Cabinet of Ministers Regulations No. 343 in Riga 2010 April 6 (Mon. 19. § 17) the rules on the bulky and heavy traffic are Issued in accordance with the law "on the road" article 6.2 and the seventh part i. General questions 1. determines the order in which issues the bulky and heavy transport permits, arrangements are made for these services, and where the authorization is not necessary.
2. the rules relating to the carriage of cargo or passengers with or without cargo or passengers by road (Street), a moving motor vehicle or its composition, size, actual weight or axle load exceeds the Cabinet June 29, 2004 No. 571 of the provisions of the "rules of the road" (road traffic regulations) referred to in annex 3.
3. large vehicle means a motor vehicle or its composition (with or without load) for which at least one size greater than road traffic regulations in annex 3. Heavy-weight vehicle means a motor vehicle or its composition (with or without cargo or passengers, cargo or passengers), whose actual mass or axle load exceeds the road rules referred to in annex 3.
4. the shipment may be carried out only with the specificities of the relevant cargo vehicles.
5. During transport, may not: 5.1 to drag other vehicles;
5.2. the move again;
5.3. the move insufficient visibility;
5.4. to move along the road to the suburbs.
6. Permission is not required for vehicles which carry out road maintenance works and vehicles carrying out international transport and the actual mass and axle load do not exceed those of road rules in driving on the country's major roads, but shipments are also taken over other roads (streets).
II. the bulky and heavy transport permit and the route alignment 7. Bulky and heavy transport authorisation (annex 1) entitles the bulky and heavy goods vehicle to move with or without cargo on a particular route (hereinafter licence).
8. the authorisation shall be issued by the bulky or heavy-weight vehicle one indivisible freight time along a specific route. Indivisible load is the load which can split into two or more loads without unexpected expenses or damage the threat and size or mass cannot be carried under the road traffic regulations. The concept of indivisible goods does not apply to the case where the distribution of cargo, does not change the parameter or parameters which are the issue of an authorization.
9. If the vehicle is in accordance with the nature of the work required to carry out transport and often repeatedly, authorization may be granted for a fixed term, but not longer than 12 months, if the vehicle or its composition: 9.1. actual weight does not exceed 52 t;
9.2. the actual weight does not exceed 47 t, 40 feet (12.2 m) ISO containers;
9.3. maximum axle load comply with road traffic regulations the size laid down in annex 3;
9.4. the total length of less than 24 m; width not exceeding 9.5.4 m; 9.6. height from the surface of the carriageway not exceeding 4.5 m. 10. Vehicles (without cargo) that are registered in Latvia and the height of the roadway surface, length or width exceeds the road rules set out in annex 3, authorization may be granted for a fixed period of time, but not more than 36 months, if the vehicle or its composition : 10.1. total length 24 m, width 10.2 does not exceed 4 m; height: 10.3 roadway surface does not exceed 4.5 m. 11. authorisation without a time limit issue: 11.1. vehicles which are registered in Latvia, and with an unladen weight exceeding road rules laid down in annex 3 sizes up to 48 t, and which correspond to the dimensions of road traffic regulations the size laid down in annex 3;
11.2. vehicles (without cargo) that are registered in Latvia and which axle load exceeds the road rules laid down in annex 3 sizes, but not more than 13 tons, and which correspond to the dimensions of road traffic regulations set out in annex 3.
12. in order to receive the permit, the carrier shall submit, before carrying out a public joint stock company "Latvian state roads" permission request (annex 2).
13. public joint stock company "Latvian state roads" review the authorisation request and within five working days after receipt of the request for authorisation shall take a decision on the authorisation or refusal to issue the permit.
14. If the decision on the refusal to issue a permit, that decision may be challenged in the Ministry of transport. The Ministry of transport's decision can be appealed in court.
