Cabinet of Ministers Regulations No. 1622 in Riga 2009 (22 December. 89 188) amendments to the Cabinet of Ministers on 27 June 2006, regulations no 535 ' agricultural or forestry tractors, their trailers and component conformity assessment provisions "Issued under the Road Traffic Act article 15.1 fourth draw Cabinet 27 June 2006 regulations no 535 ' agricultural or forestry tractors, their trailers and component conformity assessment rules" (Latvian journal, 2006, 104 no; 2007, 37. 129. no; 2008, 106 no). the following amendments: 1. Replace the words "in paragraph 1.12. any trailer" with the words "technological Assembly-trailer".
2. Supplement with 1.26. subparagraph by the following: "1.26. national type approval-procedure, certifying that the vehicle, system, component or separate technical unit complies with the technical regulations and the technical requirements of this regulation and its conformity assessment of trailers."
3. Delete paragraph 3.2.
4. Replace in paragraph 4, the words "State Agency" Latvian National Office "in akred tation!" with the words "limited liability company" standardization, accreditation and Metrology Centre "Latvian National Accreditation Bureau".
5. Replace paragraph 5, the words and figures "State Agency" Latvian accreditation Office will release Funding "to the standard LVS EN ISO/IEC 17025:2005 AC: 2007" with the words and figures "limited liability company" standardization, accreditation and Metrology Centre "Latvian National Accreditation Bureau according to the standard LVS EN ISO/IEC 17025:2005 AC: 2008".
6. Make introductions to point 8 and 8.1. subparagraph by the following: ' 8. Center the month following evaluation of the documentation submitted and the vehicle applied for type approval testing of the sample grant: 8.1. Ec type-approval categories T1, T2 and T3 vehicle type meets the technical description and submitted that rule 1. requirements of annex, as well as the provisions of this Annex C Chapter 1 the model laid down in the EC type-approval certificate specified checks or national type approval of a T4, T5, C, R and S of the vehicle type of category that matches the technical description and submitted these provisions in the annexes of the said requirements; ".
7. Make the introductory paragraph 9 by the following: "9. the issue of the EC type-approval certificate for the approved categories T1, T2 and T3 vehicle or component type, the Centre shall follow the following procedures:" 8. the express 9.0. subparagraph by the following: "14.5. the amendment shall be deemed to the EC type-approval extension. The Centre shall issue a revised EC type-approval certificate for vehicles belonging to categories T1, T2 and T3 or review a national type approval certificate T4, T5, C, R and S in categories that have extended the number of the certificate that clearly indicates the extension and its date of re-issue in the following cases: 14.5.1. If you need additional tests;
14.5.2. where a type-approval certificate, with the exception of its attachments, has changed;
14.5.3. If after the date shown in the vehicle EC type-approval certificate have changed the technical conformity assessment requirements of the law. "
9. To supplement the provisions of this chapter Ii: "Ii. Individual vehicle approval 17.1 separately in a single copy in May to approve a small group in Latvia made or imported from abroad for the new vehicle.
Individual vehicle approval 17.2 the owner or manufacturer shall submit the following documents in the Centre: 17.2 1. for approval; the vehicle application
17.2 2. information document and information folder part which, in accordance with Annex 2 of these provisions apply to the specific vehicle;
17.2 3. drawings and photos on A4 sheets or folded in the following format, which provides a sufficient vehicle for the conformity assessment of the necessary information;
17.2 4. another testing laboratory or certification issued by the institution of a copy of declarations of conformity, where the vehicle is tested and the test or if required by the Centre to ensure that some vehicle node or system compliance with the law on technical requirements of vehicles.
17.3 the Centre within 10 working days of submitting the documentation examined and adopted a decision on its compliance with the requirements of this regulation. If the dossier is not accurate, complete or the Center believes that additional documentation is needed, the adoption of the decision on the completeness of the documentation updating and postponed to the perfecting, but not longer than four months from this rule 17.2. application referred to in paragraph 1, the date of filing, informed the applicant of the dossier.
17.4 If the submitted documentation meets the requirements of these provisions, the compliance of the vehicle inspection regulations laid down in the vehicle design and technical requirements, as well as the situation in the field of road safety technical requirements.

10. Make chapter IV as follows: "(IV) the type approval and recognition of the individual vehicle approval and registration in the General order 22. in Latvia it is recognised in other European economic area countries assigned: 22.1. vehicle and components of the EC type-approval of vehicles belonging to categories T1, T2 and T3, where a type-approval certificate issued in accordance with European Union legal requirements in the field of conformity assessment;
22.2. the national type-approval of vehicles in T4, T5, C, R, and S categories and individual vehicle approval, if they comply with the requirements of the regulations implements and construction trailers and equipment requirements, as well as the braking equipment of trailers (6.1).
23. the vehicle EC type-approval or national type approval in the following order: 23.1. the vehicle manufacturer shall provide to the Centre the application for type-approval-certificate of recognition, adding: 23.1.1. type approval certificate or a copy of it;
23.1.2. a sample of the certificate of conformity, the manufacturer shall certify that each specific vehicle to conform to the approved type and specimen signatures of the persons empowered to sign certificates of conformity;
23.2. the Centre within 10 working days of the appearance of the documents submitted and take a decision on the recognition of the type-approval certificate or the refusal of recognition. For small series manufactured vehicles and new series end vehicles Center decision on recognition or withdrawal of recognition, as well as the decision on the number of vehicles shall adopt the administrative procedure law.
23.1 the individual vehicle type approval in the following order: 23.1 1. vehicle manufacturer or owner shall submit an application for an individual to the Centre of the vehicle approval, adding the individual vehicle approval or a copy of it;
23.1 2. Centre within 10 working days of the appearance of the documents submitted and take a decision on the recognition of the individual vehicle approval or refusal.
24. If the submitted documentation is inaccurate or incomplete, the decision on granting type-approval or refusal to postpone clarification or development of documentation, but no longer, as laid down in the Act on administrative procedures, and inform the manufacturer of the vehicle or the owner of the vehicle.
25. Other European economic area countries issued the type approval certificate for vehicles other than the vehicle component type-approval certificates and the approval of individual vehicles, the center of their recognition of the register publicly available registers.
26. the cost of the type-approval certificate, recognition and registration shall be borne by the person who submitted this rule 23.1. and 23.1 1. referred to in documents. "
11. Make a paragraph 32 as follows: "32. Permitted to distribute (sell, bestow, put into use against or without payment) or include the standing vehicle in the register if it is valid: 32.1. certificate of conformity, attesting that it conforms to an approved or recognized in Latvia of a type of vehicle;
32.2. individual vehicle approval. "
12. Supplement with 32.1 point as follows: "32.1 unfinished vehicles allowed to sell, but until their completion it is prohibited to include permanent registry and put into service."
13. To complement the 34 behind the words "component type" with the words "or individual vehicle approval".
14. Add to paragraph 35 after words "type approved" by the words "or individual vehicle approval".
15. Replace the words "in paragraph 36 of the certificate" with the words "supporting documents".
16. Replace paragraph 38 in number and the word "32" with numbers and words "and 32.1 points in 32.".
17. Make 49 and 50 points by the following: "49. Center decision on type approval or individual vehicle approval refusal or revocation shall be notified in writing to the manufacturer.
50. the Centre's decision may be challenged in the Ministry of agriculture. The Ministry of agriculture, may appeal to the Court of Justice of the administrative procedure law. "
18.
