Cabinet of Ministers Regulations No. 766 Riga 2010 (august 10. No 41 71. §) rules on "operational programme infrastructure and services" apakšaktivitāt "Appendix 3.2.2.1.1. 1.2. the European regional development fund, the project assessment criteria application (hereinafter referred to as the project application evaluation criteria);
1.3. the requirements of the European regional development fund project applicant (hereinafter referred to as project applicant);
1.4. the responsible institution and liaison body, the distribution of competence between these institutions and cooperation arrangements, as well as the responsible authorities and cooperation agencies functional form of subordination.
2. the purpose of the Apakšaktivitāt is the effective use of information and communication technologies to improve the efficiency of the public administration, promoting public service elektronizācij, development, availability and quality, and to reduce the administrative burden on citizens and economic operators, to increase the opportunities for citizens to get involved in public affairs, to develop information systems, providing a technical base for the development of electronic services and improving the circulation of information. Apakšaktivitāt is focused on information and communication technology infrastructure, including information systems and services, the development of a number of sectors, such as health care, employment and social protection, cultural industry, providing both access to information resources and the conservation of these resources. Apakšaktivitāt's goal is also to develop and improve information system for all or more of public administration institutions, ensuring the coherence of information systems and integration, and develop services involving several public authorities and are used in a number of information systems.
3. Apakšaktivitāt implement the project application to the limited selection.
4. Apakšaktivitāt in the second round of the selection available in the framework of the European regional development fund is LVL 33 057 598.
5. The European Regional Development Fund funding intensity is up to 100 percent of the project's total eligible costs.
6. implementation of Apakšaktivitāt is provided by the responsible authority and the liaison body. 7. Cooperation authority has functional authority.

11. Regional development and local government Ministry is developing information system concept development methodologies and publish it on the website of the Ministry.
12. the project applicant will plan and prepare project submission under the Cabinet of Ministers approved information system operations concept for the theme of the project referred to in annex 1 of these rules.

II. Project activities and the cost of Apakšaktivitāt within the 14 eligible activities are: 14.1. information systems, integration and development;
14.2. electronic service creation and development;
14.3. information resource digitization;
14.4. the structural funds of the European Union information and communication activities.

16.3.2. software design documentation development costs;
16.3.3. software user and administrator manual development costs;
16.3.4. the portal and Web site design and development costs, which provides e-services;
16.3.5. user authentication, payment processing, electronic service of process management in software development costs, if the project (upgradeable) e-services interfaces do not form for the single public service portal (URwww.latvija.lv);
16.3.6. develop information systems testing costs: 16.3.6.1. information systems testing documentation development costs;
16.3.6.2. information systems testing costs to provide software development and introduction of quality control;
16.3.6.3. create the information system security audit costs;
16.4. the information system costs until it launched a productive operation: 16.4.1. import and data migration exercise costs;
16.4.2. information resource digitization costs;
16.4.3. the costs of interpretation services portal design and development;
16.4.4. administrator training costs;
16.4.5. system configuration information;

16.5. the technical infrastructure and standard software acquisition cost: 16.5.1. server technical and installation of the necessary infrastructure acquisition costs;
16.5.2. an array of equipment data acquisition costs;
16.5.3. to cover the cost of the acquisition;
16.5.4. card personalization equipment costs;
16.5.5. technical infrastructure and to cover the cost of installation and configuration;
16.6. the value added tax payments that are directly tied to a project if the beneficiary cannot recover in the laws on value added tax.
17. The provisions referred to in paragraph 16.1.1. costs shall not exceed 10 per cent of the total eligible direct project costs.
18. This provision 16.1. the costs referred to in total do not exceed 20 percent of the total eligible direct project costs.
19. the project eligible indirect costs are: 19.1. the project activities directly related to the publicity costs, consistent with the laws of European Union funds publicity and visual identity claims, not exceeding five percent of the total eligible direct project costs;

