Cabinet of Ministers Regulations No. 623 Riga 2010 (13 July. 17. § 36) reclamation cadastre rules Issued in accordance with the Reclamation Act, the third subparagraph of article 14 and the third subparagraph of article 16 of the i. General questions 1. determines: 1.1. reclamation cadastre content and creation, maintenance and exchange of information;
1.2. reclamation cadastre data reporting and escalation procedures;
1.3. the drainage system and the contents of the inventory order.
2. Drainage operation of cadastre establishes and maintains reclamation cadastre information system. Reclamation cadastre information system is a national information system, and its curator is a public company with limited liability "the Ministry of agriculture in real estate" (hereinafter – the company).
II. content of cadastral, land drainage and maintenance 3. Reclamation cadastre contains: 3.1 text data, which includes information on the drainage system of the quantitative and qualitative condition of status and melioratīv of the hidrometrij, as well as the land owner or legal possessor;
3.2. spatial data, which includes the reclamation of cadastral plans and maps of the analog and digital form, which depicts a water drainage system, ūdensnotek, and ūdensnotek catchment area of drained land boundaries, drainage systems and devices and hidrometrij items with their reclamation cadastre, as well as ground unit boundaries and cadastral designation.
4. Drainage system characterized by quantitative condition of these rules referred to in annex 1 drainage system key indicators.
5. Reclamation cadastre plan use designations according to annex 2 of these rules.
6. Reclamation cadastre creation and maintenance company used such data and information: 6.1 the State land service of the real property cadastre of State information systems and spatial data of text;
6.2. the National Agency for Latvian geospatial information agency "the simplified digital topographic maps and digital ortofotokarta with the certainty of the scale 1:10 000;
6.3. the local authorities concerned in force planning (detailed) vector spatial data format.

8. This provision in paragraph 6 and 7 the information and data referred to the three public rounds level reclamation cadastre cases: 8.1 region reclamation cadastre in case: 8.1.1. reclamation cadastre in spatial data with the level of certainty in rural areas – 1:10 000, and city land-1:2000;
8.1.2. the region's administrative area drainage system main indicators;
8.1.3. melioratīv-hidrometrij;
8.2. administrative area reclamation cadastre in case: 8.2.1. drainage system technical projects and izpilddokumentācij;
8.2.2. the drainage system for the conversion of the technical regulation;
8.2.3. drainage system inventory documentation;
8.2.4. reclamation of cadastral spatial data with the scale 1:5000 and the certainty of 1:2000;
8.2.5. the administrative territory of the drainage system, a summary of the main aggregates;
8.3. land reclamation cadastre of property case: 8.3.1. land property reclamation Passport;
8.3.2. drainage system data and inventory documentation;
8.3.3. drainage system technical design documentation and izpilddokumentācij.
9. the drainage system that is national, municipal, and other natural and legal persons or the legal possession of the property, regardless of its property and status registers the reclamation cadastre information system, giving it a reclamation cadastre number.
10. Reclamation cadastre number consists of three levels of designation: 10.1 the first level – the name of the parish or seven decimal sign, which stands for the administrative area of the territory, in accordance with the administrative and territorial units;
10.2. second level-three decimal characters that represents the object number of the reclamation in accordance with the assigned number of reclamation cadastre;
10.3. third level-three decimal characters representing the reclamation system number under drainage system nospraudum plan.
11. Reclamation cadastre of drainage system established the public set one of the following statuses: drainage system 11.1. national drainage system;
11.2. the national drainage system. Status States: 11.2.1. ūdensnotek whose catchment area is at least 10 kvadrātkilometruv for at least five kilometers long (also trans-national ūdensnotek);
11.2.2. the waterworks structures and devices in the event of an accident or flood risk of the pal at least 100 hectares large area or locality;
11.3. the municipal drainage system. The status determines the drainage system in accordance with the information submitted by the municipality;
11.4. sharing drainage system. Status: 11.4.1. ūdensnotek fixed, large diameter collector, which provides two or more estates or legal possession of the existing ground-water regime regulation, except the delimiting and regulatory network construction;
11.4.2. the waterworks structures and devices that no other natural or legal persons in possession, but is on a shared ūdensnotek;
11.5. the property drainage system. Status States: 11.5.1. ūdensnotek that is on one property or legal possession of the existing land border;
11.5.2. defining the regulatory and network structures (drain systems, drainage ditches and kontūrgrāvj), which is located in one of the property or the legal possession of the land regardless of how much the legal possession of the property or land in water regime regulation affects;
11.5.3. waterworks structures and devices that no other natural or legal persons owned or possession, but located on one property ūdensnotek.
12. the company shall grant the system ūdensnotek of the drainage catchment areas of water in the economic circuit code according to the classification of economic water circuit water economic circuit code that contains the ūdensnotek.
13. Reclamation cadastre information system changes to the responsible person is certified by the signature of the document in question or the electronic information system, noting on the record date.
14. Documents and data on the basis of which creates and maintains cadastral drainage, stored permanently on paper or in electronic form (if technically possible).
III. Reclamation cadastre information exchange 15. State land service law in the order issued by the public (reclamation cadastre creation and maintenance) data from the following real estate national cadastre information system information block: 15.1. cadastral object identification information unit;
15.2. the composition of real estate information block;
15.3. real estate base data information unit;
15.4. property rights and rental rights information unit;
15.5. the land units of the base data information block;
15.6. land units and land units part of the real estate of the purpose of the information block;
15.7. cadastral spatial data on the land unit and the construction of the information block.
16. the company electronically, upon request, the State land service (so the function) drained wetlands area boundaries (digital form) with scale 1:10 000 of certainty from the November 1.

