Cabinet of Ministers Regulations No. 1647 in Riga 2009 (22 December. 89 115) veterinary requirements for bovine and porcine movement Issued in accordance with article 25 of the law on veterinary medicine 1, 11 and 13 i. General questions 1. determines: 1.1. health requirements for bovine animals (including Bison Bison and Bubalus Bubalus varieties) and swine, excluding feral pigs, movement with Member States of the European Union (hereinafter referred to as Member States);
1.2. the procedure of registration of traders;
1.3. the merchant's premises and collection centre for recognition and registration procedures, performance requirements, as well as the qualifications of the personnel requirements. 2. the terms used in the rules: 2.1.-animal breeding cows and swine intended for breeding, milk or meat, for work, for play or exhibitions (except the cows and the pigs referred to in point 2.4 of these rules or take part in cultural and sporting events);
2.2. animal accommodation-separate norobežojam area from bovine animals or pigs for permanent or temporary housing in Latvia or in the territory of another Member State;
2.3. the herd – cows, pigs or group there in one animal shed as one epidemiological unit;

2.5. animals for slaughter, the cows or pigs, after importation in another Member State intended to lead directly to the slaughterhouse, through a collection centre or dealer's premises;
2.6. official veterinarian-food and veterinary service (hereinafter service) officer or other Member State the competent veterinary authorities official;
2.7. collection Center-animal storage, collection or the market in which the cows or pigs on the holdings of origin of the various groups, to create a load of animals intended for trade;
2.8. Merchant's premises, the animal accommodation where the cows or pigs dealer from different origin housing groups to build animal goods intended for trade;
2.9. trader: the natural or legal person who, for commercial purposes, buying and selling cows or pigs, which is the regular circulation of bovine or swine, and no later than 30 days of selling cows or pigs that were purchased or transferred from the site of origin to another animal that is not in its possession. 3. Enforcement shall monitor and control the service. II. General requirements for bovine and porcine movement 4. Cows, swine and animal housing, including sites of origin, collection centres and merchants, registered in accordance with the laws and regulations on animal, herd and the registration of holdings and identification of animals. 5. to create the animal cargo trade with other Member States, cows and swine originating from different holdings are grouped in an approved authorised collection centre and approved dealer's premises. 6. the slaughter cows and pigs after importation in Latvia: 6.1. directly to the slaughterhouse, killed 72 hours after arrival in the slaughterhouse;
6.2. leads to a recognized collection centre or a recognised dealer's premises, delivered to the slaughterhouse and be slaughtered within three working days after arrival at the Assembly Centre or dealer's premises. 7. the cows and pigs in the collection centre, recognized or approved dealer's premises there for no more than six days. 8. 13.2. pigs are marked in accordance with the laws and regulations on animal, herd and the registration of holdings and identification of animals;
13.3. cows are labeled in accordance with the requirements laid down in European Parliament and the Council of 17 July 2000, in Regulation (EC) No 1760/2000, which establishes a system for the identification and registration of bovine animals and sets the labelling of beef and beef products and repealing Council Regulation (EC) No 820/97;
13.4. the 24 hours prior to loading for export to another Member State has seen official veterinarian and not found the disease-specific clinical signs;
13.5. they are not intended for slaughter under infectious disease control programs, and are not subject to restrictions under that programme;
13.6. Since leaving the holding of origin to the importation into the Member State of destination they haven't been in contact with cloven-hoofed animals that have a different health status;
8.5. its not from the originating site or location that is subject to a prohibition for animal health reasons or restriction in accordance with the Republic of Latvia and the European Union legislation. 14. Another Member State permitted to export breeding cows and pigs: 14.1.30 days, or since birth if they are less than 30 days, kept in a single holding of origin;
14.2. no sites of origin, which in the last 30 days are imported cows or pigs from third countries unless the imported cows or pigs are not kept separately. 15. Another Member State permitted to export breeding cows, which is 15.1. bovine: herd is free of tuberculosis (flock, which comply with the requirements of the laws and procedures by which their infectious disease prevention and control, with which both animal suffering and people). 30 days prior to leaving the herd of cows, and tuberkulinizācij have been carried out with negative results. Tuberkulinizācij is not required in cows under the age of six weeks;
15.2. it is originating from a holding which is officially free of enzootic bovine leukosis (bovine storage that meet the regulations for enzootic bovine leucosis procedure for the prevention and eradication requirements). 30 days before leaving the holding of origin has selected cows leukosis for determining the presence of the agent, using the Immunodiffusion test (or ELISA), and produced negative results. The study does not need cows under the age of 12 months;