20. Costs are eligible if they: 20.1. made pursuant to legislation in the area of public procurement requirements;  
20.2. is made based on the conclusion of the service, or enterprise agreements;
20.3. is actually carried out, figuring the beneficiary's book-keeping, identifiable, separate from the rest of the cost of the test, as well as its certifying the excuse documents (original or relevant laws and the documents in a fixed order certified copies);
20.4. the provisions of paragraph 14 of the implementation of the activities referred to in this rule referred to in paragraph 2, the objective and are intended for application in the approved project;
20.5. match safe financial management principle: 20.5.1. the principle of economy, to which the beneficiary uses her actions, to be available at a particular time, in appropriate quantity and the lowest price;

21. If a service agreement for this rule 16. costs referred to in paragraph 1, shall be concluded more than a year before the conclusion of the agreement, the beneficiary shall submit proof of the cooperation body in the applicable service contract includes the cost of compliance with the existing market situation and cost effectiveness.

III. requirements for project applicants and project submission 23. Project applicant is of direct public administration, under the authority and supervision of the existing institutions and planning regions.
24. the project, the applicant is entitled to submit the application to a project in cooperation with other direct public administration institutions, existing institutions subordinated to it, as well as with the planning regions and local authorities (hereinafter referred to as cooperation partner), concluding the agreement on cooperation.
25. the project applicant be eligible for European regional development fund, if: 25.1. the responsible authority it has invited to submit a project application;
25.2. the project included in the project application to the topic meets the planned project list (annex 1) and does not exceed the provisions mentioned in annex 1 of the project topic for maximum total project eligible costs.
26. Make a cost effectiveness analysis, the applicant chooses the project cost efficiency best solution, provided that the total project benefits and savings are greater than the project investment and operating costs throughout the project life cycle. 29. The minimum eligible costs of the project amount is within the 105 421 apakšaktivitāt lats, the maximum eligible cost of the project is LVL 3 514 020.
30. the maximum project duration is three years, but not longer than until 30 June 2015.

IV. Project application selection

34. The Evaluation Commission composed of three voting for regional development and local government representatives of the Ministry.
35. the responsible authority shall be invited to participate in the evaluation work of the Commission and the managing authority of one representative and one representative of the liaison bodies as observers without voting rights.

42. the head of the responsible authority shall take a decision on the application for the approval of the project, if it complies with all the rules referred to in annex 4, refine, not administrative and eligibility criteria and won at least 25 points under this provision of the annex 4 the quality criteria referred to in the application, but the project does not need to specify the corresponding to one of the rules referred to in annex 4, refine, administrative or compliance criteria.
43. 50. Where the applicant does not submit the project submission this provision within the period referred to in paragraph 32 or has filed a submission deadline for the project, but it has been rejected under this provision in paragraph 47 or 48, the responsible authority shall have the right to invite the applicant to submit a draft project submissions.

54. The beneficiary shall ensure the first tender tender not later than three months after the conclusion of the agreement, where the project started after the conclusion of the agreement. 55. The beneficiary shall submit a request for payment of the cooperation body, costs copies of supporting documents and a report of the project agreements and deadlines in order.
56. in assessing the cooperation institution beneficiary documentation, has the right to invite independent experts in the field of public procurement regulatory laws in order to check the conformity of the expenditure requirements of these provisions and reasonableness.
57. The beneficiary shall ensure that the eligible expenditure, repayment of which is from the European regional development fund, as well as the implementation of the project-related assets, liabilities and cash flow accounting records are identifiable, separate and verifiable.
58. where the project takes place in cooperation with the provisions of paragraph 24 the authorities listed in the project the applicant concluded cooperation agreements with them not later than three months from the conclusion of the agreement. If the contract is not concluded within that period, the authority may decide on the termination of the agreement.

59. If during the implementation of the project is the need to clarify this provision, paragraph 12, the Cabinet of Ministers approved the concept of a system description, and specified in the information system concept the beneficiary of approval of the cooperation agreement shall be submitted to the authority.
60. The beneficiary shall ensure that any project developed software will be available to all national regulatory authorities with the right to freely copy, use, modify and improve public administration.
61. the developer shall transfer funds to the recipient of the software source code and copyright, developed or developed within the project.