15. If the decision on the authorisation of the State joint stock company "Latvian state roads" coordinated transport routes: 15.1 with the relevant authorities, as well as with the road (Street) and the bridge owners or their authorised persons;
15.2. the city electrified service, if bulky or heavy-weight vehicle height exceeding 4.5 m from the surface of the carriageway;
15.3. the rail infrastructure owner or his authorized person, where the route is a railway crossing and bulky or heavy-weight vehicle sizes exceed at least one of the following values: 15.3.1. height of the roadway surface – 4.5 m; width – 5 m 15.3.2.; 15.3.3. mass of actual-52 t;
15.4. the rail infrastructure owner or his authorized person, where the route is a railway bridge or traffic transmission and bulky or heavy-weight vehicle sizes exceed at least one of the following values: 15.4.1. the height of the roadway surface – 4.5 m; width – 5 m 15.4.2.; 15.5. with the communication and supply service, if bulky or heavy-weight vehicle height exceeds 5 m from the surface of the carriageway.
16. Expenses related to the harmonization of the transport routes according to paragraph 15 of these regulations, shall be borne by the carrier.
17. the national joint stock company "Latvian state roads" and the mutual agreement of the carrier, the carrier shall be entitled to match the transport route.
18. public joint stock company "Latvian state roads" are entitled to start the road to change transport route specified in the authorisation, if the authorisation after significantly changed meteorological or other circumstances that could affect the safe operation of transport. In that case, the State joint stock company "Latvian state roads" issued a new permission that represents the changed route. Prior authorization is cancelled. For changing the route specified in the permit and the new issue of the State joint stock company "Latvian state roads" shall immediately notify the carrier.
19. Particularly large and heavy vehicles that move is not possible without further study of the route (for example, bridges, overpasses, traffic road pavement bearing capacity test and other road complex artificial structures check), State joint stock company "Latvian state roads" take route additional research or have a route further to other legal or natural persons who have a licence or to the design of artificial structures. Expenses associated with the route, as well as additional research spending for the preparation of additional routing work carried out to ensure the transport shall be borne by the carrier.
21. after the permit is issued in accordance with regulations establishing procedures for bulky and heavy traffic, paid a fee for the use of roads, carrying bulky or heavy-weight carriage, as well as the fee for the transport routes coordination and preparation.

28. the bulky vehicle represents: 28.1. front (annex 4, Figure 1.): the vehicle recognition 28.1.1. marks in accordance with the rules of the road (B);

28.1.2. with white side lamp or a white reflector. If the bulky or heavy-weight of the vehicle exceeds 3 m, on each side one over the other two lamps lit or attached to two white reflector (C);
28.1.3. with a white papildluktur or attached to a white reflector, if the distance between the side lamp or reflectors and lights of the vehicle gauge outer edges is larger than 1 m (D);
28.2. back (annex 4, Figure 2): 28.2.1. the identification marks of the vehicle in accordance with the rules of the road (B, E);
28.2.2. with a lighted red lamp or side-mounted red or orange reflector. If the bulky or heavy-weight of the vehicle exceeds 3 m, on each side one over the other two lamps lit or attached to two red or orange reflector (C);
28.2.3. with red papildluktur or attach the Red or orange reflector, if the distance between the side lamp or reflector lamps of the vehicle and the outer edges is larger than 1 m (D).
29. malējo front and rear lamps or reflectors shall be 0.25-0.9 m of the carriageway surface as close as possible to the vehicle or to the external edge. The distance between the lamp and the outer edge of the load must not exceed 0.4 metres.
30. Flashing lights, papildluktur and malējo front and rear lamps lit the vehicle while driving, as well as stopping or standing 24-hour dark days, or insufficient visibility. Front and rear side lights and lamps papildluktur power must be 15 to 21 w. 31. If the overall length of the vehicle is more than 6 m, then on the sides every 3 m or, if the structure of the body or load does not allow it, every 4 m (annex 4, Figure 3) position the Orange (yellow) reflectors (A) and orange (yellow) light lamps (B), which turned on simultaneously with the front and rear lamps or dipped and main beam lamps. Divisible timber and agricultural production of bulky and heavy goods, with specific features for the appropriate specialized bulky and heavy vehicles or vehicle combinations: 33.1. indivisible bulky and heavy timber goods, within the meaning of this provision the logs and chips;
33.2. separating the agricultural output of the bulky and heavy goods within the meaning of these provisions are grains, rapeseed, potato and raw milk.
