Cabinet of Ministers Regulations No. 326 in Riga, 30 March 2010 (pr. No 16 30) residence permit Issued under the provisions of immigration law article 3, third paragraph, the third subparagraph of article 22, the second paragraph of article 32, article 33, the second paragraph of article 34, first paragraph, point 9, 35, the first paragraph of article 13 and article 36, first paragraph, point 4 i. General questions 1. determines: 1.1. call approval procedure;
1.2. applying for the residence permit required documents;
1.3. the issue of the residence permit, registration and cancellation procedures;
1.4. the range of foreigners who are eligible for the citizenship and Immigration Board (hereinafter the Board) to submit documents for applying for residence permit;
1.5. the arrangements for the reimbursement of remuneration (compensation) for departure to live abroad;
1.6. the order in which the foreigner applying for a absences outside the Republic of Latvia;
1.1. electronic information systems – an invitation to register and the register of residence permit – the amount of information required and the arrangements for its use.
2. these regulations certain Foreigners documents applying for the residence permit or registration shall be submitted personally, except those referred to in paragraph 3 of the rules.
3. If the foreigner residence permit documents to be submitted to claim or registration in the Republic of Latvia and his Inviter are: 3.1 legal person can submit the relevant documents to the legal person's authorized representative;
3.2. natural person, documents can be submitted to an authorized person, presenting the notarized powers and doctors issued a certificate testifying that a foreigner can not submit documents personally, for health reasons.
4. A foreigner who is staying in the Republic of Latvia with valid visa, is entitled to submit to the administration of these provisions in certain documents to request a residence permit if he is: 4.1 accredited educational institutions teacher;
4.2. the scientist who concluded a scientific cooperation agreement with scientific institutions included in the register of scientific institutions;
4.3. the consultant (expert) who provides assistance at national or local authority, or help implement international agreement or the project, which is a Member State of the Republic of Latvia;
4.4. composer, musician, singer, choreographer, dancer, Director, actor, circus artist performances in the provision concerned or technical staff member, or of a State or local government-funded cultural institutions;
4.5. received a work permit in the Republic of Latvia;
4.6. the Sports Trainer;
4.7. a professional athlete after sports club's invitation;
4.8. in the Republic of Latvia accredited educational institutions students or full-time student and she stay connected with participation in the Exchange program;
4.9. The Latvian citizens or non-citizens of Latvia's parents, who requested a residence permit in accordance with article 30 of the Immigration Act;
4.10. the minor child;
4.11. returnees or returnee family.
5. A foreigner for which entry into the Republic of Latvia do not need a visa, the Administration may submit the documents referred to in these provisions of the residence permit application.
6. Documents for applying for residence permits, the administration shall be entitled to submit also that rule 4 and 5 foreigners referred to in paragraph 1 under the auspices of the spouses and persons.
7. applying for a residence permit or registration is required for the Administration confirmed the call. The call is not required if the foreigner: 7.1 is sole proprietor;
7.2. Merchant in the commercial register is the only official with representation rights;
7.3. is self-employed;
7.4. is a foreign operator's representative;
7.5. is separated or divorced or their spouse has died and foreigners are dependent minor child – a Latvian citizen or non-citizen of Latvia;
7.6.17 June 1940 was a Latvian citizen;
7.7. requests or want to register permanent residence;
4.8. has received an alternative status or temporary protection in the Republic of Latvia;
7.9. require a residence permit on the basis of the competent national safety authorities, law enforcement agencies or direct public administration institutions;
7.10. the residence permit is required due to the fact that he appointed as guardian or trustee in the Latvian citizen or not citizen of Latvia;
7.11. require a residence permit under the immigration law article 23, first paragraph, paragraph 23;
7.12. have a family member who requested a residence permit at the same time with the provisions referred to in paragraph 7 of the foreigners. 
8. the Government of the Republic of Latvia and the diplomatic and consular representations (further – Agency) officials shall have the right to invite foreigners and inviting to interview in order to decide on the issue of the residence permit, registration or cancellation. If necessary, both of the people interviewed at the same time. A minor may be invited for interview only his parents or family courts in the presence of the authorized representative.
9. A foreigner who has a valid residence permit, a travel document for a new residence permit shall be submitted to the administration within 30 days after receipt of this document, if the previous travel document has a new travel document.
