General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' Appendix 3.4. Activities within the public funding available is 2 124 999 lats, including the European regional development fund co-financing-1 806 249 dollars, and State budget funds-318 750 lats. 4. the activity exercised limited project application selection. 5. the competent authority is the Ministry of the environment. Ministry of the environment in accordance with European Union structural funds and the cohesion fund management law makes all its functions, according to the competency to ensure not exceeded the prescribed in these provisions for the implementation of the activities of the European regional development fund, the available funds of the European regional development fund the acquisition of funding, including the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund , The European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999, article 93 1 and 2 of the principle referred to in the performance of the activities and project level, controlling the project financial plan. II. 6.4. collection and item availability and improve information system for visitors. 7. subject to the conditions contained in the Council of 11 July 2006, Regulation (EC) No 1083/2006 laying down general provisions on the European regional development fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999 of the European Parliament and of the Council of 5 July 2006, Regulation (EC) No 1080/2006 on the European regional development fund and of Regulation (EC) no 1183/1999 repeal, apply is cost directly related to the project activities: 7.1. project preparation costs (technical specifications and procurement documentation development, project implementation and analysis of alternatives, development projects and related costs of būvekspertīz) – up to five percent of the estimated total eligible project costs;

7.3. the costs of the works;
7.4. supplies contract costs;
7.5. the publicity costs, in so far as it lays down regulations for the funds the European Union co-financed the project publicity and visual identity requirements. 8. the cost of the project is eligible from the date of conclusion of the contract for the civil implementation of the project (hereinafter referred to as the civil agreement) or the agreement on the implementation of the project (hereinafter referred to as the agreement). 9. the financial reserve for unexpected expenses can be up to five percent of the project's total eligible costs. The financial reserve of the project uses this rule 8.3 and 8.4. eligible costs referred to cover financial reserves before making use of the appropriate amendments to the terms of the arrangement or the civil contract. 10. the project cost does not include: 10.1. cost that is not set out in point 8 of these regulations or exceeds this provision set out in point 8 of the eligible cost;
10.2. the cost of implementing a project, if a project application is the date of the signed release and acceptance;
10.3. the project management staff remuneration involved in project management and administration costs, the beneficiary's current maintenance costs, as well as publicity costs if they exceed the laws of European Union fund co-financed project publicity and visual identity assurance requirements for minimum costs;
10.4. real estate purchase costs;
10.5. the implementation of the project only buy or manufacture the equipment costs (including the cost of equipment, which are used in the construction process) if the equipment is operational after project implementation, but is not intended to achieve the objectives of the project;
10.6. the cost of hardware and vehicles;
10.7. accounting and auditing services;
10.8. the fee for the legal, technical and financial advice provided on the project during its implementation;
10.9. operating costs of the infrastructure;
10.10. the corresponding item of the operation, the cost of dismantling;
10.11. the revolving loan funds and purchasing costs, pay for loan processing, design, booking and service fees, charges for financial transactions, interest on arrears, penalties and the costs of the proceedings;

10.12. value added tax costs that the value added tax to the taxable person is entitled to deduct as input. III. Requirements to the project the applicant 11. applicant Project is a public agency, public entity or derived therefrom by the Agency and the Corporation, which the law has certain functions (delegated tasks of public administration and its laws governing certain tasks) for the introduction of the 5 June 1992 in Rio de Janeiro Convention on biological diversity or the 1973 Washington Convention on international trade in endangered species of wild fauna and flora or 2 February 1971 Convention on Wetlands of international importance. 12. the project for the implementation of the project, the applicant does not constitute a partnership. 13. the applicant Project analyzes the costs and benefits of the project in accordance with Annex 1 of these rules and this provision conclusions point 2 of the annex 7.3 above. 14. the infrastructure in which to invest the European regional development fund co-financing project owned by the applicant. Proof of submission of the project, indicating the registration number, the responsible authority shall issue to the applicant personally project immediately or within two weeks after receipt of the application by post or electronically (signed with a secure electronic signature). 22. If the project invited the applicant does not submit the application within the prescribed time limit or a decision is taken on its rejection, the responsible authority shall send the invitation after six months. The project, the applicant may be invited to submit a project application three times according to the activity available to the European regional development fund co-financing. V. application assessment and Project decision-making 23. the competent authority shall establish a restricted application of the selection of projects under the European regional development fund project submission Evaluation Commission (hereinafter referred to as the assessment Commission), as well as develop and approve its Statute. The Evaluation Commission is composed of the responsible authority, the Environment Ministry and representatives of the managing authority. The Evaluation Commission, a representative of the managing authority have observer status without voting rights. 24. project submissions valued under the administrative, compliance and quality assessment criteria (annex 3). 25. the project application, compliance with the administrative and eligibility criteria is assessed by "Yes" or "no" ("Yes", "no" – meets does not meet). If the administrative application or eligibility criteria is not applicable to a specific project, applicant project application in respect of this criterion. 26. the application of the project's compliance with the quality criteria assessed by giving a certain number of points: 26.1. project submissions of assessment according to annex 3 of these rules 1 and 2 of this criterion is to receive at least two points, corresponding to the 3, 4, and 6. the criterion referred to in paragraph – at least one point, according to the criteria referred to in paragraph 7 shall, at least three points.

