Cabinet of Ministers Regulations No. 12 in 2016 (January 5. No 1 20) solely of potato and seed potato trade rules Issued under the seeds and varieties of law article 2, paragraph 1, subparagraph a, and article 17 of the fifth part i. General questions 1. determines solely the potatoes and seed potatoes (seed) trading arrangements as well as the institutions that control seed imports from countries which are not Member States of the European Union. 2. the rules shall not apply to seed intended for export (export) to countries that are not Member States of the European Union. 3. seeds are imported, cultivated and marketed in accordance with the laws and regulations on plant quarantine. 4. Expenditure relating to the field inspection of seed virus follow up, plant quarantine organism detection yields and soil samples, analysis of the potato tuber quality detection of labels – passports – manufacture of plants shall be borne by the person concerned under the legislation on the national plant protection service (hereinafter service) paid service price list. II. Sēklaudzētāj, a seed producer, Packer, importer and dealer registration 5. Service registered seed establishments, sēklaudzētāj, Packer, importer and dealer of crop monitoring information system of national Sēklaudzētāj and seed merchants in the register (hereinafter register). 6. To register in the register, the person shall submit to the Department an application under this rule and annex the following documents: 6.1 sēklaudzētāj – solely for the rural plan, indicating the area (ha) and information about the history of the sort field; 6.2. the seed dealer and importer, information concerning the origin of seed intended for marketing, including cooperation partners. 7. Service within five working days after the rules referred to in paragraph 6 of document receipt sent to the person notice of the receipt of the application and its review. 8. If the service within a month all those referred to in paragraph 6 of the rules of receipt of documents without having informed the person of its registration or refusal to register it, it is considered that the person is registered by the service, the application of the law of freedom to provide services provided for in default. 9. Service register indicates the following information about the person on the register: 9.1. registration code. The first two characters indicate the address of the person (postal code, the first two digits), the other characters – the registration number; 9.2. legal person-name and registration number of the register of enterprises, a natural person – given name, surname and personal code; 9.3. legal person-legal address of the natural person – the address of the residence; 5.8. mode of action; 9.5. Group of species that is taken; 9.6. contact information (e.g., phone number, e-mail address). 10. at the request of the person or the electronic service in the form of a paper document shall be issued a certificate of registration pursuant to the provisions of annex 2. 11. III. categories of seeds 17. seeds shall be divided into the following categories: 17.1. pre-basic seed;
17.2. basic seed; 17.3. certified seed. 18. Pre-basic seed: 18.1. 18.4. in accordance with the movement of seeds and varieties of the law and these terms are found to be in conformity with the description "pre-basic seed varietal purity laid down requirements, they are not found in these rules referred to in annex 3 plant quarantine organisms, as well as plantations and solely seed lot complies with these provisions for pre-basic seed; 18.5. throughout the preparatory period of cultivation and is under the supervision of the service. 19. the Department carries out the official control, down to recognise them as being free of the rules referred to in annex 4. harmful organisms. Basic seed: 22.1 are extracted from the description "pre-basic seed; 22.2. are grown varieties of the breeder or maintainer of supervision, in accordance with generally accepted practices of the variety and of health;
22.3. is designed for certified seed (A, B); 22.4. in accordance with the movement of seeds and varieties of the law and these terms are found to be in conformity with the varietal purity of basic seed requirements, they are not found in these rules referred to in annex 3 plant quarantine organisms, and planted solely and seed lot complies with these rules to basic seed; 22.5. throughout the preparatory period of cultivation and is under the supervision of the service. 23. the basic seed has the following generations: the first generation of 23.1. basic seed (S) produced from pre-basic seed; 23.2. the second generation basic seed (SE) produced from basic seed (S), or the description "pre-basic seed; 23.3. the third generation basic seed (E) obtained from basic seed (SE) or pre-basic seed. 24. Certified seed: 24.1. has been produced directly from basic seed or higher category; 24.2. the breeder is farmed or maintainer of the variety subject to the supervision of generally accepted practices of the variety and of health; 24.3. in accordance with the movement of seeds and varieties of the law and these regulations are deemed to satisfy the requirements for certified seed varietal purity requirements are not found in these rules referred to in annex 3 plant quarantine organisms, and planted solely and seed lot complies with these rules for certified seed; 15.2. throughout the preparatory period of cultivation and is under the supervision of the service. 25. For certified seed of the following generation: 25.1. certified seed of the first generation (A), of the third generation basic seed (E) or from the higher category; 25.2. certified seed, second generation (B) obtained from certified seed of the first generation (A) or of a higher category and not intended solely for resale.