II. the call approval 10. Documents submitted for approval the call: 10.1 a minor Latvian citizen or non-citizen of Latvia;
10.2. the minor is a foreigner with a valid permanent residence permit in the Republic of Latvia;
10.3. the State or local authorities;
10.4. the Republic of Latvia Law registered in the Republic of Latvia or foreign legal entity;
10.5. the Member State of the European Union, the countries of the European economic area or the Swiss Confederation, who are staying in the Republic of Latvia with a registration certificate or residence card.
11. the documents submitted for the design of call. Physical person documents shall be submitted personally. If, for any valid reason, the documents may be submitted in person and the relevant tariff information, documents can be submitted to the authorised person by presenting a notarized powers. Call for design documents may also be submitted electronically to the laws on electronic documents in order, using the special online form on the website www.latvija.lv.
12. Natural person when you call: 12.1 presented identity documents (this condition does not apply to cases where the call request law of the circulation of electronic documents in the order filed electronically through a special online form on the website URwww.latvija.lv). If the call to take the spouse, the inviter shall submit your identity document, presenting the copy of the original;
12.2. This provision gives 15.2. for information referred to foreigners;
12.3. submit payment document certifying payment of the State fees.
13. the representative of the legal person, designing call: 13.1 presented identity documents and appropriate design. Identity documents do not indicate if the call request law of the circulation of electronic documents in the order filed electronically through a special online form on the website www.latvija.lv;
13.2. submit application, indicating the registration number of the legal person, this rule 15.2. the information referred to on the foreigners, proof that the inviter shall assume responsibility for the departure of foreigners from the country, as well as, if necessary, be provided with health care, foreigners stay in the Republic of Latvia and the return home of the related costs, and a statement that the legal person is registered as a taxable person and it is not the payment of the tax debt which is administered by the State revenue service;
13.3. submit payment document certifying payment of the State fees.
14. If an invitation to foreigners to reside in the Republic of Latvia related to student or student exchanges, in addition to the provisions referred to in paragraph 13.2 indicate the details of the physical person who assumes responsibility for the minor student during his stay in the Republic of Latvia. In addition to the provisions referred to in paragraph 13 of document the inviter shall submit the document confirming the right to organize its Exchange program, as well as in the Republic of Latvia accredited educational institution proof that students will learn in this educational institution in accordance with the Exchange program, or in the Republic of Latvia accredited higher education institutions issued assurances that the foreigner shall participate in the exchange programme of international higher education institutions, international cooperation network (Interuniversity) exchange agreement or contract and inter-connectedness.
15. The inviter shall show the following: 15.1 the telephone number or other information that provides a communication (such as e-mail address);
15.2. for foreigners: 15.2.1. the word (words) and last name in the latīņalfabētisk script, as shown in the travel document of the alien;
15.2.2. nationality;
15.2.3. date of birth;
15.2.4. place of birth;
15.2.5. residence address abroad;

15.2.6. expected residence in the Republic of Latvia;
15.2.7. aim and time of stay in the Republic of Latvia.
16. one call in the request can include multiple members of the same family, if they have a common purpose of stay in the Republic of Latvia.
17. the details of the host and the foreigners include an invitation to register. After the data entry in the register of administrative official invitation prints the call form, except when the call request law of the circulation of electronic documents in the order filed electronically through a special online form on the website www.latvija.lv. The inviter or his authorised representative with a signature certifying that the information provided and the data they entered is true. If the inviter is a natural person, he, by signing the form, call in addition to certify that takes responsibility for the departure of foreigners from the country, as well as, if necessary, be provided with health care, foreigners stay in the Republic of Latvia and the return home of associated costs.
18. Administration officials call the decision on approval adopted within two working days after the call for the approval of the submission of the required documents. If the decision requires further examination, the officer shall notify the host, and the decision shall be taken within 10 working days.
19. Administration officials call does not confirm if: 19.1. Inviter refuses or cannot submit these rules 12, 13, 14 or 15 documents mentioned in paragraph or refuses to provide the necessary explanations of the purpose of inviting foreigners, that the foreigners and their stay in the Republic of Latvia;
19.2. the foreigner is included in the list of foreigners arriving in the Republic of Latvia is prohibited;
19.3. finding that the inviter supplied incorrect information;
19.4. received from a competent national authority, a negative opinion on the call.
