.1. information on seized ionizing radiation source; 36.2. the person who obtained the sources (natural person – given name, surname, personal code, legal entity – company name and registration number of the relevant register (if applicable), but direct regulatory authority or to a public person-derived name). The application shall be accompanied by the adoption of the sources and a copy of the legislation. 37. the Centre after this provision referred to in paragraph 36 of receipt of application: 37.1. the amendment of the licence or registration, excluding changes in the source, if the operator operation even with other sources of ionising radiation; 37.2. If the operator made the transactions with the same source or forfeit all sources of ionizing radiation, revoke the licence or registration. 38. If the operator hires in use not containing radioactive substances source, it not later than 10 working days after submitting the source in the Centre of the leasing application. The application shall state: 38.1. information about the sources being leased; 38.2. persons that are leased to ionizing radiation source (natural person – given name, surname, personal code, legal entity – company name and registration number of the relevant register (if applicable), but direct regulatory authority or to a public person or derived its authority-name). 39. the Centre after this provision in paragraph 38 of the due receipt of the application for the amendment of the licence or registration changes. 40. If the operator at this provision in the case referred to in paragraph 39 would resume activities with ionizing radiation sources, it no later than 20 working days prior to the resumption of operation shall be submitted to the center of this provision in annex 3 the application of ionizing radiation source use. After consideration of the application of the Centre shall take a decision on the amendment of the licence or registration, or for changes to the refusal of the licence amendment or changes in registration. 41. If security, technological or economic considerations you need to make a change in operations with national objects of ionising radiation, which result in the need to change the license terms, and then to the amendment of the licence operator: 46.1. prepare an assessment on how will compliance with radiation safety and nuclear safety principles and regulations; 46.2. at least three months before the planned introduction of change shall be submitted to the center of the application for the amendment of the license terms and the application shall be accompanied by: 46.2.1. full security assessment; 46.2.2. local authorities agreed to clarify the plan for preparedness and emergency action in emergency situations, which may occur as a result of changes; 46.2.3. radiation safety and nuclear safety instruction and training program description, which provides security to the level of exposure would be reasonably low, choosing the planned change activities with ionizing radiation sources of appropriate radiation safety and nuclear safety measures; 46.2.4. the room, building or area of the plan and description, which will carry out activities with ionizing radiation sources, if the changes affect them; 46.2.5. specify the radiation safety and nuclear safety quality assurance program; 46.2.6. evaluation of the potential change in respect of emissions of radioactive substances into the environment as well as clarify the ventilation and drainage schemes and monitoring system and, if the changes affect them; 46.2.7. Description of the expected climate change activities with radioactive waste before their transfer for disposal; 46.2.8. specify the description of the system of physical protection, which agreed with the security police. 47. the Centre at least once a month to inform the State revenue service customs administration on the issue of the licence or registration of ionizing radiation source for imports, exports, or transit, if at least one of the countries to which or from which led led sources, is not a Member State of the European Union. State revenue service customs officials at least once a month to inform the Centre of the source movement across the customs border of the Republic of Latvia. 48. where the sources of ionising radiation is transferred to another operator, with ionizing radiation sources shall also be forwarded to all relevant technical documentation.
49. the Operator is obliged to keep the following documents on the handling of ionizing radiation sources: 30.5. with the work of managers and employees related documentation – as long as the employee working on the operator, if the law does not set any other document storage time. Then pass the relevant documentation in the archive under the laws for personal storage and transfer of documents in the archives; 30.6. source of technical documentation and evidence of ownership, all sources of ionising radiation (operating) time; 30.6. to license or expiry of registration: 49.3.1. the documents referred to in this provision in chapter I of annex 3, 5.1.2, 5.2.2, 5.2.3 5.2.1.5.2.4, 5.2.5, 5.2.6, 5.2.8., 5.4.1, 5.4.2, 5.4.3, 5.4.4.,., 5.4.5. and in paragraph 5.5.3., and agreements concluded with other operators on those activities with ionizing radiation sources, which the applicant did not take; 49.3.2. documents referred to in those provisions of chapter II of annex 3, 5.1.2, 5.2.2, 5.2.3 5.2.1.5.2.4, 5.2.5, 5.2.6.,.,.,., 5.2.8 5.2.9 5.4.1, 5.4.2, 5.4.3..,.,., 5.4.4 5.4.5 5.4.6., 5.4.7. and in paragraph 5.5.3., and agreements concluded with other operators on those activities with ionizing radiation sources, which the applicant did not take; 49. the personal protection final inspection results and current operator civil liability insurance policy.
V. license and registration suspension and cancellation of 50. Center the question of appearance or the registration of the licence suspension or cancellation of the time, if: 50.1. found in the radiation safety and nuclear safety violations, which could lead to significant threats or damage to the environment or humans; 50.2. operator does not submit to the Center at a specific time in the laws specified in the information. 51. The licences issued or registration action center can be suspended for a period up to six months, in assessing the gravity of the infringement. 52. If the Center suspended activity licence or registration for activities with one or more of the sources of ionizing radiation, then according to the conditions of the licence or registration, the operator can take action on other sources of ionizing radiation, which has not stopped. 53. the decision on the cancellation of the licence or registration is accepted if the Center finds that the operator: 53.1. cease operations with ionizing radiation sources and the application is received in accordance with the provisions of paragraph 37.2.; 53.2. changed the type of economic operators (for example, from a natural person to a company with limited liability) and the application is received in accordance with paragraph 33 of these rules. The Centre shall take a decision on the existing license or the cancellation of registration and issue a new licence or registration; 53.3. no improper in these regulations and other regulations in the radiation safety and nuclear safety obligations, creating a significant hazard or damage to the environment or humans, or the decision on the license or suspension of registration deadline does not resolve any irregularities; 53.4. provides false or misleading information, to get a licence or registration; 13. during the year, repeatedly violated regulations set out in the radiation safety and nuclear safety requirements; 53.6. activities with ionizing radiation sources, if the licence or registration is suspended; 53.7. is excluded from the enterprise register of the Republic of Latvia moved registers.