34. the divisible timber and agricultural production of bulky and heavy cargo may be carried, if the permission has been received and the State joint stock company "Road Safety Directorate" of the vehicle certificate issued by the bulky and heavy freight transport with a specialised bulky and heavy vehicles or vehicle combinations (hereinafter certificate) (annex 5).
35. the certificate shall be issued, if the vehicle or its composition meets the following requirements: 21.8. vehicle or its composition after the construction is designed for logs and chips or the transport of agricultural products;
35.2. number of axles of not less than six;
35.3. starpas distance of axle or a cavity accommodating Triaxial bridge not less than 1.3 m (first you have paired with the trailer axle permissible distance is starpas 1.15 m);
35.4. at least five axes, except the stūrējam axle tractor is double;
22.1. an engine power of not less than 350 HP or 257 kW (if there is no data in the register of vehicles for vehicle engine power carrier for a certificate shall be submitted by the vehicle manufacturer or its representative in Latvia of the receipt).
36. the round timber and agricultural production of bulky and heavy freight transport with a bulky and heavy specialised vehicles for a certain period of time (up to 12 months), based on the certificate shall be issued, if the motor vehicle or its composition together with the shipment complies with the following conditions: 36.1. the actual weight does not exceed 52 t;
36.2. the actual maximum axle load comply with road traffic regulations the size listed in annex 3;
36.3. the total length of road traffic regulations the size listed in annex 3;
36.4. width meets the road rules the size listed in annex 3;
22.7. the height of the roadway surface meets the road rules referred to in annex 3.
37. A round timber and agricultural production of bulky and heavy transport and the transport route permit is issued under this rule according to the requirements laid down in chapter II, except for the harmonization of the transport route through local roads. These transport routes, the carrier with the appropriate authorities.
38. A round timber and agricultural production of bulky and heavy transport permit shall not be issued to carriage by public local roads.
V. of dolomite rock and Separating cement bulky and heavy freight transport on the route in question 39. Divisible dolomite stone and cement the bulky and heavy goods to the specificities of the relevant cargo bulky and heavy-weight vehicles or vehicle combinations. 40. the dolomite stone and cement the bulky and heavy freight transport with a bulky and heavy-weight vehicles for a certain period of time (up to 12 months) shall be issued, if the motor vehicle or its composition together with the shipment complies with the following conditions: 24.9. the actual mass of the dolomite stone does not exceed 48 t and transport cement-carrying 44 tons;
40.2. the actual maximum axle load of stone to transport Dolomite is not more than 10 t;
40.3. the actual maximum axle load of cement transport comply with road traffic regulations the size listed in annex 3;
25.1. the total length of road traffic regulations the size listed in annex 3;
25.2. width meets the road rules the size listed in annex 3;
25.2. the height of the roadway surface meets the road rules referred to in annex 3.
41. The separating of dolomite stone and cement the bulky and heavy transport and the transport route of the permit shall be issued under this provision the appropriate requirements set out in chapter II.
Vi. the bulky vehicles escorting 42. If the bulky or heavy-weight vehicles (excluding this provision implements paragraph 44) width is 3.5-4 m or 24-30 m, use the accompanying car – motor vehicle of category M1, fitted with orange (yellow) lights, or the State police vehicle.
43. If the bulky or heavy-weight vehicles (except agricultural techniques that make short voyages) exceeds 4 m width or length-30 m, and if the move is partially occupied the opposite lanes or additional measures must be taken to regulate traffic on the train car used state police vehicle.
44. The technical fit with orange (yellow) beacon. 47. Depending on the route of the vehicle's track decision on the participation of the national police shall adopt national police or the National Police Administration Chief of the region concerned.
48. the amount of Remuneration for State police vehicles shall be determined in accordance with the national police provided paid service price list and appropriate means including the State police account of the Treasury. Expenses associated with bulky or heavy-weight vehicles, shall be borne by the carrier.