20. The regulatory officer decides to cancel the call if approved by an exclamation of approval: 20.1. found that the inviter recanted;
20.2. finding that the inviter lost the right to invite foreigners;
20.3. finding that the inviter supplied incorrect information;
20.4. the foreigner is included in the list of foreigners arriving in the Republic of Latvia is prohibited;
20.5. received from a competent national authority, the negative opinion.
21. If the call is not accepted, the call shall be suspended or withdrawn the inviter, the documents presented to the host country shall not be issued and levied fees shall not be refunded.
III. Framework for requesting a residence permit 22. Foreigners wishing to request a residence permit, present a valid travel document and shall submit the following documents: 22.1. fill the specified pattern questionnaire for requesting a residence permit according to this provision, 1., 2., 3., and annex 4;
22.2. photos;
22.3. the certificate of health certifying that a foreigner has no regulations about health problems and diseases that health problems or disease, or an agreement on the health or disease treatment hospital treatment;
22.4. the certificate of criminal record (foreigner, who is older than 14 years) issued by the competent authority of the country of nationality or, if the foreigner stayed in it for more than 12 months;
22.5. a document showing the necessary livelihood security, as long as the foreigner staying in the Republic of Latvia;
22.6. documents showing the expected residency in the Republic of Latvia;
14.1. the payment document certifying payment of the State fee.
23. If a foreigner entry into the Republic of Latvia do not need a visa, he will present a valid travel document and submit these rules 22.1 22.2 22.3.,,.,.,., and 22.6 14.1 14.0. the documents referred to.
24. If a foreigner requires a residence permit under the Immigration Act, article 24, first paragraph, point 1 or 8, he presents a valid travel document and submit these rules 22.1 and 22.2, 14.1. documents referred to.
25. A foreigner who received the status of refugee or subsidiary or temporary protection in the Republic of Latvia applying for residence permits, personally submit a travel document and a document showing details of the place of residence in the Republic of Latvia.
26. If the foreigner law duly recognised as victims of trafficking, to request a residence permit by the competent national authority shall produce his valid travel document and submit these rules 22.1, 22.2 and 22.3..., referred to in documents as well as the competent authorities of the decision on the recognition of foreign victims of trafficking and on the need to obtain a residence permit.
27. in the light of the reasons of residence, in addition to these rules 22, 23 and 24 of the documents referred to in paragraph a foreigner those provisions in chapter IV, V or VI documents.
28. If a foreigner under immigration law article 24, first paragraph, 2, 3, 6 and 7 point wants to get permanent residence, he shall submit a document certifying the State language learning to the extent defined in the law on the State language, the amount of knowledge, language skills to the test and the State language proficiency certificate, recognition or submit a document certifying exemption from language skills to the test.
29. If the foreigner received (compensation) for departure to live abroad (hereinafter referred to as the reward), he, together with the documents submitted for application for a residence permit for the rewards, issued by an international (foreign) foundations or the body that the remuneration paid, or these rules referred to in paragraph 71 of the authorities or other competent authority. If the consideration received from the Government of the Republic of Latvia or the local authorities, a foreigner shall indicate which authority issued by or submitted to the compensation for the amount of remuneration, if such a statement is in his possession. Document certifying the repayment, a foreigner shall submit, receive a residence permit.
30. If a foreigner in the last five years before applying for the residence permit in the foreign military service, apart from compulsory military service, or Government service, he submitted a paper on the atvaļināšano of the service or termination of the service. 
31. the public documents issued abroad shall be adopted if they are legalized in or certified in accordance with the 1961 Hague Convention of October 5 on the legalization of foreign public documents, if the requirements of the Republic of Latvia to international treaties binding for other arrangements.
32. not submitting notarized certified copies of documents, the original documents are presented.
33. to request a residence permit documents to be submitted is valid: 33.1. the call, six months after its approval;
33.2. the document proving the necessary livelihood support, and expected residence in the Republic of Latvia – three months after their date of issue;
33.3. inquiries, letters, and other documents, except for the civil registry documents, court rulings, cognitive and educational archive documents, – six months after their issue;
33.4. a statement on the x-ray or the results of the investigation – fluorogrāfisk years after its date of issue.