20. The company shall provide the national agencies ' geospatial information agency of Latvia "with reclamation cadastre in spatial data in digital form, the statutory master data preparation.
IV. Reclamation cadastre data submission and updating of information on 21 drainage system reclamation cadastre information system provides: 21.1. land owner or legal possessor: 21.1.1. drainage system in a first inventory or drainage structures inventory information;
21.1.2. the application of technical rules for receiving the information (article 4 of the law on Drainage in the first part of the cases) and Meliorācijaslikum the information specified in article 18;

21.2. municipal būvvald-drainage system and the construction of the waterworks structures, regulations governing the prescribed amount;
21.3. the local authority-information on municipal drainage system;
21.4. the public drainage region chapter-information for first-time state of the drainage system and the national drainage system inventory.
22. to register the drainage system, updated data reclamation cadastre information system, or remove the data from the land owner or legal possessor shall provide public drainage region chapter submission (annex 3) in paper form or electronic form and shall be accompanied by the following documents: 22.1. reclamation facilities inventory file, if this rule proposes 23.2. referred to reclamation facilities registration.
22.2. the drainage system of the technical opinion of the survey, if the proposed drainage system removing data;
22.3. the drainage system nospraudum (project) a copy of the plan or the revised plan to mark the boundary of the area of the drainage system or structure, which suggests the data removed from the reclamation cadastre information system;
22.4. the nature protection management opinion, if the proposed drainage system data removal, which is specially protected natural territory.
22.5. the drainage system of the first inventory file;
22.6. the power of the copy, if the application is submitted by an authorised person (the presentation of the original).
23. the drainage system registers the cadastral information system of drainage if: 23.1. received documents referred to in the legislation of drainage system and the construction of the waterworks structures;
23.2. the proposed the existing drainage structures registration, in accordance with the laws of the land drainage reclamation system and match under these rules shall be recorded in the register of the drainage.
24. the drainage system to remove the data from the reclamation cadastre information system, assess and take into account: 24.1. drainage system impacts on other land ownership or legal possession of the ground water treatment;
24.2. the drainage system.
25. the drainage system data removed from the reclamation cadastre information system: the system is 25.1. drainage and ground water regime affects one land ownership or legal possession;
25.2. it does not impair other land ownership or legal possession of the ground water treatment.
26. Reclamation cadastre data updated, on the basis of the documents on the drainage system construction, removal of data, inventory and real estate the State cadastre information system data as well as using the latest ortofotokarta.
27. the drainage system for registration, data updating, or removing data submissions must comply with the following terms: 27.1. The real property cadastre information system state data;
27.2. the existing municipal planning (detailed) planned (allowed) the use of the territory;
27.3. the nature protection management opinion (if such is required).
28. This rule 22.2. technical survey referred to the opinion of the land owner or legal possessor fails if the drainage system is interrupted to ensure special protection, special protection of species or habitats of priority European Union habitats favourable conservation status of specially protected natural territories.

30. The decision on the refusal to adopt if: 30.1. the documents submitted do not contain the information necessary for the Betterment of the system of registering or updating data or removal;
30.2. the land owner or legal possessor of information provided in documents do not meet the requirements of this regulation. 
31. This provision 30. in the cases referred to in point land owner or legal possessor has the right to submit documents again, if the reasons for the refusal.
32. The public drainage system by State and national drainage system reclamation cadastre data escalation information system prepares a summary of data about the public drainage systems and national reclamation systems and to the November 1, submit it for approval to the Minister of agriculture.
33. the documents for the Betterment of the system of registration, data updating cadastral information system of drainage, or removal of the data added to the relevant reclamation cadastre case.

43. 44. Drainage facilities technical condition according to the rules referred to in annex 5, drainage structure evaluation criteria specifies this provision in annex 6 and 7. 48. the inventory file and content compliance with those regulations ensure the physical inventory.

3.5. Water inputs-outputs (I – I) (1) expressed in the aizsargdambj polder body or hillsides deformation, scour, washings or landslides into the output location.