15.3. the bovine herd is officially brucellosis-free (flock that conforms to the requirements of the laws and procedures by which their infectious disease prevention and control, with which both animal suffering and people). 30 days prior to leaving the herd of cows are investigated with the serum agglutination test or other European Union Standing Veterinary Committee approved method of determining the presence of brucellosis agents, and the result is fewer than 30 international of agglutination per millilitre. The study need not castrated bulls and cows under the age of 12 months. 16. Another Member State permitted to export cows for slaughter, which are: 16.1. bovine herd is free of tuberculosis;
16.2. the holding of origin is officially free of enzootic bovine leukosis;
16.3. a bovine herd is free of brucellosis. Requirement does not apply to castrated bulls. 17. The provisions referred to in paragraph 15 of the study are not required, if the territory of Latvia or its part, which hosted a cattle origin storage, with the European Commission's decision has been recognised as officially free of the disease or the presence of recognized the disease monitoring in cows. IV. Requirements for the Assembly Centre 18. Assembly centres shall meet the following requirements: 18.1. it is under official veterinary supervision;
18.2. it is located in the territory, which is not subject to prohibition or restriction of infection of bovine or swine disease in accordance with the Republic of Latvia and the European Union legislation;
18.3. This is the area in which our feed, litter, manure and slurry storage, as well as the cleaning and disinfecting of vehicle suitable sites and sewage collection system. And that the system is secure against leakage, to prevent the surrounding area and the pollution of the environment and to prevent the spreading of infectious diseases;
18.4. it is easy to clean and disinfect equipment from bovine animals or pigs for loading and unloading the vehicle, as well as according to cows or pigs welfare requirements furnished rooms for holding from bovine animals or pigs, feeding, watering and care;
18.5. it checks from bovine animals or pigs suitable premises or place suitable for isolation and rooms for the official veterinarian;
11.6. This has the equipment and premises, facilities for cleaning and disinfecting vehicles. 19. the approved Assembly Centre comply with the following requirements: 19.1. this rule 18.3. the territory referred to is only used for the purposes of the collection centre and prevent unauthorised persons and animals free access to feed, litter, manure and slurry storage, as well as the cleaning and disinfection of vehicles and sewage collection system;
19.2. before each load of bovine or swine building premises, installations and equipment referred to in this provision, 18.5 and 18.6 18.4 in, cleaned and sanitized according to the instructions of the official veterinarian, using the method and means to ensure the animal infectious disease agent;
19.3. the collection centre led the cows or pigs, which comply with the rules laid down in chapter III;
19.4. before the introduction of bovine or swine collection centre makes sure that they have the species and category, according to the official veterinarian of the holding of origin confirmed the documents certifying the conformity of the bovine or pig requirements of these rules;
19.5. at least three years, the following information: 19.5.1. Center the imported cows or pigs, the owner of the personal identification number (cows) or of the herd of origin identification number (the pigs), the registration number of the holding of origin, date of entry, departure date, destination (name, location, address) and issuing a veterinary health certificate number;
19.5.2. animal carrier of the person's license number, which the cows or pigs has brought the Assembly Centre recognised and taken from it;
19.5.3. for carriage that is longer than eight hours, the vehicle permit for the transport of animals the number of cows or pigs delivered to the collection centre approved and removed from it, as well as copies of the journey log;
12.2. the legislation on agricultural animal welfare requirements;
19.7. the Council of 22 December 2004, Regulation (EC) No 1/2005 on the protection of animals during transport and related operations and amending Directives 64/432/EEC and 93/119/EC and Regulation (EC) No 1255/97 (hereinafter referred to as the Council Regulation No 1/2005) requirements collection centre;
19.8. ensure cows or pigs do not come into contact with cloven-hoofed animals that have a different health status;