If this does not correspond to the provisions under Chapter IV and annex 5 of these requirements, the service is considered to be solely for plantation use and shall take a decision on the non-compliance of seed planting. 48. Within three working days after the last field inspection service Inspector, based on the results of the inspection shall take a decision on the conformity of seed planting, as well as prepare and issue sēklaudzētāj potato field inspections solely under this Protocol, the provisions of Annex 8. One copy of the Protocol remains in service. Vi. the seed potato virus follow-up follow-up 49. The seed lot quality assurance sampling and analysis are carried out after completion of the follow-up and the virus quarantine organisms check across the harvested potato yield. 65. The seed lot quality assessment sample size for pre-basic seed (PBTC) is at least 200 tubers, other categories, at least 400 tubers. 66. the weight of the seed lot from which a sample is not more than 100 000 kilograms. The seed quality does not meet the requirements, if any of the seed sample assessment indicators do not comply with this provision in annex 11. VIII. Seed packaging 75. Packer packing material is selected so as to: ensure seed 75.1. the quality and preservation of the mass, as well as seed will not be mixed; 75.2. the package is new, clean and sealed and can not be opened without any visible labels or packaging of the official signs of damage. 76. A seed lot warehouse located so that any package could have free access to the unit and check out the sample. IX. labelling of the packaging of the seed with the official labels 77. Package of seeds official label are strict service accounting. Label minimum size is 110 x 67 mm. The colour of the official label shall be that indicated in annex 15. The label may be the official with a rope hole, adhesive or piešujam. 78. Through a package of seeds, it shall be affixed to the outside of the previously unused official label that corresponds to the information provided in this provision in annex 16. If the seed is treated with biopreparāt, plant protection products or other chemical treatment, this is indicated by the label. 84. If the service determines that the Inspector: 53.5. seed lots storage space is less than the ordered packaging labels, official service Inspector provides the official labels used and makes up for that Act; 86.2. lot of seed labelled at the place of storage is more than the ordered packaging labels, service official inspector not seed until you separate the packaging units without labels. 87. If the seed lot is labelled with the official seed packaging labels, but the quality is again found that the seed lot quality does not meet the requirements of this regulation, service: 87.1. the inspector shall forthwith notify the holder of the seed lot and check the movement of the seed lot; 87.2. ensure the destruction of the labels used and makes up for that. 88. If the lots of seed labelled repackaged different packaging units or carry out seed lot chemical treatments, professional inspector provides party labelled the official destruction of labels and make up for it. X. 89. Seed seed allowed after being duly recognised as pre-basic, basic or certified seed. If it is found that seed lot does not conform to these rules referred to in annex 11. quality requirements, we have the right to sēklaudzētāj turning. The seed shall be stored under conditions which ensure its quality fully the properties of the soil, preventing the possibility of mixing or other negative effects. 95. a food and veterinary service controls the seed imports from countries not members of the European Union. 96. If the seed is imported from non-Member States of the European Union and its quantities exceeding two kilograms, the importer or the dealer two weeks after the import of seed potatoes of the service provides information on the species, the breed, the category, the producer and inspection body, the country of consignment, the importer or dealer, as well as the quantity of seed potatoes and submit a copy of the phytosanitary certificate. XI. 97. Seed seed documentation quality supporting documents are: 97.1. certified seed in Latvia – the seed package, the official label or plant passport, which contains all of the label information and is the official color of the label "European Union law" or "EU law", and the certificate (annex 17); 97.2. in another European Union Member State certified seed — the seed package, the official label or plant passport, which contains all of the label information and is the official color of the label with reference to European Union law, and the document proving the purchase of the seed; 60.5. Switzerland certified seed, seed packaging, the official label, issued by the authorized institution of the country concerned, and the phytosanitary certificate. 98. the Department shall issue a certificate of seed potatoes pursuant to this provision, annex 17 if the following requirements are met: 98.1. any average seed lot sample assessment results indicators correspond to the respective category of seed; 98.2. before has been solely in the field inspection; follow-up on 98.3. virus found that the category in question is not exceeded permissible total quantity of virus (in percent); 98.4. this rule 58.1. the checks referred to in point is not found in plant quarantine organisms. 99. the seed of the period of validity of the certificate is a certificate issued on 31 December. 100. The seeds of certificate expires before 99. these provisions of the period referred to in paragraph 1, if the seed lot is repacked. 101. If the seed quality does not meet the requirements of this regulation, the service person registered shall issue the report on seed quality and the results of the evaluation in accordance with the provisions of annex 18. A certificate or report of seed shall be issued within three working days after completion of the seed. 102. the report on the results of the evaluation in accordance with the provisions of annex 18 shall issue to the person a registered professional if: 102.1. a seed lot full appraisal of the indicators do not match the corresponding category of seed; 102.2. have been evaluated only individual indicators. 103. The registered person shall keep records of seed magazine. The journal recorded the seminal stages of preparation and use, pointing in particular at each step of the quantities of seed used (tonnes). Commercial transactions also provides the buyer. The accuracy of the record owner of the seed certified with a signature. 104. The registered person marketing certified seed in Latvia, the buyer, upon request, issue one of the following documents: 104.1. seed certificate, if a certificate of seed seed marketer is issued in the form of electronic documents and the last user of the seed is technically supported it; 104.2. a copy of the certificate of seed with a completed part II, if the seed of the seed dealer certificate has been issued in paper form or the last seed of a user certificate can not be received electronically. 105. A seed merchant who traded in other countries, certified seed shall be submitted each year to the service information on the Latvia imported seed lots by varieties and categories from the June 1, giving the seed lot numbers and quantities, as well as the quality of the seed attached supporting documents or their copies. XII. concluding questions 106.
