Cabinet of Ministers Regulations No. 147 in Riga 2010 16 February (pr. No. 9 32) State aid procedures for development of the forestry sector in 2010, Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the procedure for the granting of national aid for the development of the forestry sector (hereinafter referred to as aid) in 2010.
2. the total amount of aid is 141 224 lats from the budget of the Ministry of agriculture programs 24.00.00 "forest resources conservation for sustainability" subprogramme 24.02.00 "State aid measures in the forest sector" Forest Development Fund (hereinafter Fund) resources.
3. support for: 3.1 forest industry support and development programmes and projects (hereinafter referred to as the development projects) financing 32 824 lats: 3.1.1. public awareness and education-9824 late;
3.1.2. the measure "forest day 2010" to ensure progress – 10 000 lats;
3.1.3. the forest industry of the year awards ' gold Cone ' prize fund – 13 000 lats;
3.2. research project (research projects) financing 100 000 lats: 3.2.1. start a long-term project tasks in 2010 – 80 000 lats;
3.2.2. priority areas for the project, the potential contribution of private forest industry of Latvia for 2011-2015, the assessment in 2010 – 20 000 lats;
3.3. public international obligations the European forest monitoring system development project "Further development and Implementation of an EU-level forest Monitoring System" (FUTMON) – 8000 dollars in implementation;
3.4. the experts of the project application and assessment of performance review – 400 lats.
4. To support the development projects may apply to the natural or legal person (hereinafter applicant). To support the implementation of the research project may apply to the register of scientific institutions registered by the applicant.
5. If these provisions 3.1.1, 3.1.2, 3.1.3, 3.2.1, 3.2.2., 3.3 or 3.4. funding referred to is not to be used in full, the Fund, the Council shall decide on the reallocation of funding and repeated invitation to tender.
II. submission of the project, evaluation and decision-making 6. For the purpose of implementing the provisions of paragraph 3 of the above projects, the Ministry of agriculture, based on the decision of the Council of the Foundation, shall issue an invitation to tender setting the project submission (annex 1), the time limits of not less than 14 days from the date of the invitation to tender in a newspaper "journal" and the Ministry of Agriculture website.
7. Submission of reports and the implementation of the project financial spending summary (annex 2), the applicant shall submit the field support service (hereinafter service) one of the following forms: 7.1 in paper form with the identical electronic version of the application, using the available electronic media;
7.2. an electronic document signed with a secure electronic signature and confirm with the time stamp.
8. The applicant the application shall be accompanied by the following documents: 8. the project manager and the life course description (CV) detailing her education and work experience;
8.2. the project manager and artist statement of willingness to work on the project;
8.3. a written third party proof of the availability of co-financing, where the implementation of development projects for third-party financing;
8.4. the appropriate authority if the application is signed by the person authorised by the head of the institution.
9. Service within five working days after the submission deadline of submission: 9.1. examine each submission's compliance with this provision in annex 3 administrative evaluation criteria;
9.2. an electronic Ministry of agriculture informed about compliance with the application of these rules referred to in annex 3 administrative evaluation criteria;
9.3. the Ministry of Agriculture sent electronically to these terms referred to in paragraph 8.
10. Ministry of agriculture these rules 7 and 8 of the documents referred to in paragraph shall collect and submit to the Board of the Fund in accordance with the laws and regulations of the forest development fund, management and disposal procedures.

12. the Council of the Fund within one month of the application deadline, in accordance with the administrative procedure law, decide on the granting of aid, or refusal to grant aid and reported it. 14. The project is not eligible the following costs: 14.1 value added tax, and other taxes and charges, which may recover under the legislation on taxes and fees;

14.3. the health, life and accident insurance premiums;
14.4. other project related costs;
14.5. costs not justified by supporting documents.
III. Conclusion of the contract and financing 15. Service within five working days after the rules of the Fund referred to in paragraph 12 of the decision of the Council shall notify the applicant of the receipt.
16. The applicant within 10 working days of receipt of the decision on the granting of aid for the production of the contract service submit necessary information (legal person – the registration number in the register of companies, legal address, bank properties; physical person-ID code, declared home address, bank details). If an applicant information is not provided, within the time service will inform the Council of the Fund and it is entitled to review the decision on the granting of aid.
17. the Department within 10 working days after this provision in paragraph 16 of this disclosure to the applicant of the project contracts. 17.2.2. in the interim, if necessary to the execution of the project, no more than 30 percent of the project, the amount of aid after reporting for the first half of 2010. the tasks of the Fund's Board for approval;
17.2.3. final settlement – after the project completion report, the Council of the Fund;
17.2.4. the contract to complete the funding changes in estimates if they exceed 10 percent of the project, the amount of aid coordinated with Foundation, but for a change, not exceeding 10 percent of the project, the amount of aid shall inform the service;
17.2.5. the aid is paid to the Cashless settlement form, it transferred to the project implementer's designated bank account;
17.3. the condition that the project implementer: 17.3.1. development and implementation of the research activities carried out by the year 2010;
17.3.2. dissemination of any information about the project, indicates reference to the sponsor, the forest development fund;
17.3.3. Overview of implementation of the research project into the Latvian Agricultural University's science research database up to February 1, 2011;
17.3.4. created during the course of the project materials (books, brochures, videos) submitted in a single copy in the Secretariat of the Fund;
17.4. the condition that the project implementer shall inform the Secretariat of the Fund of the project of the planned information activities.
18. Service: 18.1 within five working days after the conclusion of the contract in advance the cost of implementing the project, subject to the conditions of the contract;
18.2. within five working days after the project implementation report submission deadline collects them and assess their compliance with the rules referred to in annex 3 administrative criteria. 18.3. after receipt of the decision of the Council of the Fund for the project completion report, five working days shall take account of the implementation of the project;

18.5. upon a decision of the Council of the Fund within five working days of the receipt by a settlement with the rules referred to in point 3.4, experts on the inspection;

19. the Council of the Fund in accordance with the laws and regulations of the forest development fund shall take a decision on the execution of projects financed and the assigned amount of the repayment.
20. If the project implementer has provided false information or violated these terms or conditions of a contract concluded by a decision of the Council of the Fund to the break the contract with the project promoter. After the decision of the Council of the Fund for the support service requires the repayment of the project promoter to repay the amount of the aid received.