IV. Additional documents to request a residence permit if you stay connected with family reunification submitted 34. kinship or affinity of Foreigners of supporting documents, if: 34.1. in accordance with immigration law article 23, first paragraph, (1) wants to stay at relatives;
21.3. pursuant to article 30 of the Immigration Act has to reside at her own minor children – Latvia's citizens or non-citizens of Latvia;
21.3. pursuant to article 31 of the Immigration Act has to stay to one parent who is a citizen of Latvia.
35. If the foreigner under immigration law article 23 a quarter, 25 or 26 to article wants to stay at the the spouse, he shall submit proof of marriage.
36. If the minor child wants to stay in the Republic of Latvia under the immigration law article 23, first paragraph, point 1, article 23 of the fourth part or article 24, first paragraph, point 1 or 2, he shall submit: 36.1. relationship of the supporting documents;
36.2. the parent's notarized or administration or agency officials signed a document in the presence of consent to the child's return to the Republic of Latvia, who was visiting with children. If everyday is implemented under the auspices of the parent with whom the child shall be appointed by the Republic of Latvia, and is not restricted to the change of residence of the child without the other parent's consent shall be submitted to the competent national authority issuing the document.
37. If a foreigner wants to stay in the Republic of Latvia under the immigration law article 23, first paragraph, paragraph 17, since all foreigners established guardianship or custody or he appointed as guardian or trustee in the Latvian citizen or citizen of Latvia does not, he shall submit a court order for custody or guardianship of the establishment.
38. If a foreigner wants to stay in the Republic of Latvia under the immigration law article 23, first paragraph, paragraph 20, he shall submit a document showing that the Court accepted the application for divorce and the child's place of residence.

39. If the residence permit is still to receive the minor foreigners whose parents not staying with him in the Republic of Latvia, he Additionally presented notarized or administration or agency officials in the presence of at least one parent's signed permission to reside in the Republic of Latvia.
V. additional documents applying for the residence permit, if the residence associated with employment in the 40. If a foreigner under immigration law article 23 paragraph 2 of the first paragraph has to reside in the Republic of Latvia as a registered individual merchant in the commercial register, he submitted: 24.9. sworn auditor verify the business plan for the intended operation;
40.2. documents certifying that he has a sufficient personal financial means the operations specified in the business plan to start;
40.3. permission (license certificate), if in work which requires permission;
40.4. sworn auditor verify the business plan, if the previous business plan is executed (starting with the second year of operation).
41. If the foreigner under immigration law article 23, first paragraph, point 4, wants to stay in the Republic of Latvia as a self-employed person, he submitted: 25.5. sworn auditor verify the business plan for the intended operation;
41.2. documents certifying that he has a sufficient personal financial means the operations specified in the business plan to start;
41.3. permission (license certificate), if in work which requires permission;
25.7. sworn auditor verify the business plan, if the previous business plan is executed (starting with the second year of operation).
42. If a foreigner under immigration law article 23, first paragraph, point 2 or 4, wants to stay in the Republic of Latvia, in addition to the examination of the management of information about the entry into the accounts of taxpayers (the first year of operation) or information that they do not have the tax debt, which is administered by the State Revenue Service (starting with the second year of operation). If foreigners have the above information, the foreigner is entitled to submit this information to the supporting documents.
43. If a foreigner under immigration law article 23, first paragraph, point 6, wants to stay in the Republic of Latvia on the basis of the contract of employment or contract of the company, he shall submit the regulations laid down in the approved work. 
44. If a foreigner under immigration law article 23, first paragraph, point 9 had to reside in the Republic of Latvia on the basis of mutual scientific cooperation in scientific cooperation, he shall submit proof of facts.
45. If a foreigner under the Immigration Act, article 9 of the second paragraph of point 9 had to reside in the Republic of Latvia as a service provider, he submitted: 45.1. foreign employer's registration certificate;
45.2. foreign employer letter certifying that a foreigner is sent to carry out services in the Republic of Latvia.
46. If a foreigner under immigration law article 23, first paragraph, point 14, wants to stay in the Republic of Latvia, he shall submit a document showing that the foreigner is participating in an international treaty or a project, the Republic of Latvia. 
Vi. Supporting documents for application for a residence permit if you stay connected with other objectives 47. If a foreigner under immigration law article 23, first paragraph, point 10 has to reside in the Republic of Latvia, to study in College, he submitted to the accredited: 29.3. contract for studying in the Republic of Latvia;
47.2. documents showing that is the necessary education courses.
