Cabinet of Ministers Regulation No. 111 in 2010 (9 February. 7. § 2) amendments to the Cabinet of Ministers on 27 February 2001, Regulation No 87 of the "requirements of steel smelting equipment and technical supervision of equipment order" Issued in accordance with the law "on technical supervision of dangerous equipment," the second part of article 3 to make a Cabinet of 27 February 2001, Regulation No 87 of the "requirements of steel smelting facilities and technical equipment supervisory arrangements" (Latvian journal, 2001, 35; 2004, nr. 210. no; 2008, 150. no) the following amendments 1. Replace paragraph 3 with the words "public limited company" Latvian standards "with the words" limited liability company "standardization, accreditation and Metrology Centre '".
2. Express 4 by the following: "4. the limited liability company" standardization, accreditation and Metrology Centre ' shall be published in the internet home page of the Office for Standardization (www.lvs.lv) in the national list of the standards that may be applied to comply with these regulations (hereinafter referred to as the applicable standards). "
3. Express 4.1 1. subparagraph by the following: "1.4.1 is an accredited society with limited liability" the standardization, accreditation and Metrology Centre "Latvian National Accreditation Bureau or another Member State of the European Union accreditation body according to the standard LVS EN ISO/IEC 17020:2005" the main criteria for the various types of bodies performing inspection "criteria and the requirements of these regulations;".

6. To express the point 7 and 8 by the following: "7. each steel smelting plants requires a passport official language (annex). Passport issued by inspection body, making the steel smelting equipment registration register of hazardous equipment in accordance with the regulations on the registration of dangerous equipment.
8. Steel smelting plant holder adds Passport instructions. Instruction in the following: 8.1 the steel smelting equipment Setup and transfer procedures (also separate elements connect);
8.2. the steel smelting plants use initiation;
8.3. the steel smelting plants in order of use under the proposed conditions of use and emergency situations;
8.4. the steel smelting equipment maintenance and monitoring procedures (also checks by the user);
8.5. the steel smelting equipment technical documentation, drawings, charts and calculations if they help to understand the steel smelting equipment. "
7. Replace paragraph 10.6 and 10.7., the words "national būvinspekcij" (fold) with the words "Consumer Center" (fold).
8. Delete paragraph 11.1., the words "in which the steel smelting equipment during use responsible for all maintenance and servicing of equipment performance measures which affect its safe use".
9. Supplement 11.4. subparagraph after the word "results" with the words "as well as all the equipment maintenance and servicing measures that affect its safe use".
10. Replace paragraph 21, the word "Passport" with the words "life journal".
11. Replace paragraph 44, the number and the word "in" with the number 11 and the word "the" in paragraph 11.4.
12. Express 74 as follows: "74. Inspection body for steel smelting facilities or its authorized representative means a request to contract out steel smelting plants in the first technical inspections, regular technical inspections, as well as the extraordinary technical inspection this provision under section 79 cases in accordance with the applicable standards and requirements laid down in this chapter."
13. To make the introductory paragraph 76 the following wording: "the inspection body before 76. steel melting equipment registration register of hazardous installations carried out its first technical inspection, checking the steel smelting equipment technical project as well as conducting inspections during construction to ensure that the steel smelting plants in compliance with these rules and relevant regulatory requirements, paying particular attention to the following issues:".
14. To complement the introductory part of paragraph 77, after the word "institution" with the words "after the machine registration in the register of hazardous installations.
15. Make 79. paragraph by the following: "79. Steel smelting plants in the extraordinary technical inspections carried out in the following cases: 79.1. for steel melting equipment reconstruction;
79.2. after crashes or accidents that have damaged the steel smelting equipment items or equipment;
79.3. by consumer protection Center officials reasoned request. "
16. Delete paragraph 80., first sentence, the words "or repair".
17. Replace paragraph 80, first and second sentence, the word "emergency" with the word "extraordinary".
18. Make 81 and 82 as follows: "81. After inspection of the technical inspection body updates data for steel smelting plants of hazardous installations and the technical test report shall be drawn up in duplicate. One copy of the inspection protocol of the inspection body shall issue the steel smelting plant holder and a second kept no less than 10 years after the date of the inspection.
82. If the steel smelting equipment meets the requirements of this regulation, the institution of the inspection regulations on dangerous equipment tests in order to sign proven steel smelting equipment in place (next to the steel smelting plants in the manufacturer's data plate) affix the dangerous equipment check mark. "
19. Express 84 as follows: ' 84. If the steel smelting plant after repeated inspections do not meet the requirements of these provisions and a threat to human life, health or the environment, the inspection authority shall immediately alert the possessor shall notify the consumer rights protection centre, as well as, if endangered environment, the national environmental service, if found increased fire risk, the State fire and rescue service, if the threat to the safety and health of employees, the State labour inspection, sending these services the notice. "
20. To supplement the provisions of this chapter VIII1: "VIII1. Steel melting equipment State monitoring and control 84.1 consumer protection Centre carries out national surveillance and control, or steel smelting plants are used according to the requirements of this regulation.
52.3 the consumer protection centre, making the steel smelting equipment monitoring and control its use, is entitled: 52.3 1. administrative punishment for the steel melting equipment technical supervision of the regulatory law violations;
52.3 2. to prohibit the use of steel smelting equipment without a technical inspection in Chapter VIII of these rules. "
21. Supplement with 87 points by the following: ' 87. If the steel smelting plant is already registered in the register of hazardous installations, the Passport is valid for the duration of the relevant steel melting equipment technical test report issued in accordance with the requirements of this regulation. "