Dealer to comply with the following requirements: 20.1. market cows or pigs, which comply with the rules laid down in chapter III;
20.2. ensure cows or pigs transport suitable for the use of the vehicle;
20.3. make sure cows or pigs are species and category, according to the official veterinarian of the holding of origin confirmed the documents certifying the conformity of the bovine or pig requirements of these rules;
20.4. at least three years, the following information: bovine or porcine 20.4.1. purchase date, purchase of cows or pigs, the owner of a category, the individual identification number (cows) or of the herd of origin identification number (the pigs), the registration number of the holding of origin, bovine or pig sales date, sold the cows or pigs, buyer (name and address), destination (name, location, address) and issuing a veterinary health certificate number;
20.4.2. animal carrier of the person's license number, which the cows or pigs are carried;
20.4.3. for carriage that is longer than eight hours, the vehicle permit for the transport of animals the number of cows or pigs are transported, and journey log copies. 21. the merchant premises comply with the following requirements: 21.1. they are located under official veterinary supervision;
21.2. they are located in the territory, which is not subject to prohibition or restriction of infection of bovine or swine disease in accordance with the Republic of Latvia and the European Union legislation;
21.3. at the dealer's premises is the area in which our feed, litter, manure and slurry storage, as well as the cleaning and disinfecting of vehicle suitable sites and sewage collection system. These sites and the system is secure against leakage, to prevent the surrounding area and the pollution of the environment and to prevent the spreading of infectious diseases;
21.4. they are easy to clean and disinfect equipment from bovine animals or pigs for loading and unloading the vehicle, as well as according to cows or pigs welfare requirements furnished rooms for holding from bovine animals or pigs, feeding, watering and care;
21.5. they have cows or pigs tests suitable premises or place and suitable for isolation facilities;
21.6. they include equipment, facilities and space for cleaning and disinfecting vehicles. 22. the recognised dealer's premises comply with the following requirements: 22.1. this rule 21.3. the territory referred to shall be used solely for the purposes of the trader's premises and prevent unauthorised persons and animals free access to feed, litter, manure and slurry storage, as well as the cleaning and disinfection of vehicles and sewage collection system;
22.2. before each load of bovine or swine building clean and disinfected, this provision and 21.5 21.4. referred to premises, installations and equipment according to the instructions of the official veterinarian, using the method and means to ensure the animal infectious disease agent;
22.3. ensure cows or pigs do not come into contact with cloven-hoofed animals that have a different health status;

26.2. collection center name (if any), the actual address, phone and fax number and e-mail address in the actual location;
26.3. the type of action you want to receive the recognition. 27. The provisions of paragraph 24 in the case of service within 10 working days of the receipt of the application, it shall examine, register and assign it a trader registration number. 28. These rules 25 and 26 in the case referred to in paragraph service within 10 working days of the receipt of the application, review and agree with the applicant on the collection centre or dealer's space recognition of the initiation of the transaction date. If the collection centre or dealer's premises complies with this provision in paragraph 18 or 21, service shall decide on the grant of recognition recognition of the number recorded in the collection centre or dealer's premises in the veterinary supervision of the registry of objects in "recognised animal trading enterprises" (hereinafter register) and issue a certificate of recognition, if the applicant so requests. 30.2. the collection centre or dealer's room name, actual address, type of activity, which received recognition and approval number. 31. The collection centre can be recognised bovine and porcine or only one species of animals (bovine or swine) one category (for breeding or slaughter). 32. the economic operator in writing within 10 working days, inform the staff if: 32.1. changed this rule 24, 25 or 26. information referred to in paragraph 1;

37.2. the cleaned and disinfected immediately after each bovine or swine during transport and, if necessary, before each loading from bovine animals or pigs. Used for cleaning and disinfecting method and tool, which provides animal infectious disease agent destruction. 38. the carrier on the vehicle at least every three years, the following information: 38.1. the authorisation number for the transportation of animals;
bovine or porcine 38.2. place of loading (holding of origin registration number, or in the collection centre or dealer's space recognition number and address), date and time;
23.8. bovine or porcine landing sites (collection centre or dealer's space recognition number and address), date, time, name and surname of the beneficiary;
23.9. the animal species transported, category, number and details of the accompanying documents for the animals (type, number, number, place of issue, date of issue and the official veterinarian, who shall issue);
38.5. the transport carried news of the time;
24.0. cleansing and disinfection, date and location. 39.37 and 38 of these rules the requirements referred to in paragraph shall not apply if the cows or pigs carrying the owner away from the place of departure to the final destination is not greater than 65 kilometers. VIII. Monitoring and control 40. If the Department finds that the failure to observe the requirements of this regulation, it shall apply the control and surveillance measures, in accordance with the laws and regulations on the control and monitoring procedures of the trade in animals, semen, ova and embryos with the Member States of the European Union and third countries. 41. If the Department finds that the failure to observe the requirements of this regulation or other regulatory requirements on animal health and welfare, it suspended trade dealer organised with cows and pigs, and suspend or restrict the collection centre and recognised by recognised dealer's premises in accordance with veterinary requirements set out in law. IX. Closing questions 42. 2) Council on 15 July 2008, Directive 2008/73/EC simplifying information and publication procedures in the veterinary and zootechnical fields and amending Directives 64/432/EEC, 77/504/EEC, 88/407/EEC, 88/661/EEC, 89/361/EEC, 89/556/EEC, 90/426/EEC, 90/427/EEC, 90/428/EEC, 90/429/EEC, 90/539/EEC, 91/68/EEC , 91/496/EEC, 92/35/EEC, 92/65/EEC, 92/66/EEC, 92/119/EEC, 94/28/EC, 2000/75/EC, decision 2000/258/EC and directives 2001/89/EC, 2002/60/EC and 2005/94/EC.