48. If the foreigner under immigration law article 23, first paragraph, point 10 has to reside in the Republic of Latvia, the Republic of Latvia for training in accredited educational institution, he shall submit the Treaty on learning in the Republic of Latvia.
49. If a foreigner under immigration law article 23, first paragraph, point 19 to want to stay in the Republic of Latvia in connection with the practice or internships in the Latvian educational institution or company established in the commercial, he shall submit the relevant education institutions or organizations and supplies of the cooperation agreement and the employment contract, if the stay in the Republic of Latvia related to labour relations.
50. If a foreigner under immigration law article 23, first paragraph, point 11 had to reside in the Republic of Latvia for the treatment, he shall submit the agreement on the treatment of hospital treatment.
51. If the foreigner under immigration law article 23, first paragraph, point 16, wants to stay in the Republic of Latvia, to perform religious activities, he submitted: 51.1. foreign religious organizations referral letter;
51.2. ordination document or equivalent document.
52. If the foreigner under immigration law article 24, first paragraph, point 5 wants to stay in the Republic of Latvia since mastered the secondary education in the national language, he submitted to the education authorities or educational institutions founder of the issued certificate to show that the foreigner mastered the secondary education programme of the National Edition.
53. If a foreigner wants to stay in the Republic of Latvia pursuant to article 31 of the Immigration Act, as of 17 June 1940 was a Latvian citizen, he submitted to the Latvian citizenship documents.
54. If the foreigner residence permit shall be granted in accordance with the immigration laws of the third part of article 23 or article 24, second paragraph: 54.1. for humanitarian reasons, he submitted documents showing that foreigners need to reside in the Republic of Latvia;
54.2. on the basis of international law or national interest, Latvia, he shall submit the direct application of a regulatory authority, certifying the need for foreigners to reside in the Republic of Latvia.
55. The Board opinion on the rules 22 and 54, paragraph document compliance and foreigners the opportunity to request a residence permit in General, as well as the management of the additional information submitted to the Minister for the Interior.
VII. Documents of residence again claiming 56. Requests a residence permit for the previous residence permit the validity period or not later than 90 days after the validity of the residence permit expires, a foreigner present a valid travel document and submit these rules 22.1, 22.2., 22.5 and 14.1. documents referred to, as well as taking into account the reasons – the residence, this rule 40.3 40.4, 41.3., and 25.7., paragraph 43 and 44. , 45.2. in paragraph 46, 29.3., 48, 49 and 50, 51.1, 54.1 and 54.2.. documents referred to. A foreigner who has been granted the European Community's permanent resident status in another Member State and who resided years in Latvia in accordance with immigration law article 23, first paragraph, point 6, repeatedly requesting a residence permit due to employment, submit to the employment contract or project. 22.6. These provisions referred to in the document shall be submitted only if the change of residence.
57. If the foreigner's previous residence permit issued in connection with the business or employment or a foreigner is a self-employed person, sole proprietor or company the sole founder and he not later than 12 months after the previous residence permit expires, requiring a new residence permit, in addition to the provisions referred to in paragraph 56 of document, taking into account the residence grounds, the Board examined information on State social insurance and personal income tax and contributions. If a foreigner has that information, the foreigner is entitled to submit this information to the supporting documents.
VIII. The issue of the residence permit arrangements 58. Board decision on the issue of the residence permit shall be taken after verification of the documents presented, interviews and other news. The Board decision shall be issued or sent to the foreigner, if the documents submitted to the administration. If the documents submitted to the representation of the decision is issued to the foreigner, sent to the mission, as indicated by the foreigner, as well as for the Office in which the application documents. The decision shall be issued or shall also host.
59. After entering the Republic of Latvia, foreigner residence legal term personally coming to the Administration, to get the residence permit: 59.1. According to the legal person's address if the inviter is a legal person;
59.2. According to the declared place of residence or domicile specified additional, if the inviter is a natural person;
59.3. any other administrative territorial unit, if documents submitted for application for a residence permit, the application with the appropriate added.
60. when termiņuzturēšan, a foreigner present a document certifying that he has a valid health insurance policy.

61. If the foreigner's travel document expiry date is less than the required termiņuzturēšan the period of validity of the licence, the Board shall take a decision on the issue of the residence permit on time but requested a residence permit sticker is issued for a period of three months shorter than the period of validity of the travel document.