Vi. Procedures for the issue of the licence of national significance to ionizing radiation to create objects or material change in performance, and the order in which public discussion of national nuclear objects are created or significantly change the license 54. conduct national ionizing radiation to create objects or material change in the performance of the Centre shall be issued in the following order: 54.1. a licence shall be issued for the design to create a new national nuclear object or to make substantial changes. If national ionizing radiation to create the object or a substantial change in the need to carry out environmental impact assessment, carried out before the submission of the application for the issue of the licence; 54.2. after evaluate project national ionizing radiation to create the object or a substantial change in the performance of, a licence shall be issued for construction, to create a new national nuclear object or to make substantial changes. License for the construction needs to get planning permission before authorities issue a new national ionizing radiation to create the object or material change in performance. Before the Center shall issue a licence to the security police need a coherent system of physical protection; 54.3. adopt new or significantly changed the national significance of objects and ionizing radiation shall be issued a licence of operating parameters (if required) before using the object. To get this license, the applicant must be accompanied by the application: 54.3.1. checks on the safety of technical equipment that directly or indirectly affect radiation safety and nuclear safety in the public interest in ionizing radiation; 54.3.2. operating parameter design and graphics; 54.4. the licence shall be issued a new national nuclear facility or activity for a resumption of substantial change object (operation license). 55. If the object of national importance in the construction is progressing in accordance with the laws on the structure of the provisions related to radiation safety, then this rule 54.1. and 54.2. in the license referred to separately is required.
56. the Centre within five working days after the application and all attached documents receipt placed the national environmental service tīmekļvietn the following information: name of the applicant; 56.1. 56.2. the name and address of the place; 56.3. place and time where you can familiarize yourself with the information contained in the submissions, including additional material submitted.
57. The applicant within five working days after the submission and all of its accompanying documents Center: 57.1. published in at least one local newspaper issued in question or in another local newspaper notice of intended action; 57.2. send a notification to the municipality concerned; 57.3. send notices of action for persons who owned or owned real estate bordering the planned or existing national ionizing radiation the object location or is it direct impact zone. 58. The communication on the activities of the applicant: name of applicant; 58.1. 58.2. action name and its place in the address; 58.3. the location where taken or will be taken with ionizing radiation sources, as well as to the possible impact of the area; 58.4. the place where the public can familiarize themselves with the license application and the attached documents; 58.5. date by which the public may submit written proposals to the Centre. 59. The company shall, within 30 days after this provision in paragraph 58 of the date of publication of the notice may submit written proposals or views in the Centre of the issue of the licence or its conditions. 60. in addition to the provisions referred to in paragraph 58 of the Centre is available to the public information that can be used in the decision, but which become available only after public consultation in accordance with paragraph 56 of these rules. 61. the Centre shall inform the applicant of the proposals received and shall indicate a time-limit within which the applicant shall provide an explanation of the proposals received. 62. the views expressed during the public consultation and proposals submitted in writing on the conditions for granting the Center looks and used for the preparation of the license terms. If the company proposes to refuse authorisation, the Center shall issue the license or adopt a reasoned decision on the refusal to grant a licence only after the applicant is given the opportunity of not less than 14 days to express their explanations in writing. 63. before issuing a license and 54.4 54.3. these rules. in the cases referred to, the Center checks with radiation safety and nuclear safety relevant technical and operational compliance with project parameters. 64. Following the adoption of the decision on the issue or refusal to issue a licence to the Center about five working days to inform the authorities electronically, which provides for the establishment of a national nuclear objects or make changes to it, and published by the local newspaper or, if not, another local newspaper – a decision on the issue or refusal to issue a license. The municipality puts that information in the local tīmekļvietn.
VII. review of activities with ionizing radiation sources 65. Form for reporting activities with ionizing radiation sources and their filling order is defined in annex 6 of these rules. 66. If the preceding calendar year are changes in the activities of the operator the operator, will complete a report form pursuant to the provisions of paragraphs 65 and up to 31 of the calendar year concerned shall be submitted to the Center in January.
VIII. Closing questions 67. Be declared unenforceable in the Cabinet of Ministers of 20 September 2011 Regulation No 723 "activities with ionizing radiation sources licensing" (Latvian journal, 2011, 2013, 161. no; 198. no).

From 7 February 2018. to all managers and employees, operating with ionizing radiation sources, need training every five years. 72. These provisions of chapter I of annex 3 5.2.2. and 5.2.3. and 5.2.2 of chapter II and section 5.2.3 shall enter into force on 1 February 2016. Up to the date of entry into force of these requirements, the operator shall submit the relevant field certified radiation safety, nuclear safety or medical physics expert opinion or that the reconciliation activities with ionizing radiation sources for room, building or area of the operating conditions in accordance with the manufacturer's conditions and planned activities with ionizing radiation source does not pose a direct threat to workers, the public and the environment. 73. the rules shall enter into force on January 1, 2016.