If the assessment is in one of the following criteria is "no", do not continue the assessment and the Manager of the responsible authority shall take a decision on the rejection of the application of the project;
16.9. 16.3. If the application of these rules in the criteria referred to in 27.2. evaluates to "Yes", the application is assessed according to annex 3 of these regulations 12, 14, 19, 20, 21, 30, 31 and 36 of those criteria and quality criteria in accordance with the provisions of paragraph 26. If the application does not meet the rating rule 26.1. the conditions of point scoring does not continue and the head of the responsible authority shall take a decision on the rejection of the application for the project. 28. If two or more project applications have received the same number of points, they ranked the project application priority list in the following order: 28.1. a project application with the highest rating this provision 3. criteria referred to in paragraph 1;
28.2. a project application with the highest rating this provision 3. criteria referred to in paragraph 4;
28.3. the project application with the highest rating this provision 3. criteria referred to in paragraph 7;
28.4. a project application with the highest rating this provision 3. criteria referred to in paragraph 3. 29. the head of the responsible authority shall take a decision on the application for approval of a project if: it corresponds to the 29.1. rules referred to in annex 3 of the administrative, compliance and quality criteria;
29.2. the estimated project listing submissions priority order (starting with the most points earned), project selection within the application is available on the financing for the implementation of the project. 30. the decision on the application of the project approval may include conditions that the project applicant must meet the deadline set in the decision, so that it can enter into civil contracts or arrangements: 30.1. to clarify the details of the project the applicant (contact information and properties) (annex 2);
30.2. to clarify the documents presented under this provision in annex 3, paragraph 36, criterion;
30.3. to clarify the documents presented under this provision in annex 3, paragraph 30 and 31 this criterion;
18.9. to specify the eligible costs and changes in the total amount of eligible costs under this provision in paragraph 8 and 9;
5. specify the time frame of the project according to the planned project activity (annex 14);
30.6. to clarify the cash flow forecast (3.19;)
19.1. to clarify the application of the project planned in the implementation of the project and projected human resource support (3.20;)
19.1. to clarify information on publicity measures (annex 3, paragraph 21). 31. in paragraph 30 of these provisions in that conditions laid down in the draft decision, the applicant shall set deadlines of the responsible authority, which may not exceed two months from the date of receipt of the decision. The time-limits laid down in this decision cannot be extended. 32. The Evaluation Commission 20 working days after the decision on approval of the application, the project on condition that the end of the period covered by the decision assessed conditions. The responsible authority shall draw up an opinion on the conditions contained in the decision and two working days after the signing of the opinion sends the draft opinions to the applicant. 33. If the applicant in the decision approving the project application, provided the conditions laid down are not met or are not met the deadline set in the decision, the responsible authority opinion is negative and the project application is considered to have been rejected. 34. the decision on the approval of the project application, approval or rejection provided the determining authority within five working days after the decision has been forwarded to the project the applicant by mail or electronically (signed with a secure electronic signature). Vi. Project implementation 35. European regional development fund, the beneficiary (beneficiaries): 21.8. ensure all project for the procurement procedure. The first procurement procedure issued within three months following the civil contract or arrangement;
35.2. all project activities implemented within three years after the civil contract or arrangement;
35.3. not less frequently than once every three months on its Web site, current information on the progress of the implementation of the project;
35.4. provides preparation and submission of the report the body responsible under civil contract or arrangement terms. 36. The agreed conditions or civil agreement shall be amended according to the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, and in the following cases: 36.1. where the physical indicators of changes exceeds five percent of the approved amount of the projects monetised during project implementation;
36.2. If changes in the project plan procurement changes the total purchase volume. 37. If the beneficiary does not comply with the regulations governing the procurement requirements, the costs arising from the conclusion of contracts, are considered non-eligible costs of the project. VII. follow-up of the activity of the project 38. The beneficiary is responsible for the implementation of the project and the results of the maintenance of not less than five years after the final payment is received on the project concerned. 39. Information on the results of the project are maintained in accordance with the provisions of annex 4 to the beneficiary once a year (for a period of five years following the last payment made under the project) shall be submitted to the responsible body, if the conditions of the agreement or civil contract does not specify a longer period. The first time these rules laid down in annex 4 supervisory overview the beneficiary shall provide the responsible authority during the year after the last payment is received for the project. 40. the responsible authority shall ensure that the storage and analysis of information on the objectives of the activity of not less than five years after the final payment is received for the projects concerned, if the agreed conditions or civil contract does not specify a longer period. Regulations No 1465 guidance by the European regional development fund project cost-benefit analysis 1. European regional development fund projects, carry out a cost/benefit analysis.
2. Cost-benefit analysis shall include: 2.1 financial analysis;
2.2. cost effectiveness analysis;
2.3. risk analysis;
2.4. the analysis of the alternatives.

3. Financial analysis aims to demonstrate that the project gained additional operating revenues do not cover the operating costs of the applicant in the project. Financial analysis includes the following sections: 3.1 the attendance fee calculation and justification of, discount system analysis and justification;
3.2. operating expenses and revenue analysis. Analysis prepare a cash flow forecast for the reporting period in the form corresponding to the lifetime of the infrastructure established for the investment. At the beginning of the reporting period is the year when all the planned activities of the agreement have been completed;
3.3. fixed asset depreciation. The life of the asset is determined based on the analysis of the selected alternative technical solution;
3.4. calculation of profit or loss.
4. Operating expenses and revenue analysis aims to prove that the applicant is able to increase the flow of visitors after the implementation of the project, as well as to ensure the project will create the infrastructure maintenance. Operating expenses and revenue analysis shall include at least the following section: 4.1. investment costs and fixed assets;
4.2. the revenue and expenditure of the action changes to current prices, including the project revenue of the applicant;
4.3. financial sources for activities, including grants and contributions;
4.4. operation of technical analysis, visitor groups. The number of visitors and the projected traffic changes;
4.5. income from attendance fees, taking into account the flow of visitors, and the accounts receivable analysis;
4.6 attendance fees. The current attendance, attendance fee for the period of the plan, taking into account the expected increase in visitors after project implementation;
4.7. the project cash flow, which is positive in all years of the project.