62. The decision on the issue of the residence permit is valid for three months. If this time do not receive a residence permit, a foreigner applying for residence permit documents submitted. For humanitarian reasons the Administration Manager or his authorised person have the right to authorize the issue of residence permits on the basis of the decision, having missed the deadline mentioned above, if a foreigner to the document that has expired, submit new documents.
63. If the residence permit is refused, annulled or foreigner that rule 62 of the decision referred to in paragraph during the period of validity of the residence permit does not receive the documents submitted shall not be issued to foreigners and charged the State fee shall not be refunded.
64. the administration shall inform the relevant authorities about a fosters underage foreigners in the Republic of Latvia, who has received a residence permit, over her guardianship is established abroad and his guardian is a Latvian citizen, non-citizen of Latvia or a foreigner, who is in Latvia for the residence permit.
IX. registration of the residence permit procedure 65. Foreigner residence permit documents submitted for registration: 65.1. authorisation to termiņuzturēšan – 30 to 90 days prior to the registration of the residence permit expires;
65.2. permanent residence permit – not later than 30 days before the date of registration of the residence permit expires.
66. To register a residence permit, a foreigner present: 66.1. valid travel document;
66.2. the document certifying that he has a valid health insurance policy (where he recorded the termiņuzturēšan permission).
67. If the person is granted the alternative status or temporary protection in the Republic of Latvia, she has this rule 66.2. the document referred to in point need not be shown.
68. If the residence in the Republic of Latvia related to employment or commercial or a foreigner is self-employed, the Board examined information on State social insurance and personal income tax and contributions.
69. The decision on registration of the residence permit is valid for three months. If the decision during the period of validity of the residence permit of a foreigner does not receive the documents submitted shall not be issued to foreigners and charged the State fee shall not be refunded. For humanitarian reasons the Administration Manager or his authorised person have the right to authorize the issue of residence permits on the basis of the decision, having missed the deadline mentioned above, if a foreigner to the document that has expired, submit new documents.
X. arrangements for the repayment of the remuneration (compensation) for departure to permanent life abroad 70. Foreigner who received remuneration (compensation) for departure to live abroad (hereinafter referred to as reward) and want to request a residence permit in the Republic of Latvia, the consideration received in repayment: 70.1 it Republic of Latvia national or municipal authority or international (foreign) foundations or authority that this compensation paid;
70.2. the State budget revenue, if this rule 70.1. the authority referred to in subparagraph or the Fund is liquidated, or refuses to accept the remuneration paid.
71. If the remuneration granted to residential area, the amount of remuneration is determined by the current market value, according to the housing location and evaluate the relevant local authority or other competent authority (the authority). If the area sold, a foreigner shall repay the amount corresponding to the housing market value at the time of sale.
72. If the remuneration received in more than one person and residence permit in the Republic of Latvia require someone from the consideration received for foreigners, he repaid his share in proportion to the number of persons received remuneration.
XI. Prolonged absence procedure 73. A foreigner who needs to stay abroad for more than 35 of the immigration law of the first paragraph of article 13 and article 36, first paragraph, the period referred to in paragraph 4, shall submit the relevant application to the Administration and the absence of supporting documents.
74. The Board examined the application and the documents annexed thereto and shall issue a certificate that the alien administration is aware of the need for long-term stay foreigner abroad. The certificate shall specify the date by which a foreigner is entitled to return to the Republic of Latvia. The date specified in the certificate may not exceed issued residence permit sticker specified validity period or the period of validity of the travel document, if it is shorter than the period of validity indicated on the sticker.
75. If the foreigner does not arrive in the Republic of Latvia regulatory deadline or has not made his absence before leaving the Republic of Latvia, the absence of supporting documents he submitted representations.
76. The mission sends documents to the Board. The Board of seven working days after the receipt of the document to assess long-term absence reasons, decide on the permission to enter the Republic of Latvia or the cancellation of the residence permit and the decision taken shall inform the representation.
77. The mission issued the regulatory decision on an alien permission to enter the Republic of Latvia or of a visa for entry into the Republic of Latvia or the alien residence law issued the certificate.
78. A foreigner entering the Republic of Latvia, the National Guard presented this to rule 74, paragraph statement, the decision referred to in paragraph 77, or visa.
79.
