General questions 1. determines: 1.1. procedures for implementing the action programme ' infrastructure and services ' Appendix 3.4. 10.4. real estate purchase costs;

10.12. value added tax costs that the value added tax to the taxable person is entitled to deduct as input. III. V. application assessment and Project decision-making 23. the competent authority shall establish a restricted application of the selection of projects under the European regional development fund project submission Evaluation Commission (hereinafter referred to as the assessment Commission), as well as develop and approve its Statute. The Evaluation Commission is composed of the responsible authority, the Environment Ministry and representatives of the managing authority. The Evaluation Commission, a representative of the managing authority have observer status without voting rights. 24. project submissions valued under the administrative, compliance and quality assessment criteria (annex 3). 25. the project application, compliance with the administrative and eligibility criteria is assessed by "Yes" or "no" ("Yes", "no" – meets does not meet). 16.9. If the application does not meet the rating rule 26.1. the conditions of point scoring does not continue and the head of the responsible authority shall take a decision on the rejection of the application for the project. 28. If two or more project applications have received the same number of points, they ranked the project application priority list in the following order: 28.1. a project application with the highest rating this provision 3. criteria referred to in paragraph 1;

28.4. a project application with the highest rating this provision 3. criteria referred to in paragraph 3. 29. the head of the responsible authority shall take a decision on the application for approval of a project if: it corresponds to the 29.1. rules referred to in annex 3 of the administrative, compliance and quality criteria;
29.2. the estimated project listing submissions priority order (starting with the most points earned), project selection within the application is available on the financing for the implementation of the project. 30. the decision on the application of the project approval may include conditions that the project applicant must meet the deadline set in the decision, so that it can enter into civil contracts or arrangements: 30.1. to clarify the details of the project the applicant (contact information and properties) (annex 2);
30.2. to clarify the documents presented under this provision in annex 3, paragraph 36, criterion;
30.3. to clarify the documents presented under this provision in annex 3, paragraph 30 and 31 this criterion;
18.9. to specify the eligible costs and changes in the total amount of eligible costs under this provision in paragraph 8 and 9;
5. specify the time frame of the project according to the planned project activity (annex 14);
30.6. to clarify the cash flow forecast (3.19;)
19.1. to clarify the application of the project planned in the implementation of the project and projected human resource support (3.20;)
19.1. to clarify information on publicity measures (annex 3, paragraph 21). 31. in paragraph 30 of these provisions in that conditions laid down in the draft decision, the applicant shall set deadlines of the responsible authority, which may not exceed two months from the date of receipt of the decision. The time-limits laid down in this decision cannot be extended. 32. The Evaluation Commission 20 working days after the decision on approval of the application, the project on condition that the end of the period covered by the decision assessed conditions. The responsible authority shall draw up an opinion on the conditions contained in the decision and two working days after the signing of the opinion sends the draft opinions to the applicant. 33. If the applicant in the decision approving the project application, provided the conditions laid down are not met or are not met the deadline set in the decision, the responsible authority opinion is negative and the project application is considered to have been rejected. 34. the decision on the approval of the project application, approval or rejection provided the determining authority within five working days after the decision has been forwarded to the project the applicant by mail or electronically (signed with a secure electronic signature). Vi. Project implementation 35. European regional development fund, the beneficiary (beneficiaries): 21.8. ensure all project for the procurement procedure. 35.2. all project activities implemented within three years after the civil contract or arrangement;
35.3. not less frequently than once every three months on its Web site, current information on the progress of the implementation of the project;

The agreed conditions or civil agreement shall be amended according to the laws that determine the order in which the European Union's structural and cohesion funds in the participating institutions provide the planning document preparation and implementation of these funds, and in the following cases: 36.1. where the physical indicators of changes exceeds five percent of the approved amount of the projects monetised during project implementation;

If the beneficiary does not comply with the regulations governing the procurement requirements, the costs arising from the conclusion of contracts, are considered non-eligible costs of the project. VII. follow-up of the activity of the project 38. The beneficiary is responsible for the implementation of the project and the results of the maintenance of not less than five years after the final payment is received on the project concerned. 39. Information on the results of the project are maintained in accordance with the provisions of annex 4 to the beneficiary once a year (for a period of five years following the last payment made under the project) shall be submitted to the responsible body, if the conditions of the agreement or civil contract does not specify a longer period. The first time these rules laid down in annex 4 supervisory overview the beneficiary shall provide the responsible authority during the year after the last payment is received for the project. 40. the responsible authority shall ensure that the storage and analysis of information on the objectives of the activity of not less than five years after the final payment is received for the projects concerned, if the agreed conditions or civil contract does not specify a longer period. Regulations No 1465 guidance by the European regional development fund project cost-benefit analysis 1. European regional development fund projects, carry out a cost/benefit analysis.
2. Cost-benefit analysis shall include: 2.1 financial analysis;
2.2. cost effectiveness analysis;
2.3. risk analysis;
2.4. the analysis of the alternatives.

3. Financial analysis aims to demonstrate that the project gained additional operating revenues do not cover the operating costs of the applicant in the project. Financial analysis includes the following sections: 3.1 the attendance fee calculation and justification of, discount system analysis and justification;
3.2. operating expenses and revenue analysis. 4. Operating expenses and revenue analysis aims to prove that the applicant is able to increase the flow of visitors after the implementation of the project, as well as to ensure the project will create the infrastructure maintenance. Operating expenses and revenue analysis shall include at least the following section: 4.1. investment costs and fixed assets;
4.2. the revenue and expenditure of the action changes to current prices, including the project revenue of the applicant;
4.3. financial sources for activities, including grants and contributions;
4.4. operation of technical analysis, visitor groups. The number of visitors and the projected traffic changes;
4.5. income from attendance fees, taking into account the flow of visitors, and the accounts receivable analysis;
4.6 attendance fees. The current attendance, attendance fee for the period of the plan, taking into account the expected increase in visitors after project implementation;
4.7. the project cash flow, which is positive in all years of the project.
